It no longer makes sense to speak of free speech in traditional terms. The internet has so transformed the nature of the speaker that the definition of speech itself has changed.
The new speech is governed by the allocation of virality. People cannot simply speak for themselves, for there is always a mysterious algorithm in the room that has independently set the volume of the speaker’s voice. If one is to be heard, one must speak in part to one’s human audience, in part to the algorithm. It is as if the US Constitution had required citizens to speak through actors or lawyers who answered to the Dutch East India Company, or some other large remote entity. What power should these intermediaries have? When the very logic of speech must shift in order for people to be heard, is that still free speech? This was not a problem foreseen in the law.
The time may be right for a legal and policy reset. US lawmakers on both sides of the aisle are questioning Section 230, the liability shield that enshrined the ad-driven internet. The self-reinforcing ramifications of a mere 26 words—“no provider or user of an interactive computer service shall be treated as the publisher or speaker of any information provided by another information content provider”—has produced a social media ecosystem that is widely held to have had deleterious effects on both democracy and mental health.
Abraham Lincoln is credited with the famous quip about how you cannot fool all the people all the time. Perhaps you cannot, but perhaps the internet can. Imperfect speech has always existed, but the means and scale of amplification have not. The old situation cannot be the guide for the new.
Section 230 was created during a period when policy was being designed to unleash internet innovation, thereby maintaining America’s competitive edge in cyberspace. The early internet was supported by a variety of friendly policies, not just Section 230. For instance, sales arranged over the internet were often not taxed in early years. Furthermore, the internet was knowingly inaugurated in an incomplete state, lacking personal accounts, authentication mechanisms, commercial transaction standards, and many other needed elements. The thinking was not only that it was easier to get a minimal design started when computing power was still nascent, but also that the missing elements would be addressed by entrepreneurs. In effect, we were giving trillion-dollar gifts to parties unknown who would be the inevitable network-effect winners.
Section 230 was enacted as part of the 1996 Communications Decency Act, a larger legislative effort within the umbrella 1996 Telecommunications Act. Section 230(c)(1) provides immunity for online services regarding user-generated content, ensuring the companies hosting content are not treated as publishers of this information. Section 230(c)(2) offers Good Samaritan protection from civil liability when the companies—or platforms, as we call them today—in good faith remove or moderate objectionable content.
After President Bill Clinton signed the 1996 Telecommunications Act into law, it was unclear how the courts might interpret it. When the dust cleared, Section 230 emerged as something of a double-edged sword. It could be used to justify censorship, and at the same time be deployed as a corporate liability shield. Most importantly, it provided the runway for the takeoff of Google, Twitter, and Facebook. (And now TikTok—which, being a Chinese company, proves that Section 230 no longer serves American interests.)
The impact on the public sphere has been, to say the least, substantial. In removing so much liability, Section 230 forced a certain sort of business plan into prominence, one based not on uniquely available information from a given service, but on the paid arbitration of access and influence. Thus, we ended up with the deceptively named “advertising” business model—and a whole society thrust into a 24/7 competition for attention. A polarized social media ecosystem. Recommender algorithms that mediate content and optimize for engagement. We have learned that humans are most engaged, at least from an algorithm’s point of view, by rapid-fire emotions related to fight-or-flight responses and other high-stakes interactions. In enabling the privatization of the public square, Section 230 has inadvertently rendered impossible deliberation between citizens who are supposed to be equal before the law. Perverse incentives promote cranky speech, which effectively suppresses thoughtful speech.
And then there is the economic imbalance. Internet platforms that rely on Section 230 tend to harvest personal data for their business goals without appropriate compensation. Even when data ought to be protected or prohibited by copyright or some other method, Section 230 often effectively places the onus on the violated party through the requirement of takedown notices. That switch in the order of events related to liability is comparable to the difference between opt-in and opt-out in privacy. It might seem like a technicality, but it is actually a massive difference that produces substantial harms. For example, workers in information-related industries such as local news have seen stark declines in economic success and prestige. Section 230 makes a world of data dignity functionally impossible.
