India has urged its citizens travelling to or living in Canada to "exercise utmost caution".
The advisory comes a day after tensions escalated between the countries with each expelling a diplomat from the other side.
Canada said it was investigating "credible allegations" linking the Indian state with the killing of a Sikh separatist leader.
India strongly denied this, calling the allegations "absurd".
Analysts say relations between the countries, which have been strained for months, are now at an all-time low.

On Wednesday, India's foreign ministry said it issued the advisory "in view of growing anti-India activities and politically-condoned hate crimes and criminal violence in Canada".
The Indian government has often reacted sharply to demands by Sikh separatists in Western countries for Khalistan, or a separate Sikh homeland.
The Khalistan movement peaked in India in the 1980s with a violent insurgency centred in Sikh-majority Punjab state.
It was quelled by force and has little resonance in India now, but is still popular among some in the Sikh diaspora in countries such as Canada, Australia and the UK.
Canada has the highest number of Sikhs outside Punjab and has seen several pro-Khalistan protests and demonstrations. In June, reports said India had raised a "formal complaint" with Canada about the safety of its diplomats there.
In Wednesday's statement, Delhi said that some recent threats were directed at its diplomats and some Indians "who oppose the anti-India agenda".
"Indian nationals are, therefore, advised to avoid travelling to regions and potential venues in Canada that have seen such incidents," it said.
Prime Minister Justin Trudeau said on Monday that intelligence agencies were investigating whether "agents of the government of India" were involved in the killing of Hardeep Singh Nijjar, a Canadian citizen - India had designated him a terrorist in 2020.
Nijjar was shot dead in his vehicle by two masked gunmen outside a Sikh temple on 18 June in British Columbia.
"Any involvement of a foreign government in the killing of a Canadian citizen on Canadian soil is an unacceptable violation of our sovereignty," Mr Trudeau told the Canadian parliament on Monday.
India reacted strongly, saying that Canada was trying to "shift the focus from Khalistani terrorists and extremists" who had been given shelter there.
Some Indian media reports claimed the statement from Delhi followed a similar Canadian advisory for its citizens travelling to India. Canada's government confirmed its travel advice for India had been updated on Monday but said it had been "as part of pre-scheduled and routine maintenance in the section on travel health information".
"No new risk information has been added to the India TAA [Travel Advice and Advisories] page," a spokesperson told the BBC. Ottawa's advisory asks its citizens to "exercise a high degree of caution" because of the "risk of terrorist attacks throughout" India.

Canada, India expel top diplomats in dispute over assassination of Sikh activist
Canadian authorities have expelled six Indian diplomats, including the high commissioner, in connection with the investigation into the murder of Sikh activist and Canadian citizen Hardeep Singh Nijjar, Canadian Prime Minister Justin Trudeau told a news conference in Ottawa. (Updated at 11:39 a.m.)
Trudeau said the Canadian government has clear and convincing evidence that agents of the Indian government have engaged and continue to engage in activities that pose a significant threat to public safety.
Canada’s foreign ministry said in a statement:
Global Affairs Canada, today announced that six Indian diplomats and consular officials had received a notice of expulsion from Canada in relation to a targeted campaign against Canadian citizens by agents linked to the Government of India.
The Indian government calls the allegations ridiculous and accuses Canadian Prime Minister Justin Trudeau of deliberately vilifying the country “for political gain.” India’s Ministry of External Affairs in turn said it was expelling Canada’s acting high commissioner and five other diplomats. They were ordered to leave the country by the end of Saturday, October 19.
Four Indian nationals were arrested in connection with Nijjar’s murder, which took place in the car park of a Sikh temple in Vancouver in June 2023.
Nijjar, 45, was fatally shot in his pickup truck after leaving the Sikh temple he led in Surrey, British Columbia. An Indian-born Canadian citizen, he owned a plumbing business and was one of the leaders of a once-powerful movement to create an independent Sikh homeland. India declared Nijjar a terrorist in 2020 and at the time of his death was seeking his arrest for his alleged involvement in an attack on a Hindu priest.

