Albanian opposition leader Sali Berisha said on Monday that he will ask the new US administration under Donald Trump to review the decision declaring him “persona non grata” for corruption – blaming the sanction on Socialist Prime Minister Edi Rama and billionaire liberal philanthropist George Soros.
“I will ask [the US], according to the rules, to review a decision that is based on the corrupt lobbying of Edi Rama and George Soros. I will take the initiative to demand from the new [US] administration, according to the rules that exist, that this strictly anti-opposition decision, this coup within the state against the opposition political force of Albania, ends,” Democratic Party leader Berisha told media.
He said that he considered Donald Trump’s election victory “a miracle for humanity”.
The US declared Berisha, a former president and prime minister of Albania, “persona non grata”, along with his wife, son and daughter, “for involvement in corrupt acts”, in May 2021.
After he was sanctioned, he was excluded from the centre-right opposition Democratic Party’s parliamentary group, but was able to take over the party again in 2024 after almost three years of internal battles. He is now considered the head of the opposition in the country.
Berisha was also sanctioned by the UK in 2022 for alleged corruption. He contested the decision, but a UK court last year dismissed an appeal to lift the measures against him.
In September 2024, Berisha was also charged with corruption by Albania’s Special Prosecution Against Corruption and Organised Crime, SPAK.
He is now on trial for allegedly approving a special law that allegedly helped his son-in-law, Jamarber Malltezi, earn millions of euros from a construction development. Both Berisha and Malltezi deny wrongdoing.

Senators to probe Soros funding without help of State Department
Republican senators could investigate U.S. tax dollars funding liberal billionaire George Soros’ networks abroad “through other means” if the Trump administration’s State Department doesn’t provide answers.
Six GOP senators wrote Secretary of State Rex Tillerson in March to ask for a State Department probe into how the federal grants are being used by Soros-funded Open Society Foundations, specifically in Macedonia and Albania, to promote progressive causes and undermine conservative and moderate political leaders in those countries. The State Department Bureau of Legislative Affairs responded not by addressing the question of a probe, but defending the U.S. Agency for International Development, or USAID.
Sens. Mike Lee of Utah, James Inhofe of Oklahoma, Ted Cruz of Texas, Bill Cassidy of Louisiana, Thom Tillis of North Carolina, and David Perdue of Georgia made the initial inquiry to Tillerson. Lee hoped for more in the response.
“Sen. Lee was not satisfied with the letter and believes the matter needs to be reviewed by Secretary Tillerson,” Lee spokesman Conn Carroll told The Daily Signal in a statement. “If the State Department is unwilling to give this a serious look, we will look at options to force the issue through other means.”
Neither the State Department nor USAID responded to inquiries from The Daily Signal for this story.
The Open Society Foundations also did not respond to request for comment on this story.
The March 14 letter from the senators to Tillerson asks the department to “investigate all funds associated with promoting democracy and governance and review the programs, accounts, and multiplicity of U.S. entities involved in such activities.”
The letter also states that the U.S. must “review how all our tax dollars are being utilized in order to halt activities that are fomenting political unrest, disrespecting national sovereignty and civil society, and ultimately undermine our attempts to build beneficial international relationships.”
When members of a president’s own party write to a Cabinet secretary, a more direct response might be anticipated. In this case, a career State Department employee signed a letter in response—which didn’t satisfy Lee. Joseph E. Macmanus, the State Department’s executive secretary, signed a March 23 letter that never directly responded to the call for an investigation.
“USAID issues clear guidelines to its missions and implementing partners that USAID assistance programs must adhere to the principle of supporting representative, multiparty systems, and must not seek to determine election outcomes,” the Macmanus letter said.
The response continues: “U.S. policy in Macedonia is to support the country’s Euro-Atlantic integration and the reforms necessary to advance that goal. … In Albania, U.S. policy supports the country’s accession to the European Union and the reforms necessary to advance that goal. This includes funding and support for judicial reform, for fighting corruption and organized crime and countering violent extremism.”
The senators highlighted the countries mentioned above in their original letter to Tillerson, which said:
As the recipient of multiple grant awards and serving as a USAID contractor implementing projects in this small nation of 2.1 million people, our taxpayer funding foreign aid goes far, allowing Foundation Open Society-Macedonia (FOSM) to push a progressive agenda and invigorated the political left.
USAID has provided the Soros-funded Open Society Foundation $4.8 million in Macedonia, according to Judicial Watch.
