7x03 analysis part 2 — Too many Cats
Tommy flew a helicopter into a Category 5 hurricane, at least the show told us so. Is it even possible for an aircraft to fly in those conditions? Today, we are going to figure out just how strong the storm actually is canonically, and how realistic our beloved weewoo show is.

What is the difference between a tropical storm and a hurricane? What even is a hurricane?
Both tropical storm and hurricane are tropical cyclones, just of different strength. A tropical cyclone is a rotating storm system with a low pressure center. The center, or the eye of the storm, sucks in warm moist air from an oceanic environment and it feeds into the generation of storm clouds that organize themselves into a spiral pattern due to the Earth's rotation, aka Coriolis effect.

So if it's below 62 km/h, it's a tropical Depression. if it's between 63-118 km/h, it's a Tropical Storm. A Category 5 hurricane though has a maximum sustained wind speed of over 252 km/h.
A strong enough tropical cyclone is called a hurricane in North America, a typhoon in East Asian, and a cyclone in the Indian Ocean (including Australia).
How strong is the storm in 7x03 actually?
We first see the storm at the end of 7x01, when First Mate Kenneth tells Captain Ochoa there is a strengthening tropical storm in the ship's path. Captain Ochoa decides to reverse course back to LA and instructs Kenneth to alert the Coast Guard, but they get interrupted by the cartel.

Fast forward to 7x02, the next mention of the storm comes from Karen. When Hen is sent home by Chief Simpson, she tries to call Athena, but it goes straight to voicemail. Karen tells her cell service is probably spotty out at sea because of the hurricane, which has just got upgraded.
It's recently upgraded to a Category 2 hurricane, as we can see from Karen's tablet.

Then Hen goes to Maddie to ask the Coast Guard to look for Bathena's cruise ship. When Hen shows Maddie the ship tracking app on her phone, the time is 10:28. (I'm guessing PM because it's already dark outside during the Kyle Ortiz call.)

By the time Chief Simpson comes by to reinstate Hen, she's already talking about a Cat 5 hurricane. That can't be more than an hour or two later.

So which one is it? Is it a Cat 2 or a Cat 5? Who should I trust?
Tommy. Whenever he flies, his safety depends on his understanding of the local wind condition and weather. You should listen to him:

So it's a Cat 5, at least by the time the 118 set off on their journey to save Bathena.

Can a tropical storm intensify into a Cat 5 hurricane in hours?
No, not in real life. The record for most rapid intensification of a tropical cyclone is Hurricane Patricia in 2015, but it still took 24 hours. This doesn't mean the storm in 7x03 is completely made up. I believe I might have found the real life inspiration behind it.
Hurricane Otis (2023)
An area of low pressure formed on October 15, 2023 over the Pacific Ocean off the coast of Mexico. While it was during a significant El Niño period and the ocean temperature was record-breaking-ly high, strong vertical wind shear condition near the storm was predicted to hinder its development. It was originally forecasted to make landfall as a mere tropical storm. People in Acapulco went to bed on October 23 expecting moderate wind and light rainfall, many stopped seeking out updates of the storm.

In the early hours of October 24, meteorologists at the NHC recognized from satellite images that tropical storm Otis was rapidly intensifying into a hurricane. The NHC officially upgraded the storm to a Cat 1 hurricane at 13:00 CDT and sent out a hurricane hunter aircraft to accurately measure the actual wind speed of the cyclone.

Satellite images provide a pretty good model to estimate the strength of a tropical cyclone, but the most reliable way to measure wind speed is still to fly an aircraft into it and physically measure it. When the hurricane hunter managed to fly into the eyewall of Otis, everyone realized they made a huge mistake: Otis had already become a Cat 3 hurricane, and it was expected to strengthen even more. It takes time to process data received from the hurricane hunter, so operationally the NHC still classified Otis as a Cat 1 hurricane until the next advisory was scheduled to come out, which was at 16:00 CDT, but by that time, Otis was already near Cat 4 strength. It was then officially upgraded to a Cat 5 hurricane at 22:00 CDT.

