Princess Anne’s organisations ➔ Save the Children Fund
Princess Anne began her work with the Save the Children Fund on 15 August 1970 - her 20th birthday - when she accepted their offer to become their new President. She immediately wanted to see the kind of work the Fund were doing on the ground, and so embarked on her first overseas trip with the Fund to their Centre in Nairobi, which was filmed by the BBC’s Blue Peter team. This was the first in a long line of trips which would see her travel to some of the most remote, poverty-stricken, and dangerous places around the world, and which saw a colossal growth for the charity. 
While the majority of her engagements for the Fund are in the UK, it is on foreign tours that she gets involved with the Fund’s most important work and witnesses at first hand how the money she helps raise is used. These extensive tours for which she became famous for, beginning in the 1980s, were when people really began to sit up and take notice.
Visiting Nepal in 1981, the Princess spent ten days visiting the SCF’s four projects in the foothills and valleys of the Himalayas, which provide basic health care for mothers and children and are run by the locals, having been educated in modern health practices by the Fund workers. Around 300 children attended the clinics daily, trekking long distances to do so. To visit one clinic, Anne had a strenuous four-hour walk through the mountains, proving her stamina.

In 1982, Anne undertook her most extensive tour with the Fund yet, which was to be a major turning point for the Fund. It took her to Swaziland, Zimbabwe, Malawi, Kenya, Somalia, Djibouti, North Yemen and Beirut. Covering 14,000 miles in three weeks by air, road and boat, she was met with poverty, starvation and disease. She visited immunization centres in places where typhoid and polio were rife, camps with tens of thousands of starving refugees, and children who were on the brink of death.
She was advised to abandon the tour halfway through when continuing hostilities between Ethiopia and Somalia had begun to reach breaking point, and the Foreign Office deemed it too dangerous. “Damn them, I’m going on” was her response. If that wasn’t enough, she rejected further warnings that she should cancel her visit to Beirut when, the day before her arrival, 62 people had been killed by a bomb close to the point where she would be travelling. It only gave her further determination. The duration of her visit to the capital, where civil war had killed hundreds, was extended by several hours which she spent touring refugee camps, medical centres and some of the worst hit areas.

Throughout the tour, the press - who had only tagged along to try and get a scoop because Mark Phillips hadn’t gone with her - were admittedly shocked and impressed by where she went, what she saw and what she did. It was a first for a member of the Royal family. Startling, shocking pictures of human suffering, highlighted by her visit, were sent around the world, alerting a previously unaware public to the plight of the impoverished, disease-ridden conditions under which vast numbers of Africans were living - and dying, thus pointing the way to a massive relief effort. The Fund organisers were delighted with the impact of the tour, and it also gave great hope to those working for the children on the ground. 
In 1984, she embarked on a ten-day tour of Morocco, Gambia and Upper Volta (now Burkina Faso), which she described herself as the most harrowing trip she’s ever made. When asked if she would ever consider a full-time career with the Fund, she said: “I have actually thought about it, but I think really I would only last about a year. What I saw, for instance, in Upper Volta made me realise I would not have the stamina to do it for much longer than that.”
What she saw was thousands of children who faced death within weeks. Life was in the hands of the weather: if the rains don’t come, the people starve. At the hospital in Gorom Gorom, she saw children with spindly legs and pot bellies through lack of food. Those too weak to move lay on rush mats, covered with flies. She brushed the swarming insects from one child’s face, but it was a futile task. “You have to stay remote,” she said, “or you’d just crack.”

There were no frills attached to these tours. Anne stayed in the refugee camps with the Fund workers. When asked about things like washing, her lady-in-waiting, the Hon. Shân Legge-Bourke, who often accompanied her, said: “We just stand under the shower with our clothes on - if there is a shower. But a bucket will do.” Anne neither expected nor received any special treatment for her Royal status. She slept in the same huts, was bitten by the same bed bugs - “little ‘friends’ who shared my sleeping bag” as she called them - and ate the same food.
Mark Bowden, who coordinated the African campaign, said: “There is a communal kitchen where the local staff prepare food that is either tinned, dried or heavily dominated by the only meat available - goat. There is goat stew, goat spaghetti bolonaise, goat everything you can think of... [Anne] is the most marvellous person who makes the most difficult conditions fun. Her presence gives everyone an enormous boost.” 
Her position gave her immediate access to presidents and other government heads who might never have been persuaded to discuss their country’s problems. Here, she demonstrated a knowledge acquired from her experience: the need for village food banks, water schemes, locally trained health workers.
On a trip to India, Fund workers had been trying to negotiate the building of a new nutritional centre for which they were being asked to pay £200,000 for. The day after Anne arrived, it was reduced to £40,000. A donation of £750,000 from the Townswomen’s Guild, of which she is patron, was used to build other health centres. She managed to secure a further £70,000 which was used to finance long-term relief projects in Bangladesh.

In Uganda, the Fund had been trying without success for months to obtain permission to go to a certain area. When Anne visited the country, she spoke to the President personally and within days, permission was given. “That is the sort of help she can give to us which no one else can do,” said Nicholas Hinton, the Director General of the Fund at the time.
When she wasn’t on a tour, she utilized her engagements in Britain to further the cause wherever she could. When she addressed a conference of freight hauliers in Brighton, she obtained donations of services from a worldwide courier company who promised to deliver medicines to any SCF project anywhere in the world free of charge. She extracted a sizeable donation from the delegates she addressed at a meeting of the Inland Revenue Staff Federstion. When Michael Parkinson invited her on to his chat show in Australia, she only agreed after a donation of £6000 was sent to the Fund.

