Our Nation has made tremendous progress in advancing the cause of equality for LGBTQI+ Americans, including in the military. Despite their courage and great sacrifice, thousands of LGBTQI+ service members were forced out of the military because of their sexual orientation or gender identity. Many of these patriotic Americans were subject to a court-martial. While my Administration has taken meaningful action to remedy these problems, the impact of that historical injustice remains. As Commander in Chief, I am committed to maintaining the finest fighting force in the world. That means making sure that every member of our military feels safe and respected.
Accordingly, acting pursuant to the grant of authority in Article II, Section 2, of the Constitution of the United States, I, Joseph R. Biden Jr., do hereby grant a full, complete, and unconditional pardon to persons convicted of unaggravated offenses based on consensual, private conduct with persons age 18 and older under former Article 125 of the Uniform Code of Military Justice (UCMJ), as previously codified at 10 U.S.C. 925, as well as attempts, conspiracies, and solicitations to commit such acts under Articles 80, 81, and 82, UCMJ, 10 U.S.C. 880, 881, 882. This proclamation applies to convictions during the period from Article 125’s effective date of May 31, 1951, through the December 26, 2013, enactment of section 1707 of the National Defense Authorization Act for Fiscal Year 2014 (Public Law 113-66).
The purpose of this proclamation is to pardon only offenses based on consensual, private conduct between individuals 18 and older that do not involve any aggravating factor, including:
(1) conduct that would violate 10 U.S.C. 893a, prohibiting activities with military recruits or trainees by a person in a position of special trust; (2) conduct that was committed with an individual who was coerced or, because of status, might not have felt able to refuse consent; (3) conduct on the part of the applicant constituting fraternization under Article 134 of the UCMJ; (4) conduct committed with the spouse of another military member; or (5) any factors other than those listed above that were identified by the United States Court of Appeals for the Armed Forces in United States v. Marcum as being outside the scope of Lawrence v. Texas as applied in the military context, 60 M.J. 198, 207–08 (2004).
The Military Departments (Army, Navy, or Air Force), or in the case of the Coast Guard, the Department of Homeland Security, in conjunction with the Department of Justice, shall provide information about and publicize application procedures for certificates of pardon. An applicant for a certificate of pardon under this proclamation is to submit an application to the Military Department (Army, Navy, or Air Force) that conducted the court-martial or, in the case of a Coast Guard court-martial, to the Department of Homeland Security. If the relevant Department determines that the applicant satisfies the criteria under this proclamation, following a review of relevant military justice records, the Department shall submit that determination to the Attorney General, acting through the Pardon Attorney, who shall then issue a certificate of pardon along with information on the process to apply for an upgrade of military discharge. My Administration strongly encourages veterans who receive a certificate of pardon to apply for an upgrade of military discharge.
Although the pardon under this proclamation applies only to the convictions described above, there are other LGBTQI+ individuals who served our Nation and were convicted of other crimes because of their sexual orientation or gender identity. It is the policy of my Administration to expeditiously consider and to make final pardon determinations with respect to such individuals.

Cían Ó Fáilbhe | Villager | 350 | Hellhound (Beta/Greed) | Versatile
"Is there really ever such a thing as an accident?"
Born on the southwest coast of Ireland in Kerry, within the province of Munster and the Southern Region in the early summer of 1674 to the werewolf Connal and demon – bánánach – Síle, whose services Connal’s pack required during the efforts of during the First War, Cían enjoyed eight blissful decades of life in the uninterrupted wilderness, the precious years spent harnessing and training his abilities under the careful instructions of his superiors, oblivious to the trials and tribulations further afield in the wider world until word of fae rebellion spread like wildfire throughout Ireland and seemingly overnight, the carefree days of a relatively peaceful existence (all mauling and maiming for souls aside) ended abruptly. Connal hadn’t hesitated to pledge his pack’s allegiance to the faeries; he was eager to witness the downfall of absolute vampiric rule regardless of the cost and had made sure to instil the same belief in all his offspring from the moment they were old enough to retain the information.