To date, content moderation has too often been beholden to the quest for attention and engagement, regularly disregarding the stated corporate terms of service. Rules are often bent to maximize engagement through inflammation, which can mean doing harm to personal and societal well-being. The excuse is that this is not censorship, but is it really not? Arbitrary rules, doxing practices, and cancel culture have led to something hard to distinguish from censorship for the sober and well-meaning. At the same time, the amplification of incendiary free speech for bad actors encourages mob rule. All of this takes place under Section 230’s liability shield, which effectively gives tech companies carte blanche for a short-sighted version of self-serving behavior. Disdain for these companies—which found a way to be more than carriers, and yet not publishers—is the only thing everyone in America seems to agree on now.
Trading a known for an unknown is always terrifying, especially for those with the most to lose. Since at least some of Section 230’s network effects were anticipated at its inception, it should have had a sunset clause. It did not. Rather than focusing exclusively on the disruption that axing 26 words would spawn, it is useful to consider potential positive effects. When we imagine a post-230 world, we discover something surprising: a world of hope and renewal worth inhabiting.
In one sense, it’s already happening. Certain companies are taking steps on their own, right now, toward a post-230 future. YouTube, for instance, is diligently building alternative income streams to advertising, and top creators are getting more options for earning. Together, these voluntary moves suggest a different, more publisher-like self-concept. YouTube is ready for the post-230 era, it would seem. (On the other hand, a company like X, which leans hard into 230, has been destroying its value with astonishing velocity.) Plus, there have always been exceptions to Section 230. For instance, if someone enters private information, there are laws to protect it in some cases. That means dating websites, say, have the option of charging fees instead of relying on a 230-style business model. The existence of these exceptions suggests that more examples would appear in a post-230 world.
Let’s return to speech. One difference between speech before and after the internet was that the scale of the internet “weaponized” some instances of speech that would not have been as significant before. An individual yelling threats at someone in passing, for instance, is quite different from a million people yelling threats. This type of amplified, stochastic harassment has become a constant feature of our times—chilling speech—and it is possible that in a post-230 world, platforms would be compelled to prevent it. It is sometimes imagined that there are only two choices: a world of viral harassment or a world of top-down smothering of speech. But there is a third option: a world of speech in which viral harassment is tamped down but ideas are not. Defining this middle option will require some time to sort out, but it is doable without 230, just as it is possible to define the limits of viral financial transactions to make Ponzi schemes illegal.
With this accomplished, content moderation for companies would be a vastly simpler proposition. Companies need only uphold the First Amendment, and the courts would finally develop the precedents and tests to help them do that, rather than the onus of moderation being entirely on companies alone. The United States has more than 200 years of First Amendment jurisprudence that establishes categories of less protected speech—obscenity, defamation, incitement, fighting words—to build upon, and Section 230 has effectively impeded its development for online expression. The perverse result has been the elevation of algorithms over constitutional law, effectively ceding judicial power.
When the jurisprudential dust has cleared, the United States would be exporting the democracy-promoting First Amendment to other countries rather than Section 230’s authoritarian-friendly liability shield and the sewer of least-common-denominator content that holds human attention but does not bring out the best in us. In a functional democracy, after all, the virtual public square should belong to everyone, so it is important that its conversations are those in which all voices can be heard. This can only happen with dignity for all, not in a brawl.
Section 230 perpetuates an illusion that today’s social media companies are common carriers like the phone companies that preceded them, but they are not. Unlike Ma Bell, they curate the content they transmit to users. We need a robust public conversation about what we, the people, want this space to look like, and what practices and guardrails are likely to strengthen the ties that bind us in common purpose as a democracy. Virality might come to be understood as an enemy of reason and human values. We can have culture and conversations without a mad race for total attention.
