Industrializing Africa: Renewed commitment towards an Inclusive and Sustainable Industrialization and Economic Diversification.

The Summit on Africa’s Industrialization and Economic Diversification will be convened under the theme “Industrialising Africa: Renewed commitment towards an Inclusive and Sustainable Industrialization and Economic Diversification.”
OPERATIONALIZATION OF THE AFCFTA. THE NEXUS WITH INDUSTRIALISATION.
Trading under the African Continental Free Trade Area (AfCFTA) Agreement was that was launched on 1st January 2021. Once fully implemented, the AFCFTA will create a single African market for goods and services, covering an estimated 1.2 billion people with a combined GDP of over USD2.5 trillion across 55 member states. In August 2020, the Secretariat of the African Continental Free Trade Area was officially opened in Accra, Ghana, a significant milestone in the full implementation of the free trade agreement. These developments cap a heroic journey to build a one-Africa integrated economy that began in earnest decades back, amplified by the 10th Extraordinary Session of the Assembly of Africa Union Heads of State and Government (HoS/G) in Kigali, Rwanda that paved the way for signature to the African Continental Free Trade Area (AfCFTA) Agreement.
To achieve the aspirations of the AfCFTA, Africa’s industrialisation and transformation agenda needs to be supported at the highest national, regional, continental, and global levels. Such a focus will be key to accelerate efforts in a selected number of key policy areas – such as energy and road infrastructure, trade facilitation, financial sector development, education development, agro-industrial transformation, green industrialisation and technological innovation and transformation. Advancing the AfCFTA and Africa-Industrialization side-by-side with deliberate efforts to realize the mutually reinforcing interdependences between the two will provide Africa’s critical success pillar and condition for Agenda 2063.
COVID-19 AND NEW NARRATIVE TOWARD ACCELERATED INDUSTRIALIZATION.
The advent of COVID-19 in 2020 has posed the most formidable risk to the smooth operationalisation of the AfCFTA, given its disruptive nature to business and commerce, whilst at the same time also put a check on the vulnerability of African economies, preventing delays in the launch date of the free trade area. Thus, the COVID-19 pandemic has further heightened the risks of perpetuating the continent’s trade and business vulnerability globally, with most commodity-dependent nations. While COVID-19 is creating a significant economic and health crisis, it also presents an invaluable opportunity for the continent to re-configure its development narrative towards prioritization of initiatives that foster to accelerate Africa’s industrialisation.
COVID-19 and its attendant disruption of global supply chains have brought to the fore the urgency and significance of driving industrialisation in the continent. More fundamentally, the pandemic has openly exposed the hollowness of African economies on several fronts, including the fragility and weakness of Africa’s industrial capabilities.
There is no doubt that, at this juncture, the development of strong regional and local/national value chains can be a game-changer to build a resilient SMEs production capacity in the continent, to seize the business opportunities emanating from the COVID-19 induced disruptions of Global value chains. Industrialisation prospects for the continent are anchored on unleashing the growth of small and micro-enterprises guided by the African Union SMEs Strategy, whose development was informed by evidence-based mapping of the peculiarities of the continent’s production systems. By creating business-enabling conditions across Member States that can enhance the longevity rate of Micro, Small and Medium-Sized Enterprises (MSMEs), the continent’s industrialisation momentum can be fuelled.