She has since made further visits to Tanzania, Mozambique, Zambia, Sudan, Uganda and Somalia. Her extensive work with the Fund has been recognised worldwide, so much so that in 1990, she was nominated by President Kaunda of Zambia for the Nobel Peace Prize.
Most recently, Anne has travelled to Bangladesh, Sierra Leone, South Africa, Mozambique, Ethiopia, and Bosnia and Herzegovina. In addition to her trips overseas, she regularly meets fundraisers and volunteers, and visits SCF shops around the UK. She also attends and speaks at many of their special events every year.

In 2016, after serving as their president for 46 years, Anne became Patron of Save the Children, taking on the role from the Queen. Accepting her new role, she said:
"I am proud of my long association with Save the Children, and I am honoured to succeed Her Majesty as its Patron. It is an organisation that embodies a spirit of compassion, openness and excellence. Its values are an inspiration; its achievements, a source of hope for millions of children. From significantly reducing malnutrition in some of the poorest parts of Bangladesh to sheltering, feeding and vaccinating the young people affected by the devastating winds and rain of typhoon Haiyan in the Philippines and ensuring children in the UK leave primary school reading competently and able to fulfil their potential, their efforts to ensure that every child survives to live a happy, healthy life are outstanding.”

The seven-time African winners are among the 10 African teams that unconventional from the group phase of qualification to the semifinal round for the FIFA World Cup 2022. Arthur is a novelist, and although his publisher turned down his latest work, he is engaged in literary activities such as receiving an award, speaking at a conference, and teaching writing in such locations as New York City, Mexico, and Germany. IS Foreign Fighters Dispersing Via Loosely Aligned Networks 
This is part three of a four-part series. It was Easter Sunday in Sri Lanka, and the joy and serenity filling the country's churches were about to be shattered by a series of suicide bombings soon to be claimed by the Islamic State terror group. Until that point, few counterterror officials or analysts had raised concerns about IS in Sri Lanka. Unlike other parts of the world where IS had established provinces, like in Afghanistan, Libya or the Philippines, there had been little IS-related propaganda in the South Asian island nation. Nor had Sri Lanka sent many fighters to IS's self-declared caliphate. Officials there had put the number at fewer than 40, warning an unspecified number had been under surveillance.   But U.S. intelligence officials quickly confirmed the April 21 attacks were at least inspired by IS. In the weeks since, Sri Lankan officials steadily built a case that the attackers had multiple connections to the terror group. "We are the victims of global terrorism," Prime Minister Ranil Wickremesinghe told parliament on May 7. "Even if we take all those involved in the organization in Sri Lanka into custody, the terrorists can use many ways to undermine the country." Wickremesinghe's comments echoed fears expressed by numerous U.S. intelligence and counterterrorism officials that even without formal ties, IS has learned to make the most of sometimes loosely aligned criminal and terrorist networks in order to push its agenda. "They have been, unfortunately, the world's pioneer in learning how to radicalize and mobilize people to violence in the virtual world," Lt. Gen. Michael Nagata, the National Counterterrorism Center director of strategic operational planning, said at a conference in September 2018. 'Fighters have scattered' More recently, U.S. intelligence officials have warned that foreign fighters could find refuge with IS branches or networks in more than a dozen other countries, including Turkey, which for years had served as a gateway for foreign fighters looking to enter Syria. "ISIS fighters have scattered," said Seth Jones, director of the Transnational Threats Project at the Center for Strategic and International Studies, using an acronym for the group. "Those that haven't been killed or detained may have gone into Turkey. Some have moved to other battlefields. "So, keeping track of them at a point, like now, can be difficult." For those foreign fighters, linking up with IS networks elsewhere is not easy. Even in countries with porous borders, security services have been on alert. And blending in can be a challenge. "Islamic State militants traveling overseas from Iraq and Syria regularly use forged documents and passports from a range of countries, physical disguises and broken travel routes as countermeasures to evade detection," said Jade Parker, a former counterterrorism analyst in support of U.S. military activities. But even those evasive measures are not always enough. "Differences in their physical appearance from the local populations may make their presence more conspicuous and detectable by immigration, military and security authorities," Parker said. Criminal networks, which played a large role in getting foreign fighters to Syria and Iraq, have also been degraded. Very little movement "It is quite something different now than a couple years ago, when jihadis still had a functioning network of smugglers," said Thomas Renard, a senior research fellow at the Egmont Institute in Brussels. "Since 2016, the flow of travels back and forth has almost entirely stopped," he said. "There are still some people attempting to travel to jihadi areas, but in marginal numbers." Yet some foreign fighters have been successful. A recent Egmont study looking at fighters from Egypt, Morocco and Tunisia estimated that of the more than 5,000 fighters who went to Iraq, Syria or Libya, more than 1,000 returned home. Smaller numbers have made their way to Southeast Asia. Hundreds, too, have made their way back to Europe, which has long battled an IS terror network that has used both foreign fighters and local recruits to launch terror strikes, like the November 2015 attack in Paris. By 2018, the European police agency Europol estimated about 1,500 foreign fighters had returned to the continent. Some countries, like Bulgaria and Romania, have voiced concerns that foreign fighters were trying to use them as part of transit routes back home. And Hungarian intelligence has warned that a significant number of the approximately 1,000 foreign fighters from the Balkans will seek to return home if possible. At the same time, European authorities indicate the journey is becoming increasingly difficult. Several EU member states have said the number of foreign fighter returnees has declined to a trickle, with the numbers dropping dramatically starting in 2016. Still, there is concern that many of those who flocked to the IS caliphate have yet to be accounted for, especially for countries like France, from which almost 2,000 fighters went to Syria and Iraq. "Intelligence agencies don't have a clear understanding of the whereabouts of all foreign fighters and their families in Iraq and Syria," the Center for Strategic and International Studies warned in a December 2018 report, estimating that as many as 700 adults, including 300 fighters, were still abroad.   U.S. counterterrorism officials have echoed such concerns, and recently raised the estimated number of foreign fighters from Western countries to 8,000 from 5,000 as intelligence efforts have resulted in a more complete picture. Hidden fighters Researchers also warn that Britain, France and other European countries could be vulnerable to a hidden wave of returning fighters, perhaps even some who left for Syria and Iraq as children. "Even if you have half a dozen of these people over the course of five years in Europe, that settle in Germany and then decide that they want to strike out, the propaganda effect of that PR [public relations] is pretty damaging," said Colin Clarke, a senior fellow at the Soufan Center, a global security research group. "Are the mechanisms in place in Europe and elsewhere to deal with the threat, whether that's a trickle of individuals, whether it's dozens over the course of three to four years? Has the West done the necessary legwork?" Clarke said. This is the third in a series looking at the threat of IS foreign fighters. 14 Seafarers Who Spent Weeks Without Pay And Faced Starvation Are Now Back With Their Families
Eight weeks in limbo, without pay and facing starvation, far from home in the Bay of São Sebastião, Brazil, 14 seafarers from Ukraine and Montenegro are finally back with their families thanks to the ITF. And they’re home with US$261,009 backpay in hand.
In July, Renialdo de Freitas reported that, as ITF Inspector in Brazil, he had made contact with the crew and was working with government authorities to recover wages.
We can now share with you the inside story on the trials and tribulations of the crew of the Srakane.