India has repeatedly criticised the Trudeau government for being soft on supporters of the Khalistan movement living in Canada. The Khalistan movement is banned in India but enjoys support among the Sikh diaspora, especially in Canada.

India’s foreign ministry said on Monday that “India reserves the right to take further steps in response to the Trudeau government’s support for extremism, violence and separatism against India.”
The ministry also summoned Canada’s top diplomat in New Delhi and told him that the “unwarranted attacks” on the Indian high commissioner and other diplomats and officials in Canada were “totally unacceptable.”
One of the diplomats, Stewart Wheeler, told reporters after the summons that India should investigate the allegations and that Canada “stands ready to co-operate with India.”
Meanwhile, the US State Department said in a statement that an Indian investigative commission set up to probe a plot to assassinate another prominent Sikh separatist leader, based in New York, will be travelling to Washington on Tuesday as part of its ongoing investigation to discuss the case. It said:
“Additionally, India has informed the United States they are continuing their efforts to investigate other linkages of the former government employee and will determine follow-up steps, as necessary.”
US prosecutors said last year that an Indian government official led a plot to kill Sikh separatist leader Gurpatwant Singh Pannun on US soil and charged the man they said was part of the foiled plot.
The official was not charged or named, but he was described as a “senior field officer” in charge of security management and intelligence, and was said to have previously served in India’s Central Reserve Police Force.
At the time, New Delhi expressed concern after the US raised the issue and said India was taking it seriously. Canada’s foreign minister on Monday said India was co-operating with US officials and could do so with Canada as well.

Canada has long been a draw for people from India's Punjab province seeking new opportunities elsewhere. But has the Canadian dream soured?
It's hard to miss the ardour of Punjab's migrant ambitions when driving through its fertile rural plains.
Billboards promising easy immigration to Canada, Australia, New Zealand and the UK jut out through ample mustard fields.
Off the highways, consultancies offer English language coaching to eager youth.
Single-storey brick homes double up as canvasses for hand-painted mural advertisements promising quick visas. And in the town of Bathinda, hundreds of agents jostle for space on a single narrow street, pledging to speed up the youth's runaway dreams.
For over a century, this province in India's northwest has seen waves of overseas migration; from the Sikh soldiers inducted into the British Indian Army travelling to Canada, through to rural Punjabis settling in England post-independence.
But some, especially from Canada, are now choosing to come back home.
One of those is 28-year-old Balkar, who returned in early 2023 after just one year in Toronto. Citizenship was his ultimate goal when he left his little hamlet of Pitho in the wake of the Covid-19 pandemic. His family mortgaged their land to fund his education.
But his Canadian dream quickly lost its allure a few months into his life there.
"Everything was so expensive. I had to work 50 hours every week after college, just to survive," he told the BBC. "High inflation is making many students leave their studies."
Balkar now runs an embroidery business from a small room on one side of the expansive central courtyard in his typical Punjabi home. He also helps on his family's farm to supplement his income.
Opportunities for employment are few and far between in these rural areas, but technology has allowed entrepreneurs like him to conquer the tyranny of distance. Balkar gets the bulk of his business through Instagram.
"I have a good life here. Why should I face hardships there when I can live at home and make good money?" he asks.
The BBC spoke to at least half a dozen reverse migrants in Punjab who shared similar sentiments.
It was also a common refrain in the scores of videos on YouTube shared by Indians who had chosen to abandon their life in Canada and return home. There was a stark difference one young returnee told the BBC between the "rosy picture" immigration agents painted and the rough reality of immigrant life in Toronto and Vancouver.
The "Canada craze" has let up a bit - and especially so among well-off migrants who have a fallback option at home, says Raj Karan Brar, an immigration agent in Bathinda who helps hundreds of Punjabis get permanent residencies and student visas every year.
The desire for a Canadian citizenship remains as strong as ever though among middle- and lower middle-class clients in rural communities.
But viral YouTube videos of students talking about the difficulty in finding jobs and protests over a lack of housing and work opportunities has created an air of nervousness among these students, say immigration agents.
There was a 40% decline in applications from India for Canadian study permits in the second half of 2023, according to one estimate. This was, in part, also due to the ongoing diplomatic tensions between India and Canada over allegations Indian agents were involved in the murder of Canadian Sikh separatist leader Hardeep Singh Nijjar.
