Energy Consumption – A Consumer Outlook

Though not generally a political type, some of the stories I am reading about the energy market give me pause for energy consumption into the future.

This seriousness will result in a mostly wordy bit of prose, quoting some people and websites more clever and studied than I, with no pictures (sorry).

The leadout story this week from my point of view was Giles Parkinson at Renew Economy, discussing the QLD regulator’s rejection of the increase to FiT (feed in tariff).

The findings of the QPC are not a surprise, given its past and current attitude to solar and the networks generally. It and other state-based regulators are criticised for seeking only to protect the interests of the incumbent network operators and gen-tailers.

There is even talk in the report of cuts to tariffs, rather than a holistic approach toward balancing energy consumption and transport patterns.

Those who consume energy can also produce it, after all. Clean power sold for energy consumption locally has a wide range of benefits, not the least of which is reduction in future infrastructure investment costs (which consumers will bear).

When you also consider the health benefits of low-carbon energy, you start producing a compelling financial argument beyond comparing (green) apples with (carbon) apples.

Big economies like China and India could derail The Paris Agreement for the rest of us, if they continue as-is. The good news is, those countries are considering implications beyond cost-benefit of network and employment, on behalf of their growing populations as energy consumption increases.

It would be grossly unfair if the West denied these growing economies, particularly in the Third World, a chance to power their nations. The question is whether we let them continue with old technology, or help lead them with new, to the benefit of all.

They wanted my help to prepare for their infrastructure planning.

I’m usually pretty wary of these things, and I know some would be tempted to laugh in their face and bid them good day.

Yet, I agreed, and expect my install to be joined by others.

It is important that the infrastructure companies understand what is coming from a planning and engineering point of view, first and foremost. This will hopefully give them insight into how to most efficiently build future networks.

I accept that the electricity retailers, in particular, will try and jack prices up in response to decreased revenue from people going solar at an accelerated pace. However, at the same time, purchase cost for solar hybrid will drop through research, development, and most importantly competition.

The next logical step for the energy triumvirate (government, wholesalers, retailers) would probably be removal of subsidies for renewables. This creates an environment where solar is suddenly more expensive, and so people stay on the grid, and state-based energy consumption.

I would argue that removal of subsidies is inevitable as the cost dives, and the government starts looking at penny pinching (they’re not going near negative gearing for a while at least). The only question is timing. Will the consumer market make this move possible before the electricity Illuminati ask for it?

Overarching all this, home electricity storage is moving into the mainstream. Large companies like Samsung, Panasonic, and LG are on board after seeing what a host of smaller ventures could achieve.

A suite of electric cars will be coming onto the market over the next few years, from mainstream manufacturers such as Volkswagen and Daimler as well as the continued development from Tesla, the Model 3.

This year feels like its going to be massive for renewables in Australia, and across the world. All it needs is companies like AGL and Endeavour Energy to continue to reach out to customers. At the same time, we should be involved willingly, to ensure that we’re getting a say or at least know what is going on.

Up until very recently, if you wanted the latest and greatest motherboard for an AMD CPU you were forced to buy a motherboard with an X570 chipset, that is until AMD released the B550 to the masses. Asus has some of the largest selection of motherboards and we have the minuscule Asus ROG Strix B550-I motherboard on the test bench. The ROG Strix B550-I is a mini ITX motherboard which is great for small builds.  Over the last few generations, ITX boards have been able to meet the performance of their full-size counterparts and the Strix B550-I aims to keep this trend going. ITX motherboards do make some sacrifices for size. For example, you only get one PCIe slot and two vs. four memory slots.  As far as the chipset, the main difference between the X570 and B550 is the PCIe generation and the configuration. 1st off, the B550 uses PCIe 3.0 for the CPU to chipset link whereas the X570 uses PCIe 4.0. With the B550, you still get 16 lanes of PCIe Gen4 for graphics and one 4-lane PCIe 4.0 NVME slot and a ton of PCIe Gen3 lanes that the motherboard manufactures can arrange how they see fit. Also with the B550, you gain the support for dual GPUs which is something the B450 lacked. Overall, the B550 should be cheaper than the X570 boards. While there are trade-offs in I/O and the bells and whistles available on the board, is there a trade-off for performance as well? From what I know from the reviews of the X570 and B450 boards, performance differences should be minimal. I can understand AMD not wanting to give everything away on the B550 as far as available features because why would you buy an X570 board? However, I can’t see AMD penalizing you for buying a less expensive board to pair with their latest and greatest CPU. To me, that just doesn’t make sense.