de Freitas first picked up an SOS from chief officer Nikita Pavlenko* onboard the Srakaneafter it arrived in Salvadore from Morocco in April.
“We drop anchor today (20 April), morning time,” Pavlenko emailed. “Five crew members have not received salary for six months and don’t want to continue job. All contracts finished. We await your help.”
de Freitas asked if the vessel had deficiencies so it could be detained in a Brazilian port under local laws and the Maritime Labour Convention. Pavlenko alerted him to problems with the crane, hatch covers and navigation bridge equipment.
The 34-year-old general cargo vessel had been stuck in Salvadore a month undergoing repairs and refuelling. Crew were anxious about supplies running low and money not reaching their families. Chief Officer Pavlenko was suffering migraines at the stress.
“My headaches are only increased every day. I constantly take pills,” he later wrote.
The Panamanian flag of convenience vessel next headed south.
“I’m monitoring the vessel’s position,” de Freitas wrote to the crew. “I am ready to contact the port authorities of São Sebastião. I have already advised Claudio Tarifa (Labour inspector, Brazil) the owner, and the port authorities.”
“I have asked for urgent measures to provide food/provisions to the ship.”
When the Srakane arrived in the Port of São Sebastião on 1 June, De Freitas drove four hours down to meet the crew.
Pavlenko says the captain threatened them not to say anything. The captain blamed the crew for calling the authorities.
The master was one of only two Croatians on board the ship, which is named after an island in Croatia’s Adriatic sea and owned by a Croatian company.
“I’m told they had a bit of a fight and Pavlenko locked himself in his cabin,” said de Freitas.
The ITF Inspector advised the crew to stay calm in the face of any further provocation or harassment, and not leave the vessel before their wages were paid.
“Otherwise all of you could lose everything,” he wrote.
The crew made it clear they would take a stand.
“We are already tired of this mockery of our families,” one crew member wrote. “Many of our relatives require medicinal attention and we cannot even provide for our children.”
“Who else should we inform that our rights are violated, not only as sailors, but also as people,” he added, calling on the President of Ukraine for help.
Brazil has been a signatory to the Maritime Labour Convention (MLC) since November 2019, and government authorities decided that on this occasion it was important to enforce it.
The Brazilian Navy helped resupply the vessel. A task force made up of officials from the ministries of Labour, Justice, Social Security, federal police and the Navy was put together.
The owners representative was given a deadline of 16 June. When that date passed, the ship was detained as a guarantee of the wages and other monies owed.
de Freitas then worked with the government prosecutor by video conference to help mount the case against the ship’s owners, managers and charterers.
The ITF was preparing to claim abandonment, abuse and poor vessel maintenance under the MLC.
After finding the men on board had gone without their salaries for between four and 11 months, Brazilian Labour inspector Claudio Tarifa reported serious violations of human and labour rights to the Ukraine Consulate General. She said some crew members had not even received their pay owed from previous contracts.
“There is no other way for the crew to try to provide for themselves and to honour the basic needs of their dependents,” Tarifa reported. “The unpaid crew member becomes vulnerable and fragile. There is no option, there is no way to get off the ship, there is no way to act.”
Back in the homeland of the majority of the seafarers of the Svkrane, the ITF was also making noise. ITF Inspector Nataliya Yefrimenko spoke out:
“Their employer is breaking their obligations, and that will be having a large impact on families back home who rely on those wages.”
The ship’s operator, Oceans Wide Ltd, and the employer pleaded financial difficulties due to the Covid-19 crisis.
While the pandemic has had a large impact on the global seafaring workforce and some shipping routes, most cargo has continued to move. The crew change crisis is affecting seafarers unable to join and leave ships – but it has not yet affected shipping companies or the supply of goods. In any case, the crew of the Srakane had gone unpaid for months before the pandemic hit.
de Freitas said the ITF was wary of letting employers ‘off the hook’ for cheating crew of their wages due to Covid-19. Under the MLC, if a ship’s owner cannot pay, then other parties including charterers can become liable.
The Brazilian authorities worked tirelessly to find a solution to get the foreign crew of the Srakane home, and paid their wages.
Then, on July 4, came a breakthrough. A local businessman, João Carlos Camisa Nova Junior, of agribusiness CBA Exportação de Produtos Agrícolas Ltd, agreed to sub-charter Seachois Ltd for the Srakane to ship soyabeans to Europe. This raised US$300,000 up front and was more than enough to settle the crew’s wages and repatriation costs.
Both he and charterer Seachios signed a Conduct Adjustment Terms – CBA signing as guarantor. Seachois then arranged to employ a local Brazilian crew to take over the Srakane, enabling a crew change to go ahead abd the Ukrainian and Montenegrin crew then able to fly home.
After repairs were made the vessel was released from detention. The Srakane was back in business ready to ship goods from Port of São Sebastião across the Atlantic to Europe.
As well as receiving all wages owning, each seafarer was provided their airfares, transfers, medical care, accommodation and meals for the journey. They also each received US$400 for any out-of-pocket costs on the journey.
Three crew suffering stress were the first returned home on July 18, alongside a cadet from Montenegro. The final 12 remaining seafarers followed on on 26 July and 30 July.
The second officer and captain of the Srakane are expected to disembark after the ship arrives in the next port.
Upon arriving in the Ukraine chief officer Pavlenko wrote to ITF inspector de Freitas back in Brazil: “Thank you very much for your huge efforts and titanic work…All crew received money.”
The men of the Srakane were home. And paid.