While Section 230 might have been considered more a target for reform rather than repeal prior to the advent of generative AI, it can no longer be so. Social media could be a business success even if its content was nonsense. AI cannot.
There have been suggestions that AI needs Section 230 because large language models train on data and will be better if that data is freely usable with no liabilities or encumbrances. This notion is incorrect. People want more from AI than entertainment. It is widely considered an important tool for productivity and scientific progress. An AI model is only as good as the data it is trained on; indeed, general data improves specialist results. The best AI will come out of a society that prioritizes quality communication. By quality communication, we do not mean deepfakes. We mean open and honest dialog that fosters understanding rather than vitriol, collaboration rather than polarization, and the pursuit of knowledge and human excellence rather than a race to the bottom of the brain stem.
The attention-grooming model fostered by Section 230 leads to stupendous quantities of poor-quality data. While an AI model can tolerate a significant amount of poor-quality data, there is a limit. It is unrealistic to imagine a society mediated by mostly terrible communication where that same society enjoys unmolested, high-quality AI. A society must seek quality as a whole, as a shared cultural value, in order to maximize the benefits of AI. Now is the best time for the tech business to mature and develop business models based on quality.
All of this might sound daunting, but we’ve been here before. When the US government said the American public owned the airwaves so that television broadcasting could be regulated, it put in place regulations that supported the common good. The internet affects everyone, so we must devise measures to ensure that our digital-age public discourse is of high quality and includes everyone. In the television era, the fairness doctrine laid that groundwork. A similar lens needs to be developed for the internet age.
Without Section 230, recommender algorithms and the virality they spark would be less likely to distort speech. It is sadly ironic that the very statute that delivered unfathomable success is today serving the interests of our enemies by compromising America’s superpower: our multinational, immigrant-powered constitutional democracy. The time has come to unleash the power of the First Amendment to promote human free speech by giving Section 230 the respectful burial it deserves.

Answer: to a pre-emptive Russian Strategic Nuclear attack on the Continental United States
Once my televised interviews are posted by the hosts on their websites and Twitter accounts, I often take a look at the Comments from viewers to better understand the audience and its mood. After my first appearance on one of India’s largest circulation English-speaking news channels with global reach, I was amused to see the remark: “hey, the old guy isn’t saying what they expected him to say!” A bit further down the Comments column was the remark that the viewer was delighted to see an unusual point of view presented on the channel. Perhaps the general management also reads the Comments, because I have been invited back on their various programs repeatedly since then.
Regrettably, not every “old guy” in public view says what is not expected of him. A case in point is the very hawkish and reckless position aired by Senators Lindsey Graham (R-SC) and Richard Blumenthal (D-CT) at their news conference a few days ago when they explained the Resolution they have introduced in the Upper House on a bipartisan basis.
I say that their position was expected of them because as longstanding pillars of the Neoconservative majority in Congress they advocate a foreign policy that is ‘as American as apple pie.’ That is to say it is based entirely and exclusively on domestic political considerations.. They say in the Resolution that they want the warning to reach the ears of Putin and his military generals, but they are really focused on rallying their peers on Capitol Hill for further military aid to Ukraine, meaning further billions to the military industrial complex that is building or replacing that hardware.
Their message will, of course, be reported to Putin. Indeed it is already the subject of the day on Russian state television and social media. But the good Senators misjudge entirely what the Russian reaction will be, and they misjudge because they do not listen to Russian opinions and military doctrine that has been revised and clarified over the past year as the war evolved. Nor do they begin to understand the strength of Russian military forces at both conventional and nuclear arms, the strength of the Russian economy and the relevance of Russia’s being aligned with more than half of the world’s population and with producers enjoying a greater share of global GDP than the USA and its G7 allies today.
Unfortunately virtual reality, which is the space in which Blumenthal and Graham apparently reside, is not just a marketing gimmick of Zuckerberg and his peers in the entertainment industry. Virtual reality is the only reality that the American political Establishment knows. External, objective reality simply does not exist for these people. All the more so that we are living in a post-truth world ushered in by Donald Trump.
