Things the Biden-Harris Administration Did This Week #28
July 19-26 2024
The EPA announced the award of $4.3 billion in Climate Pollution Reduction Grants. The grants support community-driven solutions to fight climate change, and accelerate America’s clean energy transition. The grants will go to 25 projects across 30 states, and one tribal community. When combined the projects will reduce greenhouse gas pollution by as much as 971 million metric tons of CO2, roughly the output of 5 million American homes over 25 years. Major projects include $396 million for Pennsylvania’s Department of Environmental Protection as it tries to curb greenhouse gas emissions from industrial production, and $500 million for transportation and freight decarbonization at the ports of Los Angeles and Long Beach.
The Biden-Harris Administration announced a plan to phase out the federal government's use of single use plastics. The plan calls for the federal government to stop using single use plastics in food service operations, events, and packaging by 2027, and from all federal operations by 2035. The US government is the single largest employer in the country and the world’s largest purchaser of goods and services. Its move away from plastics will redefine the global market.
The White House hosted a summit on super pollutants with the goals of better measuring them and dramatically reducing them. Roughly half of today's climate change is caused by so called super pollutants, methane, hydrofluorocarbons (HFCs), and nitrous oxide (N2O). Public-private partnerships between NOAA and United Airlines, The State Department and NASA, and the non-profit Carbon Mapper Coalition will all help collect important data on these pollutants. While private firms announced with the White House plans that by early next year will reduce overall U.S. industrial emissions of nitrous oxide by over 50% from 2020 numbers. The summit also highlighted the EPA's new rule to reduce methane from oil and gas by 80%.
The EPA announced $325 million in grants for climate justice. The Community Change Grants Program, powered by President Biden's Inflation Reduction Act will ultimately bring $2 billion dollars to disadvantaged communities and help them combat climate change. Some of the projects funded in this first round of grant were: $20 million for Midwest Tribal Energy Resources Association, which will help weatherize and energy efficiency upgrade homes for 35 tribes in Michigan, Minnesota, and Wisconsin, $14 million to install onsite wastewater treatment systems throughout 17 Black Belt counties in Alabama, and $14 million to urban forestry, expanding tree canopy in Philadelphia and Pittsburgh.
The Department of Interior approved 3 new solar projects on public land. The 3 projects, two in Nevada and one in Arizona, once finished could generate enough to power 2 million homes. This comes on top of DoI already having beaten its goal of 25 gigawatts of clean energy projects by the end of 2025, in April 2024. This is all part of President Biden’s goal of creating a carbon pollution-free power sector by 2035. 
Treasury Secretary Janet Yellen pledged $667 million to global Pandemic Fund. The fund set up in 2022 seeks to support Pandemic prevention, and readiness in low income nations who can't do it on their own. At the G20 meeting Yellen pushed other nations of the 20 largest economies to double their pledges to the $2 billion dollar fund. Yellen highlighted the importance of the fund by saying "President Biden and I believe that a fully-resourced Pandemic Fund will enable us to better prevent, prepare for, and respond to pandemics – protecting Americans and people around the world from the devastating human and economic costs of infectious disease threats,"
The Departments of the Interior and Commerce today announced a $240 million investment in tribal fisheries in the Pacific Northwest. This is in line with an Executive Order President Biden signed in 2023 during the White House Tribal Nations Summit to mpower Tribal sovereignty and self-determination. An initial $54 million for hatchery maintenance and modernization will be made available for 27 tribes in Alaska, Washington, Oregon, and Idaho. The rest will be invested in longer term fishery projects in the coming years.
The IRS announced that thanks to funding from President Biden's Inflation Reduction Act, it'll be able to digitize much of its operations. This means tax payers will be able to retrieve all their tax related information from one source, including Wage & Income, Account, Record of Account, and Return transcripts, using on-line Individual Online Account.
The IRS also announced that New Jersey will be joining the direct file program in 2025. The direct file program ran as a pilot in 12 states in 2024, allowing tax-payers in those states to file simple tax returns using a free online filing tool directly with the IRS. In 2024 140,000 Americans were able to file this way, they collectively saved $5.6 million in tax preparation fees, claiming $90 million in returns. The average American spends $270 and 13 hours filing their taxes. More than a million people in New Jersey alone will qualify for direct file next year. Oregon opted to join last month. Republicans in Congress lead by Congressmen Adrian Smith of Nebraska and Chuck Edwards of North Carolina have put forward legislation to do away with direct file.
Bonus: American law enforcement arrested co-founder of the Sinaloa Cartel, Ismael "El Mayo" Zambada. El Mayo co-founded the cartel in the 1980s along side Joaquín "El Chapo" Guzmán. Since El Chapo's incarceration in the United States in 2019, El Mayo has been sole head of the Sinaloa Cartel. Authorities also arrested El Chapo's son, Joaquin Guzman Lopez. The Sinaloa Cartel has been a major player in the cross border drug trade, and has often used extreme violence to further their aims.

