Kashmir Hill’s “Your Face Belongs to Us”

This Friday (September 22), I'm (virtually) presenting at the DIG Festival in Modena, Italy. Your Face Belongs To Us is Kashmir Hill's new tell-all history of Clearview AI, the creepy facial recognition company whose origins are mired in far-right politics, off-the-books police misconduct, sales to authoritarian states and sleazy one-percenter one-upmanship:

Hill is a fitting chronicler here. Clearview first rose to prominence – or, rather, notoriety – with the publication of her 2020 expose on the company, which had scraped more than a billion facial images from the web, and then started secretly marketing a search engine for faces to cops, spooks, private security firms, and, eventually, repressive governments:

Hill's original blockbuster expose was followed by an in-depth magazine feature and then a string more articles, which revealed the company's origins in white nationalist movements, and the mercurial jourey of its founder, Hoan Ton-That:

The story of Clearview's technology is an interesting one, a story about the machine learning gold-rush where modestly talented technologists who could lay hands on sufficient data could throw it together with off-the-shelf algorithms and do things that had previously been considered impossible. While Clearview has plenty of competitors today, as recently as a couple of years ago, it played like a magic trick.
That's where the more interesting story of Clearview's founding comes in. Hill is a meticulous researcher and had the benefit of a disaffected – and excommunicated – Clearview co-founder, who provided her with masses of internal communications. She also benefited from the court documents from the flurry of lawsuits that Clearview prompted.
What emerges from these primary sources – including multiple interviews with Ton-That – is a story about a move-fast-and-break-things company at the tail end of the forgiveness-not-permission era of technological development. Clearview's founders are violating laws and norms, they're short on cash, and they're racing across the river on the backs of alligators, hoping to reach the riches on the opposite bank without losing a leg.
A decade ago, they might have played as heroes. Today, they're just grifters – bullshitters faking it until they make it, lying to Hill (and getting caught out), and the rest of us. The founders themselves are erratic weirdos, and not the fun kind of weirdos, either. Ton-That – who emigrated to Silicon Valley from Australia as a teenager, seeking a techie's fortune – comes across as a bro-addled dimbulb who threw his lot in with white nationalists, MAGA Republicans, Rudy Guiliani bagmen, Peter Theil, and assorted other tech-adjascent goblins.
Meanwhile, biometrics generally – and facial recognition specifically – is a discipline with a long and sordid history, inextricably entwined with phrenology and eugenics, as Hill describes in a series of interstitial chapters that recount historical attempts to indentify the facial features that correspond with criminality and low intelligence.
These interstitials are woven into a-ha moments from Clearview's history, in which various investors, employees, hangers-on, competitors and customers speculate about how a facial-recognition system could eventually not just recognize criminals, but predict criminality. It's a potent reminder of the AI industry's many overlaps with "race-science" and other quack beliefs.
Hill also describes how Clearview and its competitors' recklessness and arrogance created the openings for shrewd civil libertarians to secure bipartisan support for biometric privacy laws, most notably Illinois' best-of-breed Biometric Information Privacy Act:

But by the end of the book, Hill makes the case that Ton-That and his competitors have gotten away with it. Facial recognition is now so easy to build that – she says – we're unlikely to abolish it, despite all the many horrifying ways that FR could fuck up our societies. It's a sobering conclusion, and while Hill holds out some hope for curbing the official use of FR, she seems resigned to a future in which – for example – creepy guys covertly snap photos of women on the street, use those pictures to figure out their names and addresses, and then stalk and harass them.
If she's right, this is Ton-That's true legacy, and the legacy of the funders who handed him millions to spend building this. Perhaps someone else would have stepped into that sweaty, reckless-grifter-shaped hole if Ton-That hadn't been there to fill it, but in our timeline, we can say that Ton-That was the bumbler who helped destroy something precious.

As Donald Trump’s administration continues its relentless reorganization of the United States federal government, documents obtained by WIRED showed this week that the Department of Defense is looking at cutting as much as three-quarters of its workforce that’s specifically focused on stopping proliferation of chemical, biological, and nuclear weapons. Meanwhile, the US Army is using its “CamoGPT” AI tool to “review” diversity, equity, inclusion, and accessibility policies per Trump administration orders. The military originally developed the AI service to improve productivity and operational readiness.
US civil liberties organizations are pushing the director of national intelligence. Tulsi Gabbard, to declassify details about Section 702 of the Foreign Intelligence Surveillance Act—a central overseas wiretap authority that is notorious for also capturing a large number of calls, texts, and emails made or sent by Americans. And the US Justice Department on Wednesday charged 10 alleged hackers and two Chinese government officials over digital crimes spanning more than a decade as part of China’s extensive hack-for-hire ecosystem.
Ongoing analysis from a consortium of researchers led by Human Security found that at least a million low-price Android devices, like TV streaming boxes and tablets, have been compromised as part of a scamming and ad fraud campaign known as Badbox 2.0. The activity, which the researchers say comes out of China, is an evolution of a previous effort to backdoor similar devices.