IDDA III AND AFRICA’S INDUSTRIALIZATION AGENDA
Whilst the continent’s industrial policy landscape stretches back to the 1980s from the First Industrial Decade for Africa, all the way to the Accelerated Industrial Development of Africa (AIDA, 2008), and globally, the United Nations General Assembly (UNGA) has further magnified the significance of Africa’s industrialisation through the adoption of a Resolution in July 2016 that dedicated the period 2016-2025 to the Third Industrial Development Decade for Africa (IDDA III), the performance has remained rather mixed. Under the circumstances, the development challenges currently confronting the continent, therefore, necessitate the need for effective, efficient and timely deployment of action beyond political rhetoric for any meaningful impact on delivering sustainable human development in the continent in the medium- to long-term more so.
It is encouraging to note that IDDA III presents yet another opportunity to rally global partnerships and efforts to work as a collective to drive structural transformation in Africa. As such, it should be optimally leveraged in this endeavour for any meaningful impact on delivering a sustainable and inclusive Industrialisation pathway for Africa. What is critical at the moment for Africa is to acknowledge, the need to chart a revived focus towards a rejuvenated Pan-African industrialisation agenda, and framework informed by lessons learnt this far from previous programmes, taking full cognisance of the current and evolving social, economic and political trends, and developmental needs of the continent. The continent’s capacity to deliver on Agenda 2063 hinges on industrialization. To buttress this, the UN SDGs have assigned Goal 9 towards building industries and resilient infrastructure as a way of strengthening developing economies’ capacity to address structural challenges and poverty alleviation. In addition, the IDDA III should be flexible enough to consider Africa’s industrialization within the context of uncertainties such as the global COVID-19 pandemic. Going forward, Africa’s industrialization agenda must unequivocally incorporate industries that prove to be resilient in the face of uncertainties and recovery-ready within the shortest possible time when industries are hard hit.
INDUSTRIALIZATION FOR SUSTAINABLE DEVELOPMENT IN AFRICA.
Industrialization should not be perceived as a single pathway for sustainable development in Africa. Rather, Industrialization, with strong multisectoral and multi-directional linkages to domestic economies, will help African countries to achieve higher economic growth rates and economic diversification. Success in Industrialisation will be at the core of Africa’s efforts to address key structural economic growth and development weaknesses and fragilities, some of which COVID-19 has exposed – from poverty and inequality through to inadequately developed education, health, housing and sanitation services. Seeing beyond the current challenges requires policymakers to tackle head-on other supply-side structural bottlenecks and barriers such as energy and infrastructure for enhanced enterprise competitiveness. This also places due pressure on policymakers to improve business and regulatory regimes to enhance private capital flows, absorption and adaptation of technology, ICTs, artificial intelligence, and skills transfer to unleash private sector growth.
Furthermore, sustainable success on the Africa-Industrialisation front will only be achieved with deliberate efforts to integrate and systemically address Africa’s underlying development features, such as the micro-small-medium enterprises and informal economy, the urban-rural transition, socio-economic diversity across the 55 AU member states, as well as linkages between education-skills development and industry. Cross-cutting issues such as gender, climate change, energy security, youthful population and growing unemployment, to facilitate the evolution of a sustainable and inclusive industrialisation pathway for the continent.
Africa has a lot to learn from her own experiences on Industrialisation over the last 4-5 decades as well as from other continents. However, what is abundantly clear is that Industrialisation successes in Europe and the Americas and more recently in Asia cannot be replicated in Africa. Apart from just that, Africa has its own unique circumstances, and many of the factors that propelled industrial success in other continents no longer exist. This is why advancing Africa-Industrialisation has also to take deliberate consideration of what can and should work for Africa while ensuing interdependences with the rest of the world in those areas that can amplify the continent’s benefits.

Traditional scholarship in the history of science associates the quantifiable, universal human body with the European Enlightenment or ‘new science’. This measurable, universal body, it is argued, came to define modern medicine. Behind it lay the driving forces of political economy, [...] life insurance, and modern industrial [profit] [...]. But this widely accepted history of the universalisation and systemisation of human corporeality [...] [involves] an earlier global history of enslaving and measuring bodies in the Indies, born of the Iberian slave trade between Africa and colonial Iberian America. It was in the violent and profitable world of this slave trade that universal concepts and calculations of health risks, disease and bodily characteristics [...] emerged. Indeed, the scale of data production about bodies in the early modern world of Iberian slave trading far outpaced all contemporary systems of production of knowledge about the human body.
The key concept in this early modern quantification of the body was the pieza de Indias (Spanish) or peça da India (Portuguese). [...]
The appearance of this new measure and epistemology was intimately linked to the unprecedented rise in the size and complexity of the transatlantic commerce in human bodies during the first decades of the 17th century. The new, universal measure of man was the result of the slave trade’s need to quantify the risks of investing in human corporeality and its modern afflictions. By the late 16th century, Iberian slave traders, governments, corporations and financiers from around Europe (particularly from Genoa, Florence and the Netherlands) were already thinking of the transportation of slave bodies as units of risk.