With the threat of war looming, the pack’s territory was plagued by the form of vampiric recruitment for the war effort. Connal had anticipated the arrival for weeks, instructing Síle and the pack’s omegas to take the pups further afield to prevent them being used as leverage. No matter how meticulously Connal planned, the arrival came in the form of an ambush at the break of dawn, just as Cían and his siblings were being roused and rounded up by younger pack members to prepare for the venture further north. Connal tried to reason with the touring vampires, feigning ignorance for the sake of civility and the safety of his pack before an unprovoked attack on Síle to cut Connal’s excuses short caused all hell to break loose. There were losses on each side, the bloodshed jarring for Cían to process despite his nature. He doesn’t remember much past being instructed to run, allowing his survival instincts to take over in search of ally territory to spread word of first blood. Seeking refuge alongside fae revolutionaries in Dublin, Cían pledged his existence to return the favour of complete devastation upon those guilty of the annihilation of his pack. He hadn’t had to return to his former territory; he’d heard the sounds and choked on the cloying scent of blood filling the air as he’d fled and that had served as sufficient grounds for retribution.
When the declaration of war finally came, Cían threw himself headfirst into the fight, often to his detriment in the early years. With the magical aid and intervention of others ensuring Cían’s complete lack of consideration for his own well-being, the young hellhound forged a formidable reputation for himself over the decades spent on the battlefield, accumulating a hefty number of kills even when the tides of fortune turned in vampiric favour. No matter the fervour with which he fought, not even Cían’s most determined attempts would prove fruitful enough to guarantee any kind of victory for those in support of the fae and when the time came for the victors to reap the spoils of their efforts, Cían knew there would be no outrunning fate the second time around. He was a battered and broken thing by the time he arrived back in Ireland to be kept as one of the first spoils of war for the newly-elected councilman and staff and he endured his enslavement for eight long, wearisome decades. Despite some significant teething issues during his first few years within the castle that resulted in punishments he still shudders to recall to this day, Cían learned how to play the game to his advantage and through repeated exemplary behaviour and a spotless track record, managed to earn the reward of a promotion.
The role of guard treated Cían well; the power bestowed upon him satiating both his greed and his instincts in one fell swoop. Continuing to perform to an exceptionally high standard for the next fifty years, Cían’s more brutal services were offered out to castles worldwide as a trusted and respected weapon with his reputation preceding him as the type to get the job done with no questions asked no matter how gruesome or harrowing the task: a command is a command and a loyal dog is a clever dog.
…Well, until a point.
Following Dmitri Shenker’s recent failed assassination attempt on Russia’s councilman (and Cían’s most recent employer), he narrowly avoided getting caught in the worst of the blast having been forewarned of the attack by the werewitch himself. The pair had been in contact for a decade prior since crossing paths in a crowded counterculture meeting beneath Soho's bustling streets. Cían had been between transfers between London to Dublin originally and had been granted one night of freedom out of trust. Taking full advantage to surround himself with his preferred types, he fell into the company of Dmitri entirely serendipitously and, through repeated attendance whenever he found the time to waste an hour listening to the younger’s rallying speeches for a socialist sweeping of society’s core structuring, forged a bond over time with a fellow kicked dog.
Cían’s relationship with Dmitri developed into something firmly conspiratorial upon the hellhound’s transfer to Russia as hired muscle following rising anti-vampiric rhetoric growing louder throughout numerous underground factions on the off-chance of retaliation, no matter how slight. It took months of tireless planning and strategic manoeuvring with a shielded mind but eventually, Cían had succeeded in providing Dmitri and the others with all the information required to make an attempt on the Russian councilman’s life, having committed the councilman’s itinerary to memory over his decade of service. Seconds before the blast decimated the building, Cían had teleported to the councilman’s side to utter a word of warning, going as far as shifting into his canine form to attempt to shield the elder from the worst of the blast for the sake of covering his own tracks should any questions arise surrounding his loyalty. Consequently, Cían suffered numerous injuries that tested the limitations of his accelerated healing and it was only thanks to the tireless efforts of Krovs’ doctors that the hellhound was able to make as swift a recovery as he did.