Cybercriminals Allegedly Used a Backdoor to Steal Taylor Swift Tickets
Two people who allegedly worked as part of a group to access nearly 1,000 tickets to concerts and other events—many for Taylor Swift’s Eras Tour—before selling them on for more than $600,000 profit were arrested and charged with the potential crimes in Queens this week. Tyrone Rose, 20, and Shamara P. Simmons, 31, of Jamaica, Queens, were arrested and arraigned in connection to the theft and sales, according to Queens district attorney Melinda Katz.
Between June 2022 and July 2023, it is alleged that 350 orders—totaling 993 tickets—on ticketing platform StubHub were accessed at a third-party contractor called Sutherland. “The Sutherland employees, defendant Tyrone Rose and an unapprehended accomplice, allegedly used their access to StubHub’s computer system to find a backdoor into a secure area of the network where already sold tickets were given a URL and queued to be emailed to the purchaser to download,” the district attorney’s office wrote in a statement.
They then emailed URLs to another accomplice who has since died, the office says, before posting the tickets to StubHub for resale. While the investigations are ongoing, the District Attorney’s office claimed the proceeds of the cybercrime totaled around $635,000 and also involved tickets for Ed Sheeran concerts, NBA games, and the US Open Tennis Championships.
Payment Provider Linked to ‘Largest Illicit Online Marketplace’ Loses Banking License
Every year, criminals make billions from the operations of highly organized scam compounds in Southeast Asia. As these operations have grown in sophistication, so has the wider ecosystem that supplies them with the technology and services needed to run the scams. And experts say there’s no bigger marketplace than Huione Guarantee—a Cambodian gray market selling scam services that researchers claim has facilitated more than $24 billion in transactions.
This week, according to a report by Radio Free Asia, the banking arm of Huione Guarantee’s parent company, Huione Group, had its financial license suspended by officials in Cambodia. According to the report, the Huione Pay service had its license withdrawn for failing to comply with “existing regulations.” The United Nations Office on Drugs and Crime and crypto tracing firm Elliptic previously had linked money moving through Huione Pay to cyberscamming. “They are willing facilitators of pig butchering and other fraud, so any regulatory action against them should be welcomed,” Elliptic founder Tom Robinson claimed to Radio Free Asia.
Russian Cryptocurrency Exchange Garantex Taken Down in Law Enforcement Action
The US Department of Justice announced an operation this week with Germany and Finland to disrupt the digital infrastructure behind notorious Russian cryptocurrency exchange Garantex. For years, the platform has allegedly been used for money laundering and other criminal transactions, including sanctions evasion. The DOJ claimed in its announcement that “transnational criminal organizations—including terrorist organizations” have utilized the exchange. Law enforcement said that the platform has processed at least $96 billion in cryptocurrency transactions since April 2019. US authorities said they froze over $26 million in funds used to facilitate money laundering as part of the Garantex takedown.
Scammers Are Impersonating Notorious Ransomware Attackers to Extort Targets
The FBI warned this week that scammers pretending to be attackers from the BianLian ransomware gang are demanding ransoms from corporate executives in the US. The demands include claims that the group has breached a company’s network and threaten to publish sensitive information unless a target pays up. Such criminal digital extortion is common enough that scammers apparently feel that they can plausibly make the claims and intimidate targets without even attacking them. The FBI says that the scammers’ ransom demands say that they come from BianLian and range from $250,000 to $500,000 payable via a QR code that links to a Bitcoin wallet. The real BianLian group has links to Russia and has targeted US critical infrastructure since June 2022, according to a November alert from the US Cybersecurity and Infrastructure Security Agency.