The original licences for slaves transacted in Iberia were contractual concepts that did not refer to bodily characteristics [...] [and] were of limited help [...] for calculating the productivity [of a slave's body] [...]. Consequently, slave traders and slave-trading organisations, including the House of Trade (Casa de Contratación) in Seville, developed methodologies that allowed them to translate slave bodies into numbers and calculate the inherent value [...] as it related to an increasingly normalised, constant unit called the pieza. The concept of the pieza (the piece) allowed for the creation of contracts where investors, providers and the state could prospectively calculate tariff, gains and risk using quantifiable notions of bodies [...].
The historical record makes clear that the concept of ‘the piece of the Indies’ itself was already firmly established across the Atlantic basin by the early 1600s. [...] In addition to peça, Portuguese slave traders [in West Africa] used several other terms to refer to slaves who were not adult [...], reflecting an increasingly rich taxonomy [...]. Muleque or muleca [...]. Slave traders began using these terms to refer to young bodies that they discounted at rates [...]. Calculating the value of cañengues, muleques and mulecas by converting them into standard adult [...] piezas was a common practice [...]. Portuguese officials in Sao Paulo da Assumpcao de Loanda deployed the concept when they tallied ‘the dispatch’, or fees due to the Portuguese crown, for the embarkment of African slaves bound for the Americas. Such methods to appraise slave bodies became normative in Spanish America for determining the tariffs that traders had to pay to introduce slaves in the New World.
By the late 1530s, crown officials were counting the ‘pieces of slaves’ (piezas de esclavos) disembarking in Santo Domingo and selling them to miners [...] [and] hacienda owners [...] to work in the mines and estates of the island. [...] [A] concept of an ideal body for transportation and labour [...] had emerged across the Atlantic, and during the first decades of the 17th century it was disseminated across the Pacific and Indian Oceans, being widely used in Dutch trading records. [...] [S]lave traders and government officials used the term pieza to talk about other captive bodies from the Indies, most notably native or 'Indian' bodies in the Caribbean.

The concept of the piece of the Indies appears in full form in the 1660s as part of negotiations of the terms of the asiento de negros or slave monopoly between the Spanish crown and the Genoese financiers Domingo Grillo and Ambrosio Lomelín. The contract with the Grillos established that they would ‘bring 24,500 blacks, piezas de Indias, over the course of seven years and starting in 1662’. The monopoly established as one of its conditions that ‘the said quantity of blacks should be piezas de Indias, each one seven cuartas of height and up’. [...] Slave traders used height as a proxy for life histories of health and nutrition and as a predictor of the slave’s potential productivity [...] [and] created a complex system around the marker of height [...].
[H]aving grey hair, for instance, translated into a reduction in value of one cuarta or one-seventh of the standard pieza. The conditions of 'cloud in one eye [cataracts]' signified a reduction of two cuartas; scurvy, two cuartas; phlegm, one and one-half cuartas; a 'benign hernia', one cuarta [...]. Being older than 35 years merited a one-cuarta deduction [...]. The presence of lobanillos (small tumours) was worth one and one-half cuartas’ reduction; small fingers, one-half cuarta; incapacitating scars (burns), one and one-half cuarta; [...] localised ulcers, one-sixth of a cuarta; generalised ulcers, one cuarta; [...] short-sightednesss, two cuartas; [...] missing molars, one cuarta [...].

The contractual articulation of the concept of the piece of the Indies [...] formalised slave-based knowledge production about human bodies. The contract assembled a vast storehouse of knowledge, much of it held in the House of Trade in Seville, obtained from thousands of records of bodily characteristics and diseases for hundreds of thousands of bodies [...]. The Grillos’ contract set a precedent for the 1679 contract between Spanish and Portuguese merchants and the Dutch West India Company. The 1696 asiento between Spanish crown and [financier F.M.] and [financier N/P.], for example, agreed they would transport 10,000 tonnes of freight including 30,000 piezas de Indias of the ‘regular measure of seven cuartas’. Similarly, a 1709 contract between the French Compagnie de Guinée and Dutch slave traders, settled in Amsterdam, specified that the French would pay 110 pièces de huit (pieces of eight) ‘for each black piece of Indies’ delivered in the Caribbean.
As the ‘new science’ of the European Enlightenment dawned in Europe, the piece of the Indies was well established as the most disseminated universal measure of the human body.

