NATO is seeking to expand its cooperation structures globally and also intensify its cooperation with Jordan, Indonesia and India. A “NATO-Indonesia meeting” was held yesterday (Wednesday) on the sidelines of the NATO foreign ministers’ meeting in Brussels – a follow-up to talks between Indonesia’s Foreign Minister Retno Marsudi and NATO Secretary General Jens Stoltenberg in mid-June 2022. Last week, a senior NATO official visited Jordan’s capital Amman to promote the establishment of a NATO liaison office. Already back in June, a US Congressional Committee focused on China, had advocated linking India more closely to NATO. India’s External Affairs Minister Subrahmanyam Jaishankar, however, quickly rejected the suggestion. NATO diplomats are quoted saying that the Western military alliance could conceive of cooperating with South Africa or Brazil, for example. These plans would escalate the West’s power struggle against Russia and China, while non-Western alliances such as the Shanghai Cooperation Organization (SCO) are expanding their membership.
Already since some time, NATO has been seeking to expand its cooperation structures into the Asia-Pacific region, for example to include Japan. Early this year, NATO Secretary General Jens Stoltenberg was in Tokyo, among other things, to sign a joint declaration with Prime Minister Fumio Kishida.[1] In addition, it is strengthening its cooperation with South Korea, whose armed forces are participating in NATO cyber defense and are to be involved more intensively in future conventional NATO maneuvers.[2] Japan’s prime minster and South Korea’s president have already regularly attended NATO summits. The Western military alliance is also extending its cooperation with Australia and New Zealand. This development is not without its contradictions. France, for example, opposes the plan to establish a NATO liaison office in Japan, because it considers itself an important Pacific power and does not want NATO’s influence to excessively expand in the Pacific. Nevertheless, the Western military alliance is strengthening its presence in the Asia-Pacific region – with maneuvers conducted by its member states, including Germany (german-foreign-policy.com reported.[3]).[...]
NATO has been cooperating with several Mediterranean countries since 1994 within the framework of its Mediterranean Dialogue and also since 1994, with several Arab Gulf countries as part of its Istanbul Cooperation Initiative.[4] However, the cooperation is not considered very intensive. At the beginning of this week, NATO diplomats have been quoted saying “we remain acutely aware of developments on our southern flank,” and are planning appropriate measures. The possibility of establishing a Liaison Office in Jordan is being explored “as a move to get closer to the ground and develop the relationship in the Middle East.[5] Last week, a senior NATO official visited Jordan’s capital Amman to promote such a liaison office.[6][...]
NATO diplomats informed the online platform “Euractiv” that “many members of the Western military alliance believe that political dialogue does not have to be limited to the southern neighborhood. One can also seek cooperation with states further away. Brazil, South Africa, India, and Indonesia are mentioned as examples.[7][...]
In a paper containing strategic proposals for the U.S. power struggle against China, the Committee also advocated strengthening NATO’s cooperation with India.[8] The proposal caused a stir in the run-up to Indian Prime Minister Narendra Modi’s visit to Washington on June 22. He was able to draw on the fact that India is cooperating militarily in the Quad format with the USA as well as NATO partners Japan and Australia in order to gain leverage against China. Close NATO ties could also facilitate intelligence sharing, allowing New Delhi to access advanced military technology.[9] India’s External Affairs Minister Subrahmanyam Jaishankar, however, rejected Washington’s proposal, stating that the “NATO template does not apply to India”.[10] Indian media explained that New Delhi was still not prepared to be pitted against Russia and to limit its independence.[11] Both would be entailed in close ties to NATO.
The efforts to link third countries around the world more closely to NATO are being undertaken at a time when not only western countries are escalating their power struggles against Russia and above all against China and are therefore tightening their alliance structures. They are also taking place when non-Western alliances are gaining ground. This is true not only for the BRICS, which decided, in August, to admit six new members on January 1, 2024 (german-foreign-policy.com reported [12]). This is also true for the Shanghai Cooperation Organization (SCO), a security alliance centered around Moscow and Beijing that has grown from its original six to currently nine members, including India, Pakistan and Iran, and continues to attract new interested countries. In addition to several countries in Southern Asia and the South Caucasus, SCO “dialogue partners” now include Turkey, Egypt and five Arabian Peninsula states, including Saudi Arabia, the United Arab Emirates and Qatar. Iin light of the BRICS expansion, the admission of additional countries as full SCO members is considered quite conceivable. Western dominance will thus be progressively weakened.[13]

