Transfer Day

A century ago, the United States made its final territorial acquisition with the purchase of the U.S. Virgin Islands. Located at the southernmost stretch of the Caribbean, the Virgin Islands are a group of three main islands — Saint Croix, Saint John, and Saint Thomas, and a cluster of 50 minor cays and islands. The day is celebrated throughout the Virgin Islands with great vigor. Parades are held at the state halls, and the American Flag is hoisted during the evening ceremony.

History of Transfer Day

The American military leadership began eyeing the Virgin Islands in the mid-1860s. The idea of the acquisition was put forward by the Secretary of State William H. Seward in 1867. For a negotiated price of $7.5 million, the Danish government ratified the sale. But the islands bore witness to intense catastrophe in the following year. Back home, the impending impeachment of President Andrew Johnson upset the proceedings even further, and the plan was finally dropped. Decades passed but the notion of a Caribbean naval base persisted with the top diplomats of the United States.

In 1900, the Secretary of State John Hay initiated the second round of negotiations, and a sale was agreed upon for $5 million. However, this time, the Danish waged their revenge and blew the deal out of the Panama Canals.

The relations between the two holdings remained sour for the majority of the early 20th century. However, the fear of European expansion in the Caribbean pushed the American diplomats to enter into a fresh round of negotiations. In March 1916, the United States offered $25 million in gold coins in exchange for the immediate cessation of the Virgin Islands. The deal was finalized in the same year, and the treaty was approved by the U.S. Senate on September 7, 1916.

Although the sale was ratified to establish a U.S. military stronghold in the Caribbean, the island proved to be a lucrative investment because of the booming tourism industry. Today, Virgin Islanders are American citizens with a seat in Congress and many constitutional protections. March 31 is celebrated to honor the peaceful cessation of the islands and the strategic expansion of the American empire.

Anonymous Sudan is a group of religiously and politically motivated hacktivists from Sudan who have been conducting religiously motivated denial-of-service attacks against several Western countries since January 2023.

The group has targeted Swedish and Danish organizations and critical infrastructure under the tags #OpSweden and #OpDenmark. Their actions were in response to a far-right activist, Rasmus Paludan, who holds both Danish and Swedish citizenship. Paludan burned a copy of the Quran in Sweden on January 21, 2023, and vowed to continue burning the Muslim holy book in Denmark until Sweden is admitted into NATO.

Because of common objectives during the Sweden attacks, Killnet announced the addition of Anonymous Sudan as an official member in its cluster of hacktivists targeting Western nations and countries opposing Russia. Anonymous Sudan has since leveraged the reputation and influence of Killnet to grow its members and become one of the more notable hacktivist groups of 2023.

During a separate multi-day campaign in March 2023, the group targeted medical facilities, universities and airports in France. The motivation for this attack was a cartoon depiction of the prophet Muhammad, allegedly referencing the controversial Charlie Hebdo caricatures. During the same period, the group also leaked information from several airlines and payment providers, claiming they hacked the organizations and posted sensitive data for sale.

Hacktivist attacks from Anonymous Sudan continued to spread throughout the world:

By April 2, 2023, the pro-Islamic groups moved their crosshairs to Israel to support pro-Palestinian hacktivists in #OpIsrael and #OpsPetir.

After France, the group moved to Australia to join the pro-Muslim hacktivists Mysterious Team and Team Insane PK in their campaign against Australia under the #OpAustralia campaign.

Later in April 2023, the group declared India as a target to sympathize with Indian Muslims under their misperceived Islamic cause.

By early May 2023, the group started running campaigns against the United States to protest potential interference in the Sudanese conflict.

In June 2023, Anonymous Sudan started extorting victims for millions through Telegram messages, while claiming to keep them offline with distributed denial-of-service (DDoS) attacks. Microsoft, one of the extortion victims, confirmed hackers were responsible for disruptions affecting Outlook, Teams, SharePoint Online, OneDrive for Business and its Azure cloud computing platform. It said the attackers were focused on "disruption and publicity" and likely used rented cloud infrastructure and open proxy infrastructures to target Microsoft servers with a high load of Layer 7 Web DDoS attacks leveraging cache bypass and slowloris.