On June 13, the Supreme Court issued a unanimous decision holding that the plaintiffs in FDA v. Alliance for Hippocratic Medicine lacked standing to challenge FDA’s actions. Mifepristone—which FDA approved as safe and effective more than 20 years ago—remains available under the conditions of use approved by FDA.

Your Reproductive Rights

Your Right to Emergency Care
In light of the Supreme Court's decision to overturn Roe v. Wade, it's more important than ever that you know your rights on receiving emergency medical care.
The Emergency Medical Treatment and Labor Act (EMTALA) requires Medicare-participating hospital emergency departments to offer any person who requests it an appropriate medical screening examination within the capability of the hospital’s emergency department.
If the hospital determines that you have an emergency medical condition, federal law requires the hospital to offer you treatment until your emergency medical condition is stabilized, or an appropriate transfer to another hospital if you need it.
An emergency medical condition includes any medical condition manifesting itself by acute symptoms and that, in the absence of immediate medical attention, could reasonably be expected to place the person’s health in serious jeopardy. Emergency medical conditions involving pregnant patients may include, but are not limited to, ectopic pregnancy, complications of a pregnancy loss, or emergent hypertensive disorders, such as preeclampsia with severe features. In some instances, the treatment reasonably necessary to stabilize a pregnant woman’s emergency medical condition may be an abortion.
These federal rights preempt any directly conflicting state laws or mandates that apply to specific procedures.1

The law prohibits pharmacies that receive federal financial assistance from discriminating on the basis of race, color, national origin, sex, age, and disability in their health programs and activities. While pharmacies regularly dispense medications; make determinations regarding the suitability of a prescribed medication for a patient; and advise patients about medications and how to take them, pharmacies that receive federal financial assistance may not discriminate against pharmacy customers on the bases prohibited by statute when they do so. Your Right to Access Abortion
As a result of the Supreme Court's decision to overturn Roe v. Wade, access to abortion will depend on the state you live in even more than before.
Mifepristone, in a regimen with misoprostol, has been approved by the Food and Drug Administration (FDA) since 2000 for the termination of early pregnancy, and is safe and effective when used as directed. Mifepristone for medication abortion currently is available for dispensing by mail by certified prescribers or by certified pharmacies for prescriptions issued by certified prescribers, in addition to in-person dispensing in clinics, medical offices, and hospitals.
If you are covered through Medicaid:
While federal Medicaid funds can only cover abortion in the circumstances of rape, incest or if the patient’s life is in danger, there are over a dozen states that provide more comprehensive coverage for abortion using state Medicaid funds. If you are covered through your employer, a plan offered through the Affordable Care Act Marketplaces, or elsewhere in the private market:
Coverage will vary by state, employer, and insurance company. Review your plan benefits document to find out whether your plan covers abortion. If you are using a plan where you are not the primary policy holder (for example if you are on a parent’s or spouse’s plan), be mindful that the policy holder may receive documentation from the plan known as an “Explanation of Benefits” that includes information about your care.

