Random headcanon that emerged fully-formed this morning, like the goddess Athena
So, you know how the point they kept making in Good Wilt Hunting was that imaginary friends served both obvious roles (the conscious things kids wanted when they made them) and less-obvious ones (the things that said kids needed)?
I've been thinking about Duchess, and I have a theory on her backstory:
So, there's this kid who has your classic inciting event for living in a large mansion - parents died or arrested and sent to live with rich aunt, got in one little fight and mom got scared, adopted, whatever. And they're trying to fit in with these ultra-rich old-money types, and because they're a small child, they want to please their new guardians, but the etiquette confuses them and the guests scare them and they can't tell who's actually trying to help them from who's just mocking them.
So, they make a friend to basically be an extra governess: her personality is what a small child sees when they look at high society types. She's obnoxious, she's a snob, she never has fun as they understand it, but damn if she doesn't know what fork to use for every occasion. Her official purpose is to help teach them what they need to blend in, and because they're desperate, they don't challenge her weird, stuck-up attitude and kind of want the dependability that her consistently awful personality represents.
But there's another side to it: after all, they're here now, aren't they? And anyone who created someone as magnificent as Duchess is clearly a genius, right? So, she encourages them to put value in what she's teaching them and to value themself accordingly. They're learning, they're smart and adaptable and creative, and as a newly-minted member of the upper crust, they should have the infuriatingly high self-worth to match.
Is she making them into a good person? No.
But right now, what they need is the self-confidence to take what they're given and mold it into a life they can enjoy. And she's giving them that.

Oh she IS horrible to deal with! Honestly, if we all had the choice, none of us would want anything to do with Duchess. She bosses around anyone she talks to and makes them do things that she could easily do by herself. Like making me brush her teeth, or making me hang up a really ugly painting in her room, making Frankie carry her down the stairs, making Ed cry so she can use his tears to remove her makeup, I could go on.
I’m sorry, this isn’t the healthiest method to deal with Duchess, but it seems like it’s the only method to deal with Duchess. And that method is to make Duchess someone else’s problem. For as long as Duchess continues to lives at Foster’s, she will always make herself someone’s problem.

Here are my inspirations for Duchess and Ruthie's friendship.
Saikawa Riko and Kanna Kaumi (Miss Kobayashi's Dragon Maid): Duchess at first wasn't fond of Ruthie because she unintentionally drew a lot of attention to herself when she first came to Foster's. But when she learned that Ruthie likes her and wants to be her friend, she got a soft spot for her too. I think Duchess would also find Ruthie cute, but it would be much more subtle than in Saikawa's case.
Mike Wazowski and James P. "Sulley" Sullivan (Monsters Inc.): Ruthie and Duchess have a nice friendship, spend a lot of time together and Ruthie is often able to cool Duchess down in different situations.
Turanga Leela and Philip J. Fry (Futurama) (particularly inspired by the episode "The Cyber House Rules"): Ruthie loves Duchess the way she is and finds her beautiful despite what other people think and say.

Hey wilt, it's great to see you in such a good mood. I noticed how in the photo album with annual photos you and duchess are featured in all of them. I know she my not be the most caring or friendly person to talk to, but since both of you stuck around fosters for 30 years, have you ever formed any sort of bond or a relationship of some kind?

If by “bond” you mean, staying as FAR away from each other as possible, then sure, absolutely. Sure we aren’t constantly at each other’s throats but darn, it’s so hard not to accidentally make her angry. Snore too loudly? Duchess is mad. Smell just slightly off? Duchess is mad. Stand too close to her? Duchess is mad. Now because we’ve lived at Foster’s for so long, I’ve been able to observe the times of day she gets the most irritated and have used those observations to try to avoid her at specific times. But even with those observations, sometimes that doesn’t even work and she still gets upset just by you existing. I’m sorry to go off like this on her but man, she’s such a pain and she knows it. So I guess I can’t help but admire her for being one of the most crankiest and terrifying imaginary friends in the Madame Foster household.