I take a special interest in the ‘old guy’ Richard Blumenthal, because he was a classmate of mine in Harvard ’67, one of at least four classmates who rose high in their respective professional fields of government or news media and have, over the course of several decades, done their absolute best to bring the United States into a kinetic war with Russia.
About my Gang of Four classmates I will write below, but now let us look at the pending Resolution in the Senate.
The Resolution states how the United States should respond to Russia’s possible use of tactical nuclear weapons in the Ukrainian war theater plus one other nuclear scenario. Of course, the chance of the Russians resorting to tactical nuclear weapons in Ukraine is nil, given they are doing splendidly at present batting away the Ukrainian counter-offensive with conventional weapons and are enjoying a 10:1 kill ratio while destroying the latest Western tanks, armored personnel carriers and artillery units almost as quickly as they are delivered to Ukraine by the NATO countries. The authors of the Resolution surely know this. Talk about tactical nuclear weapons is merely the cover for the real thrust of the Resolution: to make an awaited Russian attack on the Zaporozhie nuclear power plant a casus belli.
Implementation of any of these dastardly acts by the Russians would spread nuclear clouds into neighboring NATO nations and still further afield. Under the terms of the Resolution they could thereby trigger implementation of the famous Article 5 of the North Atlantic Alliance treaty.
The problem with the last named red line is that an attack on the nuclear plant is now being planned and may be implemented in the coming days by the Kiev regime under the “false flag” scenario that the United States and its vassals have perfected over the years in operations ranging from the alleged chemical attacks on civilian populations blamed on Bashar al Assad in Syria, to the MH-17 downing over Ukraine and on to the staged Bucha massacre in Ukraine that Russia is said to have perpetrated. Since Graham was in Kiev colluding with Zelensky and his circle of war criminals a couple of weeks ago, there is good reason to suppose that he is a co-author of the plan to attack the nuclear power station.
Russian social media and even Russian state television news today speak of a Ukrainian strike on the power station at any time from tonight, 5th July through 9th July. The cut-off date would leave sufficient time to draft and pre-approve among NATO members their collective response to the alleged Russian crime for an official vote at the gathering on the 12th.
Russian social networks tell us that the Ukrainians will use one or more Soviet vintage Tochka-V missiles to hit the power plant. We saw them in action at the very start of the Ukraine war when the Kiev forces struck downtown Donetsk with such missiles. It is doubtful that a normally configured Tochka missile would have the force to seriously damage the reactors. But it is assumed that the missiles will be fitted with warheads containing radioactive spent fuel, of which there is a vast quantity available in Ukraine. In that case, a missile striking the reinforced concrete shell covering the reactors would upon explosion release radioactive dust suitable for the purposes of a false flag operation against Russia.
The news conference of Blumenthal and Graham was rich in material incriminating them both as war mongers. Here is a brief sampling from the C-Span printed record:

I applaud President Biden for putting on the table that the threat of Putin using a nuclear weapon in Ukraine is real and our message is to those around Putin that if you do this, if you follow his order, if he ever gives it, you can expect a massive response from NATO and you will be at war with NATO.
I put everybody in this body and this Congress on notice that the threat of use of a nuclear device by Russia is real and the best way to deter it is to give them clarity…..if they do that, they will be in a war with NATO.
It’s based on fact and science and it is meant to send a message to Vladimir Putin and even more directly to his military, they will be destroyed, they will be eviscerated if they use tactical nuclear weapons or if they destroy a nuclear plant in a way that threatens surrounding NATO nations.
{Putin] has committed industrial level war crimes thinking he will eventually get away with it. His goal now is to wear the west out. Slow down the counter offensive. Get people in Washington and other capitals of the world to just break and offer and offer him some face saving deal…If he gets away with this, Putin, there goes Taiwan.
If you think Putin will stop in Ukraine, you’re not listening to what he’s saying. This is a moment in world history to stop one of the most aggressive, brutal people on the planet, send a signal to China.