  Inside, you’ll find the motherboard wrapped in an anti-static bag. There are two compartments to the box. The top compartment holds the motherboard and the bottom compartment holds the accessories.

  The accessory bundle for the Strix B550-I includes a rear I/O shield, SATA cables, zip ties, a USB c to 3.5mm headphone jack, an M.2 bracket, and screws, and Wifi antenna. Also included are a sticker sheet, thank you card, manual, and a DVD. Honestly, I’d rather see USB drives included for drivers rather than DVDs. Not many people that I know still have an optical drive in their PC.

The rear I/O includes a Display port and HDMI port for AMD APUs. A single USB 2.0 port comes next. The BIOS FlashBack button sits just to the right of the USB 2.0 ports. A pair of USB 3.2 Gen2 ports come up next followed by another USB 3.2 Gen 2 port, the Intel I225-V 2.5 Gb ethernet port, and a USB 3.2 Gen2 Type C port.  The wireless antenna connectors follow. The audio ports are next. Once the board is powered on, the audio ports are illuminated by LEDs and glow blue, green, or red depending on the port type. Under the audio connectors is the Audio USB Type C connector for use with the USB C to 3.5mm cable included with the motherboard.

  There are two M.2 slots on the Strix B550-I motherboard. One is located under the heatsink on the front of the motherboard and is 4 lanes of PCIe 4.0. The other is located on the back of the motherboard is 4 lanes of PCIe 3.0.

To access the front M.2 slot you’ll need to remove the heatsink. This is done by removing the two screws in the heatsink. There is a thermal pad attached to the heatsink so make sure to remove it before completing the installation of the drive.

The heatsink is actively cooled by a small fan that connects to a special header on the top edge of the motherboard. Typically, not always, ITX cases tend to lack the airflow characteristics of larger mATX and full ATX cases. Active cooling here helps keep the VRM cool when running the high core count CPUs like the 3900x and the 3950x.

  First up, the power stages. There is 10 total with 8 used for core voltage and 2 for SoC voltage. The power stages Asus used is the Vishay SiC360 50A integrated MOSFET and driver.

  To meet the current requirements needed, ASUS runs two 50a power stages per phase for Vcore and is handled by the ASP1106 digital VRM controller on the rear of the motherboard.

  Super I/O is handled by the NuvoTon NCT67980 which sits near the WindBond BIOS chip located under the front M.2 PCB.

  When you first load into the BIOS on the Strix B550-I motherboard, like most motherboards, you’ll be presented with easy mode. For the most part, EZ mode will give most users quick access to what they need. In this case, I left the BIOS stock and just turned on D.O.C.P. to enable the DDR4 3200 speeds on the RAM.

    Hitting the F7 key kicks you into Advanced mode and exposes all the options available in the BIOS via menus and sub-menus. The main page is a quick overview of the system and includes items such as the BIOS version, CPU, and memory information.

  For overclockers, AI Tweaker is where you’re going to want to head if you want to tweak and tune that CPU for both voltage and frequency as well as memory speeds, timings, and voltages.

  The advanced tab allows you to tweak your system even further. Not only can you adjust settings to the CPU here, but you can also adjust settings for the SATA configuration, network configuration, USB configuration, and a ton more.

  The monitor tab allows you to see all the details of your system such as temperatures, voltages, and fan speeds. You can also set custom fan curves in Q-fan from here as well as the shortcut at the top of the page above the menus.

  Q-fan control allows you to tweak and tune either manually or automatically the fans and/or pumps installed on your system.

  In the boot menu, you can set your boot options such as which hard drive to boot off of first or set up secure boot.

The tool menu gives you access to a host of information and tools. First up, you can access the Asus EZ Flash utility to load the latest BIOS or securely erase a drive. SPD information and GPU information are available here too.

  Finally the exit menu. you can save or discard the changes you’ve made to the BIOS and boot into your OS of choice.

Software and Features

After a fresh install of Windows, I was greeted with Armoury Crate. The software asked me if I wanted to install the drivers for the LAN and wireless adapters. I chose yes and after a reboot, we were good to go.

  Armoury Crate is the management software for the Strix B550-I motherboard and offers quite a few configuration options as well as some tools. First up is the LED lighting for the addressable RGB, non-addressable RGB, and the audio. Now, this only turns the on and off, the effects are applied in the next section.

  Aura Sync is where you can apply the lighting effects to the LEDs that are compatible with the system.

  Armoury crate searched out a few of the games I have on this system and displayed them in the Game Library tab.

  Scenario Profiles allow you to link and application or a game to a custom set of settings. For example, you can set it so that when Game X is launched, the LEDs on the motherboard and  LED strips to glow a certain color or run a particular Aura Sync effect, and disable the Windows key on your keyboard.       