The leadership of the Hellenic Air Force is exploring the possibility of selling the 18 Mirage 2000 EGM/BGM to India, a proposal that was communicated to the Prime Minister's office and the Ministry of National Defense of Greece.
The aircraft served until 2022 in the 332ª "Hawk" Squadron, and most of them are not in flight condition, while some were cannibalized to keep the others flying. However, it seems that there is fertile ground between the two parties and do not rule out the possibility of the subject of the sale of the fighters to be discussed during the future visit of Prime Minister K. Mitsotakis to New Delhi.
Squadron 332 struggled with problems of availability of the Mirage 2000, resulting in the abandonment of some aircraft on the runways of Tanagra and others cannibalized because they were beyond the operational life.
At the end of 2023, New Delhi decided to communicate its interest to the Greek part in acquiring used Mirage 2000, as it plans to keep these fighters in service for at least another decade. However, the criterion for its sale is more political than economic. In the General Staff of the Greek Air Force, which is directly involved, they do not expect profits. Armenia's defense strategy cannot rely on Russia as it used to, and Yerevan needs to more closely examine security relations with the U.S., France, India, and other countries, Armenian Prime Minister Nikol Pashinyan said on Feb. 1, the Armenpress news agency reported.
The prime minister has previously said that Moscow has not proven to be a reliable security partner, as Russian "peacekeepers" failed to prevent Azerbaijan's offensive into the Nagorno-Karabakh region last September.
Baku formally dissolved the unrecognized ethnic Armenian republic in Nagorno-Karabakh on Jan. 1. Over 100,000 ethnic Armenians fled the region.
"Previously, 95-97% of our defense sector relations were with the Russian Federation. Now, it cannot be the same, for both objective and subjective reasons," Pashinyan told Armenian Public Radio when discussing Armenia's military reforms.
Yerevan should reassess the concept of its defense strategy and consider what role countries like the U.S., France, India, Iran, or Georgia play in it, the prime minister said.
The country must also decide whether to remain a member of the Russian-led Collective Security Treaty Organization (CSTO), he added.
As the rift between Armenia and Russia widens, Yerevan has been looking further west for allies, securing military aid from France.
Armenia also refused to participate in a CSTO summit in Minsk on Nov. 23, 2023, attracting criticism from Belarusian and Russian leaders.
Russian Foreign Ministry spokesperson Maria Zakharova criticized Yerevan's overtures to the West, warning Pashinyan against "trying to sit on two chairs."

Continuing Long-Term Financial Sanctions against Iran

When Joe Biden, then a presidential candidate, outlined his foreign policy objectives to Foreign Affairs in 2020, he asserted, “it is past time to end the forever wars.” This referred to the prolonged and costly engagements the United States experienced in Afghanistan and Iraq. At the same time, Biden spoke of diminishing the importance of the Middle East in American military strategy and reducing boots on the ground across the region.
However, the Biden Administration largely stayed the course in its approach to countering and containing Iran while supporting nascent democratic movements in the country. In November 2021, Secretary of Defense Lloyd J. Austin III delivered a major policy speech in Bahrain that emphasized a US commitment to preventing Iran’s acquisition of a nuclear weapon, by diplomatic channels if possible, and with a look at “all options on the table” should that fail to keep America secure.
One longstanding plank in this strategy has involved freezing Iranian assets. In November 1979, President Jimmy Carter signed an executive order under the International Emergency Economic Powers Act (IEEPA) in response to the Iranian Revolution and overthrow of the US-backed Shah. This order froze all interests and property of the Iranian government under US jurisdiction or in control or possession of US persons. While billions of dollars were subsequently released in 1981 as part of the Algiers Accords, which enabled the release of US Embassy workers in Tehran, various sanctions have been in place.
From 2009 to 2017, the Obama Administration employed the National Emergencies Act and IEEPA-authorized sanctions as a pressure point in forcing Iran to scale back its nuclear program and negotiate. Foreign institutions and companies that delivered material support to Iran’s financial system, even though processing Iran-tied transactions, were at risk of being excluded from the US financial system, which drives much of global commerce.
In response, foreign banks holding Iranian foreign exchange reserves froze Iran’s access. Subsequent requests by Iran for payments or transfers were denied (even in cases where transactions would be technically allowed under humanitarian trade exemptions. The effect weakened Iran’s currency and the rial and exposed the country to balance payment risks. This made it challenging for Iranian companies to conduct business abroad and for parties to make foreign direct investments.
There have been some reprieves to this scenario over the past decade. In 2014, an interim nuclear accord with Germany, Britain, Russia, China, France, and the United States enabled the repatriation of $4.2 billion in Iranian oil revenues held in foreign accounts.
The following year, the signing of the Joint Comprehensive Plan of Action (JCPOA) enabled Iran access to $100 billion in international assets in return for significant reductions in its nuclear program. However, in 2018, incoming president Donald Trump reimposed the majority of these US sanctions while engineering a withdrawal from JCPOA, citing a lack of cooperation on nuclear curtailment.
By the end of 2020, Iran’s foreign exchange reserves totaled $115.4 billion, with the International Monetary Fund (IMF) estimating that only $12.2 billion of that amount was readily accessible. Japan and South Korea, which have traditionally purchased much of their oil from Iran, hold such reserves in significant quantities. They are also held by Iraq, which depends on its neighbor for electricity, and by countries such as the UAE, Turkey, Germany, India, and China.
The current sanctions seem to be in place for the long haul. In September 2023, Iranian oil revenue valued at $6 billion was set to be freed up for humanitarian uses as part of a prisoner swap deal set to release five American hostages. Unfortunately, the following month, the terrorist group Hamas launched attacks on Israel, and the deal was suspended. While the Biden administration did not accuse Iran of having been directly involved in the attacks, the White House emphasized that Iran’s decades-long policy of funding and training Hamas operatives makes it complicit in the attacks.