While Otis did take around 24 hours to intensify from a tropical storm to a catastrophic hurricane, if you just look at the NHC advisories, it pretty much jumped from a Cat 1 into a Cat 5 in 9 hours. It caused extensive damage to Acapulco when it made landfall because the city was severely underprepared. I suspect the cruise ship disaster arc was inspired by hurricane Otis because it happened just a month after the writer strike ended. Also, in 7x02 Maddie, a 911 dispatcher, was not aware that the tropical storm had already strengthened into a hurricane, which mirrors the unexpected development of hurricane Otis.

As the storm in universe was going back at sea and not making landfall, the authority was probably in even less of a hurry to find out what the actual strength of the cyclone was. So it could take them even longer to send in weather reconnaissance aircrafts. I can imagine the 911-verse version of the storm jumping from a Cat 2 to a Cat 5 officially in mere hours.
Can a helicopter fly in a Cat 5 hurricane?
Technically yes, but the chopper won't be doing the flying. The aforementioned NOAA Hurricane Hunter is a Lockheed P-3 Orion specifically modified and fortified for weather information collection. If this four-engined workhorse has to fight tooth and nail against crosswind and turbulence in order to fly into the eye of the storm, a small single engine helicopter definitely would not fair any better. It would end up getting tossed around, a particular strong downdraft might slam it into the ocean, or a prolong bout of severe turbulence might rip it apart. Luckily in 7x03, Tommy is not actually flying into a hurricane, he's trailing behind it.

When looking at the cross section of a tropical cyclone, you can see rows of rainbands around the eyewall, increasing in size the closer it is to the center of the storm. If you have ever experienced a tropical cyclone making landfall, you would know it starts with sporadic bouts of rainfall (aka intermittent showers), which then gradually increase in frequency and severity as the storm approaches. Once you are within 100-200 km of the eye, wind speed would become violent while the rainbands become so wide and close together it basically keeps raining until you are right under the eye.

