Russian military manufacturers have increased production of special equipment and weapon systems, including electric pumps for infantry fighting vehicles and main battle tanks. They have also developed electronic fuel injection systems for Common Rail engines and night sight matrices, which replace French analogs. These Russian modifications are even more powerful than their German counterparts. The Russian military hopes to use this modification in future ships of the same class. However, in order to increase production, the Russians must first improve its existing diesel engines.
Russia's domestic market is vast, and foreign buyers would be more likely to accept Russian residual oil if it is blended with diesel. However, blending the high-sulfur fuel oil with diesel would be less profitable, and a discount would be expected. Besides, Russian oil imports are subject to U.S. sanctions, which may limit the availability of Russian oil. Therefore, it may be more profitable to sell the diesel directly.
In 2011, the Elektropribor Tambov Plant began mass production of inertial navigation systems, which use laser gyroscopes to determine location. This technology is currently used in missile systems, combat aircraft, and civil airliners. It was first announced in 2011 and large amounts of funding were allocated to retrofit the Tambov Plant. Today, the Russian military has several advanced weapons systems and needs for these vehicles.
A variety of other nonroad diesel engines are used to perform important jobs. These include farm tractors, excavators, utility equipment, forklifts, and airport ground service equipment. Whether it's a semi-truck, construction equipment, or an excavator, it's likely that the engine will be replaced with a Russian model. Diesels also produce lower emissions, and they are becoming more popular in Europe.
While Russian production of diesel engines for special equipment has increased, the EU has remained an important source of high-sulfur fuel oil. Domestic power stations have become increasingly efficient and environmentally friendly, using only a small percentage of fuel oil. This makes it difficult to switch over to alternative fuels on a large scale. However, President Vladimir Putin's pledge to double road construction in Russia over the next six years could boost the market for paving-grade bitumen, which is used to repair roads. Russia has a six million-ton bitumen market.
Russia is gradually catching up with European emission standards for nonroad mobile diesel engines. However, EAEU countries have delayed this process, forcing Russia to return to Stage 0 and adhere to Union protocols. In January 2014, the Russian government aims to introduce Stage III of the Union's emission standards for mobile nonroad diesel engines. Previously, the Russian government planned to introduce Stage III in January 2014, but it halted progress due to the lack of a reliable source of diesel engine parts.