In conducting its own investigation, obtaining documents, and doing interviews with officials from the U.S. and Macedonia, Judicial Watch announced in a press release Wednesday that it has learned:
The Open Society Foundations has established and funded dozens of leftwing, nongovernmental organizations (NGOs) in Macedonia to overthrow the conservative government. One Macedonian government official interviewed by Judicial Watch in Washington D.C. recently, called it the ‘Soros infantry.’ The groups organize youth movements, create influential media outlets, and organize violent protests to undermine the institutions and policies implemented by the government. One of the Soros groups funded the translation and publication of Saul Alinsky’s ‘Rules for Radicals’ into Macedonian.
In Albania, corruption and crime includes drug trafficking. Soros is a known supporter of relaxed drug laws, and is also leading the country’s effort in judicial reforms, which GOP senators say could be designed to boost the country’s socialist prime minister, Edi Rama.
Foundation Open Society-Albania (FOSA) and its experts, with funding from USAID, have created the controversial Strategy Document for Albanian Judicial Reform. Some leaders believe these “reforms” are ultimately aimed to give the Prime Minister and left of center government full control over judiciary power.

Il sondaggio serviva a dimostrare che oltre il 90% degli albanesi appoggiavano la riforma giudiziaria voluta dal governo socialista in carica; riforma considerata illiberale dall’opposizione di centro-destra che arrivò a definirla “la Riforma Soros”. In un secondo documento del 10 Febbraio 2017, il finanziamento a Soros parte direttamente dal Dipartimento di Stato che conferma come l’Open Society sia uno dei soggetti chiamati “a svolgere revisione tecnica per i progetti” che il Governo Usa finanzia in Albania e “valutarne la fattibilità e la non sovrapposizione con altre iniziative” di Istituzioni internazionali. Tom Fitton, Presidente di Judicial Watch, si è chiesto se è lecito che un miliardario come George Soros “riceva i soldi dei contribuenti americani per portare avanti il suo programma di sinistra radicale in patria e all’estero”. In altre parole l’Amministrazione Obama ha finanziato Soros nelle iniziative che la sua Open Society ha svolto in Albania a supporto del governo socialista; governo il cui Premier Edi Rama è stato anche membro del Consiglio d’Amministrazione della Open Society albanese prima di diventare capo del Governo. Insomma un vero e proprio prodotto di laboratorio dell’élite mondialista . Soros anche in Macedonia
L’azione di infiltrazione nei processi democratici e nelle sovranità nazionali da parte di Soros non è limitato alla sola Albania ma è una strategia diffusa in tutti i Balcani. Un anno fa abbiamo spiegato come tra il 2012 e il 2014 la Open Society di George Soros abbia stipulato un accordo con il Governo degli Stati Uniti di complessivi 5 milioni di dollari “per realizzare in Macedonia il Civil Society Project, il piano di democratizzazione della piccola nazione balcanica; progetto realizzato attraverso una serie di Ong e associazioni macedoni” tutte emanazioni del Partito della Sinistra macedone (SDSM) che nel 2015 scatenò la Rivoluzione colorata contro il governo conservatore eletto. Senators Demand State Department Probe Into George Soros Organizations

Senator Mike Lee (R-UT) and a group of his colleagues are calling on the newly appointed Secretary of State Rex Tillerson to immediately investigate how US taxpayer funds are being used by the State Department and the United States Agency for International Development (USAID) to support Soros-backed, leftist political groups in several Eastern European countries including Macedonia and Albania.
According to the letter, potentially millions of taxpayer dollars are being funneled through USAID to Soros’ Open Society Foundations with the explicit goal of pushing his progressive agenda.
“Unfortunately, we have received a credible report that, over the past few years, the U.S. Mission there has actively intervened in the party politics of Macedonia, as well as in the shaping of its media environment and civil society, often favoring left-leaning political group over others. We find these reports discoraging and, if true, highly problematic.”
“Much of the concerning activity in Macedonia has been perpetuated through USAID funds awarded to implementing entities such as George Soros’ Open Society Foundations. As the recipient of multiple grant awards and serving as a USAID contractor implementing projects in this small nation of 2.1 million people, our taxpayer funded foreign aid goes far, allowing Foundation Open Society – Macedonia (FOSM) to push a progressive agenda and invigorate the political left. Our foreign aid should only be used to promote a political agenda if it is in the security or economic interests of our country to do so, and even at that, we must be cautious and respectful in such an endeavor. We should be especially wary of promoting policies that remain controversial even in our own country and that have the potential to harm our relationship with the citizens of recipient countries.”