These are radar images of hurricane Irma (2017) making landfall in Florida. Bands of moderate to heavy rainfall spread across the inner core region of the cyclone, with still pretty consistent light to moderate precipitation between the gaps. But in the area further away from the eye in the southwest and southeast quadrants, you can see more squall line like patterns. Precipitation would abruptly begin and stop as you fly in and out of those outer lumps of clouds.
Wind speed in that area is no where near hurricane level even for a Cat 5 cyclone, it is typically under 100 km/h. That does not mean it is a safe condition to fly in. Because the outer rainbands of a cyclone are less affected by the storm's vortex dynamics, they behave more like regular thunderstorms. As you know, thunderstorms are big no-no's for aviation safety. In fact, the outer rainbands of a typhoon once contributed to a plane crash in Taiwan.
Conclusion
The hurricane in 7x03 is likely based on reality, albeit with a bit of exaggeration and a shortened timeline for dramatic effect. It is possible to fly and control a helicopter in this specific condition, but the danger is still quite high. Flying into a thunderstorm has a whole different set of risks associated with it, which I will tell you all about next time. In the waters of the South China Sea, Chinese coast guard vessels have clashed with Philippine ships. In the air above the Taiwan Strait, Chinese warplanes have challenged Taiwanese jet fighters. And in the valleys of the Himalayas, Chinese troops have fought Indian soldiers.
Across several frontiers, China has been using its armed forces to dispute territory not internationally recognized as part of China but nevertheless claimed by the Chinese Communist Party (CCP).
In August 2023, Beijing laid out its current territorial claims for the world to see. The new edition of the standard map of China includes lands that are today a part of India and Russia, along with island territories such as Taiwan and comprehensive stretches of the East and South China Seas that are also claimed by Brunei, Indonesia, Japan, Malaysia, the Philippines, and Vietnam.
China often invokes historical narratives to justify these claims. Beijing, for example, has said that the Japanese-administered Senkaku Islands, which it claims under the name of the Diaoyu Islands, “have been an inherent territory of China since ancient times.” Chinese officials have used the same words to back China’s right to parts of the northeastern Indian state of Arunachal Pradesh. The Chinese government also claims that its sovereignty over the South China Sea is based on its own historic maritime maps.
However, in certain periods since ancient times China has also held sway over other states in the region—Mongolia, North Korea, South Korea, and Vietnam. Yet Beijing is currently not laying claim to any of these.
Instead, Beijing has embraced a selective irredentism, wielding specific chapters of China’s historical record when they suit existing aims and leaving former Chinese territories be when they don’t. Over time, as Beijing’s interests and power relations have shifted, some of these claims have faded from importance, while new ones have taken their place. Yet for Taiwan, Chinese claims remain unchanged, as the fate of the island state is tied to the very legitimacy of the CCP as well as the vitality of Chinese President Xi Jinping’s political vision.
Many of the CCP’s territorial claims have roots in the 19th and 20th centuries during the late rule of the Qing Dynasty. Following diplomatic pressure and repeated military defeats, the Qing Dynasty was forced to cede territory to several Western colonial powers, as well as the Russian and Japanese empires. These concessions are part of what are known in China as the ���unequal treaties,��� while the 100 years in which the treaties were signed and enforced are known as the “century of humiliation.” These territorial losses eventually passed from the dynasty to the Republic of China and then, following the Chinese Civil War, to the CCP. As a result, upon the CCP’s establishment of the People’s Republic of China in 1949, the new Chinese state inherited outstanding territorial disputes with most of its neighbors.
But despite the humiliation the Qing Dynasty’s losses had caused, the CCP proved willing to compromise and reduce its territorial aims during times of high internal unrest. Following the Tibetan uprising in 1959, for instance, the CCP negotiated territorial settlements with countries bordering the Tibet region, including Myanmar, Nepal, and India. Similarly, when unrest rocked the Uyghur region in the 1960s and ‘90s, Beijing pursued territorial compromises with several bordering countries such as Afghanistan, Kazakhstan, Kyrgyzstan, and Tajikistan. In the aftermath of the Great Leap Forward in the early 1960s and the 1989 Tiananmen Square Massacre, the CCP also pursued territorial settlements with Mongolia, Laos, and Vietnam in the hopes of securing China’s borders during times of domestic instability. Instead of pursuing diversionary wars, the CCP relied on diplomacy to settle border and territory disputes.
But China has changed quite a lot since then. In recent years, the CCP has avoided the inflammatory domestic political chaos of previous decades, and its once-tentative hold over border regions, such as Tibet and the Uyghur region, has been replaced by an iron grip. With this upper hand, the CCP has little incentive to pursue peaceful resolutions to remaining territorial disputes.