Coronavirus Live Updates: China Now Has More Cases Than It Had of SARS
China now has more cases of coronavirus than it had of SARS.
Mainland China now has more cases of coronavirus than it had of SARS, a respiratory infection that spread across China in 2002 and 2003 and killed 774 people in 17 countries. During the SARS outbreak, China had 5,327 cases and 349 deaths, according to the World Health Organization.
The number of confirmed cases increased to 6,065 worldwide on Wednesday, according to the World Health Organization, with all but 68 of the infections taking place in mainland China. On Tuesday, there were 4,593 infections worldwide.
More than 130 people have now died from the mysterious new coronavirus, according to official Chinese statistics, but the real number is likely much higher. A dearth of test kits has hindered health officials ability to accurately diagnose and track the illness.
Here’s what we know about how the disease has spread:
◆ China said on Wednesday that 132 people had died from the virus, which is believed to have originated in the central city of Wuhan and is spreading across the country. The previous count, on Tuesday, was 106.
◆ Thailand has reported 14 cases of infection; Hong Kong has 10; the United States, Taiwan, Australia and Macau have five each; Singapore, South Korea and Malaysia each have reported four; Japan has seven; France has five; Canada has three; Vietnam has two; and Nepal, Cambodia, Germany and the United Arab Emirates each have one.
◆ Cases recorded in Taiwan, Germany, Vietnam and Japan involved patients who had not been to China. There have been no reported deaths outside China.
Americans evacuated from Wuhan land in Southern California.
The 201 Americans who were evacuated from Wuhan, the epicenter of the virus, have been instructed by federal health authorities to remain for three days on the air force base in Southern California where they landed on Wednesday.
The passengers on the flight, which was chartered by the State Department, will be fully evaluated during those three days, according to Christopher R. Braden, a deputy director of the Centers for Disease Control.
Once cleared, the passengers will be allowed to fly home, where they will be monitored for 14 days by medical teams in their area.
“We think we can do the full evaluation in three days. Some of that evaluation is taking tests and flying samples to C.D.C. in Atlanta,” Dr. Braden told a news conference in Riverside, California.
“The reason we want to do active monitoring for 14 days is to determine if they can become ill during that period,” Dr. Braden added. “That is the basic public health premise of our action.“
The flight carrying the evacuated Americans landed in Southern California, at March Air Reserve Base, shortly after 8 a.m. local time on Wednesday. The flight had stopped in Anchorage for several hours, where the passengers were checked by a team from the Centers for Disease Control.
“The whole plane erupted in cheers when the crew said, ‘Welcome home to the United States,’” said Anne Zink, Alaska’s chief medical officer.
The evacuees — consisting mainly of consular officials and their families but also including some other Americans who were in China — will be accommodated at the base during the three-day period. But they will not have contact with any military personnel on the base.
The evacuees will undergo a battery of tests. If their results, from the lab of the Centers for Disease Control, come back negative, they will be allowed to travel onward.
During a news conference, Dr. Braden was peppered with questions about the wisdom of releasing the former residents of Wuhan into communities across the country.
He said that if a person deemed a danger to the community insisted on leaving before the 72-hour period expired, “we can institute an individual quarantine for that person and we will.”
Other countries that have evacuated or plan to evacuate their citizens from Wuhan include France, South Korea, Japan, Morocco, Germany, Kazakhstan, Britain, Canada, Russia, the Netherlands, Myanmar and Australia.
Scientists have grown the new virus in a lab.
Researchers at the Peter Doherty Institute for Infection and Immunity in Melbourne, Australia, say they have grown the Wuhan coronavirus in a laboratory.
Scientists in China and other researchers have managed to do so as well, officials at the World Health Organization said on Wednesday.
Isolating and growing viral samples is standard procedure during the outbreak of a novel pathogen, said Dr. Peter J. Hotez, co-director of the Texas Children’s Hospital Center for Vaccine Development at Baylor College of Medicine in Houston.
“Early on in an outbreak, you still need to understand the biology of the new organism that’s causing infections,” Dr. Hotez said.
Scientists collect samples from fluids obtained from the lungs or nasal passages of infected patients. Researchers may use the lab-grown virus to test antiviral drugs or develop experimental vaccines, Dr. Hotez said.
By growing the novel coronavirus in controlled conditions, researchers also may get a better understanding of why the virus seems to be transmitted more easily than the SARS coronavirus, yet so far seems to have a lower mortality rate.
Scientists at the Centers for Disease Control and Prevention also are trying to grow the coronavirus from patient samples collected in the United States. Once they’ve succeeded, the agency will make samples available to infectious disease researchers through a public repository. Chinese and Australian researchers have already offered to distribute samples.
Scientists are also working quickly to develop a vaccine capable of stopping the new coronavirus.
Government scientists in China, the United States and Australia, as well as those working at Johnson & Johnson, Moderna Therapeutics and Inovio Pharmaceuticals are all engaged.
Researchers at the National Institutes of Health’s Vaccine Research Center in Maryland have pinpointed the parts of the genetic code that could be used to make a vaccine. But a vaccine could take months, if not years, to develop.
W.H.O. will again weigh whether to declare a public health emergency.
The World Health Organization will convene a meeting of experts on Thursday in Geneva to vote again on whether to declare the coronavirus epidemic a global health emergency, officials said on Wednesday.
At a news conference in Geneva on Wednesday, W.H.O. officials said they were particularly concerned about recent cases of person-to-person transmission that have been reported among people who have never been to China.
On Jan. 23, when there were about 800 confirmed cases and all 25 deaths were in China, the same committee recommended that an emergency not be declared at that time. Since then, the infection has spread to people in four countries who have never been to China.
Most patients infected with the virus develop mild symptoms, but about 20 percent become severely ill. The death rate seems to be 2 percent, W.H.O. officials said, though they cautioned that there are many unknown variables.
“This number may change,” said Dr. Maria Van Kerkhove, acting head of emerging diseases at the W.H.O. “It’s early to put a percentage on that.”
The director general of the W.H.O., Dr. Tedros Adhanom Ghebreyesus, praised China’s response to the crisis.
“The fact that to date we have only seen 68 cases outside China and no deaths is due in no small part to the extraordinary steps the government has taken to prevent the export of cases,” he said.
Health officials in China alerted Germany when a Chinese woman returning from Germany developed symptoms and tested positive for the coronavirus. Because of the shared information, at least one infection in Germany was discovered.
“This example is a good illustration of how China is engaging” with the W.H.O. and other countries, Dr. Tedros said.
But some Chinese social media users have strongly criticized the government’s handling of the outbreak, posting harrowing descriptions of untreated family members and images of hospital corridors loaded with patients.
The sheer amount of complaints — and some of the clever ways users have dodged censors, like referring to President Xi Jinping as “Trump” — have made it difficult for the Chinese government to maintain its tight grip on what is said, seen and heard about it.
Big sports competitions have been disrupted in China.