As Fox News pointed out, USAID gave nearly $15 million to Soros’ Foundation Open Society – Macedonia, and other Soros-linked organizations in the region, in the last 4 years of Obama’s presidency alone.
The USAID website shows that between 2012 and 2016, USAID gave almost $5 million in taxpayer cash to FOSM for “The Civil Society Project,” which “aims to empower Macedonian citizens to hold government accountable.” USAID’s website links to www.soros.org.mk, and says the project trained hundreds of young Macedonians “in youth activism and the use of new media instruments.”
The State Department told lawmakers that in addition to that project, USAID has recently funded a new Civic Engagement Project which partners with four organizations, including FOSM. The cost is believed to be around $9.5 million.
A citizen’s initiative called “Stop Operation Soros” has also published a white paper alleging U.S. money has been funding violent riots in the streets, as well as a Macedonian version of Saul Alinsky’s far-left handbook “Rules for Radicals.”

But Macedonia isn’t the only sovereign nation where U.S. taxpayers are unknowingly funding Soros’ efforts to force his leftist political agenda down the throats of the disaffected youth.
“This problem is not limited to Macedonia, but appears to follow a pattern of alarming activity in this volatile region. Respected leaders from Albania have made similar claims of US diplomats and Soros-backed organizations pushing for certain political outcomes in their country. Foundation Open Society – Albania (FOSA) and its experts, with funding from USAID, have the controversial Strategy Document for Albania Judicial Reform. Some leaders believe that these “reforms” are ultimately aimed to give the Prime Minister and left-of-center government full control over judiciary power.”
Moreover, similar efforts in Hungary were blasted by Prime Minister Viktor Orban last month who expressed concern about Soros meddling in his country’s political fights, and warned about Soros’ “trans-border empire.” Hungarian Foreign Minister Péter Szijjártó told Fox News last month that they hoped that with a change in administration in Washington, the Soros-led push against their government would decrease.
“I think it is no secret and everyone knows about the very close relationship between the Democrats and George Soros and his foundations. It is obvious that if Hillary Clinton had won then this pressure on us would be much stronger. With Donald Trump winning we have the hope that this pressure will be decreased on us,” he said.
Widely cited as an example of Soros’ influence during the Obama administration was a 2011 email, published by WikiLeaks, in which Soros urged Hillary Clinton to take action in Albania over recent demonstrations in the capital of Tirana.
Among other things, Soros urged Clinton to “bring the full weight of the international community to bear on Prime Minister Berisha and opposition leader Edi Rama”.
Dear Hillary,
A serious situation has arisen in Albania which needs urgent attention at senior levels of the US government. You may know that an opposition demonstration in Tirana on Friday resulted in the deaths of three people and the destruction of property. There are serious concerns about further unrest connected to a counter-demonstration to be organized by the governing party on Wednesday and a follow-up event by the opposition two days later to memorialize the victims. The prospect of tens of thousands of people entering the streets in an already inflamed political environment bodes ill for the return, of public order and the country’s fragile democratic process.
I believe two things need to be done urgently:
1. Bring the full weight of the international community to bear on Prime Minister Berisha and opposition leader Edi Rama to forestall further public demonstrations and to tone down public pronouncements.
2. Appoint a senior European official as a mediator.
While I am concerned about the rhetoric being used by both sides, I am particularly worried about the actions of the Prime Minister. There is videotape of National Guard members firing on demonstrators from the roof of the Prime Ministry. The Prosecutor (appointed by the Democratic Party) has issued arrest warrants for the individuals in question. The Prime Minister had previously accused the opposition of intentionally murdering these activists as a provocation.
After the tape came out deputies from his party accused the Prosecutor of planning a coup d’etat in collaboration with the opposition, a charge Mr. Berisha repeated today. No arrests have been made as of this writing. The demonstration resulted from opposition protests over the conduct of parliamentary elections in 2009. The political environment has deteriorated ever since and is now approaching levels of 1997, when similar issues caused the country to slide into anarchy and violence. There are signs that Edi Rama’s control of his own people is slipping, which may lead to further violence.
The US and the EU must work in complete harmony over this, but given Albania’s European aspirations the EU must take the lead. That is why I suggest appointing a mediator such as Carl Bildt. Martti Ahtisaari or Miroslav Lajcak, all of whom have strong connections to the Balkans.
My foundation in Tirana is monitoring the situation closely and can provide independent analysis of the crisis.