    The tools menu will allow you to download the latest drivers, utilities, and BIOS updates in one place. While the drivers and utilities can be installed from here, the BIOS updates cannot. You can also access a digital copy of the user manual from there.

  The featured menu gives you ROG VIP members access to deals on games.

Currently, I have two AMD motherboards in my stable, the ASRock X570 Taichi and the Asus ROG Strix B550-I Gaming. While I am pitting them against each other for performance comparisons, I am doing it to show little or no loss in performance across the two platforms.

  One thing that I am leery of is the way the motherboard handle the boost clocks on the CPUs. At the launch of the Ryzen 3900x I ran into an issue with the Aorus X570 motherboard that didn’t allow the CPU to boost and maintain it’s boost clocks whereas the X570 Taichi motherboard did. So, for every AMD review, I run a single-core test in POV-Ray and capture the clock speeds for 60 seconds to verify the motherboard and CPU can hit the advertised speeds.

As you can see, the frequency jumps around as the load switches cores. However, you can see nice flat peeks at 4495 Mhz as well as boosting just above to around 4600 Mhz but doesn’t stay there for very long.

  Testing and Performance

AIDA64 ENGINEER

AIDA64 has a set of several 64-bit benchmarks to measure how fast the computer performs various data processing tasks and mathematical calculations. Multi-threaded memory and cache benchmarks are available to analyze system RAM bandwidth and latency. Benchmark pages of AIDA64 Extreme provide several methods to measure system performance. These benchmarks are synthetic, so their results show only the theoretical maximum performance of the system. The AIDA64 suite has various benchmarks for CPU, FPU, GPU, storage, and memory testing.

In the Aida64 CPU and FPU tests, the Strix B550-I matched the ASRock x570 step for step, and the only differences in performance fall within the margin of error. Again, I wouldn’t expect AMD to purposely hinder their CPUs, especially the top end CPUs, just because you didn’t purchase the more expensive X570 based motherboard.

Memory bandwidth is a whole different story. I tested and retested and got the same result with the same RAM in each motherboard. I’d be willing to account for the differences in performance because AIDA wasn’t updated to the latest version and the fact that the memory I was using wasn’t on the qualified memory list when I ran this test. I’m currently waiting for some additional faster RAM to arrive and I want to compare at speeds above DDR4 3200.

Cinebench R20

Cinebench is a real-world cross-platform test suite that evaluates your computer’s hardware capabilities. Improvements to Cinebench Release 20 reflect the overall advancements to CPU and rendering technology in recent years, providing a more accurate measurement of Cinema 4D’s ability to take advantage of multiple CPU cores and modern processor features available to the average user.

In Cinebench R20, we see the X570 has a slight lead in performance over the B550 system, although not by much.

  POV-Ray 3.7

The Persistence of Vision Ray Tracer, or POV-Ray, is a ray-tracing program that generates images from a text-based scene description and is available for a variety of computer platforms. It was originally based on DKBTrace, written by David Kirk Buck and Aaron A. Collins for the Amiga computers. There are also influences from the earlier Polyray[6] raytracer contributed by its author Alexander Enzmann. POV-Ray is free and open-source software with the source code available under the AGPLv3.

Again, we see a minor performance gap between the two systems.

Handbrake

HandBrake is a free and open-source video transcoder, originally developed in 2003 by Eric Petit to make ripping a film from a DVD to a data storage device easier. Essentially, it can convert video to almost any modern format. HandBrake is available for Linux, macOS, and Windows. The workload video file is a file that I’ve used for years called Sintel. It is a 1.09-gigabyte file that is full HD. I used the Apple 240p preset for this test.

The completion time for the Strix B550-I motherboard is a mere two seconds slower than the X570 Taichi and there’s a pretty decent gap in the FPS.

  7-Zip

The 7-zip benchmark shows a rating in MIPS (million instructions per second). The rating value is calculated from the measured speed, and it is normalized with the results of the Intel Core 2 CPU with a multi-threading option switched off. So, if you have a modern CPU from Intel or AMD, rating values in single-thread mode must be close to real CPU frequency. There are two tests, compression with the LZMA method and decompression with the LZMA method. Once the total passes reach 100, the score is taken. 7-Zip gives the resulting score for decompressing, compressing, and an overall score.

7 Zip brings the performance of both systems back in line with each other. In fact, while a very narrow margin, the Strix B550 takes the lead in the compression benchmark.

