Construction consortium wins second school PPP in São Paulo

The SP + Escolas Consortium, a group of construction companies, won the bid for the second round of the Public-Private Partnership (PPP) for schools in São Paulo. The group offered a 22.51% discount on the monthly payments that the state will pay to the concessionaire. Payments, which will start after project completion, will amount to R$11.55 million.
The concession requires R$1 billion in investments to construct 16 schools across cities including Aguaí, Arujá, Atibaia, Campinas, Carapicuíba, Diadema, Guarulhos, Itapetininga, Leme, Limeira, Peruíbe, Salto de Pirapora, São João da Boa Vista, São José dos Campos, Sorocaba, and Suzano. The concessionaire will also be responsible for infrastructure maintenance for 25 years, along with non-pedagogical services such as security, food, and cleaning.
The winning consortium includes engineering firms Agrimat Engenharia, CDL, CBI (Companhia Brasileira de Infraestrutura), DP Barros, and Astra Infra (formerly A100X Empreendimentos), which has experience managing schools.

I was brought in to manage a suspected denial of service attack, the start of an exceptionally long and stressful incident. All of the external indicators showed that no attack was under way. Traffic profiles looked normal, except for the fact that a lot of legitimate connections were being dropped because the servers for a web application were overloaded. This was despite the fact there appeared to be plenty of capacity to handle the connections coming across the internet. Internet service providers, a content delivery network and a cloud hosting company were all asked to verify the accuracy of our instrumentation; they, too, confirmed no evidence of a denial of service attack. So, what was going on? It was time to dig into the change records and start to roll back all recent changes to see if we could determine whether something that had recently changed in the environment was now overloading the servers. Two weeks’ worth of changes were reversed. By now, the war room was in its third day and was about 40 people strong. Two or three executives were in the room at all times. It was a very costly affair.
All of a sudden, the symptoms stopped. An air of disbelief fell across the room. A couple of people wanted to celebrate, but the majority were more annoyed that the problem had seemingly fixed itself. The room was silent as the various teams checked their monitoring, watching everything return to normal. Then, a lone voice broke the silence.
'Er, guys, last week during an incident I changed a setting on a load balancer to fix a problem, and just remembered to change it back.' That setting, responsible for how the load balancer handled long-lived Transmission Control Protocol (TCP) connections, had effectively caused the load balancer to launch a denial of service attack on the servers behind it. That change had not been documented as it had been made in the midst of a different, much smaller, incident. Then, because of the weekend, it took a few days for the problem to manifest itself, by which time the detail of the undocumented change had been forgotten. This was undoubtedly the costliest incident spawned from an incident that l've ever seen first-hand.

Perpetual on-premises customers would stop paying Service & Support (S&S) and purchase a SaaS subscription, on-premises Subscription License customers would start a new subscription, and existing MAS Flex and MAS Managed Service customers would start a new subscription to migrate to MAS SaaS.

Approach to solution
This is how IBM accelerated the energy company’s Maximo move to AWS:
Used Infra as a code to upgrade Maximo from 7.6.0.9 to 7.6.1.2.
IaC allowed instance spin-up for auto scaling. This automation reduces the time to spin up and execute the new environment and addresses multi-AWS availability zone deployment latency.
Used AWS DMS for data migration and schema conversion.
IaC spun the DR environment on demand to reduce database replication (DR) infrastructure and expense. DR capabilities update data in availability zone and DR area.
Achieved data exchange across applications using IBM Cloud Pak for Data and standardized integration using IBM Cloud Pak for Integration components.
Solution components
Maximum Enterprise Application Management (EAM) has a 3-tier design with these components:
HTTP/Web Tier and Application Tier using IBM WebSphere and HIS installed EC2 instance under private subnet for application security.
Database Tier uses AWS Oracle RDS with replication for DR under private subnet.
AWS best practices were used to configure VPC with public and private subnets.
Application servers and deployment manager were autoscaled by Auto Scaling Group. 
Maximum web-based UI resolution for external access using AWS Route 53.
WAF was the initial line of defense against web exploits.