“China’s national power has increased significantly, reducing the benefits of compromise and enabling China to drive a much harder bargain,” said M. Taylor Fravel, a political science professor at the Massachusetts Institute of Technology.
In this context, the CCP has expanded its irredentist ambitions. After the discovery of potential oil reserves around the Senkaku Islands, and the United States’ return of the islands to Japan in the 1970s, Beijing drew on its historical record to lay claim to the islands, even though it had previously referred to them as part of the Japanese Ryukyu Islands. Similarly, though Beijing and Moscow settled a dispute over Heixiazi Island, located along China’s northeastern border, in 2004, the 2023 map of China depicted the entire island (ceded, along with vast Pacific territories, by the Qing Dynasty to the Russian Empire in 1860) as part of its domain, much to the ire of the Russian Foreign Ministry.
Collin Koh Swee Lean, a senior fellow with the S. Rajaratnam School of International Studies at the Nanyang Technological University in Singapore, argues that the Chinese mapping of Heixiazi Island shows that Beijing holds on to certain core interests and simply waits for the opportune time to assert them.
“Given the current context of the war in Ukraine and Russia’s increased dependence on China, it might have appeared to Beijing that it has the chips in its pockets because, after all, Moscow needs Beijing more than the other way around,” Koh said on the German Marshall Fund’s China Global podcast.
This raises the question of whether territorial disputes that were settled during times of CCP weakness can be revisited and become subject to irredentist ambitions should power balances shift in China’s favor.
According to Steve Tsang, the director of the China Institute at the University of London’s School of Oriental and African Studies, there is currently a limit to how far the CCP will push territorial claims against Russia, since President Xi will need Russian support to sustain his grand ambitions for Chinese leadership on the global stage.
Although it would be a long shot, even Russia may not be safe from these ambitions indefinitely. Given that large swaths of Russia’s Pacific territories were part of China until 1860, “China could claim back the Russian Far East when it deems the time is right,” Tsang said. Such control would grant Beijing unrestricted access to the region’s abundance of coal, timber, tin, and gold while moving it geographically closer to its ambition of becoming an Arctic power.
While there is plenty of historical evidence pointing to former Chinese control over the southeastern portion of the Russian Far East, the historical record is less unequivocal about Chinese control over Taiwan. Anything resembling mainland Chinese control over Taiwan was not established until after 1684 by the Qing Dynasty, and even then central authority remained weak. In 1895, the Qing Dynasty ceded Taiwan to the Empire of Japan following the First Sino-Japanese War, and by the time Chinese authority was restored in 1945, Taiwan had undergone several decades of Japanization.
These details have not prevented the CCP from claiming that Taiwan has been an inalienable part of China since ancient times. Yet more than any other irredentist claim, Xi has made unification with Taiwan a major component of his vision to rejuvenate the Chinese nation.
Unification, however, has little to do with ancient history and more to do with the challenge that Taiwan presently poses to Xi’s aims, according to Chong Ja Ian, an associate professor who teaches about Chinese foreign policy at the National University of Singapore.
“The CCP pursues a Chinese nationalism that emphasizes unity and homogeneity centered around the CCP leadership while they also often claim that their single-party rule is acceptable to Chinese people,” Chong said.
In contrast, Taiwan holds free elections in which multiple political parties compete for the favor of a people that have increasingly developed an identity distinct from mainland China.
“The Taiwanese experience is a clear affront to the CCP narrative,” Chong said.
Control over Taiwan is also attractive to Beijing because it is key to unlocking the Chinese leadership’s broader ambition of maritime hegemony in waters where almost half of the world’s container fleet passed through in 2022.
As with the case of Taiwan, the CCP’s historical arguments regarding its claims on island groups and islets in the East and South China Seas are likewise much weaker than many of its land-based claims.
Instead, Chinese territorial intransigence in the maritime arena is more about a strategic shift in the value of the seas around China, Fravel said.
Today, it has been estimated that more than 21 percent of global trade passes through the South China Sea. And beneath these waters are not only subsea cables that carry sensitive internet data but also vast estimated reserves of oil and natural gas.
Although it may say otherwise, Beijing’s unwillingness to let up on its tenuous territorial maritime claims suggests that China is pursuing long-held ambitions and global aspirations rather than attempting to reverse past losses. So long as the CCP wields its historical record selectively and changeably to serve its aims—and is willing to back its claims up with military action—China’s neighbors will remain at risk.