Guidance on Anonymous Sudan attacks

Anonymous Sudan attacks are characterized as Web DDoS attacks combined with alternating waves of UDP and SYN floods. Attacks originate from tens of thousands of unique source IP addresses with UDP traffic reaching up to 600Gbps and HTTPS request floods up to several million RPS.

The group leverages public cloud server infrastructure to generate traffic and attack floods while leveraging free and open proxy infrastructures to hide and randomize the source of the attacks.

Mary was good at sports and music as a child, and was a competitive horse rider as well. Apart from playing hockey and basketball, she also played the piano, flute and clarinet.

After meeting Frederik, she enrolled herself in a short-term course in manners and grace, taking lessons in talking, walking and posing for photos. Also known as Star Makers.   

A month after Danish tabloids began reporting about the couple's courtship, she moved to Denmark in December 2001. They officially became engaged on Oct. 8, 2003.

She also started learning Danish as a foreign language in 2003 and can now speak three languages: English, Danish and French.

The Danish parliament passed a special law called Mary’s Law upon her marriage to the crowned prince, granting her a Danish citizenship. Previously, she had held dual citizenship of Australia and the U.K. A secondary title, Countess of Monpezat, was bestowed upon her in 2008.

Crown Princess Mary supports many humanitarian and children’s charities and organizations across the globe. She also lends her support to the Danish fashion industry. In 2007, the crown princess set up Mary Foundation. According to the organization's official website, it's aim is “to improve the lives of children, adults and families who – as a result of their environment, heredity, illness or other circumstances – find themselves socially isolated or excluded from society."

The Charming Betsy Canon: A Brief Review

When addressing international law cases, US courts rely on a variety of interpretive devices to navigate any conflicts that may arise. One of those interpretive devices is The Charming Betsy canon, a tool which provides a clean solution to conflicts between US domestic and international law. The canon has origins in a maritime seizure case, and it continues to have applications today.

The Charming Betsy canon emerged out of the Supreme Court case Murray v. The Charming Betsy, a case centered around the illegal seizure of a Dutch schooner in the Caribbean. The case began when The Charming Betsy, under the name The Jane, sailed from Baltimore to St. Thomas under an American flag in April of 1800. While at St. Thomas, a Dutch burger named Jared Shattuck purchased The Jane, renamed it The Charming Betsy, and had the schooner set sail for Guadaloupe with cargo meant for sale. While on its way to Guadaloupe, the schooner was seized by a French privateer then subsequently seized by the American ship Constellation under the orders of Captain Murray. After seizing the schooner, Murray proceeded to sell The Charming Betsy’s goods and impound the ship at Martinique under the Nonintercourse Act of 1800, which states that US vessels could not engage in commerce with France or any of its dependents. Murray assumed that the Act applied to The Charming Betsy due to Shattuck’s citizenship status. Shattuck was living and operating as a Dutch citizen, as seen in his burger status and oath of allegiance to the Danish crown, but he never formally renounced his US citizenship. Upon discovering this technicality, Murray assumed that the Nonintercourse Act applied to Shattuck and his schooner because, in Murray’s eyes, The Charming Betsy was an American vessel being used for French commerce. The Circuit Court of Pennsylvania and the Supreme Court both disagreed with Murray’s judgement. In his majority opinion, Chief Justice Marshall explains that because Shattuck had “made himself the subject of a foreign power” he could not seek the help of the US, as provided by the Nonintercourse Act, when his schooner was seized by the French privateer. As a result, Murray’s rational for seizing The Charming Betsy was unjustified. Furthermore, the seizure of The Charming Betsy, a Dutch boat not subject to the Nonintercourse Act, was an illegal act because “an act of Congress ought never be construed to violate the law of nations if any other possible construction remains, and consequently can never be construed to violate neutral rights or to affect neural commerce further than is warranted.” Marshall’s statement about acts of Congress constitutes the basis for The Charming Betsy canon. The canon essentially functions as an interpretive referee; it encourages the courts to not assume that either US domestic or international law is more important than the other, ultimately limiting the amount of encroachment that can occur. In short, the canon seeks to promote a peaceful coexistence between the two bodies of law.