Some international sports events have been postponed or even canceled in China because of the coronavirus outbreak.
The biggest casualty so far is the indoor world athletics championships in Nanjing, which were postponed by a full year on Wednesday.
The international ski federation has canceled the first World Cup races planned for the mountain venue where the sport will be held during the 2022 Beijing Olympics, The Associated Press reported.
The governing body of athletics said the indoor championships will now be held in March 2021 instead of March 13-15 this year.
Nanjing is about 330 miles from Wuhan, where the outbreak started.
Qualifying tournaments for this summers’ Tokyo Olympics have also been affected. Women’s soccer and women’s basketball games were moved to Australia and Serbia. The soccer games had initially been moved from Wuhan to Nanjing. Boxing tournaments for the Asia and Oceania regions will be held in Jordan in March.
British Airways and Air Canada cancel all flights to and from China.
“We apologize to customers for the inconvenience, but the safety of our customers and crew is always our priority,” the company said in an emailed statement.
Other airlines have begun to scale back flights to China as the death toll and number of cases rises, but the British flag carrier, one of the world’s largest international airlines, is the first to cancel all its scheduled flights.
The airline, based in London, makes multiple flights a week to Beijing and Shanghai.
Air Canada said on Wednesday that it was also suspending all flights to China, from Thursday until Feb. 29.
And Delta announced that it was temporarily reducing its weekly flights between the United States and China, because of declining demand. From Feb. 6 through April 30, the airline will go down to 21 weekly flights, or three to four weekly flights per route.
The low-cost Indonesian carrier Lion Air and Seoul Air of South Korea also suspended all their flights to China, The Associated Press reported.
United Airlines and Air Canada said on Tuesday that they would reduce flights to China, canceling dozens of scheduled trips over the coming days and weeks because of a sudden drop in demand. Health officials in the United States have also warned against all nonessential travel to China.
In Hong Kong, the authorities have reduced by half the number of flights coming into the semiautonomous region from mainland China and have also shut down rail services to the mainland. Hong Kong’s flagship carrier, Cathay Pacific, has also suspended all flights to and from Wuhan through March.
Rise in number of cases outside China is “very concerning,” expert says.
The new coronavirus that was first discovered in China last month is showing early signs of spreading abroad, with people who never visited China during the outbreak falling ill in Germany, Japan, Taiwan and Vietnam.
The overseas cases highlight the ability of the mysterious disease, which is believed to have originated in wild animals, to be transmitted from one person to another, increasing its chances of spreading.
“These reports are concerning, if they stand up to scrutiny, which they certainly sound credible,” said Dr. Arthur Reingold, a professor of epidemiology at the University of California, Berkeley.
Some cases that have spread outside China appear to have been spread between family members, who are at greater risk while caring for sick relatives. Other cases, however, appear to have spread between people with different connections.
In Japan, a tour bus driver in his 60s who had driven two different groups from Wuhan, China, was confirmed to have the coronavirus, officials said on Tuesday. The driver had no history of traveling to Wuhan, the epicenter of the outbreak.
“I think what that says is, if we can get transmission in such a setting, then we can certainly get it in the waiting room of a clinic or a hospital,” Professor Reingold said. “That’s very concerning.”
German officials said on Tuesday that a 33-year-old man from Starnberg in Bavaria was apparently infected with the coronavirus after a Jan. 21 training event with a Chinese colleague. The Chinese colleague flew home two days later. The German man was being treated under isolation while officials identified other people with whom he might have been in contact.
Late Tuesday, health officials in Germany said three more people from the same company in Bavaria were also infected. The three were admitted to a clinic in Munich, where they were to be isolated and treated. An additional 40 people with close contact to those infected would be tested on Wednesday, officials said.
Taiwan said on Tuesday that a man had become infected after his wife had contracted the virus while working in Wuhan. He became Taiwan’s eighth case and the first known to be transmitted locally.
In an article published by The New England Journal of Medicine on Tuesday, Vietnamese physicians reported that a 65-year-old man from Wuhan appeared to have transmitted the coronavirus to his son, 27, who was living in Long An Province, southwest of Ho Chi Minh City. The father developed a fever on Jan. 17, four days after flying to Hanoi, Vietnam, from Wuhan.
The son met his father on Jan. 17, and by Jan. 20 he had a dry cough and fever. The father’s condition has improved, and the son is stable, the doctors wrote. None of their 28 identified close contacts, including the father’s wife, have developed symptoms of respiratory infection, they said.
With demand for surgical masks on the rise in China, a drugstore in Beijing has been fined more than $400,000 by the government for charging customers roughly six times what the masks are being sold for online.
State-run media said that the store was charging customers 850 yuan, or $122, for the masks, while they were being sold online for 143 yuan.
Infectious disease specialists say the disposable masks, which cover the nose and mouth, can help prevent the spread of infections if they are worn properly and used consistently.
The masks have become ubiquitous in cities across China. In Hong Kong, where the outbreak has brought back painful memories of the SARS epidemic in 2002-03, officials said that customs authorities were examining surgical masks being sold in the city for counterfeit labeling and not meeting safety standards.
In announcing the fine against the Beijing drugstore, a government notice warned that the authorities would “continue to step up enforcement and make every effort to curb the excessive and rapid rise in protective enforcement prices.”
Surgical masks have become so much in demand that a website advertising more fashionable versions of them warns that deliveries are at risk of being delayed.
Coronavirus forces some U.S. businesses operating in China to adapt.
As the death toll from the mysterious coronavirus in China keeps rising, economic analysts have counseled caution. They say it’s too soon to sound the alarm about the impact on the world economy.
And yet, some American companies with a big presence in China are being forced to adapt. Starbucks, for example, announced on Tuesday that it was temporarily closing half of its stores there.
“The magnitude of the impact will depend on the duration of store closures as we work with local authorities to manage the situation and protect our partners and customers,” Pat Grismer, its chief financial officer, said during an earnings call.
Starbucks isn’t alone. Also shuttering shops were McDonald’s and Yum China, the country’s largest restaurant company, which operates the KFC, Pizza Hut and Taco Bell brands in China and also controls its own brands.
China’s travel restrictions and expanding screenings at airports around the world have also hurt business. American Airlines stock fell more than 5 percent on Tuesday.
Hotels and resorts with properties in the affected areas, which include Macau, a special administrative region and gambling mecca, also saw the value of their shares sink. They include Wynn Resorts, Las Vegas Sands and MGM Resorts International.
Marriott, Hyatt and Hilton, which have several properties in China, also saw their stock prices slide.
Other brands that are popular in China, like Estee Lauder, Nike and Tapestry, which sells Coach, Kate Spade and Stuart Weitzman, are likely to see a dent in earnings, bank analysts said.
China is the world’s second largest economy.