  PCMark

PCMark 10 is a system benchmark for Windows PCs that focuses on common tasks performed in the office. PCMark 10 offers a variety of workloads categorized into four groups. The Essentials group includes web browsing, video conferencing, and app start-up time. The Productivity group includes tests based on spreadsheets and writing. The Digital Content Creation group includes photo editing, video editing, and a rendering and visualization test. The final group, Gaming, includes tests for real-time graphics and physics. It has three different benchmarks, PCMark 10, PCMark 10 Express, and PCMark 10 Extended.

In PCMark we still see a little performance difference between the two systems, however, it is a minor difference

For Crystal Disk Mark, I tested the M.2 and the USB C performance. The ADATA SX8200NP M.2 drive performed right in line with the specification. For the USB C drive, I used a 1 TB Crucial X8 portable SSD.

  Audio Testing

To test the on-board audio on the Asus ROG Strix B550-I Gaming motherboard, I use the Rightmark Audio Analyzer benchmark. To test the onboard audio of any motherboard, I follow the guide on RMAA’s site that talks about how to review Asus Xonar D2 in RMAA 6.0.5.

When I looked at the results I was quite pleased. So far, this is the best result out of any motherboard that I’ve tested and right in line with top-end add-in audio cards.

  Network Testing

For network testing, I have a QNAP QSW-1208-8C 10 GbE switch that is capable of Multi-gigabit switching. This means the ports on the switch will negotiate at 1 Gb/s, 2.5 Gb/s, 5 Gb/s, and 10 Gb/s. Since the LAN port on the Strix B550-I is 2.5 Gb/s capable I used this switch and another PC that is 2.5 Gb/s capable and tested using Performance Test 9’s network testing tool.

I test both TCP and UDP connections. TCP connections are connection based. This means the server and client talk back and forth to each other for every packet. Typically TCP will never reach line speeds. Still, I was able to average 1771 Mbps over TCP. UDP on the other hand is connectionless. This means the network clients (either server or client) send traffic without any back and forth communication. If the packet gets there, it gets there. UDP typically is a good indication of line speed and it shows here. My testing averaged 2376 Mbps.

3DMark is a computer benchmarking tool created and developed by Futuremark used to determine the performance of a computer’s 3D graphic rendering and CPU workload processing capabilities. It does this through a series of graphics and physics and or CPU tests.

OK, so we are back to comparing the B550 and X570 performance. This time in 3D Mark’s Firestrike Ultra and TimeSpy Extreme. Again, there’s a bit of lag in performance in the two tests between the two systems.

  Gaming tests

  Synthetic testing is all well and good and gives a consistent set of results to compare against but so does real gaming benchmarks.  Here’s where there is virtually no difference between the two systems. Again, the only thing that was changed between the two was the motherboard. The B550-I gaming keeps up with the larger more mature X570 motherboard.

It has been a long time since I have had the opportunity to play with any hardware from Asus. From the onset of opening the box to installing the OS and testing, this has probably been one of the best experiences that I’ve had. I was really impressed with Armoury Crate and asking to install the drivers for the networking cards right out of the gate. I can’t tell you how many times I’ve built a system only to see no network connections available. The BIOS was extremely easy to navigate and even the EZ mode gives a ton of information.  Asus has really done a bang-up job with this motherboard and is deserving of the ROG namesake.

From a performance aspect, I’d like to chalk up the differences in performance to the memory I chose to use and it shouldn’t reflect badly on the motherboard. However, even with some of the testing showing a little lagging in performance, the gaming tests prove that the B550 can match the performance of the X570 motherboards. The B550 motherboards just lack the kitchen sink. The audio onboard is fantastic.  I chose to use my set of Sennheiser HD600s for subjective testing and to say the least, I’m impressed. Most onboard audio sounds a bit flat and muddled together. It really isn’t too bad but it isn’t great either. The ROG Strix B550-I steps it up. With the default settings, the audio sounded rich and full. Tweaking and tuning to my liking made it sound even better.

When Asus puts ROG on a product, you can pretty much plan that it will be a good product. If you’re looking to build a kick-ass small form factor gaming rig, the ROG Strix B550-I may just fit the bill. There are a few compromises that you’ll give up such as multiple GPU slots and four ram slots, but Asus has done what they can to make those compromises seem small. Currently, the Asus ROG Strix B550-I Gaming is selling for $229 which is a bit more expensive than some of the competitors. However, if you’re into the ROG bloodline, it may just be worth the extra cash.

ISIS Prisoners Threaten U.S. Mission in Northeastern Syria

WASHINGTON — A year after American-backed forces seized the last remnant of territory under Islamic State rule in Syria, some 10,000 captured ISIS fighters in Kurdish-run wartime prisons pose “a significant risk” to the United States mission in the country’s northeast, military commanders say.

