I remember this. It was on a French-dubbed compilation of cartoons, that was where I first saw it as a kid.

JACK FROST (1934) by Ub Iwerks. Such a beautiful cartoon. I’ve tried to focus on the backgrounds a little when taking screenshots, as they are all so gorgeous, even though the quality isn’t exactly 4K.
