Past rulers failed to meet health needs of growing population: CM Usman Buzdar LAHORE : Chief Minister Usman Buzdar gave approval to include the project of 1000-bed hospital on Ferozpur Road in Annual Development Programme. He directed for resolving the issues related to transfer of land allocated for the hospital at the earliest and said the general hospital is being constructed in Lahore after 30 years. He said rulers of previous governments did not bother to increase health amenities keeping in view the increasing population of the provincial metropolis. Every citizen of Punjab will be provided Sehat Insaf Card by 2021 as it is the commitment of the incumbent government to provide health coverage to its every citizen, the CM said. The 47th meeting of Cabinet Standing Committee for Finance & Development was held under the chair of Chief Minister Usman Buzdar at CM’s Office on Saturday which gave approval to numerous development projects of public welfare. The meeting gave approval of setting up Panagahs in all divisional headquarters besides provincial metropolis with the cooperation of Bait-ul-Maal. In-principle approval was given to construct emergency and OPD block in teaching hospital DG Khan which will cost Rs 2 billion. The chief minister directed the health department to redress matters of setting up emergency and OPD block at the earliest. The meeting decided in-principle to revamp 122-kilometre long road from Chokiwala (N-55) tehsil Taunsa to N-70 (Chappar/Balochistan) via Zain, Barthi and Kharar Buzdar at a sum of Rs9 billion. The road from Chokiwala to Zain will be constructed by the Punjab government with its own resources while the federal government will be requested to provide funds for the construction of the rest of the portion. The construction of this road will facilitate transportation between Punjab and Balochistan and reduce the distance. The meeting also approved the sewerage work of urban road package for PP-289 DG Khan city and decided to establish Punjab House in Gwadar to be constructed by Infrastructure Development Authority Punjab. The meeting also approved the revamping of four important roads of Faisalabad including Samundri road, Tandiawala road, Jaranwala road and Jhang road under Chief Minister’s Development Package for Faisalabad. Procurement of three armoured carrier vehicle for the riverine area of Southern Punjab was approved in the meeting. The meeting approved to include irrigation departments projects in its ADP under Vohawa development package. This scheme includes water supply, filtration plants, hand pumps and family park. The CM directed for making functional non-operational water supply schemes besides launching new schemes. He said delay in these schemes will not be tolerated as people are longing for clean drinking water and departments are making unnecessary delay without any reason. He directed that the departments concerned should resolve all affairs and start working on the schemes. The meeting also gave approval of revamping of seven roads as well as up-gradation of rural health centre (RHU) of Vohawa. The CM said people will not have to go to Taunsa or DG Khan for the treatment after the up-gradation of RHU. The health department will further improve the medical facilities in rural health centres, he added. Grant of Rs10 lac for Taunsa Press Club was also approved in the meeting besides approving the issuance of necessary funds for holding 16th Cholistan Desert Rally 2021 and Thal Desert Rally 2020. Minister for Industries Mian Aslam Iqbal, Adviser Dr Salman Shah, Secretary Housing, Principal Secretary to CM, Chairman P&D, Secretary Finance, Additional Chief Secretary (Home) and secretaries of departments concerned were present. Ghulam Sarwar meets CM: Federal Minister Ghulam Sarwar Khan called on Chief Minister Usman Buzdar at CM’s office here on Saturday. Matters of mutual interest, progress on the development schemes of his constituency and the overall political situation came under discussion during the meeting. MPA Amaar Khan was also present on this occasion. The meeting strongly condemned the negative politics of PDM. The CM said politics of public service will prevail and the politics of chaos has died down. The government has answered the politics of spreading anarchy and unrest with public service, he said and added that 22 crore people have rejected the treacherous agenda of opposition. The opponents should accept the facts after several defeats, the CM added. Usman Buzdar said the process of real development in Punjab has been started and this journey would continue. Those who try to create hurdle in this journey would remain unsuccessful like past. The CM said former rulers intentionally/deliberately neglected some areas. He said the incumbent government has given a vision of equal progress/progress for all. Constructing and widening of roads from village to market will ensure progress and prosperity. Three Reasons Why G7's Build Back Better World Plan is No Competition for China's BRI