Now, Cían’s taking a break from life-or-death work on a daily basis. Having successfully pedalled the narrative that he was caught in the blast trying to save the good councilman’s life and earning himself a modicum of freedom as a result, he’s been enjoying a less intensive pace to life’s rhythm, settling in the residential area and working as Euphoria’s bouncer to keep a steady flow of cash coming in and, when requested, assisting the demonic side of the family in hunting down those overdue on fulfilling their contracts. The ever-present threat of being called back into servitude looms over Cían and though he won't put up too much of a fight if those in power decide to slap a collar back on him, he’s hoping his good fortune has got a little extra mileage left in it before he needs to start watching his back full-time again. The longer he can keep his head down (for the most part), the more he’s hoping to get away with when the timing’s right.

Rep. Alexandria Ocasio-Cortez, D-N.Y., is firing back at "rumors" from left-wing activists that she is hosting a high school military recruitment fair, claiming on Instagram that "large accounts" were making up lies about a recent event whose guests included military personnel from service academies.
Ocasio-Cortez co-hosted a "students service fair" with Rep. Adriano Espaillat, D-N.Y., Monday for high schoolers in the Bronx to "learn about the resources available to students" through the district office and connect them with service academies, according to a flyer for the event.
At the event were guests from the U.S. military, Marines, Naval Academy, Air Force and Coast Guard, prompting backlash toward the progressive representative who proposed a ban on certain forms of military recruitment in 2020.
"Politics is so crazy because people can just wake up and make up whatever they want to say about you," Ocasio-Cortez said on her Instagram account Monday evening. "Today, someone made up a rumor that I, me, was hosting a military recruitment fair for high schoolers. Does that sound like something I would do? No… But Somebody started a rumor that that’s what was going on. Everyone just believed it and accepted it. And the problem is when large accounts start platforming this, then is starts spreading like a wildfire and results in demands to cancel this event or for me to not show up to it."
AOC, TOP DEMOCRATS ISSUE STINGING REBUKE OF BIDEN OVER FAILED CLIMATE PROMISES
The congresswoman said that spreading false rumors is "not just a right wing thing" and those who made claims regarding the event should take down the posts.
"For doing this today, I was subject to a lot of really vile rhetoric and attacks all day today, because of a rumor. And I can’t stress how much this is not just a right wing thing," the progressive representative said. "And then even worse, after some of these accounts started platforming and spreading this completely false claim, it circulated big. There was one account where twelve thousand people like it… It leads to real safety issues and I just think it's an opportunity for all of us to pause and take a breath, because it's not all it looks like sometimes."
Ocasio-Cortez explained that when students are applying to military college universities, such as West Point, there is an application requirement for a federal nomination from a member of Congress, a senator or other federal elected official.
"We have a responsibility to inform people of that process and there were a couple of people there to talk about that," Ocasio-Cortez said trying to set the record straight regarding the military guests involvement at the event. "And even that was such a small fraction of the tables and what was there."

She went on to say that large accounts, "especially for activists and left leaning spaces, are going to get it wrong. And if they just pretend that they never get it wrong, how are they any different from other positions of power and how people operate when they get that."
"If you’re trying to impact the decisions that are made, but you have lied in the past about the decision makers, then why should people believe anyone with a track history of sharing misinformation and not owning up to it after the fact?" Ocasio-Cortez added.
In 2020, Ocasio-Cortez introduced an amendment to a House Committee on Appropriations bill that would ban military recruitment on live-streaming platforms such as Twitch, after arguing that military recruitment efforts target kids and young adults.
"Children should not be targeted in general for many marketing purposes in addition to military service," Ocasio-Cortez said on the House floor. Despite her efforts, the measure lacked the support needed to pass the amendment in the House.
Upon news of the event, the congresswoman was accused of hypocrisy for co-hosting an event that connected high schoolers with academies for military recruitment.