Elon Musk’s Department of Government Efficiency (DOGE) is pushing to rapidly develop “GSAi,” a custom generative AI chatbot for the US General Services Administration, according to two people familiar with the project. The plan is part of President Donald Trump’s AI-first agenda to modernize the federal government with advanced technology.
One goal of the initiative, which hasn’t been previously reported, is to boost the day-to-day productivity of the GSA’s roughly 12,000 employees, who are tasked with managing office buildings, contracts, and IT infrastructure across the federal government, according to the two people. Musk’s team also seemingly hopes to use the chatbot and other AI tools to analyze huge swaths of contract and procurement data, one of them says. Both people were granted anonymity because they aren’t authorized to speak publicly about the agency’s operations.
Thomas Shedd, a former Tesla employee who now runs Technology Transformation Services, the technology arm of the GSA, alluded to the project in a meeting on Wednesday. “Another [project] I’m trying to work on is a centralized place for contracts so we can run analysis on them,” he said, according to an audio recording obtained by WIRED. “This is not new at all—this is something that’s been in motion before we started. The thing that’s different is potentially building that whole system in-house and building it very quickly. This goes back to this, ‘How do we understand how the government is spending money?’”
The decision to develop a custom chatbot follows discussions between the GSA and Google about its Gemini offering, according to one of the people.
While chatbots such as ChatGPT and Gemini have been adopted across corporate America for tasks like writing emails and generating images, executive orders and other guidance issued during the Biden administration generally instructed government staff to be cautious about adopting emerging technologies. President Donald Trump has taken a different approach, ordering his lieutenants to strip away any barriers to the US exerting “global AI dominance.” Heeding that demand, Musk’s government efficiency team has moved swiftly in recent weeks to bring aboard more AI tools, according to reports published by WIRED and other media.
Overall, the Trump administration may be engaging in the most chaotic upheaval of the federal bureaucracy in the modern computer era. Some Trump supporters have celebrated the changes, but federal employees, labor unions, Democrats in Congress, and civil society groups have heavily criticized them, arguing in some cases they may be unconstitutional. While DOGE hasn’t publicly changed its stance, the team quietly halted the rollout of at least one generative AI tool this week, according to two people familiar with the project.
The White House did not immediately respond to a request for comment.
For the past few weeks, Musk’s team has been working to swiftly cut costs across the US government, which has seen its annual deficit increase for the last three years. The Office of Personnel Management, which acts as the HR department for the government and is stacked with Musk loyalists, has encouraged federal employees to resign if they cannot return to the office five days a week and commit to a culture of loyalty and excellence.
DOGE’s AI initiatives dovetail with the group’s efforts to reduce the federal budget and speed up existing processes. For instance, DOGE members at the Department of Education are reportedly using AI tools to analyze spending and programs, The Washington Post reported on Thursday. A department spokesperson says that the focus is on finding cost efficiencies.
The General Services Administration’s GSAi chatbot project could bring similar benefits, enabling workers, as an example, to draft memos faster. The agency had hoped to use existing software such as Google Gemini, but ultimately determined that it wouldn’t provide the level of data DOGE desired, according to one of the people familiar with the project. Google spokesperson Jose Castañeda declined to comment.
It’s not the only DOGE AI ambition that hasn’t panned out. On Monday, Shedd described deploying “AI coding agents” as among the agency’s top priorities, according to remarks described to WIRED. These agents help engineers automatically generate, edit, and answer questions about software code in hopes of boosting productivity and reducing errors. One tool the team looked into, according to documents viewed by WIRED, was Cursor, a coding assistant developed by Anysphere, a fast-growing San Francisco startup.
Anysphere’s leading investors include Thrive Capital and Andreessen Horowitz—both of which have connections to Trump. Joshua Kushner, Thrive’s managing partner, has historically made political campaign donations to Democrats, but he is the brother of Trump’s son-in-law, Jared Kushner. Andreessen cofounder Marc Andreessen has said he’s advising Trump on tech and energy policy.
A different person familiar with the General Services Administration’s technology purchases says the IT team at the agency had initially approved the use of Cursor, only to retract it later for further review. Now, DOGE is pushing to install Microsoft’s GitHub Copilot, the world’s most well-known coding assistant, according to the other person familiar with the agency.
Cursor and the General Services Administration did not respond to requests for comment. Andreessen Horowitz and Thrive declined to comment.
Federal regulations require avoiding even the appearance of a conflict of interest in the choice of suppliers. And while there haven’t been any known widespread concerns about Cursor’s security, federal agencies are generally required by law to study potential cybersecurity risks before adopting new technology.
The federal government’s interest and use of AI isn’t new. In October 2023, then president Biden ordered the General Services Administration to prioritize security reviews for several categories of AI tools, including chatbots and coding assistants. But by the end of his term, none had made it through even the preliminary agency review processes, according to a former official familiar with them. As a result, no dedicated AI-assisted coding tools have received authorization under FedRAMP, a GSA program to centralize security reviews and ease the burden on individual agencies.
Though the Biden prioritization process didn’t bear fruit, several individual agencies have explored licensing AI software. In transparency reports published during Biden’s term in office, the Commerce, Homeland Security, Interior, State, and Veterans Affairs departments all reported they were pursuing the use of AI coding tools, including in some cases GitHub Copilot and Google’s Gemini. GSA itself had been exploring three limited-purpose chatbots, including for handling IT service requests.
Guidance from the personnel office issued under then president Biden stated that the efficiency gains of AI coding agents should be balanced against potential risks such as introducing security vulnerabilities, costly errors, or malicious code. Historically, the heads of federal agencies have been left to develop their own policies for using emerging technologies. “Sometimes doing nothing is not an option and you have to accept a lot of risk,” says a former government official familiar with these processes.
But they and another former official say that agency administrators generally prefer to conduct at least preliminary security reviews before deploying new tools, which explains why it sometimes takes a while for the government to adopt new technology. That is one reason why just five big companies, led by Microsoft, accounted for 63 percent of government spending on software across agencies surveyed by government researchers at the Government Accountability Office for a report to lawmakers last year.
Undergoing government reviews can require companies to invest significant time and staff—resources startups may not have. That may have been one challenge affecting Cursor’s ability to win business from the recent DOGE push, as the startup didn't have immediate plans to achieve FedRAMP authorization, according to one of the people familiar with the GSA’s interest in the tool.