Applications of the canon, in some form or another, can be seen in cases well into the 20th and 21st centuries (It should be made note of here, however, that the canon has experienced several changes since its creation in 1804 because of the reinterpretation of federal court power as a result of the Erie decision as well as several other factors). For example, in US v. Palestinian Liberation Organization (1988), the courts used The Charming Betsy canon to harmonize the Anti-Terrorism Act of 1987 with The Agreement Between the United States and the United Nations Regarding the Headquarters of the United Nations.Other cases related to the canon include Monica v. Reno (1997) and US v. Dion (1986). While it uses may be subtle, The Charming Betsy canon continues to remain a valuable tool for US courts.

The Charming Betsy canon may seem simple, but the canon is both powerful and complex due to its utility and evolving interpretation. When approaching subjects related to US domestic and international law, one thing is for certain. The Charming Betsy canon will likely be waiting in the wings, ready to be used.

Norwegian Prime Minister Erna Solberg heads a coalition between the Conservatives and the Progress Party, which is the third largest party in the country with 29 of the 169 seats in parliament.

The party leader, Siv Jensen, told the Aftenposten newspaper that she was against forbidding circumcision.

The reportedly last-minute and chaotic voting schedule meant that the proposed compromise - banning state funding for circumcision - failed.

Ms Jensen insisted the move was not designed to target minorities and that her party had consistently defended Israel.

The vote in Norway comes a day after Belgium’s Parliament of Wallonia voted in favour of banning ritual slaughter, which would affect Jewish kosher and Muslim halal rituals. It comes into effect in September 2019.

“This is very sad,” Ervin Kohn, a Jewish community leader in Norway, told Aftenposten.

“They [the Progress Party] must know they won’t get a majority for this in Parliament. It seems like they want to send a signal that we are unwelcome in the country.”

He tweeted encouragement for Norwegian voters to support “any other party” in the election this autumn.

Another opposing voice came from Rabbi Menachem Margolin, general director of the European Jewish Association. He wrote a letter to Israeli Prime Minister Benjamin Netanyahu to call for collaboration between European Jewish organisations and government to prevent the proliferation of anti-Jewish legislation.

“I have no doubt that the State of Israel – the state of the Jewish people – cannot remain indifferent to it, and I call on you to exert all your political influence in order to prevent the exclusion of Jews from life in various European countries,” the letter read.

At its national conference, the Progress Party also voted against the wearing of hijabs in public schools. The move follows the party’s third deputy, Aina Stenersen, calling last September for the ban of full-body swimsuits worn by some Muslim woman.

FrP’s former leader, Carl Hagen, wants to ban municipal employees in Oslo from wearing the hijab and other religious symbols.

The party also voted in favour of dual citizenship, and is assured of a majority vote in favour of the measure in Parliament. If someone holds dual citizenship and is found to have violated asylum or immigration regulations, the party argued it would be easier to strip that person of Norwegian citizenship and deport them.

According to SFGate, a mansion in Northern California tied to METALLICA drummer Lars Ulrich is on sale for $12 million. The 13,000-square-foot, six-bedroom, nine-bathroom home in Tiburon, just a short ferry ride across the Bay from San Francisco, features a recording studio, underground sport court, pool and sauna, and an aquarium over a bathtub, among many other amenities. The property sits on a 20,000-square-foot-plus lot, and the sale "will include an aggregate of three separate parcels totaling more than two acres," reads the listing. "The property owner prefers to sell all three parcels in one transaction but, for the right price, may consider selling them separately." Public records list Ulrich as a past owner of the property, which is now under a trust. METALLICA came to San Francisco at the beginning of 1983 and Ulrich has lived in Marin County, north of the city, since the 1990s. His passport and citizenship are still Danish, but he is very passionate about San Francisco. "It's a brilliant city," he told Scandinavian Traveler. "It feels like the future is being created in the San Francisco region, with the entire tech world here. It's an exciting place to live and I couldn't imagine living anywhere else in America," he said. AMANITA DERIVATIVES: A NEW TREATMENT FOR DEMENTIA? - PART IV