The total indifference of these Senators to the situation on the ground in Ukraine, not to mention to the real persona and public speaking record of Vladimir Putin speaks for itself. Their understanding of the Russian leader is at the level of juvenile caricature, or to put it in terms all too familiar to Americans – at the level of one of the last dunces in the White House, George W. Bush, who once upon a time sought to punish Vladimir Vladimirovich by disinviting him to a Fourth of July hotdog party on the White House lawn. Now the stakes for this kind of kindergarten level statecraft have risen to the point of declaring war on Russia for crimes that our vassal in Kiev may commit.
The latest thinking of the Russian leadership on the use of nuclear weapons as set out in its public pronouncements is that a pre-emptive strike can be envisioned if there is an imminent threat of nuclear attack from abroad. This is not about some tactical weapons being used against troop concentrations in Ukraine, or even about their being used against the Ramstein air force base in Germany should it be the starting point of F-16s sent against Russian forces in Ukraine. No, it is about striking the puppet master behind the entire show, namely Washington and the Continental USA if anything like the Blumenthal-Graham Resolution is passed and put into action following the false flag operation described above.

As I noted at the outset, Richard Blumenthal has long been a voice against coexistence with Russia on Capitol Hill. He exemplifies how the Neocon ideology that was spawned by disaffected Leftists in the 1970s and ‘80s and won over Republican adherents like Senator John McCain, aided and abetted by one of the movement’s theoreticians, Robert Kagan, eventually took hold in the Democratic Party, including its entire Progressive wing.
Other portraits from my Harvard Class of 1967 which hang in my gallery of rogues and would-be war criminals are those of Richard Morningstar, Tom Ridge and Serge Schmemann.
Morningstar made his move into government during the Clinton Administration thanks to his big financial contributions to the party. He was given important assignments by Madeleine Albright to sabotage the Russian network of active and planned gas and oil pipelines to Europe with the objective of destroying the Russian economy. It was a close race, but the prize in those contests went to the better man, Vladimir Putin, and Morningstar’s efforts against the South Stream and other projects uniformly failed. He ended his public career as ambassador to one of the countries in which he was active from the beginning, Azerbaijan.
Tom Ridge moved from state level politics to the federal level after George W. Bush appointed him as the country’s first Secretary of Homeland Security. In that capacity, Ridge was responsible for implementing the Freedom Act which was part and parcel of the suppression of all civil liberties in the USA for purposes of furthering the War on Terror. In this way, Ridge had personal responsibility for choking off free speech and free thinking in the USA, thereby preparing the country for the brain dead present half of the population that supports Biden and the war.
Finally, I mention once again classmate Serge Schmemann, member of the editorial board of the New York Times, who over the course of decades in various journalistic positions has been venomously anti-Putin and essentially anti-Russian.
And who says that ‘old guys’ from Harvard do not count in American politics?

Indian social network Koo gains popularity in Brazil but faces moderation challenges
Elon Musk taking over Twitter has sent some people to look for alternatives such as Mastodon and Hive. In Brazil, however, many are showing more inclination toward the India-based social network Koo. But just a week into the launch in the South American market, Koo is already facing moderation and security challenges.
The Bengaluru-headquartered startup claims it has already amassed over 1 million downloads in Brazil. Analytics company Sensor Tower corroborates the claim, saying the app saw 973,000 installs from the App Store and Play Store between November 14 and 20. Sensor Tower’s charts for both App Store and Play Store indicate that Koo was the top app in the country during the period.
A lot of users might be joining the platform to participate in a joke, though. Koo sounds like a word in Portuguese that means butthole. So, there are plenty of backside-related jokes on both Twitter and Koo with even brands like gaming company Razer participating in it. Koo also acknowledged the joke, and explained that it just means the “sound of this cute yellow bird.”
Over the last few days, Koo has added native support for Portuguese on the app and has been working with onboarding brands like Burger King.