The Impact of the Ukraine War on International Relations
The Ukraine war, which began with Russia's annexation of Crimea in 2014 and escalated with the full-scale invasion in 2022, has profoundly impacted international relations. The conflict has shaken the foundations of global alliances, intensified geopolitical tensions, and reshaped the balance of power. Nations worldwide have had to reevaluate their positions, interests, and diplomatic strategies in response to this crisis. The war has not only altered the relationship between Russia and the West but also affected nations across Europe, Asia, Africa, and beyond.
The Revival of NATO and Western Unity
One of the most significant outcomes of the Ukraine war has been the resurgence of the North Atlantic Treaty Organization (NATO) as a united and relevant defense alliance. Prior to the conflict, NATO was perceived by some as losing its strategic focus, with questions raised about its role in a post-Cold War world. However, Russia's aggression against Ukraine brought new urgency to NATO's mission. The invasion galvanized NATO members, leading to a renewed commitment to collective defense and the alliance's core principles.
Countries that were once hesitant to engage in military alliances, such as Sweden and Finland, moved swiftly to apply for NATO membership. Their applications marked a dramatic shift in European security policy, particularly for historically neutral Finland, which shares a long border with Russia. This expansion of NATO, driven by the perceived threat of Russian aggression, highlights the strategic realignment in Europe and the growing solidarity within the Western bloc.
Moreover, the war has strengthened the transatlantic bond between the United States and Europe. The U.S. has taken a leading role in coordinating military and economic support for Ukraine, reinforcing its position as a key player in European security. The war has demonstrated that, despite internal challenges, Western nations can unite in the face of a common threat.
Deteriorating Relations Between Russia and the West
The Ukraine war has pushed relations between Russia and the West to their lowest point since the Cold War. Western countries have responded to Russia's invasion with a wide array of sanctions targeting Russian industries, individuals, and financial institutions. These sanctions have been designed to isolate Russia economically and politically, cutting off access to international markets and technology while freezing the assets of Russian oligarchs and officials.
In response, Russia has sought to pivot away from the West, deepening its ties with countries that are either neutral or hostile to Western interests. This has included strengthening economic and military relationships with nations like China, India, and Iran. While Russia's global influence has been diminished due to its actions in Ukraine, it has also demonstrated a willingness to forge new alliances and partnerships outside the Western sphere of influence.
Diplomatic relations between Russia and Western powers have reached a near-total breakdown. Multiple rounds of talks aimed at de-escalating the conflict have failed, and Russia has been increasingly isolated on the international stage. The war has shifted Russia from a regional power with global aspirations to a pariah state, its reputation damaged by the invasion and the resulting humanitarian crisis.
China's Strategic Calculations
As the Ukraine war has unfolded, China's role in the conflict and its broader geopolitical ambitions have become more pronounced. While China has officially taken a neutral stance, calling for peace and dialogue, it has not condemned Russia's invasion of Ukraine. Instead, Beijing has sought to balance its close partnership with Moscow against its desire to maintain strong economic ties with the West.
For China, the Ukraine war has highlighted the risks and opportunities of a world where great power competition is intensifying. On the one hand, China has benefited from discounted Russian energy exports and strengthened ties with Russia, which could prove advantageous in its long-term rivalry with the United States. On the other hand, Beijing is keenly aware that aligning too closely with Russia could lead to economic repercussions and strain its relationships with Europe and other major trading partners.
The conflict has also prompted concerns about China's intentions in its neighborhood, particularly regarding Taiwan. Some analysts fear that China could view Russia's actions in Ukraine as a precedent for its potential military moves in the Asia-Pacific region. The war in Ukraine has served as a cautionary tale for China, demonstrating the international backlash and economic costs that could follow any aggressive military action against Taiwan or other contested areas.
The Role of Non-Western Powers