Hardened ISIS fighters protesting the dire conditions in their makeshift confines, including the potential spread of Covid-19, have rioted at the largest prison in Hasaka twice in the last two months. The uprisings were quelled, but they underscore the “high-impact risk of a mass breakout,” American commanders told investigators from the Pentagon inspector general’s office.

These findings, contained in the inspector general’s latest quarterly report on the U.S. military missions in Iraq and Syria, issued earlier this month, represent new and alarming warnings for an American counterterrorism mission that already faces renewed attacks from resurgent ISIS guerrillas, pressure from Russian troops supporting the army of President Bashar al-Assad of Syria, and concerns that the coronavirus could infect their own ranks.

These concerns have limited operations of the 500 remaining U.S. troops in northeastern Syria.

Only a handful of Covid-19 deaths have been reported in the country’s northeast, and none so far in the prisons. But humanitarian assistance workers express fear that a rapid outbreak is a real possibility given the region’s war-battered health infrastructure and the severe overcrowding at its prisons.

“The humanitarian situation in places of detention and in camps in Syria’s northeast was dire even before the threat of Covid-19 appeared,” said Fabrizio Carboni, the Near and Middle East director for the International Committee of the Red Cross. “We’re extremely worried about all detainees during this pandemic.”

Mr. Carboni added: “Their living conditions make them extremely vulnerable should the virus enter and spread. We know that overcrowded, unhygienic and poorly ventilated cells create the perfect conditions for that to happen.”

The Syrian Democratic Forces, whose fighters are the Pentagon’s partner on the ground in the yearslong campaign against the Islamic State, operate a constellation of about two dozen ad hoc detention sites for captive ISIS fighters, including converted schoolhouses and a former Syrian government prison at Hasaka, the site of the recent riots.

The prisons hold about 10,000 men, of whom about 8,000 are locals — Syrians or Iraqis — and about 2,000 are from 50 other nations whose home governments have balked at repatriating them. Scores of those men are Europeans, from countries like Belgium, Britain, France and Germany, but far more come from across the Middle East, including Egypt, Tunisia and Yemen.

Many European law enforcement officials fear that if they repatriate their extremist citizens, they would be unable to convict them or keep them locked up for a long time. Some countries have stripped suspected ISIS fighters of their citizenship. The scant repatriations that have taken place over the past several months — including by Kazakhstan, Oman and Tunisia — stopped altogether given Covid-19 restrictions, American officials said.

The Kurdish-led force that holds the ISIS fighters does not have the capacity to investigate or try them, American officials say. Western counterterrorism officials say the longer the foreign fighters are held, the more they become even further radicalized and the greater potential for mass breakouts.

The Kurds also operate more than a dozen camps for families displaced by the conflict that hold tens of thousands of people, many of them non-Syrian wives and children of Islamic State fighters. These include the sprawling Al Hol camp about 25 miles southeast of Hasaka, where some 70,000 people have been living in increasingly dire conditions.

Counterterrorism officials fear that these camps not only enable ISIS communications and financial networks, but are also ideological breeding grounds for the next generation of Islamic extremists.

That became clear in October, when the Turkish military moved into northern Syria after getting a green light from President Trump. Turkey targeted the American-backed Kurds, calling into question the Kurds’ ability to secure the ISIS fighters. About 100 fighters escaped in the turmoil, but Kurdish officials said they recaptured the majority of them.

Then came the riots at the prison in Hasaka, which holds between 4,000 and 5,000 captives. Media reports said that on March 29, ISIS militants began breaking down doors and digging holes in walls between cells. The rioting was brought under control the next morning, but violence erupted again with gunfire heard inside and ambulances called in to help the wounded.

Five weeks later, in early May, ISIS fighters briefly took control of the same prison. The riot ended a day later when Kurdish officials and members of the American-led coalition negotiated with the militants.

“ISIS prisoners significantly outnumber the S.D.F. guards, and the generally poor conditions in these jails are driving detainees to take greater risks to break out,” said Nicholas Heras, head of the Institute for the Study of War’s Middle East security program. “ISIS also has a longstanding policy to seek to break out its fighters from prison, which makes these S.D.F. facilities a focus of ISIS efforts to replenish its ranks in Syria and Iraq.”

Gen. Kenneth F. McKenzie Jr., the head of the military’s Central Command, told Congress in March that the detention of foreign fighters and ongoing attempts at radicalization in the displacement camps were parts of the same problem.