Within hours of launching, Koo users in Brazil faced issues accessing the site. The social network also had bugs like users not being able to see their followers.
Koo is also facing moderation and security problems after its Brazil launch. Hackers took control of popular influencer Felipe Neto’s Koo account for a while.
The platform seems to be struggling with moderation issues as well. Several tweets suggested that Koo is rife with Child Sexual Abuse Material (CSAM). In some tweets, Koo said that it is actively blocking these accounts.

As expected when I posted the recent Etsy and SEO news update in June, I didn't get much time during my road trip to work on the other portion. So here it is, covering ecommerce sites, social media, content marketing and lots of other things small and microbusinesses might need to know.

Speaking of Twitter, Meta’s copycat app Threads took off rapidly, hitting over 100 million signups in the first week.
If you have a Facebook or Instagram Shop, note that many countries will need to use Meta’s checkout as of April 24 2023. Yes, you can use Reddit to promote your business, but it is tricky. “It’s perfectly fine to be a Redditor with a website; it’s not okay to be a website with a Reddit account.”
TikTok
TikTok is selling its own products through the app, called “Trendy Beat", although this is only happening in the UK so far. The items seemed to be based on trending videos.

Handmade alternative marketplace Artisans Cooperative has settled on its organisational structure now that they are moving forward with incorporating the co-op, and enrolling new members. Check their blog for all announcements on their plans.
A new California initiative involves both ecommerce and brick and mortar businesses to help track down stolen items. Each site agrees to “assign staff and tools—dedicate webpage, online portal, or point of contact—to address concerns of theft that come in from retails or law enforcement, and to monitor listings “to affirmatively prevent and detect” organized crime.”
50% of online shopping trips start at Amazon, amazingly enough. Google comes in second. After peaking last year, TikTok’s share of product searches has dropped.
Many merchants are reconsidering their return policies, and even free shipping.
Amazon
Some Amazon sellers had huge issues with verifying their information to comply with the INFORM Act. The deadline for completing verification was July 7, after which Amazon will place a hold on all payments.
Amazon will now charge US buyers for returns to UPS stores.
Many backpacks made for adults were removed from Amazon automatically, and sellers were told they needed to show proof the packs had met children’s safety standards.
BigCommerce
BigCommerce has followed Shopify in raising fees for the same amount, although existing users didn’t see the increase until June 1. As with Shopify, site owners can keep their current rate by opting for the annual package.
eBay
If you are worried about eBay showing your home address to prospective buyers (due to the INFORM Act), you can apply for an exception.
Ebay international shipping is available to US-based stores now, but there are a lot of complaints. Other recent eBay announcements and plans are discussed here in coverage of the summer Seller Update.

eBay is now offering Canadian collectible sellers a new “Expedited Lite” Canada Post rate that costs as little as $5.85 to send 200 grams from Toronto to Yellowknife. Tracking and $100 insurance are included. [Attention other platforms - Canadians need these cheap rates!]
Poshmark
Poshmark now operates in the United Kingdom.
Poshmark joined the vast majority of large ecommerce sites in the past year by laying off employees, although the reported numbers were just 2% of the workforce.
Shopify
After making big moves to enter the fulfillment market, Shopify sold off the logistics network to Flexport, which it will continue to work with, as well as owning 13% of Flexport’s stock.
Shopify is resisting a Canada Revenue Agency (CRA) request for 6 years of tax records for 121,000 stores. Note that the CRA must get a judge to approve such a request, which they filed for in April 2023.
Shopify managed to beat the market estimates for the 4th quarter 2022, but predicts growth will continue to slow

All Other Marketplaces
Bonanza is trying to improve its shipping label options, with the first step being decreasing the cost of USPS labels. It also now has a synced eBay importer, and is expanding its loan program to more sellers.