Your Right to Coverage of Other Preventive Health Services
Most employer health plans and health insurance plans must cover certain other preventive health services with no out-of-pocket costs because of the Affordable Care Act. Specifically, they are required to cover women’s preventive health services, including:
An annual well-woman visit to screen your health (which may be completed at a single visit or part of a series of visits over time) including a pap smear, breast exam and regular checkup
Certain counseling and screening services
Breast and cervical cancer screenings
Prenatal care, which is care you would receive while pregnant
Breastfeeding services and supplies
Interpersonal violence screening and counseling (e.g., sexual assault evidence collection exams)
HIV screening and sexually transmitted infection (STI) counseling

On June 27, the Supreme Court issued its order in Moyle v. United States, reinstating the protections of the Emergency Medical Treatment and Labor Act (EMTALA) for pregnant women experiencing emergency medical conditions in Idaho. On July 2, the Department of Health and Human Services sent a letter reminding hospitals and provider associations that it is a hospital’s legal duty to offer necessary stabilizing medical treatment, including abortion care (or transfer, if appropriate), to all patients in Medicare-participating hospitals who are found to have an emergency medical condition.1

If you are a health care provider:
For frontline health care providers, EMTALA requires a hospital to provide stabilizing medical treatment to any pregnant patients presenting to the hospital with an emergency medical condition, regardless of any directly conflicting restrictions in the state where you practice.
This means that physicians and other qualified medical personnel are required by federal law to offer stabilizing medical treatment (or an appropriate transfer) to a patient who presents to the emergency department and is found to have an emergency medical condition. This requirement preempts any directly conflicting state law or mandate that might otherwise prohibit such treatment, such as state prohibitions or restrictions on abortions.
Stabilizing treatment could include medical and/or surgical interventions (such as abortion, removal of one or both fallopian tubes, anti-hypertensive therapy, or methotrexate therapy), irrespective of any directly conflicting state laws or mandates that apply to specific procedures.

If you are a patient:
If you present to the emergency department, you must be offered an appropriate medical screening examination to determine if you have an emergency medical condition. If you do, your health care providers in the emergency department are not permitted to wait until your emergency medical condition deteriorates before they provide stabilizing treatment.

If you or someone you know did not receive the emergency stabilizing medical care to which they were entitled, you can file an EMTALA complaint either by contacting your state’s survey agency or by using the Centers for Medicare & Medicaid Services webform.

WASHINGTON (AP) — The Defense Department will no longer reimburse service members for travel out of state to get reproductive health care, including abortions and fertility treatments, according to a new memo.
The directive signed this week eliminates a rarely used Biden administration policy enacted in October 2022, after the Supreme Court overturned Roe v. Wade and more states began to impose increased abortion restrictions.
Signed on Wednesday by Jeffrey Register, the director of the Pentagon’s human resources department, the memo simply shows red lines crossing out the previous regulation and offers no other guidance.
Asked if service members would still be allowed time off to travel at their own expense, the department had no immediate answer.
Sen. Elizabeth Warren, D-Mass., a member of the Senate Armed Services Committee, called the policy change “shameful.”

The Biden administration announced on Wednesday that it would forgive an additional $4.8 billion in student loan debt, for 80,300 borrowers.
The relief is a result of the U.S. Department of Education’s fixes to its income-driven repayment plans and Public Service Loan Forgiveness program.
2. Detroit on pace to have lowest homicide rate in 60 years this year

A partnership to reduce Detroit crime is being praised with the City on pace for the fewest homicides in 60 years.
"This is the day we’ve been waiting for, for a long time," said Mayor Mike Duggan. The coalition which includes city and county leaders that Detroit Police Chief James White formed in late 2021 to return the criminal justice system in Detroit and Wayne County to pre-Covid operations.
3. Dog that killed 8 coyotes to protect sheep running for Farm Dog of the Year

5. About 40% of the world's power generation is now renewable

The International Renewable Energy Agency (IRENA) and World Meteorological Organization (WMO) have released their first joint report to strengthen understanding of renewable energy resources and their intricate relationship with climate variability and change.
In 2022 alone, 83% of new capacity was renewable, with solar and wind accounting for most additions. Today, some 40% of power generation globally is renewable, due to rapid deployment in the past decade, according to the report.
6. Jonathan the Tortoise: World’s oldest living land animal celebrates 191st birthday

The world’s oldest living land animal - a Seychelles giant tortoise named Jonathan - has just celebrated his 191st birthday. Jonathan’s estimated 1832 birth year predates the invention of the postal stamp, the telephone, and the photograph.
The iconic creature lived through the US civil war, most of the reign of Queen Victoria, the rise and fall of the Soviet Union, and two world wars.
7. New enzyme allows CRISPR technologies to accurately target almost all human genes

A team of engineers at Duke University have developed a method to broaden the reach of CRISPR technologies. While the original CRISPR system could only target 12.5% of the human genome, the new method expands access to nearly every gene to potentially target and treat a broader range of diseases through genome engineering.