"Hey @AOC what's up with this? This is frickin' gross. You were sent to DC to fight against imperialism & fight for the poor & working class, NOT THE WAR MACHINE! What are you doing? Stop it," one user, who identify in their bio as an eco-socialist, wrote alongside a photo of the event flier.

I have decided to join the coast guard and I’m very excited and nervous.
What tips do you have for boot camp and leaving?

so my experience with bootcamp was different cause i was pre-covid and pre-military being nice to new recruits so here’s my advice
1. look up what the physical fitness test is and find some workouts to help with it. idk what the coastguard is like but i can tell you that in the army, if you didn’t pass your PT test, you were on the next bus out of there and processed out. PT is very, very important, so working out now will only help you succeed later
2. start looking up the basic tasks and creeds. you will more than likely have to memorize them
3. you can usually take the bare minimum: a decent pair of civs, plain underwear and sports bras, black or white socks. i was also allowed to take a note book, package of envelopes, address book and stamps.
4. HYDRATE NOW. HYDRATE TOMORROW. HYDRATE YESTERDAY. you will be dehydrated your first like three days. it just happens.
5. bootcamp is 97% mental, 3% physical. it’s a mind game. and your drill instructors will mindfuck you the whole time. keep your head down. don’t give them any reason to pick you out of the crowd.
i will tell you that bootcamp and PME schools are my favorite times of being in the military. i would 100% go back to bootcamp (the old bootcamp 🙄… idk wtf they are doing now but making soft soldiers)

I almost tried to join nearly every US military branch
this includes first with Navy, both with the officer side and enlistment side
you learn the navy officer side uses their own GPA to calculate your academic transcript from college - you see your GPA is lower than your own college's and see the very few jobs you are qualified for such as SWO
you reach out to a family-friend whose brother is in the navy and he discourages you pursuing SWO
You go to an enlistment navy recruiter and meet petty officers
then suddenly I am speaking with a marine recruiter and I swear in as an official poolee
my asvab score was 90
I fell in love with my marine recruiter's PR boss, a SSgt, that was married
at least 4 months into the DEP program attending PT
things don't unfold the way you would hope so like a Disney movie - I mean the singing (cadences) were there, you think you found the Prince
But no talks of commitment happen
you are full of self-hatred and shame more than ever
Rumors are being spread against you between two recruiting offices
One recruiter eventually threatens you “I’ll put in a bad word to Major Holliday” - but the Captain/OSO tells you he’s never heard of a Major Holliday
So you try again
you go army, you cry your ass off to the recruiters what happened at the marine side
the female army Sgt listens with immense empathy I will always appreciate
you are at MEPS thinking you are going to go become an airbourne combat medic
you are haunted with immense stress and thoughts such as "what if the creepy people in my life try to find me in the army/at the new location I get stationed at" but you comfort yourself knowing the laws
you look up what that marine you fell for up to- you listen to his podcasts
you are no longer mentally solid to continue processing with the army
you take an uber back home from MEPS after re-taking the asvab
you try to reach out to that marine, you get no response
maybe its time to try the Air Force
you study the AFOQT - the exam you take to be an Air Force officer
you look at the jets you could possibly fly, and you wish you had went the marine route so you can fly their F-35B
you call the TSgt asking about taking the exam. They say call back when you are ready to take the exam
you get distracted by your family's company and your own feelings and anxieties and fears and paranoia all come to surface
you decide later on to try coast guard because you want to enlist and get out quicker than wait to be processed as an Air Force officer recruit. With all that paperwork that need to be filled up when applying to be a military officer, you just want to escape asap thru the enlistment side especially when mom asks if you wanna marry a nephew.
you're at MEPS again
this time the men and women you met at the marine office are not with you, are not physically there for you
it saddens you
you wonder last minute if coast guard is the right way as you look at the marine corps office and the pull up bar and you wish you were going the marines route again. that pull up bar makes you want to be strong so you can master that bar.
you get red flagged at coast guard because they found your medical record about depression
your MEPS doctor says you seem solid and fit to go, they will put a waiver for you that only your recruiter can accept and process
CG recruiter does not approve of it
you feel like the ultimate loser
you wonder your worth
Later on, you find yourself spending 3 days in a forced involuntary psych ward admission speaking about the Bible to your peers in the group room. The admission disqualifies me from joining any branch for 3 years starting 2023.
you go and get baptized at your local church.