Many non-Western nations have found themselves caught between competing interests, with some adopting a neutral stance, others aligning with Russia, and still others supporting Ukraine.
In Africa and Latin America, the conflict has reignited debates about non-alignment and sovereignty. Some countries, wary of becoming entangled in a dispute between great powers, have sought to maintain neutrality. However, others have been swayed by Russian or Western diplomatic and economic incentives. For example, several African nations, which rely heavily on Russian arms or agricultural products, have been reluctant to criticize Moscow despite Western pressure.
The war has also had direct economic impacts on many non-Western countries, mainly through disruptions in global food and energy supplies. Ukraine and Russia are significant exporters of wheat and energy, and the conflict has caused shortages and price spikes, exacerbating economic instability in regions that were already struggling with post-pandemic recovery.
The United Nations and Global Governance Challenges
The Ukraine war has underscored the limitations of international organizations like the United Nations in resolving significant conflicts between powerful nations. While the UN has played a role in providing humanitarian aid and condemning the invasion, it has been sidelined mainly in terms of mediating the conflict itself. Russia, as a permanent member of the UN Security Council, has used its veto power to block any meaningful actions against its interests.
This situation has exposed the weaknesses of global governance structures when faced with the actions of a powerful state that violates international norms. The failure to prevent or quickly resolve the Ukraine conflict has prompted calls for reforming the UN and other international bodies to make them more effective in addressing such crises.
The Ukraine war has had far-reaching consequences for international relations, reshaping alliances, intensifying geopolitical rivalries, and exposing the limitations of global governance. NATO has emerged more muscular, with a renewed sense of purpose, while Russia has become increasingly isolated from the West. China's delicate balancing act highlights the complex nature of global power dynamics in a time of great uncertainty.
As the conflict drags on, the long-term impacts on international relations will continue to evolve. The war has demonstrated that in an interconnected world, conflicts are not contained to regional borders but can have global repercussions, affecting economies, alliances, and the future of diplomacy itself. The lessons learned from this conflict will likely shape international relations for years to come.

Shipping industry groups call for action after Houthis sink 2nd vessel
Leading industry groups called on Wednesday for immediate urgent action in the Red Sea to stop Yemeni Houthi attacks on merchant shipping, following the sinking of a second ship, Arab media reported.
The Iran-backed Houthis first launched drone and missile strikes on an important trade route in November in solidarity with Palestinians in Gaza. In more than 70 attacks, they also seized one ship and its crew and killed at least three sailors. The world’s top shipping associations said in a joint statement:
“It is deplorable that innocent seafarers are being attacked while simply performing their jobs, vital jobs which keep the world warm, fed, and clothed. These attacks must stop now. We call for states with influence in the region to safeguard our innocent seafarers and for the swift de-escalation of the situation in the Red Sea.”
The Greek-owned coal ship Tutor, attacked by Yemeni Houthi militants in the Red Sea last week, has sunk, rescuers confirmed on Wednesday. The ship was hit by rockets and an explosive-laden remote-controlled boat, sources said.
International naval forces have been deployed to provide mainly defensive support to ships still passing through the Red Sea, but attacks have increased significantly.
Insurance industry sources said on Wednesday that there is growing concern about the Houthis’ use of unmanned boats. One industry source said:
“They are harder to defend against and potentially more lethal as they strike the waterline. Missiles have – to date – mainly caused deck and superstructure damage (to ships).”
Challenge for commercial shipping
According to Munro Anderson, head of operations at Vessel Protect, a Pen Underwriting company specialising in marine war risks and ship insurance, there were 10 Houthi strikes in June, up from five in May. He added:
“The first successful use of an unmanned surface vessel represents a new challenge for commercial shipping within an already complex environment.”
Meanwhile, the Houthis have attacked Israel for the first time jointly with the Iraqis. The first joint attack with the Iraqis against the Israelis was reported by Yahya Saree, a military spokesman for Yemen’s Houthis, the Ansar Allah movement. Ships carrying supplies for Israel were hit, he said.
Numerous attacks by the Houthis have forced shipping companies to divert ships from the Red Sea and Suez Canal to a longer route around the southern tip of Africa, delaying shipments and increasing the cost of goods.