"While 988 represents a significant expansion of crisis care, it also represents an expansion of location tracking capabilities and nonconsensual practices in social support services. 988 policymakers have adopted and defended the practice of nonconsensual intervention, disregarding the voices of hotline users, psychiatric survivors, human rights organizations, and crisis care experts who condemn the practice. In addition to defending non-consensual intervention, 988 administrators have advocated to increase the surveillance of hotline users, asking the federal government to grant the Lifeline unprecedented location tracking capabilities. Simultaneously, the Lifeline has avoided calls for transparency and maintained secrecy around the number of non-consensual interventions their hotlines are initiating and the negative consequences that helpseekers have faced as a result. Undeterred by the contradiction of the life-threatening harms that can be caused by non-consensual interventions, 988 officials continue to make claims that the use of these interventions allows them to better achieve their goal of providing “life-saving services.”
Since its creation, the 988 Suicide and Crisis Lifeline has increased its reach to the U.S. public through a national marketing campaign. In this campaign, 988 regularly advertises itself as a “private” and “confidential” resource for people in crisis, offering a safe space to discuss one's struggles. Not included in this advertising is any disclosure about the possibility of emergency interventions, which can include law enforcement, and in particular that such interventions can occur without a helpseeker’s knowledge or consent. In spite of efforts by advocates and survivors of non-consensual intervention, 988 officials have continued to obscure the policies and practices that render their advertising misleading and dishonest. This lack of transparency has meant that the public is largely unaware of the potential negative consequences of calling 988. Despite good intentions in its design, in reality, 988 has created another pipeline for people experiencing crisis to come into contact with potentially unwanted and unhelpful interventions. These interventions can ultimately harm, traumatize, and discourage people from reaching out for help."