You stay single & just wait and pray to God for a man to be in your life that you want to be married to.

Analytical Application 1: Ideology and Culturalism
Ideological State Apparatus: The ideological state apparatus is the process in which mediums such as education, media and religion dispense ideas to coerce people to accept their working class position. Marx and Althusser define this as, “a certain number of realities which present themselves to the immediate observer in the form of distinct and specialized institutions (92)”.(1)
The 2018 Super Bowl Tide Commercial features famous actor David Harbour as the spokesperson for the brand in the advertisement. The commercial opened with Harbour appearing in diverse yet familiar super bowl advertisement stereotypes. These quick snippets of ads ranged from beer commercials to car commercials. Throughout each scene, he would break the fourth wall, asserting that “It’s a tide commercial” in each because he brings attention to the impeccably clean clothes the actors wear. This strategic approach continues across the various scenes, emphasizing the notion that pristine clothing results from using the Tide detergent. This commercial connects back to the idea of the ideological state apparatus because not only does the ad use a notable figure like David Harbour to endorse the product to influence consumers, but the commercial also conforms to the expectations of viewers of the superbowl while artfully playing off of it to affirm expectations and incorporate humor. In other words, the commercial cleverly conforms to viewers’ expectations of super bowl ads while simultaneously subverting those expectations with humor, creating a memorable and engaging experience. This method of influencing the working class through media is a prime example of coercing buyers to purchase the product because the advertisement appeals to their admiration for primetime football commercials and the influence that celebrities have with their platforms. The commercial capitalizes on the viewers’ admiration for football and their engagement, as well as the authoritative power celebrities have on influencing the public.

Dominant Hegemonic Position: This term refers to the group or ideology in power controlling political and economic structures while shaping prevailing cultural norms, values and beliefs. In terms of understanding messaging, Stuart Hall refers to this position as, “the ideal-typical case of ‘perfectly transparent communication’ (515)” (2). When the viewer understands and accepts the ideas of the prevailing class through messaging, it means the viewer is taking up the dominant hegemonic position.
Analysis: The Berlitz German Coast Guard commercial highlights the importance of proficiency in the English language. The commercial features a new German recruit who is stationed at the control center. He picks up a distress call from a ship that is sinking and needs assistance. However, due to the recruit’s poor proficiency in English, he misunderstands the urgent situation at hand. The ship’s distress signal calls out “We are sinking!”, while the recruit hilariously responds “What are you thinking about?”. The commercial ends with a bolded message that reads “Improve your English ''. Through the lens of the dominant hegemonic position, this commercial emphasizes the importance of effective communication through understanding language correctly, and the consequential danger of inaccurately encoding messages. By showing a critical situation where this mishap could occur, the commercial sends a strong message that proficiency in the dominant language of English is vital and necessary. Through a critical lens, this commercial is meant to explicitly state the ideals of the ruling class, and impose its worldview to maintain control of the narrative. By establishing English as the norm across the world, in this case Germany, the ruling class maintains their position with little to no pushback. Stuart Hall notes this dichotomy between reading a message exactly as it was encoded and meant to be interpreted like the dominant hegemonic position, or enveloping discourse around the topic, such as viewing pieces of media such as this through a critical lens. By viewing media through a critical lens, people challenge the ideas of dominant culture and rebel against established norms and power structures.

Culture Industry: Culture industry, coined by theorists Theodor Adorno and Max Horkheiner, refers to the mass production and mass distribution of cultural products such as music, films, television, literature, and other forms of entertainment in industrialized societies. All forms of media in kahoots with cultural production are shaped by economic and industrial forces. Horkheimer and Adorno define it as, “the present technology of the culture industry confines itself to standardization and mass production and sacrifices what once distinguished the logic of the work from that of society (95)” (3).