There are also hints of deeper cultural factors at play, for a waning Canadian dream among an older generation of Indian migrants.
Karan Aulakh, who spent nearly 15 years in Edmonton and achieved career and financial success, left his managerial job for a comfortable rural life in Khane ki Daab, the village where he was born in 1985. He told the BBC he was upset by LGBT-inclusive education policies in Canada and its 2018 decision to legalise recreational cannabis. Incompatibility with the Western way of life, a struggling healthcare system, and better economic prospects in India were, he said, key reasons why many older Canadian Indians are preparing to leave the country.
"I started an online consultancy - Back to the Motherland - a month and a half ago, to help those who want to reverse migrate. I get at least two to three calls every day, mostly from people in Canada who want to know what job opportunities there are in Punjab and how they can come back," said Mr Aulakh.
For a country that places such a high value on immigration, these trends are "concerning" and are "being received with a bit of a sting politically", says Daniel Bernhard of the Institute of Canadian Citizenship, an immigration advocacy group.
A liberalised immigration regime has been Prime Minister Justin Trudeau's signature policy to counter slowing economic growth and a rapidly aging population.
According to Canada's statistics agency, immigration accounted for 90% of Canada's labour force growth and 75% of population growth in 2021.
International students contribute to over C$20bn ($14.7bn; £11.7bn) to Canada's economy each year, a bulk of them Indians who now make up one in five recent immigrants to the country.
India was also Canada's leading source for immigration in 2022.
The numbers of those leaving are still small in absolute terms with immigration levels at all-time highs in Canada - the country welcomed nearly half a million new migrants each year over the past few years.
But the rate of reverse migration hit a two decade high in 2019, signalling that migrants were "losing confidence" in the country said Mr Bernhard.
Country specific statistics for such emigrants, or reverse migrants, are not available.
But official data obtained by Reuters shows between 80,000 and 90,000 immigrants left Canada in 2021 and 2022 and either went back to their countries, or onward elsewhere.
Some 42,000 people departed in the first half of 2023.
Fewer permanent residents are also going on to become Canadian citizens, according to census data cited by the Institute for Canadian Citizenship. In 2001, 75% of those eligible became citizens. Two decades later, it was 45%.
Canada needs to "restore the value of its citizenship," said Mr Bernhard.
It comes as Canada debates its aggressive immigration targets given country's struggle to absorb more people.
A recent report from National Bank of Canada economists cautioned that the population growth was putting pressure on its already tight housing supply and strained healthcare system.
Canada has seen a population surge - an increase of 1.2 million people in 2023 - driven mostly by newcomers.
The report argued that growth needed to be slowed to an annual increase of up to 500,000 people in order to preserve or increase the standard of living.
There appears to have been a tacit acceptance of this evaluation by policymakers.
Mr Trudeau's Liberal government recently introduced a cap on international student permits that would result in a temporary decrease of 35% in approved study visas.
It's a significant policy shift that some believe may end up further reducing Canada's appeal amid a wave of reverse migrations.

The aspiration to travel abroad for university and work has long been ubiquitous across  India In a country of 1.4 billion people, places at India’s top universities are excruciatingly competitive and graduate job prospects at the other end are gloomy. India’s economy is the fifth largest in the world but unemployment topped 8% last month, with graduate unemployment even higher at about 18%.
In 2022, 770,000 Indian students went to study abroad, and that number is growing by about 10% every year. Out of those last year almost 140,000 went to the UK. According to new figures from the Office for   National Statistics, close to a quarter of all visas were granted to Indian nationals in 2022 – the highest of any nationality – and 55% of those were for students.
For those in the middle and upper classes who have the means to send their children abroad for university, it has long been a choice between the US and the UK, both for cultural ease – English is largely the second language of educated Indians – and the quality of academic institutions that are globally recognized.
Because of the high fees and costs involved, it is still only a small percentage overall who study abroad. Many Indian families make huge sacrifices to send their children to foreign universities, often mortgaging their homes or taking on huge personal debt, with the view that it is a worthwhile investment in the long term. There is also a booming and unregulated business of “agents” who help students in India get into British and American universities, often at a heavy cost.