Enter Oxford and Cambridge graduate Jeremy Levin, a wealthy, cosmopolitan 63-year old businessman who holds South African, British, North American and Israeli citizenship. His wife, Margary, is the daughter of Stanley Feldberg, co-founder of TJX Companies, America's biggest discount clothing store chain (TK Maxx in the UK). Levin previously worked with hedge fund manager Alex Denner in managing the Jewish-American multi-billionaire Carl Icahn's health investments: the same Carl Icahn who stepped down last month as President Trump's 'special economic adviser on financial regulation' having received advance warning of a conflict-of-interest issue going public. In October 2013, after just 18 months in the post, Levin resigned as CEO of the world's biggest generic drugs company, Teva, which is also the biggest commercial firm in Israel. Apparently, he was pushed out by the company chairman because of his excessive job and cost-cutting. At any rate, he was suddenly unemployed, 59 years old, and had a lot of time to think about his next move.  

For anyone with a CV like Levin's there must have been plenty of top posts available, but in listed companies there's a limit to a CEO's wages. It's not like private companies where you can do a Sir Philip Green (one of Rachel Uchitel's many clients) and pretend uprightness while screwing the British taxpayer out of hundreds of millions of pounds (or pretend fidelity while trying to screw every busty, botoxed B-list babe in sight). Levin's next step up the corporate ladder was to found and become chairman and CEO of his own private company, Ovid Therapeutics, whose stated mission is to become 'a leading neurology company' and make him super-wealthy in the process. This seems to be a trend with middle-aged and older Big Pharma CEO's of late. Just a month before Levin stepped down, Art Levinson, the long-running Apple chairman and former Genentech CEO, founded his own Google-backed Calico hoping to combat ageing. In 2014, Tony Coles left Onyx with a personal $60 million windfall to found Yumanity Therapeutics, which raised $45 million to study fungi (yeasts) in the hope of an effective treatment for the likes of Alzheimer's and Parkinson's. Unlike Levinson, Coles is one of the few if not the only African-American biotech CEO in the States, and he had to create that position for himself. The chances of something good coming out of Yumanity are pretty slim.

The official story behind Ovid is that Levin's interest in neurology was sparked by news of those 'breakthrough' Alzheimer's drugs and the subsequent disappointments in late-stage human trials (see part one). However, Teva already had a strong foothold in the neurology market with its flagship multiple sclerosis drug, Copaxone, a branded product which brought in $3.5 billion in sales a year. This cash accounted for most of Teva's branded pharma business and 20% of total group sales. Teva also makes zolpidem and other widely-abused GABAergic drugs. Levin's departure came at a critical time for the Israeli behemoth as its patent for Copaxone was due to expire in 2014 and competitors were lining up to introduce cheaper, generic alternatives. It doesn't take a big drop in sales to threaten a group's entire corporate structure. They are like Jenga towers. Partly as a bulwark against the anticipated loss, some clever folk at Teva had taken pre-emptive measures years in advance by going on the acquisition trail.

The key acquisition for the purposes of this inquiry was Teva's announcement in May 2011 of its purchase of world-leading biopharmaceutical and neurodegenerative specialist company, Cephalon, for $6.8 billion. Luckily for Teva, the recent death by leukemia of Cephalon's 57-year old founder Frank Baldino Jr., made the company vulnerable and allowed for a smoother transaction (this wasn't the only time Teva capitalized on the death of an adversary). The deal brought Cephalon's billion-dollar flagship narcolepsy/analeptic drug Provigil (modafinil) and a dozen other products into Teva's portfolio. Most of Provigil's income is from widespread off-label use as an alternative to amphetamine, and it is used in this capacity by both the military and by astronauts to keep them wide awake and alert (does this mean less 'friendly fire' in future Major Tom?). Levin will have been familiar with all Cephalon's mind-altering products, and it just so happens that one of them in particular, the anticonvulsant/epilepsy drug Gabitril (tiagabine), is a derivative of nipecotic acid, which itself is derived from muscimol, the main active ingredient in the Fly Agaric mushroom.

