On July 25, 1962, NASA invited 11 firms to submit proposals for the Lunar Excursion Module (LEM). Of the 11 invited, 9 submitted proposals. The firms that submitted proposals were Lockheed, Boeing, Northrop, Ling-Temco-Vought, Grumman, Douglas, General Dynamics Convair, Republic, and Martin Marietta. Grumman won."

So, the ideology was a 6″ missile, fixed wing, twin prop., from a Naval perspective. And weapons experience is perceived as Naval. Convair would see a model rocket and a polystyrene toy plane you throw. McDonnell Douglas would see an ICBM. General Dynamic would see an oversized weapon. And Northrop would see a sleek aerodynamic design.