American and allied forces were helping to mitigate prison security risks by training and equipping Kurdish guards and helping construct more secure structures, General McKenzie said. But he called those efforts “a tactical-level Band-Aid, not a long-term solution.”

The Pentagon has increased the amount it will spend to repair, renovate and, beginning this year, build new detention structures, up to $20 million from $10 million, with a $4 million cap on any single project. The pandemic delayed site-survey teams from visiting potential locations, but Pentagon officials said initial construction of new prisons could start in the coming months.

In addition, the Defense Department is paying the Syrian Democratic Forces between $500,000 and $1 million in stipends for guard salaries and other costs, according to Pentagon officials. Kurdish leaders have expressed appreciation for the aid, but echo General McKenzie’s long-term assessment.

“Our allies must find a quick radical solution to this international problem,” Mazlum Abdi, the Kurdish force’s commander, said in a Twitter message after the first riot at the prison in Hasaka.

A final draft is slated by the end of the year after which the various EU institutions will have their chance to chip into (or chip away at) the plan. So how much policy survives for the long haul remains to be seen.

Tech for good

At a press conference following von der Leyen’s statement Margrethe Vestager, the Commission EVP who heads up digital policy, and Thierry Breton, commissioner for the internal market, went into some of the detail around the Commission’s grand plan for “shaping Europe’s digital future”.

The digital policy package is meant to define how we shape Europe’s digital future “in a way that serves us all”, said Vestager.

The strategy aims to unlock access to “more data and good quality data” to fuel innovation and underpin better public services, she added.

Collectively, the package is about embracing the possibilities AI create while managing the risks, she also said, adding that: “The point obviously is to create trust, rather than fear.”

She noted that the two policy pieces being unveiled by the Commission today, on AI and data, form part of a more wide-ranging digital and industrial strategy whole with additional proposals still to be set out.

“The picture that will come when we have assembled the puzzle should illustrate three objectives,” she said. “First that technology should world for people and not the other way round; it is first and foremost about purpose The development, the deployment, the uptake of technology must work in the same direction to make a real positive difference in our daily lives.

“Second that we want a fair and competitive economy — a full Single Market where companies of all sizes can compete on equal terms, where the road from garage to scale up is as short as possible. But it also means an economy where the market power held by a few incumbents cannot be used to block competition. It also means an economy were consumers can take it for granted that their rights are being respected and profits are being taxed where they are made”

Thirdly, she said the Commission plan would support “an open, democratic and sustainable society”.

“This means a society where citizens can control the data that they provide, where digit platforms are accountable for the contents that they feature… This is a fundamental thing — that while we use new digital tools, use AI as a tool, that we build a society based on our fundamental rights,” she added, trailing a forthcoming democracy action plan.

Digital technologies must also actively enable the green transition, said Vestager — pointing to the Commission’s pledge to achieve carbon neutrality by 2050. Digital, satellite, GPS and sensor data would be crucial to this goal, she suggested.

“More than ever a green transition and digital transition goes hand in hand.”

On the data package Breton said the Commission will launch a European and industrial cloud platform alliance to drive interest in building the next gen platforms he said would be needed to enable massive big data sharing across the EU — tapping into 5G and edge computing.

“We want to mobilize up to €2BN in order to create and mobilize this alliance,” he said. “In order to run this data you need to have specific platforms… Most of this data will be created locally and processed locally — thanks to 5G critical network deployments but also locally to edge devices. By 2030 we expect on the planet to have 500BN connected devices… and of course all the devices will exchange information extremely quickly. And here of course we need to have specific mini cloud or edge devices to store this data and to interact locally with the AI applications embedded on top of this.

“And believe me the requirement for these platforms are not at all the requirements that you see on the personal b2c platform… And then we need of course security and cyber security everywhere. You need of course latencies. You need to react in terms of millisecond — not tenths of a second. And that’s a totally different infrastructure.”

“We have everything in Europe to win this battle,” he added. “Because no one has expertise of this battle and the foundation — industrial base — than us. And that’s why we say that maybe the winner of tomorrow will not be the winner of today or yesterday.”

Trustworthy artificial intelligence

On AI Vestager said the major point of the plan is “to build trust” — by using a dual push to create what she called “an ecosystem of excellence” and another focused on trust.

The first piece includes a push by the Commission to stimulate funding, including in R&D and support for research such as by bolstering skills. “We need a lot of people to be able to work with AI,” she noted, saying it would be essential for small and medium sized businesses to be “invited in”.

On trust the plan aims to use risk to determine how much regulation is involved, with the most stringent rules being placed on what it dubs “high risk” AI systems. “That could be when AI tackles fundamental values, it could be life or death situation, any situation that could cause material or immaterial harm or expose us to discrimination,” said Vestager.