I’m going to start tonight by stating the obvious: the Republicans control both chambers of Congress: the House of Representatives and the Senate. They also control the White House and the Supreme Court. If they wanted to get rid of the United States Agency for International Development (USAID), for example, they could introduce a bill, debate it, pass it, and send it on to President Trump for his signature. And there would be very little the Democrats could do to stop that change.
But they are not doing that.
Instead, they are permitting unelected billionaire Elon Musk, whose investment of $290 million in Trump and other Republican candidates in the 2024 election apparently has bought him freedom to run the government, to override Congress and enact whatever his own policies are by rooting around in government agencies and cancelling those programs that he, personally, dislikes.
The replacement of our constitutional system of government with the whims of an unelected private citizen is a coup. The U.S. president has no authority to cut programs created and funded by Congress, and a private citizen tapped by a president has even less standing to try anything so radical.
But Republicans are allowing Musk to run amok. This could be because they know that Trump has embraced the idea that the American government is a “Deep State,” but that the extreme cuts the MAGA Republicans say they want are actually quite unpopular with Americans in general, and even with most Republican voters. By letting Musk make the cuts the MAGA base wants, they can both provide those cuts and distance themselves from them.
But permitting a private citizen to override the will of our representatives in Congress destroys the U.S. Constitution. It also makes Congress itself superfluous. And it takes the minority rule Republicans have come to embrace to the logical end of putting government power in the hands of one man.
Musk’s team in the so-called Department of Government Efficiency, or DOGE, has taken control of the U.S. Treasury payment systems that handle about $6 trillion in annual transactions for the U.S. government, thus gaining access to Americans' personal information as well as information about Musk's competitors. From there, Musk claims to have been cancelling those transactions he thinks are wasteful. He claims, for example, to have “deleted” the popular Internal Revenue Service (IRS) Direct File system that enabled people to file their taxes online for free, without the help of paid tax preparers.
Musk’s team apparently consists of six engineers, aged 19 to 24, who are taking control of the computers at government agencies. From the Treasury Department, they went on to the U.S. Agency for International Development, which receives foreign policy guidance from the State Department. Their breaching of the computers there compromises our national intelligence systems, which must now be considered insecure.
From there, they went on to the General Services Administration (GSA), which manages the federal government’s 7,500 or so buildings. Musk’s people sent an email to regional managers telling them to begin ending the leases on federal offices. According to Chris Megerian of the Associated Press, the person in charge of that initiative is Nicole Hollander, who describes herself on LinkedIn as employed at Musk’s social media company, X.
Today, according to an email sent to employees of the Small Business Administration, Musk’s people have gotten into that agency’s human resources, contracts, and payment systems. The Small Business Administration supports small businesses and entrepreneurs, and under the Biden-Harris administration, small businesses boomed thanks to small-dollar loans to women, Black, and Latino entrepreneurs.
By this afternoon, Musk’s people were digging into the data of the Department of Education with an eye to dismantling it from the inside before Trump tries to shut it down with an executive order, although only Congress itself can shutter the department. According to Laura Meckler, Danielle Douglas-Gabriel, and Hannah Natanson of the Washington Post, Musk’s DOGE staffers had accessed sensitive internal data systems, including the personal information of millions of students who are taking part in the federal student aid program. It is highly unlikely that Congress would destroy the Department of Education, so Musk and Trump hope to hollow it out from within.
On a livestream last night, Musk said of his destruction of the federal government: “If it’s not possible now, it will never be possible. This is our shot, This is the best hand of cards we’re ever going to have. If we don’t take advantage of this best hand of cards, it’s never going to happen.”
Three federal employees unions are suing the Trump administration to stop Musk, and today, Democratic members of the House and Senate tried to enter the USAID building but were denied entry. Led by Senators Chris Murphy (D-CT), Brian Schatz (D-HI) and Chris Van Hollen (D-MD) and Representatives Jamie Raskin (D-MD) and Gerry Connolly (D-VA), the Democrats condemned what Raskin called Musk and Trump’s “illegal, unconstitutional interference with congressional power.”
“Elon Musk, you may have illegally seized power over the financial payment systems of the United States Department of Treasury,” Raskin said, “but you don’t control the money of the American people. The United States Congress does that—under Article I of the Constitution. And just like the president, who was elected to something, cannot impound the money of the people, we don’t have a fourth branch of government called Elon Musk. And that’s going to become real clear.”
Senator Murphy said: "[L]et's not pull any punches about why this is happening. Elon Musk makes billions of dollars based off of his business with China. And China is cheering at [the destruction of USAID]. There is no question that the billionaire class trying to take over our government right now is doing it based on self-interest: their belief that if they can make us weaker in the world, if they can elevate their business partners all around the world, they will gain the benefit.”
Murphy continued: “But there’s another reason this is happening. They’re shuttering agencies and sending employees home in order to create the illusion that they’re saving money, in order to…pass a giant tax cut for billionaires and corporations.”
While Musk and his DOGE team are trying systematically to dismantle the government, today Judge Loren L. AliKhan of the Federal District Court for the District of Columbia blocked the Trump administration’s attempt to freeze trillions of dollars in grants and loans before DOGE got going. AliKhan said that by impounding funds—which Congress declared illegal in 1974—Trump’s Office of Management and Budget “attempted to wrest the power of the purse away from the only branch of government entitled to wield it.” It is Congress, not the president, that determines federal spending.
Meanwhile, the elected president, Donald Trump, sparked a crisis last Friday when his White House press secretary, Karoline Leavitt, announced that he fully intended to go through with the trade war he had hyped on the campaign trail. Trump announced he would levy tariffs of 25% on most products from Mexico and Canada and of 10% on products from China, beginning at 12:01 a.m. on Tuesday, in violation of the trade agreement his own team had negotiated during his first term.
As soon as Leavitt announced the upcoming tariffs, the stock market began to fall, and by last night, stock market futures had fallen 450 points on the expectation of tariffs hitting at midnight tonight. Today, the stock market continued to fall. Even reliable Trump allies began to complain that the tariffs would raise prices. The Wall Street Journal editorial board called Trump’s tariffs “the dumbest trade war in history.”
Today, the president of Mexico, Claudia Sheinbaum, announced that she and Trump had “reached a series of agreements” that would pause the threatened tariffs for a month. Mexico agreed to “reinforce the northern border with 10,000 elements of the National Guard immediately, to prevent drug trafficking from Mexico to the United States,” while the U.S. “commits to work to prevent the trafficking of high-powered weapons to Mexico.”
When Trump announced their conversation shortly afterward, he omitted the part of the agreement that committed the U.S. to try to stop the flow of guns to Mexico. He also did not mention that, in fact, Mexico committed to putting 10,000 troops at the border in 2021. As Catherine Rampell of the Washington Post commented above a record of Mexican troop deployments: “Any news outlet reporting Mexico conceded anything to Trump to get him to delay tariffs has not done its homework. Trump boasts he got Mexico to commit to stationing 10K troops at our border. Apparently he didn’t realize Mexico already has 15K troops deployed there[.]”
The crisis at the northern border worked out in a similar fashion. After conferring, Prime Minister Justin Trudeau and Trump announced a 30-day pause in the implementation of tariffs. Trudeau agreed to appoint a border czar and to implement a $1.3 billion border plan that Canada had announced in December.
In other words, while Musk was causing a constitutional crisis, Trump created an economic crisis that threatened both domestic and global chaos, then claimed Biden administration achievements as his own and declared victory.
The tariffs on Chinese goods went into effect as planned. China has promised to levy tariffs of up to 15% on certain U.S. products beginning a week from today. It also said it will investigate Google to see if it has violated antitrust laws.