Analysis: “Alexa Loses Her Voice” is a commercial by Amazon that premiered during the 2018 Super Bowl. The ad begins with Alexa, the amazon virtual assistant losing her voice. Then the scene points to Amazon CEO Jeff Bezos, who sets out on a mission to find voice replacements for Alexa. Throughout the commercial, different celebrities take on the role of Alexa. These people include Gordon Ramsay, Cardi B, Rebel Wilson, and Sir Anthony Hopkinsm each putting their own entertaining spin responding to the commands of the Amazon users. The ad highlights the duality of the Amazon Echo by comparing her capabilities to the limited, comedic responses of the celebrities who stepped in to replace the virtual assistant. This video is very reminiscent of the culture theory that Horkheimer and Adorno highlight in their piece. The promotion of the Amazon Alexa as a product relies on the individual personalities and brands of the celebrities' appearances within the advertisement. Furthermore, the culture industry is used to capitalize off of consumers by using the predictability of the celebrities to appeal to the masses. This process results in the creation of a formulaic and easily consumable product pushed by notable Jeff Bezos, also seen in the video. Although the commercial reflects the influence of cultural and artistic expression, it also is overshadowed by the economic considerations of the ad itself. Primetime positioning in a super bowl commercial spot, costing millions of dollars, but strategically appealing to many different demographics through the influence of celebrities and easily digestible format.

Polysemy: Linguistic concept that denotes the capacity of a single word or sign to have multiple meanings and interpretations. Whether context-dependent/independent, they both share an underlying concept. Stuart Hall refers to the polysemic tendencies of connotations to be “transformations” depending on the decoding of media, but should not be confused with the concept of “pluralism” (4).
Analysis: The Cadbury Dairy Milk “Gorilla” ad is an iconic and unconventional commercial that initially aired in the year 2007. The advertisement features a gorilla sitting behind a drum kit in the center of a lilac room. In the background plays “In the Air Tonight” by famous singer Phil Collins. The video starts zoomed up close to the gorilla’s face and slowly zooms out, eventually leading to an impressive drum solo performed by the gorilla. The commercial does a good job of building up anticipation, as the viewer is unsure initially what the purpose of the gorilla’s presence is. The symbol of the drumming gorilla captures viewers attention and creates a memorable association with the “joy” of eating Cadbury chocolate, the lilac color being introduced at the end as the screen fades to an image of a cadbury chocolate bar. The Cadbury ad utilizes the concept of polysemy as part of its advertising strategy. In this context, the gorilla is a representation symbolically and visually, containing multiple levels of meaning. The gorilla’s humorous situation can be a reflection of playfulness and joy. The unexpected sight of a gorilla performing a drum solo brings amusement to the viewer, also aligning with the quote at the end “A glass and a half full of joy”. Other meanings and interpretations can include surprise or uniqueness. This display leaves a lasting impression on viewers of the advertisement, possibly creating a conversation around the Cadbury name and differentiating it from competitors. All in all, the polysemic nature of the commercial creates a conversation based on interpretation due to the simplistic nature of the advertisement and limited messaging.

Ideology: Ideology is a system of representations and practices that shape the way people think and understand their social reality. Ideology in capitalistic society is used as a justification for the conditions of the working class, in order to keep the ruling class in power with little backlash. Althusser talks about ideology, as well as its connection to state apparatuses dispensed through the same forms. “the ability to manipulate the ruling ideology correctly for the agents of exploitation and repression, so that they, too, will provide for the domination of the ruling class ‘in words’ (88)” (5).