Michael's has finally opened its maker supply online marketplace to third-party sellers. While this initial group of merchants was invited, the company is now accepting applications from experienced ecommerce merchants. Fees are a flat 15% commission, so no monthly subscriptions, listing fees or even payment processing fees (apparently). There is also a Shipstation integration. This could be a good channel for high-volume supply sellers who make/design their own products, especially if they work in a niche Michael’s doesn’t already service. Note that their makers website that would compete directly with Etsy is now taking a waitlist.
Kohl’s opened a third-party marketplace, which includes their loyalty program benefits for buyers.

Squarespace bought Google Domains, but Google is still a domain registrar, and this should not affect your Google rankings.
Payment Processing
Apple is very late to the buy-now-pay-later game, introducing Apple Pay Later for some users.
Shipping
There is a UPS strike looming; the union contract expires August 1. This could not only affect businesses who ship products via UPS, but also those of us who order supplies etc.
Also note that the port workers in British Columbia are on strike as of July 1. “Analysts have said a strike could have a significant impact on worldwide shipping and the Canadian economy. According to the Maritime Employers Association's website, its members contribute $2.7 billion to the national GDP and handled roughly 16 per cent of Canada's total traded goods worth $180 billion in 2020.”
Chinese ecommerce businesses could lose their US tariff exemption, which allows companies in China to ship to the US cheaply. The bill is not yet law.
USPS raised stamp prices and combined several services into the new USPS Ground Advantage plan, as of July 9.

Many sites are incorrectly reporting visits as direct when they actually come from sources such as social media; here’s a study showing how that can break down.
Google’s latest instructions for migrating from Google’s Universal Analytics to Google Analytics 4 even includes videos. Don’t worry if you haven’t migrated your account yet - although it will not collect new data starting some time after July 1, 2023, Google will transition the account to GA4 for you, and will also let you download your old Universal Analytics data for the next year. If you didn’t update to GA4 yourself, you are in the majority of website owners.
Once you do start with GA4, make sure to connect with the Search Console and activate reports. There are also some reports you cannot get with GA4, but this article explains what you can come close to replicating from the old version.

Joyous Holy Week celebrations around the world (AP) From dressing as Roman soldiers in Antigua, Guatemala, to carrying palm fronds on the streets of Lagos, Nigeria, Christians around the world are celebrating Holy Week. For millions of Christians, the week between Palm Sunday and Easter, known as Holy Week, is the most sacred time of the year. It’s the week Christians commemorate the passion of Jesus Christ. The week began with Palm Sunday, where mass at the Vatican was celebrated by Pope Francis in St. Peter’s Square the day after he was discharged from the Agostino Gemelli University Hospital in Rome, where the Vatican said he was treated for bronchitis. In Bolivia’s highland region, artists gathered for an annual event where they built sand sculptures based on Bible stories. Members of the faithful in Brazil wore tunics and hoods to take part in the Procession of Souls in Goiás state. And in Managua, Nicaragua, a child dressed as an angel during an event observing Good Friday. In recent years, Holy Week has been scaled back due to COVID-19 restrictions that require precautions such as social distancing and mask use. However, this year many of the faithful gathered in celebrations reminiscent of the era before the virus changed the nature of religious observance.
Stabbing of Cash App Creator Raises Alarm, and Claims of ‘Lawless’ San Francisco (NYT) The fury erupted within hours, as word spread that the 43-year-old man who had been stabbed to death this week in an enclave of high-rise condominiums near the Bay Bridge was Bob Lee, a well-known tech executive. The leaders of “lawless” San Francisco had Mr. Lee’s “literal blood on their hands,” Matt Ocko, a tech entrepreneur and venture capitalist in Palo Alto, Calif., tweeted. “I hate what San Francisco has become,” added Michael Arrington, the founder of the industry blog TechCrunch. “Violent crime in SF is horrific,” Elon Musk, the chief executive of Twitter and Tesla, chimed in. The drumbeat has built since then in the liberal city that only last year recalled its progressive district attorney amid calls for law and order and deepening frustration over the city’s homelessness crisis. While city officials agree that the murder is a terrifying tragedy and a signal that San Francisco has work to do on public safety, they’re also clashing with powerful figures in the tech sector over the nature and severity of the city’s problems with crime. Resurgent remittances in Mexico (Foreign Policy) Flows of money sent to Mexico from abroad are at historic highs. This February, total remittances to the country accounted for 11 percent more than they did in February 2022, according to Mexico’s central bank. In 2021, Mexico surpassed China to become the country that receives the second-largest amount of remittances in the world. (India is no. 1.) The high tallies may reflect the post-pandemic economic recovery in the United States, where the bulk of the Mexican diaspora lives, the Economist reported.