F-22 slaughters 'high altitude object' over Alaska, with still uncertain origins

A U.S. Air Force F-22 Raptor shot down a high-altitude object off the coast of Alaska on February 10 by order of President Joe Biden, authorities announced - but unlike the Chinese surveillance balloon that was shot down after transiting through the continental US last week, the origins of this new object and its purpose remain obscure.
The spokesman for the National Security Council, John F. Kirby described the object as unmanned, based on observations from fighter pilots who ran to find it, and said it was "approximately the size of a small car", with no indication of any surveillance payload or control or self-propulsion capacity.

The object was flying at approximately 40,000 feet, Kirby said, representing a danger to civil air traffic and demanding that it be shot down. He was first detected on the night of February 9 and the fighter pilots made an effort to observe him, Kirby said.

At least one more flight was sent the next morning, and the object was shot down in the northeastern part of Alaska, Kirby said, landing in frozen waters in the Arctic Circle.

In a separate briefing, the Pentagon press secretary, Brig. General Patrick S. Ryder said that an F-22 from the Elmendorf-Richardson Joint Base in Alaska fired an AIM-9X missile to take down the air vehicle, which he described as being the size of a car. Neither Ryder nor Kirby specified whether it was a balloon or perhaps a drone of some kind. Regardless, it was shot down by the same type of aircraft and missile as the Chinese surveillance balloon off the coast of South Carolina on February 4.
Ryder also confirmed many of the same details as Kirby, adding that the operation was led by the US Northern Command Alaskan Command, assisted by the Alaska Air National Guard, Federal Aviation Administration and FBI. NORTHCOM has started recovery operations.

Columbia River Maritime Museum – CRMM – founded in 1962 then moved into the current building in 1982, focuses on connecting visitors to the maritime world that surrounds us. Even though it affects so many aspects of our lives, not everyone is familiar with their rich maritime heritage that comes with the water. We are much more than a boat museum; we tell human interest stories of the sailors, builders, lifesavers, craftspeople, innovators and explorers, fishermen and women; they and their work have so much to teach us.  
Inspiring a love for learning at all ages and abilities is very important to us. Over the past couple years the education department has expanded to accommodate the high demand in programming. Just over a quarter of our museum crew are in the education department with each person focusing on a different section of age, ability, or facilitation location. Both on and off the museum campus the education crew instruct on a variety of maritime related topics using artifacts not currently on display, hands on teaching objects, games, activities and crafts, and more. From 4 to 104 our crew adapts and accommodates all learners. In the first four months of 2024 the crew has directly interacted with over 10,000 people. This is up from the 8,600 interactions during the same time frame in 2023. Some favorite program series: the Senior Enrichment Program that visits nine senior living facilities across three counties, Museum in the Schools that teaches Kindergarten through fifth graders in their formal classroom, and the Miniboat program that takes one classroom of students a semester to build, decorate, and launch an uncrewed vessel that they then track as they learn about the Pacific Ocean.
We have two collections storage warehouses full of important stories that aren’t being told, because we lack the space to tell them. Phase One is remodeling 11,000 square feet of existing galleries, adding both new and updated exhibits. Most important are two new galleries devoted to the maritime culture of coastal Indigenous people. One of these is a collaboration with the Chinook Indian Nation to share various aspects of Chinook maritime traditions and culture as lived today.
Phase Two is Mariners Hall, a new, 24,671 square foot exhibition space with interactive exhibits centered around two dozen boats of varying types and sizes, and hundreds of other artifacts, including a Coast Guard rescue helicopter, and a beautiful first order Fresnel lens, built in Paris in 1876. We’ll add to our educational impact with a purpose-built classroom, and a dedicated space for interactive STEAM (Science, Technology, Engineering, Arts and Math) exhibits.
Our architect and general contractor are addressing sustainability through a wide range of design and construction choices: using mass timber and low embodied carbon concrete flooring to reduce carbon footprint; macroclimate design analysis to inform window and roof overhang placement; and high efficiency windows, lighting, insulation and mechanicals to reduce energy consumption.
We are bringing people as close to the boats and other artifacts as possible. Unlike in our legacy building, our guests will be able to come aboard three different vessels: the historic, 52-foot U.S. Coast Guard motor lifeboat Triumph; the “log bronc” which was used to corral logs on the river and herd them to the sawmill; and Duke, a salmon tender built here in Astoria, Oregon in 1902, and operated on the Columbia River for a century. The other larger boats will all be presented in a dynamic environment, as though underway, with sculpted figures operating them. Currently the legacy building only has eight of the 83 vessels in our collection on display. Mariners Hall will allow three times the currently displayed number to be put on display, including our 60-foot, 8-person George Pocock racing shell.
By providing our educators for the first time with a purpose-built classroom, they will be able to deliver the programs our visiting schools have come to love more effectively and efficiently, saving them time to focus on education rather than logistics and cleanup.
We are very fortunate to have a Trustee - a retired construction company President - who volunteered to serve as project manager. John McGowan’s deep experience has ensured a holistic approach to the project’s ongoing planning and design. John brought together the architects, general contractor, subcontractors, exhibit designers and museum staff early on with a team building workshop. He has ensured that each of these four groups remains in continuous contact to catch and correct potential problems early on, and to share ideas for improvement. As a result of this continuous teamwork, and his keen understanding of construction management, we are confident we will get the best possible value and product.