If it isn't already obvious, I work in utilization management. For those that don't know, it's a department that exists in most hospitals with the single minded purpose of getting health insurance companies to pay their due.
It's usually staffed by a lot of overworked nurses and one or two physicians, usually doing UM alongside actual clinical practice.
The nurses use whats in the patient's chart to justify the diagnostic code. They then upload those clinicals to the insurance company's portal, or fax them over.
Then, if we're lucky, a human being compares the clinicals with the MCG or other clinical standard guidelines and decides whether or not the chart justifies the diagnosis and treatment.
If we're not lucky, it's UHC which uses an automated system with a 90% error rate that denies 1/3 of the claims they receive.
In that case our nurses, who have to do this and so much more for about 90 patients a day *each*, have to go back in and highlight the criteria and hope it escalates to a human being.
The denial will usually be upheld.
So the case is forwarded to a contracted consultant company that staffs physician advisors. Their job is to narrow down exactly what needs to be done to beat the insurance company at their own game. The hospital pays for this service. Sometimes it works.
Often it doesn't, and the denial is still upheld.
So it goes to peer to peer. This means one of our doctors will have a phone call with a doctor on staff at the insurance company. There is no guarantee their doc will know anything about the specialty involved. I've seen OBGYNs make final calls on psych cases. This is the last chance.
Sometimes the physician on staff at the insurance company has a heart, and remembers what they got into medical school for. But often they have only a few minutes to make a judgement before the next peer to peer, and they have a quota of denials to maintain to keep their jobs.
So usually it's denied, and that's it. There's nothing else to do. The insurance company smugly gloats about protecting consumers from overuse of healthcare resources, the hospital bills the patient directly hoping to recoup something from it (even giving the patient services to help reduce their bill) and the patient is fucked at best, forgoes life saving care at worst.
All of that for such a shit ending. All of that money, time, administrative resources, look at it. Look at how many people are employed in the attempt to get insurance companies to pay and how many are employed to prevent it. There is so much bloat in the industry around this one thing, this one process, and it all goes back into the already inflated bill.
I go through insurance communications, I open the medical record with a photo of a child undergoing chemo. She's so small and so brave, smiling for the camera. Weeks of fighting back and forth to guarantee her care until one day I open it to forward yet another denial, and see the big gray 'deceased' tag under her now black and white photo. And I take a minute, I cry, I forward the fax, and I continue on. And this exact scenario repeats at least twice month.
We don't have to live this way. We don't have to.