Dorcas Kasinde, Miss Congo Beauty Pageant has won the Miss Africa 2018 Beauty Pageant that took place in Calabar, the Cross River State of Nigeria. The contest that took place early Friday morning at the Calabar International Conference Centre saw Miss Kasinde beat Zambia’s Gladys Kayumba (third place) and Nigeria’s Chiamaka Nnaemeka (second place) to win this years Miss Africa Beauty Pageant which is in its third edition. The winner went home with $35,000 and a sports car. The crown was presented by Miss Gaseangwe Balopi of Botswana who was the winner of the 2017 edition of the contest.

9 October 2017 - ADMH Europe organized its first Autumn University in Douy la Ramee on 29 September 1 October under the theme “here and elsewhere…fight together for human rights.” The participants passionately debated, exchanged and analyzed, during three days, in a convivial and cordial frame, during various self-formations.

28 September 2017 - A statement celebrating the final ceremony of the Community Leaders sessions which are part of the Syrian Refugees Empowerment project implemented in partnership with Tamkeen and supported by Open Society Foundation. This project works to train Community Facilitators to spread information and provide support to members of their host-communities.
CEAR
20 October 2017 - A press release stating that the Spanish Commission for Refugee Assistance has criticized the award of the Princess of Asturias Award of Concordia to the European Union. This award is undeserved in a year in which the EU countries have “failed clamorously” in their host commitments and thousands of people have continued to lose their lives at the gates of Europe.
17 October 2017 - The organizations that make up Migreurop Spain point out that the binomial that has centered the summit of the G6 has been an unfortunate idea because this linkage represents an important danger for the coexistence and only feeds the discourses of hatred, feelings of social rejection against the migrant population and an increase of radicalisms. At the summit, no initiative has been presented to strengthen the protection of migrants at borders.
16 October 2017 - A statement that Greece must ensure the relocation of refugees who arrived after the EU-Turkey agreement.  The Greek Council for Refugees, a partner organization of CEAR  has urged the competent Greek authorities to review the practice by which it excludes from the relocation program any person who entered Greek territory after the E.U-Turkey agreement.
3 October 2017 - The European Court of Human Rights condemned Spain for the complaint of two young men from Mali and Côte d'Ivoire who were expelled from Melilla in August 2014. This unprecedented sentence is the latest proof that these practices known as "hot returns" and common on the Spanish southern border are clearly illegal and violate the human right to seek asylum. In the coming months, the Congress of Deputies plans to reform the Citizen Security Law. From the Spanish Commission for Assistance to Refugee we want to push a petition to eliminate the amendment that has modified the Aliens Act and that tries to give legal appearance to these illegal returns and to end them once and for all. We would like to count on your support as an organization / collective to stop this practice that endangers the lives of thousands of people.

11 October 2017 - A report called “Time for needs: A Joint Action for an Appropriate Assessment of special needs of victims of torture and violence.”  This report outlines the most salient aspects of the procedure for recognizing international protection in the countries covered by research and reception with regard to the rules for survivors of torture and/or serious forms of violence and results of a field research attempting to return a framework on practice.