Joe Biden's $40 trillion Build Back Better World (B3W) does not appear to be a threat or challenge to China's comprehensive Belt and Road (B&R) plan, say international observers, suggesting that if G7 is really concerned about the well-being of third-world countries struck by COVID, it could team up with China rather than pushing a zero-sum game.
On 12 June, President Joe Biden met with G7 leaders to discuss strategic competition with China and bring forward a new bold global infrastructure initiative – Build Back Better World (B3W). The plan envisages helping "narrow the $40+ trillion infrastructure need" in developing countries "from Latin America and the Caribbean to Africa to the Indo-Pacific," explaining that the G7 and other like-minded partners will mobilise "private-sector capital in four areas of focus," namely climate, health, and health security, digital technology, and gender equity and equality.
Why G7's B3W is No Challenge to BRI
It's obvious that the Biden-proposed endeavour is nothing less than a potential substitute to the Beijing-led Belt and Road Initiative, which has been implemented by China since 2013, South Asia observers say, expressing skepticism over the viability of the G7 project.
Firstly, B3W does not seem to serve the essential interest of developing countries as it's a US attempt "to export its surging internal inflation to the world" in the post-COVID era, according to The Global Times, a Chinese daily newspaper. The US and other G7 countries have had many chances to address the developing countries' infrastructural gaps before, but somehow they turned a blind eye to the problem, the media outlet notes.
"Taking the African countries as an example, they have been facing an annual infrastructure investment shortfall of $108 billion," Song Wei, an associate research fellow at the Chinese Academy of International Trade and Economic Cooperation, told the Chinese daily. "The shortfall has long become a major barrier for the development of the continent, and why didn't the G7 realise the demand earlier?"
Besides that, B3W appears to be aimed at maintaining the West's dominance over emerging economies, looking like "a strategic plan to win political influence on a very large scale," writes Matteo Giovannini, a member of the China Task Force at the Italian Ministry of Economic Development.
At the same time, judging from Biden's proposal, the aid will be attached to "intrusive conditionalities" regarding human rights, climate change, corruption, and the rule of law, remarks Middle East and South Asia expert Dnyanesh Kamat in his op-ed for Syndication Bureau, suggesting that developing countries would rather choose "China’s simplified and no-strings-attached BRI funding."

Secondly, it's unclear where exactly B3W funding will come from. Observers doubt that the G7 countries would fork out $40 trillion which is more than the combined 2020 GDP of the seven countries. Many developed economies are still struggling to overcome the lockdown-related recession. The UK Parliament noted in May that because of the COVID outbreak the budget's 2020/21 deficit reached £303 billion (14.3 percent of GDP) which is "a peacetime record."
For its part, the Biden administration is still unable to overcome the resistance of GOP deficit hawks and pass a set of the president's bold domestic "build back better" initiatives in US Congress. Biden's initial $2.3 trillion infrastructure plan then shrank to $1.7 trillion, while last Thursday, a bloc of Senate moderates proposed spending $974 billion over five years, or $1.2 trillion over eight years, according to Reuters.
Meanwhile, the White House's hint that "the private sector" could pay for B3W does not appear realistic, according to Tom Fowdy, a British political and international relations analyst.
"This is a logical contradiction in real terms, private enterprises invest where they will make a profit, not to meet the needs of a specific country as the BRI does or to comprehensively recreate a national economy like CPEC," Fowdy suggested in his article for CGTN, a Chinese English-language news service. "They are not willing to take 'risks,' which many BRI projects have done."

G7 Finance Ministers Meeting in London
Thirdly, it's unclear who will do the job, notes The Global Times. While China has mastered itself in infrastructural projects over the past years, there is "the distinct technological gap" between the People's Republic and most of the Western countries when it comes to infrastructure construction, the Chinese daily insists.
When it comes to the US, it needs to fix its own old infrastructure "before thinking about being the promoter of renovation outside of the national borders," echoes Matteo Giovannini.
Meanwhile, Beijing has already signed cooperation agreements with 140 countries and 31 international organisations within the BRI framework with 1,100 construction projects being underway in Africa alone despite the pandemic, according to the media outlet. For his part, Fowdy cites the fact that China has already implemented a considerable part of its grand design, while the G7 club has a long way to go.