Update on LGBT Information Removals from U.S. Government Websites
It has been observed that references to "LGBTQIA+" and similar acronyms have been shortened to "LGB" on several U.S. government websites. However, some agencies, such as the National Archives and the National Library of Medicine, appear unaffected.
When government agencies remove web pages, the standard procedure is to use a tool called Pagefreeze, which archives the content while indicating that the page is no longer actively maintained.

Elon Musk staff has been caught plugging in hard drives inside the Office of Personnel Management (OPM), the Treasury Department, and the General Services Administration (GSA). His staff encountered resistance when demanding that Treasury officials grant access to systems managing the flow of more than $6 trillion annually to programs like Social Security and Medicare. Tensions escalated when Musk’s aides were discovered at OPM accessing systems, including a vast database known as the Enterprise Human Resources Integration (EHRI), which contains sensitive information such as dates of birth, Social Security numbers, performance appraisals, home addresses, pay grades, and length of service for government employees. In response to employees speaking out, Musk’s aides locked civil servants out of computer systems and offices, with reports of personal items being searched.

At the direction of the Trump administration, the federal Department of Health and Human Services and its agencies are purging its websites of information and data on a broad array of topics — from adolescent health to LGBTQ+ rights to HIV.
Several webpages from Centers for Disease Control and Prevention with references to LGBTQ+ health were no longer available. A page from the HHS Office for Civil Rights outlining the rights of LGBTQ+ people in health care settings was also gone as of Friday. The website of the National Institutes of Health’s Office for Sexual & Gender Minority Research Office disappeared. (Most of these pages could still be viewed through the Internet Archive.)
The changes at the CDC and NIH are examples of a broad push by the Trump administration on gender issues under an executive order titled "Defending Women from Gender Ideology Extremism and Restoring Biological Truth to the Federal Government." That order directs agencies throughout the government to stop offering "gender identity" as a choice on government forms and to end funding of “gender ideology.”
Another order, signed by Trump, takes aim at “diversity, equity, and inclusion” across the federal government.
On Friday, however, many pages that did not seem related to “gender” or “diversity” had also been taken down, such as AtlasPlus, an interactive tool from CDC with surveillance data on HIV, viral hepatitis, STDs and TB. Also gone missing: a page with basic information about HIV testing. The CDC’s Social Vulnerability Index, a tool that assesses community resilience in the event of natural disaster was also taken down.
“The removal of HIV- and LGBTQ-related resources from the websites of the Centers for Disease Control and Prevention and other health agencies is deeply concerning and creates a dangerous gap in scientific information and data to monitor and respond to disease outbreaks," the Infectious Disease Society of America said in a statement. "Access to this information is crucial for infectious diseases and HIV health care professionals who care for people with HIV and members of the LGBTQ community and is critical to efforts to end the HIV epidemic. This is especially important as diseases such as HIV, mpox, sexually transmitted infections and other illnesses threaten public health and impact the entire population."

What the fuck is going on.

