Authorities charged four men, including a relative of the King of Jordan, for conspiring to make insider stock trades on a business acquired by one of South Florida’s major publicly held companies, MasTec.
Federico Nannini, 26; his father, Mauro Nannini, 63; and two of his friends, Alejandro Thermiotis, 26; and Francisco Tonarely, 25, were arrested Friday and charged in a federal indictment with one count of conspiracy to commit securities fraud and 24 related offenses, The Miami Herald reported.
Thermiotis is the King of Jordan's relative. Thermiotis’ brother, Jameel, married King Abdulla’s daughter, Princess Iman, last year. The Jordanian Royal Palace did not respond to a request for comment.
According to the indictment from the U.S. Attorney's Office for the Southern District of Florida, the four defendants shared confidential information within a close circle of family and friends, and used it to buy shares at a lower price and then turn a $1 million profit after the information became public.
The Securities and Exchange Commission also filed a parallel civil lawsuit against them in Miami federal court. All four had their first court appearances on Friday.
Federal authorities said the alleged scheme began in June 2022 when Federico Nannini, a consultant, began advising MasTec on its planned acquisition of Indiana-based Infrastructure and Energy Alternatives.
MasTec is an engineering and construction company based in Coral Gables, Florida, that provides infrastructure services for the energy, utility and communications industries.
Federico Nannini then started sharing the confidential information with his father, Mauro Nannini, and Thermiotis, a close friend, according to the indictment. Federico Nannini, Thermiotis and Tonarely went to Gulliver Preparatory School together in Pinecrest, Florida, a suburban village in Miami-Dade County.
Mauro Nannini bought shares in Infrastructure and Energy Alternatives the day after his son got access to the financial information about the proposed MasTec acquisition, the indictment said.
Thermiotis also passed along the insider information about the deal to Tonarely.
In a text, Tonarely wrote Thermiotis: “I want to make some money right now. … What [do] we do?” After sharing the confidential information, Thermiotis texted him: “Not a soul okay.” Tonarely responded: “Obviously. … You told me not to.” Days later, a member of Tonarely’s family signed a letter sponsoring Thermiotis’ membership at a Miami yacht club, prosecutors noted in a news release. As the MasTec acquisition progressed, Federico Nannini continued to update his father and close friend, Thermiotis, about the deal. In turn, Thermiotis continued to share the insider information with Tonarely, prosecutors said. In July 2022, Federico Nannini started worrying that the acquisition would fall through and confided in his father. Mauro Nannini sold his stock in Infrastructure and Energy Alternatives, the indictment says. But when Federico Nannini saw confidential financial paperwork saying the deal was happening after all, he texted his friend, Thermiotis: “It’s going thru. … Holy s--- bro.” Thermiotis’ response: “Don’t text. … But lfg.” Lfg means “let’s f---ing go.” With that encouraging insider information, Mauro Nannini began to buy back his position in Infrastructure and Energy Alternatives, according to the indictment. Toward the end of July, when MasTec’s acquisition of Infrastructure and Energy Alternatives was publicly announced, Mauro Nannini, Thermiotis and Tonarely sold their shares and options in the Indiana company for a profit, according to the indictment. A couple of days later, on July 27, 2022, Federico Nannini texted Thermiotis a picture of a Rolex Daytona with the message: “You wanna hook it up for the boy. I know it’s a little over budget but this is the one.” Thermiotis responded: “Haahaha yeah but give it a bit. … Prices should come down a bit on everything.”
As the MasTec acquisition progressed, Federico Nannini continued to update his father and close friend, Thermiotis, about the deal. In turn, Thermiotis continued to share the insider information with Tonarely, prosecutors said.
At one point in July 2022, when Federico Nannini became worried the acquisition would not go through, Mauro Nannini sold his IEA stock, according to the indictment.
When Federico Nannini received confidential financials that indicated the acquisition was going forward, he texted Thermiotis, who responded.
At that point, Mauro Nannini began to buy back his position in IEA stock and options, the indictment said.
When MasTec’s acquisition of IEA was reported publicly on July 25, 2022, Mauro Nannini, Thermiotis, and Tonarely all sold their shares and option contracts in IEA at a profit.