So before Levin was given the boot “with immediate effect” by Teva, not only was he experienced in the business of neurology; he was also selling an approved drug that originates with the Fly Agaric. And sure, he would have been watching with interest the failure of one novel Alzheimer's drug after another. Next, he sets up a company to specialise in 'rare brain diseases', Ovid Therapeutics, and goes looking for, or had already found, a promising drug candidate. When he strategically joined the board of rising Indian biopharma firm Biocon in January 2015 he was probably already in talks with the Danish pharmaceutical company Lundbeck over one of their patented compounds - gaboxadol - that had done next to nothing for the past seven years. Three months later, Lundbeck sold its exclusive rights in gaboxadol to Ovid for an undisclosed sum, likely to be only a few million dollars given its history of failure (shades of Vivek Ramaswamy?). Lundbeck will also receive milestone payments and royalties in the event of gaboxadol going to market.

So gaboxadol has been resurrected for the second time, and a third wave of human trials are ongoing. This time, Levin thinks gaboxadol may be useful as an 'orphan drug' for a few “orphan diseases”, a group of around 7000 rare diseases so-called because they affect such small numbers of people that Big Pharma traditionally gave them a wide berth. There's just wasn't any money in it. Not any more. Orphan drugs are the new gold-rush, and they are gradually creating a lucrative new market for Big Pharma. The exclusive pharmaceutical drug Soliris (eculizumab) is the most expensive drug in the world. It is an orphan drug. A Scarface-type coke habit is particularly expensive, and it has brought many a good man to ruin, but if the rare disease you've got happens to be PNS or aHUS, well you'll have to 'excuse my French', but you're well-and-truly fucked, unless you've got a spare $500,000 a year to spend on an orphan drug which has special privileges over non-orphan drugs. Of course, you could be one of the lucky ones. The company that makes it, Alexion Pharmaceuticals, confesses to negotiating “secret discounts” for certain individuals on a case-by-case basis. But I digress...

Seminars such as ‘Displaced’ and ‘History(ies) of Migration’ brought students and refugees into teams to deconstruct notion of migration & individual impacts.

Number of artists (Tarek Atoui, Johannes Porsch, Shuddhabrata Sengupta of Raqs Media Collective, and David Rych) held ‘research-based, process-oriented interventions’ - based in belief in the ‘transformative potential of collective and embodied artistic production’

International and local speakers with expertise in artistic and institutional practise or critical theory were invited to speak ‘explored the social, geopolitical, and cultural aspects of migration’.

May 13- Nov 26 2017 at 57th Bienalle di Venezia, Venice - Eighty Participants - Shared Learning involved vocational and practical training (job training, language courses, psychological & legal counselling), collective applied activities & discursive program of lectures, talks and seminars.  Contributors selected based on criteria such as interest in pedagogical (?) working methods, experience working with marginalised groups, development or directorship of schools or alternative educational hubs run or influenced by artists, and biographical diversity.

Invited to participate in 6th Yokohama Triennale - context of geopolitical constellations and protectionist Japanese immigration policies.  This iteration of Green light centred on ‘enclosed communities’ within Japanese society, invites climate and nuclear refugees, indochinese communities who immigrated in 1970s as well as local students & volunteers.  Shared Learning Program responds to specific context in Japan - has four local NGOs

If not a full 7 or 8 week artistic workshop, Green Light can be demonstrated in smaller formats - some ‘short seminar workshops’ that last two or three days.  Held in Art Basel, Switzerland (June 18-19, 2016), the International Peace Institute in Salzburg (IPI) (September 4-6, 2016) & the National Gallery of Prague, Czech Republic (March 17-19, 2017) - some of the above were supervised by former Green Light participants, who in some instances gave workshops or small tutorials in the assembly of the lamps as well as sharing their experiences.

‘We constructed a simple experiment, in which people first had to build something together and then they had to play a sharing game with each other. This is an investment game; it is called a public goods game among economists. The idea is that I put something into a pool and you put something into a pool. We don’t know what the other person puts into the pool, but this pool magically grows and we share whatever is in it. Now the best for me would be if you put everything into the pool, I get half of your things and then I keep everything for myself. Of course for you this would be a very bad strategy, and the crucial question is if we could come up with a situation in which we both trust each other to invest the maximum. What we found in this experiment is quite surprising, namely that when people built something together, which they knew the purpose of, then they were basically investing everything in the communal pool afterward. Whereas when people didn’t know the purpose of what they were doing, then they were much more reluctant to engage in the simple collective play of investing in a sharing kind of way. And very interestingly, when they knew what the result of the work was all about, they were also much more willing to trust or invest in another person whom they hadn’t met previously.’

