What if, yeah, it has been a while since he's kissed anyone, but more than that, even before his fall from grace, he hadn't shared many kisses with Mystra. Mystra didn't love Gale. Rather, Mysta loved what Gale could provide be it sex, devotion, or his endless loyalty. Kissing as an outpour of great affection as opposed to strictly lust isn't something he's overly familiar with. Maybe he had even recieved kisses primarily as a reward (i.e. particularly pleasing Mystra or doing something that netted him considerable approval). Saying that, what if kissing for the sheer thrill of it and for the mere desire of his company, warmth, and the simple intimacy proves profoundly more novel? What if all this coupled with his one year of abject solitude explains why he said what he said....