A conviction for conspiracy to commit securities fraud carries up to five years in prison, while a conviction on the related 24 securities fraud charges carries maximum penalties of 20 to 25 years imprisonment.

The COVID-19 pandemic’s sudden onset in 2020 and its persistent impacts in ensuing years posed new challenges for large U.S. cities and metropolitan areas.
Some of the initial challenges were related to the specific nature of the coronavirus and public health responses. In March 2020, residents of cold, dense cities seemed at greater risk of contracting the airborne illness than those in more spread-out, temperate communities where people could spend time outside year-round.1 More persistent challenges are related to the rapid adoption of remote work technologies, which enable certain kinds of work to be done anywhere with a high-speed internet connection, and not necessarily in big-city downtowns dominated by what today are increasingly vacant office buildings.
In an increasingly hyper-polarized country, some of these dynamics intersected with partisan politics. Republican-led states such as Florida and Texas positioned themselves as refuges for movers seeking escape from “Covid lockdowns” in Democratic-led states. In response to these and other political factors, Elon Musk moved Tesla’s headquarters from Silicon Valley to Austin, Texas, and a prominent Chicago financier moved his hedge fund to Miami after his employees started working from a high-end hotel there during the height of the pandemic.
The housing market also played a role in fueling migration during this time. As more people worked from home, demand for homeownership rose, particularly for larger homes. For example, in San Diego County—which for many years had built little new housing—median home prices skyrocketed from $660,000 in January 2020 to $860,000 just two years later, according to Zillow. Prices also rose in more affordable, flexible markets, but much more modestly; in Houston over that same time, the median home price increased from $195,000 to $240,000.
My colleague William H. Frey was among the first to document significant migration away from big metro areas during the pandemic. His analysis of U.S. Census Bureau data showed accelerated domestic out-migration from large, coastal metro areas such as New York, Los Angeles, San Francisco, Boston, and Seattle between 2020 and 2021. Domestic in-migration, meanwhile, remained strong in Sun Belt metro areas such as Phoenix, Dallas, Tampa, Fla., San Antonio, and Raleigh, N.C. Frey’s subsequent analysis showed these trends moderated through 2022 and 2023 as the initial impacts of the pandemic subsided.
Even if they are temporary in some respects, these recent migration patterns could have lasting impacts. Richard Florida, for instance, points to the rise of “meta cities”—large U.S. metro areas distant from each other yet linked closely by the ties of remote work and Covid-era movers, such as New York and Miami (finance), the Bay Area and Austin (tech), and Los Angeles and Nashville, Tenn. (entertainment). The Economic Innovation Group chronicled a loss of high earners from major urban centers such as New York, San Francisco, and Washington, D.C. during the first two years of the pandemic. The home listing service Redfin, meanwhile, noted rising housing demand in affordable markets proximate to major metro areas (e.g., New Haven, Conn. outside New York; Richmond, Va. outside Washington, D.C.; Worcester, Mass. outside Boston), suggesting the growing prominence of hybrid (versus fully remote) work arrangements. How these dynamics play out could have significant implications for the economic and social health of cities, and for America’s urban hierarchy in the 21st century.
To better understand these dynamics, this report analyzes data from the Internal Revenue Service’s (IRS) Statistics of Income program on U.S. population migration at the county level. The data tracks individual income tax filers who changed addresses from one year to the next, and reports the number of tax filers moving between counties (a proxy for households), the number of personal exemptions among those filers (a proxy for individuals), and the total adjusted gross income reported on their returns (a proxy for household income). While the IRS migration data is only currently available through 2022 (versus 2023 in Census Bureau migration data), it has the advantages of tracking movements between specific counties and revealing something about the economic status of migrating households.2
This report uses the IRS county-level migration data to track movement before and after the pandemic’s onset among U.S. metropolitan areas, which are collections of counties that approximate regional economies and labor markets.3 The analysis assigns each county in the dataset to its corresponding metro area based on the latest Census Bureau metropolitan delineations.4 An important limitation of the IRS data is that it suppresses county-to-county flows of fewer than 20 tax filers to protect taxpayer privacy. In 2021-22, for instance, the data reflects a total of 7.6 million U.S. filers moving to metropolitan counties, with the source county indicated for 5.8 million of them. This means that the county-to-county data misses 1.8 million households (or 23% of all households) moving to metropolitan counties in 2021-22. Many of these households likely moved from small, non-metropolitan counties, but the flows among metro areas charted here inevitably miss moves occurring between smaller counties in metro areas of all sizes.