Following a White House edict effectively banning federal employees from disclosing their personal pronouns in email signatures, sources within multiple federal agencies say pronouns are now being systemically blocked across multiple email clients and other software.
WIRED confirmed various automated efforts with employees at the United States Agency for International Development (USAID), the Environmental Protection Agency (EPA), the General Services Administration (GSA), the US Department of Agriculture, and the Centers for Disease Control and Prevention (CDC).
The employees spoke to WIRED on condition of anonymity, citing fears of retaliation.
Multiple agency directors sent emails over the weekend telling staff that, due to President Donald Trump’s executive order, their offices would be removing the pronoun capability from Office 365. Employees were told they’d also need to remove pronouns from their email signatures in order to comply with the directive.
A staffer at USAID says the formal deactivation of their ability to list pronouns occurred last week, in response to executive orders defining sexes issued by President Trump on his first day in office. A GSA staffer says pronouns were wiped from employees’ email signatures after hours on Friday and were also no longer visible in Slack, the workplace messaging app. At the CDC, there used to be a section for employees to share their pronouns on their Teams profiles, another workplace app. That field no longer exists.
Reached for comment, the White House transferred WIRED to OPM communications director McLaurine Pinover, who pointed to January 29 memorandum ordering agencies to disable all features “that prompt users for their pronouns.”
The ban on personal pronouns follows sweeping efforts by the White House to eliminate programs that encourage diversity and social justice within the federal government, as well as other references to “diversity, equity, and inclusion” in federal employees’ discourse.
In a striking example of the policy in action, an image surfaced last week of a wall being painted over at the Federal Bureau of Investigation's Quantico, Virginia, academy due to it listing "diversity" among the bureau's core values. (According to an email from the FBI’s Office of Integrity and Compliance obtained by Mother Jones, the bureau no longer counts "diversity" among its core values.)
The Trump administration began a radical campaign last week aimed at inducing members of the federal workforce to leave their jobs ahead of threatened reductions. The effort is spearheaded by Elon Musk, leader of the so-called Department of Government Efficiency (DOGE), a task force that has effectively seized control of several federal agencies and sensitive government systems with apparent clearance from the White House.
WIRED reported last week that Musk’s outfit had effectively taken over the Office of Personnel Management, the US government’s human resources department. In this and other efforts, it is employing inexperienced young engineers whose ages range from 19 to 24—many of whom, public records show, are former interns or have been affiliated with Musk-aligned companies.
OPM emailed federal workers on January 28 with a “deferred resignation offer,” sparking widespread confusion among federal workers. (DOGE’s own new HR chief was unable to answer basic questions about the offer in a contentious staff meeting last week, WIRED reported.) In an email to staff Sunday evening, OPM clarified whether the deferred resignation program complied with existing privacy laws. “Yes,” read the answer. “The deferred resignation program uses only basic contact information about federal employees, like name and government address, along with short, voluntary email responses. The information is stored on government systems. To the extent that the Privacy Act applies, all information relevant to the program is covered by existing OPM System Records Notices.”
Multiple agency sources told WIRED last week that several of Musk's lieutenants had been granted access to key computer systems controlled by the GSA, an independent agency tasked by Congress with overseeing federal buildings and providing equipment, supplies, and IT support across the government.

This bill if it passed would rewrite how laws are made in Aotearoa, forcing our laws to comply with Act's extreme libertarian values: prioritising business profit over human wellbeing, environmental protection & the treaty of waitangi. It has been described as one of the most regressive & dangerous bills ever considered, and as a " legal straight jacket" for government. I've also seen it described as trying to make Aotearoa into America and honestly they're not wrong.

Here is an overview of some of the key principles and some of their potential consequences:
* Selected aspects of the rule of law, including equality before the law - which may sound good but in practice can mean protecting existing unequal interests e.g. the property rights of the “haves” get protected, while actions to increase fairness and equality for the “have nots” are restricted e.g. affirmative action for marginalised groups or vulnerable natural places or resources we all value
* Limitations on administrative discretion i.e. government decision making - this would kneecap future governments from making decisions for the good of all.
* Focus on extreme individualistic rights and property rights. These rights could only be limited by legislation if necessary to protect another person’s (or corporation’s) individual or property rights. Usually the government balances a range of rights and interests, including individual rights, property rights, human rights, societal wellbeing, the environment, and te Tiriti. Governments would no longer be freely able to balance a wide range of rights and interests.
*Restrictions on taxes, fees and levies which would significantly reduce the ability of government to fund the public services and infrastructure we rely on.
*Limitations on executive decision making (i.e. ministers and departments) and the right of review or appeal on executive decisions that affect certain rights, liberties and obligations.
*Massive deregulation across the board through application of the narrow definition of regulatory stewardship.
*A strong clause on the taking or impairing of property, including the requirement for fair compensation. This is similar to Free Trade Agreements which New Zealand has decided are too extreme to sign up to as they would create huge liabilities. Under this principle any limitations on the unhindered rights to use property (including, for example, land for development, intellectual property, mining licenses etc.) would mean that the government could be sued for compensation for lost future income and profits.  
For example, if new rules restricted mining in sensitive areas due to environmental concerns or prohibited tobacco advertising to protect public health, affected companies could claim their property rights or commercial interests were "taken"or “impaired” and demand compensation. Such payouts could amount to billions of dollars, taking away money from essential services like healthcare and education to pay for corporate losses.