Forum Tunisien pour les droits économiques et sociaux
20 October 2017 - A press release announcing the concern of the Tunisian Forum for Economic and Social Rights over the massive deportations that the Italian government is inflicting on Tunisian non-regulatory migrants. The behavior once again demonstrates the European Union’s vision of cooperation with Southern countries, its unfair migration policy aimed at closing borders, deportations and its outsourcing strategy to these countries.
17 October 2017 - A press release denouncing the Moroccan authorities who intercepted a delegation of Maghreb associative activists, including FTDES and CRLDHT members- who came to Morocco as observers at the trial of journalist Hamid Mahdaoui and other activists.
Greek Council for Refugees
17 October 2017 - A press statement in which GCR replies to questions posed by a foreign public authority regarding the actual conditions pertaining to the access to basic social rights for beneficiaries of international protection in Greece, including persons with disabilities. GCR notes that the recognition of asylum seekers as beneficiaries of international protection does not result in any improvement of their social status. Instead, many of them continue to be homeless and unemployed with no future possibility of improvement. The majority of beneficiaries of international protection have never received adequate reception facilities, like housing and financial support. As a result, they keep facing serious welfare problems (poverty, homelessness, unemployment etc.) and most of the times they cannot cover their basic needs.
13 October 2017 - A report made upon completion of the program “Time for Needs: Listening, Healing, Protecting.”  This project  addresses the issue of the special needs of asylum seekers and refugees who were subjected to torture and/or serious violence. It is estimated that between 5-35% of the asylum seekers and refugees suffer from torture and/or serious violence. The general aim of the project was to facilitate the improvement of the effectiveness and fairness of both the asylum system and the standard of protection of victims of torture and/or serious violence. Those interviewed for the report spoke of detention centers with poor sanitation and hygiene and situated far from the main cities. They said that there was only basic medical care, no recreational activities and that their time in the centers had a very negative impact on them psychologically.
11 October 2017 - An announcement of the Greek Council for Refugees on the relocation of Syrian refugees after 20 March 2016. The Greek Council for Refugees urges the Greek authorities to review their existing practice, which excludes from the relocation program a person that fulfills the conditions laid out in the Decisions of the European Council, but entered the Greek territory after the EU-Turkey Statement.
Hotline for Migrants and Refugees
19 October 2017 - An announcement that the Hotline for Migrants and Refugees submitted a petition to two asylum seekers from Darfur who have been waiting for four years to decide their asylum request, as well as thousands of asylum seekers from the Darfur region who have applied for asylum for years.
Human Rights Association
21 October 2017 - A report stating that the pressure to silence human rights advocates, lawyers, free press workers and increasingly all opposition continues to increase. The report states that those detained on unjustified charges must be released immediately.
11 October 2017 - A press release on World Girls’ Day focusing on issues that girls in Turkey face including early marriage, free housework, less access to educational opportunities, access to health and social rights as well as primary disadvantage during local and regional conflicts.
KISA
19 October 2017 - A statement in which Kisa notes with grave concern the rise of the far-right on a European and worldwide scale. The influence exerted by the far-right on the stance and shaping of policies and political speech of conservative parties and politicians is also alarming. Now more than ever, it is necessary to stand up to far-right and neo-Nazi rhetoric with a progressive stance in favor of human rights for all.
Human Rights League - LDH
18 October 2017 - A press statement asking people to put pressure on the French government to make France’s voice heard at the U.N by supporting a draft treaty which aims to end human rights violations such as exploitation of workers, evictions of populations, funding of militias, environmental destruction and deadly pollution.
17 October 2017 - An invitation to join a press conference which denounces the idea of a “delocalized” courtroom next to the Roissy airport waiting area where thousands of foreigners are deprived of their liberty and refused entry by police to the borders, often arbitrarily.
17 October 2017 - A press release alerting the public to the situation of unaccompanied foreign minors. For the first time in ten years, this questioning of the place of these vulnerable young people in child protection has found an echo with the presidency and the government: the state plans to take over the responsibility of these minors, considering these children first as strangers.
17 October 2017 - An invitation to join a rally in the memory of Mehdi Ben Barka, an intellectual and political figure of the anti- colonialist movement on the 52nd anniversary of his kidnapping.
16 October 2017 - The LDH and the French Observatory on Detention of Foreigners (16 NGOs) denounces the “rejection policy” used by the French government against foreign nationals, that is particularly reinforced with the latest piece of legislation on security passed last month: possibly for police officers to conduct ID checks 20km around any international point of entry (train station, border, airport) without any judicial oversight, detention length pending deportation lasting up to 90 days if not 135 days (32 days before), and the increasing of the detention capacity in France (+200 detention places). Last month, the Appeals Court (Court of Cassation) invalidated the use of administrative detention for people meant to be returned to the first European country through which they had been transited (Dublin Regulation.)
SNAPAP
18 October 2017 - EuroMed Rights and SNAPAP are alerting the United Nations and the African Commission on Human and People’s Rights. Several hundred people of sub-Saharan origin were arbitrarily arrested in Algiers between late September and early October 2017 by the police and the National Gendarmerie. Without any regard for procedural safeguards and their fundamental rights, these people were arbitrarily detained at the centre in Zeralda and forcibly collectively transported to a detention centre. The statement calls on the Algerian authorities to immediately cease these discriminatory and illegal practices, and call on the special mechanisms to react as soon as possible.