Despite this limitation, the IRS data is useful for answering basic questions about domestic migration and the possible impacts of the COVID-19 pandemic. Focusing on the nation’s metropolitan areas, this analysis specifically asks if and how the pandemic may have altered the:
Overall level of migration within and among metro areas
Key metropolitan origins and destinations of movers
Economic character of movers, and/or their sending/receiving communities
In general, the analysis confirms that the pandemic made an impact on metropolitan migration patterns, but also finds that these changes did not significantly alter the demographic or economic trajectory of metro regions. The analysis concludes with thoughts on the implications of these patterns as the economy returns to a “new normal” in the pandemic’s aftermath.

As climate change intensifies, extreme weather events, including heavy rainfall, are becoming more severe.
A raging flood pulled a family's home of more than 50 years into the Blue Earth River in southern Minnesota this week, as a community watched in horror.
The river’s water flow tripled in three days after 11 to 18 inches of rain fell in just over a week. The swollen river carved a new pathway around the Rapidan Dam, threatening to collapse the dam and the nearby store where the Bruska family had served pies and shakes for decades.
Similar intense rains have pummeled much of the north-central U.S. in June, causing devastating floods across the region, with major flooding underway on the Big and Little Sioux rivers, the Des Moines River, and the Minnesota River.
Such events are occurring with increasing frequency across the nation. Rain isn’t just falling; it’s breaking records, cascading at intense rates due to the warming climate.
While flooding has always occurred along rivers and streams, today’s warmer air allows the atmosphere to hold more water, with storms often supercharged by moisture from warming oceans. As communities experience more frequent flooding, the pressure to prepare for and adapt to these events is growing.
That pressure is evident in two recent developments: a groundbreaking climate action law in Vermont and a federally commissioned report finding that the government's calculations for maximum potential rainfall are no longer valid due to more intense rainfall driven by climate change.
On June 21 in Sioux Falls, South Dakota, the National Weather Service reported rain rates of 3-5 inches per hour. The next day, a deluge in South Florida brought rain rates of 4-5 inches, flooding areas of Miami-Dade, where higher sea levels are exacerbating the situation by making it harder for rainwater to drain.
"As demonstrated repeatedly, event after event, climate change is causing wetter and more extreme precipitation," stated Kevin Reed, an associate provost for climate and sustainability programming at Stony Brook University, who specializes in the effects of climate warming on rainfall.
On Friday, U.S. Geological Survey data indicated that over 200 stream gauges across the North Central U.S., including those along the Blue Earth River, were experiencing various stages of flooding, with water levels finally beginning to recede.
Vermont's "great flood" last July, which brought a deluge of 9 inches and caused an estimated $1 billion in damages, prompted state legislators in May to pass new legislation known as the "climate superfund act."

"After experiencing one of the most catastrophic climate disasters in its history," remarked Elena Mihaly, vice president of the Conservation Law Foundation Vermont, which advocated for the bill, "Vermonters felt acutely vulnerable during that frightening time."
The legislation aims to recover costs from climate disasters by seeking payments from large fossil fuel companies for their extraction and refining activities that have contributed to climate impacts in Vermont since 1995.
According to Mihaly, the state intends to conduct a cost analysis to assess present and future expenses incurred from greenhouse gas emissions produced during extraction and refinement. This initiative aims to alleviate the financial burden currently borne solely by taxpayers.
Governor Phil Scott, a Republican, permitted the climate action bill to become law on May 31 without signing it. The funds collected under this legislation will be designated for climate change adaptation projects.
'Historical Changes in Extreme Rainfall'
The National Academies of Sciences, Engineering, and Medicine recently published a study on rainfall patterns. Sponsored by the National Oceanic and Atmospheric Administration and mandated by Congress, the study aimed to update the nation's "probable maximum precipitation" estimates in response to climate change.