To scope this the Commission approach will focus on sectors where such risks might apply — such as energy and recruitment.

If an AI product or service is identified as posing a risk then the proposal is for an enforcement mechanism to test that the product is safe before it is put into use. These proposed “conformity assessments” for high risk AI systems include a number of obligations Vestager said are based on suggestions by the EU’s High Level Expert Group on AI — which put out a slate of AI policy recommendations last year.

The four requirements attached to this bit of the proposals are: 1) that AI systems should be trained using data that “respects European values and rules” and that a record of such data is kept; 2) that an AI system should provide “clear information to users about its purpose, its capabilities but also its limits” and that it be clear to users when they are interacting with an AI rather than a human; 3) AI systems must be “technically robust and accurate in order to be trustworthy”; and 4) they should always ensure “an appropriate level of human involvement and oversight”.

Obviously there are big questions about how such broad-brush requirements will be measured and stood up (as well as actively enforced) in practice.

If an AI product or service is not identified as high risk Vestager noted there would still be regulatory requirements in play — such as the need for developers to comply with existing EU data protection rules.

In her press statement, Commission president von der Leyen highlighted a number of examples of how AI might power a range of benefits for society — from “better and earlier” diagnosis of diseases like cancer to helping with her parallel push for the bloc to be carbon neutral by 2050, such as by enabling precision farming and smart heating — emphasizing that such applications rely on access to big data.

Artificial intelligence is about big data,” she said. “Data, data and again data. And we all know that the more data we have the smarter our algorithms. This is a very simple equation. Therefore it is so important to have access to data that are out there. This is why we want to give our businesses but also the researchers and the public services better access to data.”

“The majority of data we collect today are never ever used even once. And this is not at all sustainable,” she added. “In these data we collect that are out there lies an enormous amount of precious ideas, potential innovation, untapped potential we have to unleash — and therefore we follow the principal that in Europe we have to offer data spaces where you can not only store your data but also share with others. And therefore we want to create European data spaces where businesses, governments and researchers can not only store their data but also have access to other data they need for their innovation.”

She too impressed the need for AI regulation, including to guard against the risk of biased algorithms — saying “we want citizens to trust the new technology”. “We want the application of these new technologies to deserve the trust of our citizens. This is why we are promoting a responsible, human centric approach to artificial intelligence,” she added.

She said the planned restrictions on high risk AI would apply in fields such as healthcare, recruitment, transportation, policing and law enforcement — and potentially others.

“We will be particularly careful with sectors where essential human interests and rights are at stake,” she said. “Artificial intelligence must serve people. And therefore artificial intelligence must always comply with people’s rights. This is why a person must always be in control of critical decisions and so called ‘high risk AI’ — this is AI that potentially interferes with people’s rights — have to be tested and certified before they reach our single market.”

“Today’s message is that artificial intelligence is a huge opportunity in Europe, for Europe. We do have a lot but we have to unleash this potential that is out there. We want this innovation in Europe,” von der Leyen added. “We want to encourage our businesses, our researchers, the innovators, the entrepreneurs, to develop artificial intelligence and we want to encourage our citizens to feel confident to use it in Europe.”

Towards a rights-respecting common data space

The European Commission has been working on building what it dubs a “data economy” for several years at this point, plugging into its existing Digital Single Market strategy for boosting regional competitiveness.

Its aim is to remove barriers to the sharing of non-personal data within the single market. The Commission has previously worked on regulation to ban most data localization, as well as setting out measures to encourage the reuse of public sector data and open up access to scientific data.

Healthcare data sharing has also been in its sights, with policies to foster interoperability around electronic health records, and it’s been pushing for more private sector data sharing — both b2b and business-to-government.

“Every organisation should be able to store and process data anywhere in the European Union,” it wrote in 2018. It has also called the plan a “common European data space“. Aka “a seamless digital area with the scale that will enable the development of new products and services based on data”.

The focus on freeing up the flow of non-personal data is intended to complement the bloc’s long-standing rules on protecting personal data. The General Data Protection Regulation (GDPR), which came into force in 2018, has reinforced EU citizens’ rights around the processing of their personal information — updating and bolstering prior data protection rules.

The Commission views GDPR as a major success story by merit of how it’s exported conversations about EU digital standards to a global audience.

But it’s fair to say that back home enforcement of the GDPR remains a work in progress, some 21 months in — with many major cross-border complaints attached to how tech and adtech giants are processing people’s data still sitting on the desk of the Irish Data Protection Commission where multinationals tend to locate their EU HQ as a result of favorable corporate tax arrangements.