The following is a supplement to the MigrAsyl November newsletter that includes information on the European Agenda on Migration.
European Union
European Agenda on Migration: Remarks by Commissioner Avramopoulos on consolidating the progress made. The EU welcomes the lowering of the total number of arrivals with 63%, but is concerned about the situation in Libya… which is precisely why the EU is acting on capacity-building in this country with a view to ensure safety and dignity to migrants there, so he stresses. Also the progress made with regard to the EU Africa Trust Fund and the EU Turkey statement is mentioned. The Commission though is unsatisfied with the number of returns under the latter agreement. Also mentioned are the 25,700 people resettled under the EU resettlement scheme since 2015 and the additional 34,4000 recently pledged by EU Member, as well as the need to facilitate return for people not in need of international protection who cannot be resettled. 25 people were relocated from Libya to Niger last week pending heir resettlement to an EU country (a very small number considering the needs but still promoted as a positive step by the Commissioner). Meanwhile, Greece is still being helped by the EU to increase capacity on the overcrowded reception islands. Finally, the commissioner made call on member States to show solidarity with regard to the issue of relocation. The overcrowded islands and the overstretched reception capacities are underlined as an issue of concern (see below the letter by Greek and international NGOs to Greek Prime Minister in this respect).

The European Commission (DG Home) responded to a request by the Chair of the LIBE commission of the European Parliament on the state of play of the EU's negotiations on, and implementation of, non-binding arrangements to facilitate readmission. According to the Commission, cooperation with third countries on readmission to break smugglers incentives remains a priority. Most third countries however, do not want to engage in negotiations on readmission agreements mainly due to internal political considerations as such agreements can be a source of public hostility. This is an important point as mounting concerns and frustration among NGOs and parliaments are increasingly voiced against non-binding arrangements meant to facilitate technical cooperation on migration with hardly any parliamentary oversight on the legality of procedures or even the human rights impact of such cooperation (EU-Afghanistan Joint Way Forward; EU-Turkey statement; Frontex’ working arrangements with non-EU countries etc.).
EU-Africa
In 2015, the EU and its member states set up the ‘EU Emergency Trust Fund for stability and addressing root causes of irregular migration and displaced persons in Africa’ to promote stability and economic opportunities and to strengthen resilience. According to  Oxfam’s analysis of all the projects approved under the instrument, the flexible nature of the EUTF has generated both opportunities and risks. This briefing argues that the Fund lacks sufficient checks and balances to ensure that European interests do not take precedence over the needs of the people that aid is intended to help.
 Key findings are available in the summary in EN and FR, and include for instance:
Civil society organizations should be able to take an active and propositional role in project development stages by being able to submit proposals for new projects. Their capacities and expertise in the humanitarian and development fields can balance political agendas
Within the €400m allocated to migration management, most projects are designed to restrict and discourage irregular migration through migration containment and control (55% of the budget allocated to migration management); raising awareness about the dangers of irregular migration (4%) and implementing policy reforms for returns (25%); and improving the identification of countries’ nationals (13%). Only a meagre 3% of the budget is allocated to developing safe and regular routes.
Greece
NGOs in Greece sent an open letter to PM Tsipras about the conditions in Greece. The main ask is to remove the geographical restrictions on asylum seekers and allow them to move to the mainland. So far there was no answer. A letter to EU MS embassies in Greece and a media advisory is planned for the coming days.

Childlike Wonder
Since being back at work for three weeks, I’ve spent considerable time reflecting on my time away. As we all know, “You learn something new every day,” but there’s more to sponge up when exploring new countries, seeing home through the eyes of another, and reviewing your faith journey and those who’ve touched it.
After drifting through Morocco, Rome, Malta, Brussels, and Dublin for nearly two weeks, dog drooling over the beauty of the desert, ocean, and capitals, I returned to Edinburgh where my boyfriend joined me for six days. We’ll call him Matt. Matt and I stared at old things, ate, watched movies, ate, wandered about, ate, and sipped on whisky (without an e) for six days. His passport received its inaugural stamp, and his curiosity reminded me of a four-year-old who just learned the phrase, “But why?” Of course, his structural engineering career perpetuated eagerness to know the purpose and age of every building and ruin in Edinburgh, many of which predate the American Constitution. His fascination reminded me to treasure my days here.
The following week I travelled to Derbyshire, England, to attend the spring YAGM conference with ten fellow U.K. YAGMs. Three wise individuals joined us for the week to lasso our energy: Julie, YAGM Program Director; Matt, U.K. Field Officer; and Justin, former U.K. YAGM. On the first night, Justin led a devotion which reminded us that we are human beings, not human doings. Therefore, we mustn’t allow ourselves to be sucked in to the belief that success comes from checking off tasks. Sometimes it’s crucial to simply be, to marvel at creation, to laugh. Throughout the week, we laughed, stretched with improvised yoga sessions, roasted s’mores, and shared our faith journeys with each other, acknowledging those who encouraged us to this position.
Two of my Godsends just happened to be waiting for me in Edinburgh when I returned. Dr. Sandra Looney, my former English professor, and Thad Titze, a fellow Augie alum and former Hungary YAGM, were chaperoning a group of Augie students on a spring break trip to Scotland for the week. Catching up with Dr. Looney reminded me of the beginning of this addiction. She accompanied me across the pond exactly four years ago when I promised to return to Scotland. On their final day in the U.K., I joined the group for a James Malcolm performance of Robbie Burns. His stunning performance is one of my fondest memories of my first visit. While in the drawing room of the same B&B relishing his melodies a second time, I realized my delight, wonder, and appreciation for the tunes had exponentially grown from four years prior.
Finally, my life’s wheels rediscovered the worn path and began to chug down the track again. This began with a dose of P’s and G’s (my lovely church). Benjamin and Zella (my two favorite two-year-olds) both spotted me, pointed, and shouted, “Kat!” During coffee break, Benjamin, who surely had grown inches since I last saw him, proceeded to walk around the room and ask his parents, “Who’s that?” His mother explained, “This is the latest phase, needing to know everyone’s names.” Benji wanted every individual accounted for, even those few his parents didn’t know. And when they would answer a name, he would make a face that revealed amazement before repeating the name. I found it phenomenal, bold, and inclusive, and it has since become my aim to approach each day, task, and person with the zeal of a two-year-old.