Deadly Attack Exposes Growing Threat in Mexico: the Military (NYT) Gustavo Ángel Suárez Castillo, an American citizen from San Antonio, piled six friends, including two brothers, into his white pickup truck with Texas plates just before dawn, having spent the night celebrating the news that he was going to be a father. Suddenly, four vehicles filled with armed men began chasing and firing at them. The pickup truck crashed and as the passengers tumbled out, the armed men threw some to the ground, shooting one in the back, survivors told The New York Times. One recounted how he watched his brother slowly stop breathing while the assailants blocked medics from arriving. When it ended, five of the men, including Mr. Suárez, were dead and the other two severely injured. The attackers? Uniformed Mexican soldiers. The shooting in the city of Nuevo Laredo in the early hours of Feb. 26 has been called a coldblooded execution by the survivors and a top government official. So far, four of the 21 soldiers involved in the encounter have been arrested and the case is under investigation by civilian prosecutors and the military. The episode has deepened concerns about the growing footprint of Mexico’s armed forces, which has not only been put in charge of domestic security, but has also been given a rapidly expanding portfolio of businesses, like a new international airport and a major rail line.
Sweden Says State Actor Blew up Nord Stream Pipeline (AP) According to a new statement by Swedish investigators, it’s most likely that a state actor was behind the explosions that took out the Nord Stream gas pipelines late last year. “Our hope is to be able to confirm who has committed this crime,” said the public prosecutor leading the investigation, though he warned that “it should be noted that it likely will be difficult given the circumstances.” While Ukraine and some in the U.S. have blamed Russia for the attacks, investigations have returned a mixed bag of suspects: the New York Times has suggested that a pro-Ukrainian group was behind the attacks, while German media pinned them on a yacht operated by a pro-Ukraine Polish company. Pulitzer Prize-winning journalist Seymour Hersh also released a report blaming the U.S. for the explosions, though Washington and the U.S. media have dismissed him.

Facing critical ammunition shortage, Ukrainian troops ration shells (Washington Post) The artillery shells were stored in a shallow mud dugout, covered with a black plastic tarp to keep them safe. Just 14 rounds remained—evidence of a critical ammunition shortage that has the Ukrainians scrambling for ways to conserve supply until their Western allies can produce or procure more. The artillery platoon, with the 59th Motorized Brigade in eastern Ukraine, used to fire more than 20 or 30 shells per day with their Soviet-era howitzer. Now, they typically shoot one or two, or none at all. The ammunition that has pounded parts of Ukraine daily for more than a year has become a precious resource in the artillery war with Russia—and which side conserves shells and rearms faster could turn the tide on the battlefield. Even amid a shortage, Ukraine is firing some 7,700 shells per day, or roughly one every six seconds. Russia, which may also be running low, is firing more—by some estimates triple that amount.
China flies fighter jets near Taiwan after leader’s US trip (AP) China sent warships and dozens of fighter jets toward Taiwan on Saturday, the Taiwanese government said, in retaliation for a meeting between the U.S. House of Representatives speaker and the president of the self-ruled island democracy claimed by Beijing as part of its territory. The Chinese military announced the start of three-day “combat readiness patrols” as a warning to Taiwanese who want to make the island’s de facto independence permanent.