Analysis: The Zazoo condom commercial takes place in a grocery store. The camera focuses first on a small child attempting to put chips into the grocery cart of his parent. The boy and his father go back and forth, putting the chips back and into the cart, until finally the child starts screaming loudly. This causes commotion in the store as the child throws a tantrum. The final scene focuses on the father, who looks completely regretful of his decision and overall checked out of the situation. Over the closeup of the father’s face comes the Zazoo condom logo along with the message “Use a condom”. This simple yet effective messaging ties into the use of ideology dispensed by the ruling class. Through the media, these messages are displayed to the working class to influence their thinking and decision making. The thought of a screaming child, a common occurrence in daily life, will remind them of the condom commercial and therefore the message “use a condom”. Ideology operates to shape individuals perceptions and beliefs to maintain the status quo and secure the reproduction of social structures within society. The ruling class is capitalizing off of these messages to influence buyers to purchase condoms, but also to urge them of the dangers if they don’t maintain the status quo. Commercials like these follow similar formats, first by showing the problem, and then a material solution to that problem. All in all, the ruling class proposes immediate and material fixes to problems that may pertain to the viewer, but have now convinced them it is one that needs to be rectified through the purchasing of a product.

Handcuffed and sent to the ER—for misbehavior: Schools are sending more kids to the hospital (AP) Three times a week, on average, a police car pulls up to a school in Wicomico County on Maryland’s Eastern Shore. A student is brought out, handcuffed and placed inside for transport to a hospital emergency room for a psychiatric evaluation. Over the past eight years, the process has been used at least 750 times on students. Some are as young as 5 years old. The state law that allows for these removals, known as petitions for emergency evaluation, is meant to be limited to people with severe mental illness, who are endangering their own lives or safety or someone else’s. It’s the first step toward getting someone involuntarily committed to a psychiatric hospital. But advocates say schools across the country are sending children to the emergency room for psychiatric evaluations in response to behaviors prompted by bullying or frustration over assignments. The ER trips, they say, often follow months, and sometimes years, of their needs not being met.
Former U.S. ambassador arrested on charges of being an agent for Cuba since 1981 (NBC News) Victor Manuel Rocha, the former U.S. ambassador to Bolivia, was arrested and charged with secretly working for Cuba. Attorney General Merrick Garland said the arrest “exposes one of the highest-reaching and longest-lasting infiltrations of the United States government by a foreign agent.” Rocha has been accused of working to promote the Cuban government’s interests since 1981, which is not a crime…unless it's done on U.S. soil and without registering with the Justice Department as a foreign lobbyist. Rocha reportedly has boasted that he “strengthened the revolution immensely.”
Britain’s nuclear break-in (Guardian) According to an investigation by The Guardian, hackers linked to Russia and China have infiltrated the U.K.’s most hazardous nuclear site. The investigation shows that officials detected the breaches into Sellafield, but they still don’t know when they first began or if all of the malware has been removed from the systems. The Guardian’s sources indicate that the hackers were able to access the highest level of confidential information from the site. This means that foreign entities have accessed activities including the movement of radioactive waste, monitoring for leaks of nuclear material, and processes that check for fires around the site. Sellafield spans about 6 square kilometers (2 square miles) across the U.K.’s Cumbrian coast. It houses the largest store of plutonium on Earth, and also stores the waste from years of testing by the U.K.’s nuclear weapons programs and power plants. Parts of the site also house emergency planning documents, which would be used by the government if a massive disaster or foreign power hit the U.K.
A Prison at War: The Convicts Sustaining Putin’s Invasion (NYT) Aleksandr Mokin had lost the will to live. Convicted of selling drugs and ostracized by his family, he endured abuse from guards and frequent spells in solitary confinement at a high-security Russian prison. Then, in the summer of 2022, Mr. Mokin and other inmates in Penal Colony No. 6 in the Chelyabinsk region started hearing that Russia was offering pardons for prisoners who survived six months of fighting in Ukraine. Mr. Mokin and 196 other inmates enlisted the same day. Two months later, Mr. Mokin was dead. A social media post showing his grave is the only known public tribute to his short life. Mr. Mokin was one of tens of thousands of convicts powering the Kremlin’s war machine. Even now, Russian inmates are still enlisting in what has become the largest military prison recruitment program since World War II. In Ukraine, these former inmates have been used mostly as cannon fodder. But they have bolstered the ranks of Russia’s forces, helping President Vladimir V. Putin postpone a new round of mobilization, which would be an unpopular measure domestically. And since many of the inmates come from poor families and rural areas, it has helped Mr. Putin to maintain the veneer of normalcy among well-off Russians in major cities.