The historical and cultural ties between India and the UK have always made it a particularly favorable choice for Indian students, as well as the large Indian diaspora that live in the UK, meaning many people have relatives already living there. It also has the significant advantage of being far cheaper than the US, and with a less time-consuming and costly application process. UK master’s programmes have long been more popular as they are just one year, so are seen as better value for money: about 70% of the Indian students in the UK are there for postgraduate study.
Trisha Uberoi, 26, who was born in Delhi, chose to do her bachelor’s degree in business at the University of Nottingham in 2015, and then went on to do a master’s at the University of Bath in innovation and technology management. She now lives in London, working for a sustainability software company.
Uberoi’s decision to study abroad came from a desire to break out of the social restrictions of India, particularly for women. She chose the UK over the US because of the lower cost and less competitive application process and the fact it was a little closer to home.
“Living in India I always felt very restricted,” she said. “Even though I come from an extremely relatively open-minded, progressive family, I still really felt the weight of judgment and rules that never felt logical for me. Studying in the UK felt like my way out.”
For years, the number of Indians studying in the UK was in decline. Political pressure under Theresa May’s Conservative government turned foreign students into targets in the game of political football over immigration statistics in a bid to create “net zero student migration”. As the opportunity to work in the UK after graduation was made far more difficult, the number of Indian students coming to the UK decreased.
That all changed after Brexit, however, when the UK pledged to increase its international student intake up to 600,000 by 2030. As recruitment of foreign students increased, Indian students returned to UK universities in their droves and immigration lawyers in Delhi said inquiries about UK student and work visas had rocketed. The number soared further post 2020, when a two-year post-study work visa was reintroduced for graduate students. Indians are now the largest group of foreign students taking up this post-study visa, making up more than 40%.
Last year, an agreement was signed between the UK and India governments to mutually recognise academic qualifications, also making the UK more attractive for Indian students. India has now surpassed China in the number of students at British universities.
For Uberoi, finding a job in the UK after she graduated was her “main goal” for she felt India did not have the job opportunities she aspired to. She did internships in the House of Lords and at companies including Cobra Beer until she eventually landed a job offer after her master’s, where the tech company offered to sponsor her skilled work visa. Nonetheless, she said this was not the trend she saw among of her fellow Indian students. “Most of them went back home,” she said.
Sanam Arora, founder and chair of the National Indian students Association UK, said that the main draw for Indian students studying in the UK was the ability to secure a post-work study visa, so they didn’t have to return home immediately.
“Though there is this entrepreneurial spirit in India, there are also major concerns around unemployment, particularly in securing technical jobs for graduates, so the ability to get a few years work experience abroad after graduating is seen as very important,” she said.
She emphasised that this arrangement was beneficial for the UK, as the majority of Indian students come to the UK to study science, technology, engineering and mathematics, areas in which job vacancies in the UK often go unfulfilled for months.
Arora was among those who warned that any attempts by the current government to return to previous policies of targeting international students as a way to bring down net migration was shortsighted. She called for students to be removed from net-migration statistics and instead be counted as temporary migrants, as happens in the US and Australia.
Critics have warned that it also risks undermining the UK’s crucial ongoing trade deal negotiations with India, where one of the key issues for India is increased access for its skilled workers to UK work visas. Recent agreements between the two countries have in fact aimed to boost legal routes for Indians to come to the UK, including the migration and mobility partnership signed in 2021. This included the creation of an Indian young professionals’ scheme, where 2,400 Indians with a degree are granted, through a ballot system, a visa to work, study and travel in the UK.
India is also the second largest foreign investor in the UK, with Indian companies and projects creating more than 8,600 jobs last year, meaning any crackdown on skilled work visas is likely to prove unpopular with the Indian government and the Indian business community.
“It took a lot of work from the higher education sector to rebuild the UK’s reputation for international students,” said Arora. “There’s a worry with all this flip-flopping that it will again create this distrust among Indian students, who are made to feel like commodities or cash cows.”