The Commission’s simultaneous push to encourage the development of AI arguably risks heaping further pressure on the GDPR — as both private and public sectors have been quick to see model-making value locked up in citizens’ data.

Already across Europe there are multiple examples of companies and/or state authorities working on building personal data-fuelled diagnostic AIs for healthcare; using machine learning for risk scoring of benefits claimants; and applying facial recognition as a security aid for law enforcement, to give three examples.

There has also been controversy fast following such developments. Including around issues such as proportionality and the question of consent to legally process people’s data — both under GDPR and in light of EU fundamental privacy rights as well as those set out in the European Convention of Human Rights.

Only this month a Dutch court ordered the state to cease use of a blackbox algorithm for assessing the fraud risk of benefits claimants on human rights grounds — objecting to a lack of transparency around how the system functions and therefore also “insufficient” controllability.

The von der Leyen Commission, which took up its five-year mandate in December, is alive to rights concerns about how AI is being applied, even as it has made it clear it intends to supercharge the bloc’s ability to leverage data and machine learning technologies — eyeing economic gains.

The Commission president committed to publishing proposals to regulate AI within the first 100 days — saying she wants a European framework to steer application to ensure powerful learning technologies are used ethically and for the public good.

But a leaked draft of the plan to regulate AI last month suggested it would step back from imposing even a temporary ban on the use of facial recognition technology — leaning instead towards tweaks to existing rules and sector/app specific risk-assessments and requirements.

It’s clear there are competing views at the top of the Commission on how much policy intervention is needed on the tech sector.

Breton has previously voiced opposition to regulating AI — telling the EU parliament just before he was confirmed in post that he “won’t be the voice of regulating AI“.

While Vestager has been steady in her public backing for a framework to govern how AI is applied, talking at her hearing before the EU parliament of the importance of people’s trust and Europe having its own flavor of AI that must “serve humans” and have “a purpose” .

“I don’t think that we can be world leaders without ethical guidelines,” she said then. “I think we will lose it if we just say no let’s do as they do in the rest of the world — let’s pool all the data from everyone, no matter where it comes from, and let’s just invest all our money.”

At the same time Vestager signalled a willingness to be pragmatic in the scope of the rules and how they would be devised — emphasizing the need for speed and agreeing the Commission would need to be “very careful not to over-regulate”, suggesting she’d accept a core minimum to get rules up and running.

Today’s proposal steers away from more stringent AI rules — such as a ban on facial recognition in public places. On biometric AI technologies Vestager described some existing uses as “harmless” during today’s press conference — such as unlocking a phone or for automatic border gates — whereas she stressed the difference in terms of rights risks related to the use of remote biometric identification tech such as facial recognition.

“With this white paper the Commission is launching a debate on the specific circumstance — if any — which might justify the use of such technologies in public space,” she said, putting some emphasis on the word ‘any’.

Platform liability

There is more to come from the Commission on the digital policy front — with a Digital Services Act in the works to update pan-EU liability rules around Internet platforms.

That proposal is slated to be presented later this year and both commissioners said today that details remain to be worked out. The possibility that the Commission will propose rules to more tightly regulate online content platforms already has content farming adtech giants like Facebook cranking up their spin cycles.

During today’s press conference Breton said he would always push for what he dubbed “shared governance” but he warned several times that if platforms don’t agree an acceptable way forward “we will have to regulate” — saying it’s not up for European society to adapt to the platforms but for them to adapt to the EU.

“We will do this within the next eight months. It’s for sure. And everybody knows the rules,” he said. “Of course we’re entering here into dialogues with these platforms and like with any dialogue we don’t know exactly yet what will be the outcome. We may find at the end of the day a good coherent joint strategy which will fulfil our requirements… regarding the responsibilities of the platform. And by the way this is why personally when I meet with them I will always prefer a shared governance. But we have been extremely clear if it doesn’t work then we will have to regulate.”

The first racing of the decade got underway at the world-famous Ascot Racecourse on Saturday. After days of miserable wet and cold weather, the Matchbook Clarence House Raceday took place under a glorious blue sky and plenty of sunshine. It may still have been cold, but it was the perfect start to the 2020 racing season. The biggest race of the day was the Matchbook Clarence House Chase with Defi Du Seuil, under Barry J Geraghty, coming from behind to surge past Un De Sceaux in the closing stages and claim victory in the Grade 1 race. Even though Ascot will only next open its gates on 15 February 2020 for the Betfair Ascot Chase Raceday, the venue is much more than just a racecourse, it also has extensive MICE facilities and when racing is not on it is popular for weddings, photo shoots and corporate events.