We have a belated #harbordefensehappybirthday to celebrate!today, we honor U.S. Army Major General Alfred Howe Terry, born (Sat) November 10th, 1827 in Hartford, CT. He graduated from Yale Law in 1848, and became a clerk for the New Haven County Superior Court.
With the outbreak of the Civil War, Terry raised his own Regiment, the 2nd Connecticut Volunteer Infantry. They were immediately engaged at First Bull Run. He then raised a new unit, the 7th CT Volunteer Infantry. They went to South Carolina, fighting around Charleston where they captured Fort Wagner in September 1863, before proceeding to Virginia through 1864, where they fought at Petersburg.
Terry led his men into the teeth of the Confederate defenses at Fort Fisher, NC in January, 1865, then drove on Wilmington. Following the end of the war, he helped broker a treaty with the Indians in Wyoming in 1868 before serving as Military Governor in Atlanta. Returning to The West, his men were first on the scene after Custer’s massacre at Little Big Horn in 1876. He negotiated with Sitting Bull, and fought in the Nez Perce War in 1877.
His final command was the Military Division Of The Missouri, from which he retired in 1888. Sadly, he passed away just two years later on December 16th, 1890, aged 63. He was buried in New Haven.
However, his legacy of service would not be allowed to end there. With War Department General Order No. 134 on July 22nd, 1899, he became the namesake to Fort Terry on Plum Island at the entrance of Long Island Sound. It would form part of the defensive chain in conjunction with adjacent Forts Michie and H.G. Wright. Fort Terry would be armed to the teeth, with no less than 13 gun batteries between 1897 and 1946.
Today, the Fort exists in a bizarre limbo. Rather than public sale or transition to a park, Fort Terry and Plum Island were transferred to the Department of Agriculture, and since 1954, has been home to the Plum Island Animal Disease Center. Here, top secret testing on the threats and countermeasures to livestock is undertaken. The island is heavy guarded by the Department of Homeland Security. Many of the Fort buildings and nearly all the batteries sit in quiet isolation, neglected, but preserved from vandalism.
Not to brag or anything, but I am one of the very few people who can say they have been to Fort Terry. That was the “add-on” trip to the 2011 Coast Defense Study Group Conference in Narragansett Bay & New Bedford. We had to undergo a background check, a pat-down, and hawk-like security while we were there (not even allowed to go INTO the Batteries) but boy, was it worth it.
As of late 2023, there are talks of moving the Disease Lab to the mid-west, and preserving the island as a natural resource site, as opposed to private sale – and development. Our fingers are crossed, and we will keep you posted if we learn anything.
Today, we remember and honor Major General Terry’s incredible service. Hopefully, one day, all of us will be able to travel freely to Plum Island to enjoy it as a natural and cultural resource. In the meantime, however, General Terry’s legacy, that of the Fort that carries his name, and most importantly, the Soldiers who manned it, is in safe hands, here.
