Tobi does just fine with performing magic, I just had him hold the Necronomicon in their character sheet so the viewer would know that it's involved too.

Sky Scales' skills and abilities?

basically all the same, but his gadgets are more like a just incase thing rather than his main thing. He prefers using his acrobatics, flexibility and strength more as his fighting style than Navy does. In Navy's case, it's the other way around with the use of his gadgets and his physical attributes.