These estimates, used to determine the maximum possible depth of precipitation within a specific timeframe and location, are crucial for engineering critical infrastructure like dams and nuclear power plants. They help mitigate the risk of severe flooding and ensure that structures can withstand extreme rainfall events.

The Academies assembled a committee comprising some of the nation's foremost experts on extreme rainfall. These experts, including Reed, collaborated in workshops to discuss the findings.
The committee concluded that "climate change has already led to significant historical shifts in extreme rainfall patterns, with expectations for further substantial changes in the coming decades." Their report includes a comprehensive set of recommendations aimed at enhancing accuracy in precipitation estimates through improved modeling, refined formulas, and integration of additional scientific research.
Climate change is reshaping the calculation of maximum rainfall potential. By integrating advanced observations and a deeper understanding of extreme storms through high-resolution modeling, there is an opportunity to revolutionize traditional methods of estimating rainfall, according to the report. Updated estimates could better reflect the extremes expected in a warming climate and provide critical insights into the associated hazards of extreme rainfall, such as coastal storm surge and compound flooding.
John Nielsen-Gammon, Texas State Climatologist and regents professor at Texas A&M University, noted, "While the original goal of precipitation estimates was to design structures with an almost zero risk of failure, we may have been designing them to have a very low risk of failure but not an impossible one." He added, "A very low risk of failure is less reassuring than no risk at all."
"If you don’t account for climate change, you’re underestimating the risk, not just in the future but even in the present day, because the likelihood of extreme rainfall is increasing almost everywhere," Nielsen-Gammon emphasized. He highlighted that evidence suggests the probability of such events is rising most significantly for the less common occurrences.

'Historical Changes in Extreme Rainfall'
The National Academies of Sciences, Engineering, and Medicine recently published a new rainfall study, sponsored by the National Oceanic and Atmospheric Administration, following a directive from Congress to update the nation's "probable maximum precipitation" estimates in response to the changing climate.
These worst-case scenario precipitation estimates, which determine the greatest depth of rainfall possible over a specific duration at a particular location and time of year, are essential for engineers designing and constructing critical infrastructure such as dams and nuclear power plants. The estimates help mitigate the risk of catastrophic flooding and ensure that structures can withstand extreme rainfall events.
The Academies convened a committee of some of the nation's leading experts on extreme rainfall, who participated in workshops with additional specialists, including Reed.
The committee determined that "climate change has caused historical changes in extreme rainfall and is likely to lead to even greater changes in the coming decades." Their report offers a broad range of recommendations for developing more accurate estimates, including improving modeling and formulas and incorporating additional scientific research.
Climate Change Recalculates Maximum Rainfall Potential
The report highlights that combining advanced observations with a better understanding of extreme storms and newer high-resolution modeling can revolutionize the traditional methods of calculating rainfall estimates. Updated estimates could account for the extremes likely to occur in a warming world and provide critical information about the hazards associated with extreme rainfall, such as coastal storm surges and compound flooding.
Although the original goal of the precipitation estimates was to design structures that would never fail, "we’ve probably been designing things so they have a very low risk of failure but not an impossible risk," said committee member John Nielsen-Gammon, Texas State Climatologist and regents professor at Texas A&M University. "A very low risk of failure is less comforting than no risk."
“If you don’t account for climate change, you underestimate the risk, not just in the future but also the present-day risk, because the likelihood of extreme rainfall has been increasing almost everywhere,” said Nielsen-Gammon. Evidence suggests that the odds of more unusual events occurring are rising the most, he added.
Globally, "the average annual precipitation is believed to be increasing by about 2% per degree of warming," Nielsen-Gammon said. However, "the extreme precipitation rate in a given year is increasing by 7% or more per degree of warming."

The study also recommended incorporating future climate change impacts into extreme precipitation estimates, Reed noted, which can help ensure "our infrastructure and society are most resilient to these changing events."
NOAA expects to issue the first updated estimates by 2030, if the program is fully funded, according to the agency's website. After that, the legislation requires the estimates to be updated at least every 10 years.