India informs France of its decision to acquire 26 Rafale Marine jets

India formally communicated to France its decision to acquire 26 naval variants of the Rafale fighter for the Indian Navy, starting the acquisition process under an intergovernmental structure, people familiar with the matter said on Friday.
In July, the Ministry of Defense approved the purchase of Rafale Marine jets from France, mainly for deployment on board the locally built aircraft carrier INS Vikrant.
The issue of the acquisition of the Rafale Marine jets figured during the recent visit of the Minister of Defense, Rajnath Singh, to Paris.
India sent a letter of requisition to the French government, formally communicating its decision to acquire Dassault Aviation jets under the government-to-government structure.
Negotiations on prices and other details are expected to take place after the Ministry of Defense receives a response from the French side, people familiar with the matter said.

Earlier this month, the president and CEO of Dassault Aviation, Eric Trappier, visited New Delhi and discussed various aspects of the proposed acquisition by India.
The Ministry of Defense said in July that the acquisition of the jets along with associated auxiliary equipment, including weapons systems and spare parts, would be based on an intergovernmental agreement (IGA) and that the price and other terms of purchase will be negotiated with the French government after taking into account all relevant aspects.
The Indian Air Force bought 36 aircraft in flight conditions. There is an opinion in the IAF that it should opt for at least two more Rafale jet squadrons.
Defense and strategic ties between India and France have increased in recent years.
In July, India and France announced a series of innovative defense cooperation projects, including the joint development of jet engines and helicopters and the construction of three Scorpene submarines for the Indian Navy.
The two strategic partners also expressed a commitment to cooperate in the co-development and co-production of advanced defense technologies, including for the benefit of third countries.

The C-295, which is 100% Spanish, that has got approval by the government for the Avro’s replacement in the Indian Air Force. This is the first Make in India project. The Indian authorities have noted that Spain is a world player in a lot of aspects that have not been taken into account before. Spain is the sixth largest industrial defense country in the world.
Gustavo de Arístegui keen interest in empowering the bilateral ties between the countries made him investigate to many areas seeking a new idea. His investigation has made happen many new ways of strengthening the ties with India which includes teaching of Spanish in India, cooperation in smarty city project of India etc. The investigation made by Gustavo in each policy help him crack a new way to power the bilateral cooperation. Spain is definitely willing to share good practices and partner with India on the smart cities journey it has recently embarked upon. I am enthusiastically and personally involved in promoting the twinning of the two capital cities, Madrid and Delhi. There is also an R&D and co-creation dimension in our bilateral co-operation, as Spain and India jointly manage several industry-driven R&D initiatives in promoting and financing joint projects in fields like ICT, cleantech and Smart Cities.
In today’s fast-paced operational scenario, a supply ship can be a much-sophisticated combat support ship, and due to Gustavo’s vission, Spain would be happy to be involved from the design to the building stage. He believes that Navantia’s S-80 Submarine, which is in the final stages of construction for the Spanish Navy, could be a good reference for the P-75I. Navantia forms part of the Scorpene India consortium with DCNS of France. It is providing design and transfer of technology to Mazagon Dock Limited to build six Scorpene submarines for the Indian Navy under Project-75. 
The Indian Navy was planning to build tankers to look after big ships like the aircraft carriers and some LPDs like INS Jalashwa, as also six more diesel-electric submarines with AIP. The Spanish submarines, designated S-80, are using an innovative AIP system to charge fuel cells, similar to those in the US space shuttle programme.
Navantia has an MoU with Larsen and Toubro (L&T), which is already working with the Indian Navy in heavy engineering and has built parts of the indigenous nuclear submarine INS Arihant and the fast attack craft (FAC) built by Goa Shipyard. Navantia and L&T are working jointly on building four LPDs like INS Jalashwa for amphibious military operations and disaster relief for the Indian Navy.
The Spanish company Indra has a significant presence in India, where its radars control most of the air space. The company holds almost 90% of market. It is the biggest player in air traffic controls systems. Indra is the biggest in that sector in the world; even in Germany, they have an overwhelming share and in Europe, it is 60 %; and in the US, 35%. Spain has some of the most advanced systems of air traffic control, some of the most advanced civilian radars and systems.
The P-75I is a very attractive programmed for us. It involves the design and construction of six AIP submarines under a quite interesting industrial arrangement with a compromise between ‘Buy’ and ‘Make India’. The first two submarines are meant to be built at the designer’s facilities abroad and the remaining four submarines will be built between Mazagon Dock and Hindustan Shipyard. The P-75I has been on the table for quite some time already and Navantia has responded to IN’s request for information (RFI). We are now waiting for the request for proposal (RFP) to be issued before the end of this fiscal year.
Additionally, the Airports Authority of India (AAI) commissioned Indra to modernize Delhi’s air control center, one of the country’s most important centers and from which one of the greatest air traffic areas is managed, including operations at Delhi’s Indira Gandhi International Airport.