Interview with Anas Aljajeh (27) studied Interior Design in Damascus until Syrian civil war - parts of the workshop that worked out fine ‘cooking together, eating together, sitting, talking’.  

‘But the work itself, when we were working as a team, could sometimes get complicated, because not all the members of the team were working on the same level, you know? One person would make three lamps per day and three other people together make only one lamp a day. It created some complications.’

‘But in Greenlight I found that I actually preferred to work a little bit by myself. Because I preferred to improve, to make more lamps every day, which I could do that better if I worked alone.’

‘sometimes, I didn’t think the preparation of the wooden sticks was perfect. So I would have to redo them to my standards. Because I knew how to do it the way I wanted it to be. So that the lamps I made were perfect in my eyes, by my standards. I wanted to keep my standards.’

‘I think it’s important to find places like this, where you create infrastructure, where people come together with ideas, people who want to work and sharpen their skills.’

‘The problem with translation was there, since on the one hand we had work connecting us, but we still always needed language. You need good translators. If you can’t communicate to someone else the full idea in all its clarity, then they won’t understand what is happening.’

Fearing for Future, Some Turks Seek New Lives Abroad

ISTANBUL--Lawyer Savas Ersoy and his wife turned down many chances to leave Turkey and work abroad. But after a failed coup, a wave of bombs and the referendum on expanding presidential powers on Sunday, they are packing their bags.

Like other professionals who are leaving Turkey, the Ersoys say they are uncertain about the country’s political future and afraid of instability.

“We have been thinking of moving abroad for about a year and a half. However, with the developments in Turkey over the past six to seven months, we have decided to move,” said the 37-year-old lawyer.

Sunday’s referendum could grant President Tayyip Erdogan new authority and transform Turkish politics. Already the most powerful leader since the founder of modern Turkey Mustafa Kemal Ataturk, Erdogan has won successive elections and enjoys strong support among pious and conservative voters, mainly in rural areas.

But he is viewed with suspicion by many liberal Turks, who say the secular foundations of the country of 80 million people are being eroded by an increasingly authoritarian president.

The Ersoys are moving to the Danish capital Copenhagen this month after Ersoy’s wife, who works in the pharmaceutical sector, took up the offer of a job they had previously declined.

“We have had job offers from abroad before as well. We didn’t accept them, thinking ‘Why would we go?’ But the developments after (the failed coup on) July 15, the referendum, this executive presidency issue, things have gotten out of hand,” Ersoy said.

“We don’t know what will happen in six months. Bombs are exploding in many parts of the nation. I have a three-year old daughter and Europe is safer.”

A “Yes” vote on Sunday would empower Erdogan to appoint ministers, top officials and judges, dissolve parliament and declare emergency rule--powers his backers say are needed to confront Islamic State and Kurdish militants and root out those behind last July’s attempted coup.

Erdogan’s critics say the changes would remove checks on his power, lurching Turkey closer to becoming an authoritarian state, after a post-coup crackdown in which more than 100,000 people were sacked or suspended over suspected links with terrorist organisations.

Statistics on exactly how many professionals are leaving Turkey are hard to find, but Ersoy’s comments echo those of several who spoke to Reuters in the run-up to the referendum.

Gokhan Gokceoglu, who runs a financial consultancy firm in Britain, said a growing number of Turks were trying to follow in his footsteps.

“As someone who lives in Britain, I can say that there is an increase in demand from white-collar and well-educated people in recent times to live in Britain and get citizenship,” he told Reuters while on a holiday break in Istanbul.

While many lawyers, economists, engineers and bankers look for work or university programmes to get residency permits in foreign countries, those who do not have those options--but do have cash--buy property to secure their place abroad.

Several European Union countries offer residency permits in return for real estate investment, with minimum levels set at anything from 250,000 euros to several million euros.

Selcan Turk, who has lived in Greece for 15 years, set up a business for Turks buying property in Greece. She said she brought dozens of people to examine properties in March, and three of those prospects had turned into sales.

“Turks’ interest in Greece has increased dramatically in the past five to six months. Even though their economic status isn’t too high, they are using all the resources they have,” she said.