Stalemate: Ukraine’s failed counteroffensive (Washington Post) On June 15, in a conference room at NATO headquarters in Brussels, Defense Secretary Lloyd Austin, flanked by top U.S. commanders, sat around a table with his Ukrainian counterpart, who was joined by aides from Kyiv. The room was heavy with an air of frustration. Austin, in his deliberate baritone, asked Ukrainian Defense Minister Oleksii Reznikov about Ukraine’s decision-making in the opening days of its long-awaited counteroffensive, pressing him on why his forces weren’t using Western-supplied mine-clearing equipment to enable a larger, mechanized assault, or using smoke to conceal their advances. Despite Russia’s thick defensive lines, Austin said, the Kremlin’s troops weren’t invincible. Reznikov said Ukraine’s military commanders were the ones making those decisions. But he noted that Ukraine’s armored vehicles were being destroyed by Russian helicopters, drones and artillery with every attempt to advance. Without air support, he said, the only option was to use artillery to shell Russian lines, dismount from the targeted vehicles and proceed on foot. The meeting in Brussels, less than two weeks into the campaign, illustrates how a counteroffensive born in optimism has failed to deliver its expected punch, generating friction and second-guessing between Washington and Kyiv and raising deeper questions about Ukraine’s ability to retake decisive amounts of territory. As winter approaches, and the front lines freeze into place, Ukraine’s most senior military officials acknowledge that the war has reached a stalemate.
At least 6 people have died as heavy rains from Tropical Cyclone Michaung hit India’s coasts (AP) Torrential rains and strong winds lashing India’s southern and eastern coasts have killed at least six people, officials said, as states there braced for a powerful storm expected to make landfall later Tuesday. The southern states of Tamil Nadu and Andhra Pradesh, as well as Odisha in the east, experienced heavy downpours Monday as authorities issued warnings for Tropical Cyclone Michaung, which is likely to hit the southern coast with maximum sustained winds of 90-100 kph (56-62 mph) and gusts up to 110 kph (68 mph), the Indian Meteorological Department said. On Monday night, authorities in Chennai, the capital of Tamil Nadu, said six people in the city had died as the impending storm unleashed rains that caused trees to topple and walls to collapse, and submerged roads and cars in knee-deep waters.
23 hikers presumed dead after Indonesian volcano erupts (Washington Post) Search and rescue personnel combed Mount Marapi in Indonesia after a volcano erupted with dozens of hikers on its slopes. Five bodies have been recovered and an additional 18 are missing and expected to be found dead, authorities said on Tuesday. There were 75 hikers on the mountain at the time of the eruption on Sunday, Abdul Mahari, head of communications at Indonesia’s disaster management agency, said in a briefing. About 50 have been brought down alive for medical care, Indonesian national newspaper Kompas reported. Mount Marapi, located in West Sumatra and one of that island’s most active volcanoes, erupted for four minutes and 41 seconds, spewing ash 9,800 feet upward, which rained down on the surrounding area. It had been showing increased volcanic activity since January, when it had a smaller eruption, the agency said. On Nov. 16, it was assessed at an alert level which meant tourism was not recommended within two miles of the peak, the agency added.
China’s Colossal Hidden-Debt Problem Is Coming to a Head (WSJ) China is trying to defuse a financial time bomb that could severely damage its banking system. Cities and provinces across the country have accumulated a massive amount of hidden debt following years of unchecked borrowing and spending. The International Monetary Fund and Wall Street banks estimate that the total outstanding off-balance-sheet government debt is around $7 trillion to $11 trillion. No one knows what the actual total is, but it has become abundantly clear over the past year that local governments’ debt levels have become unsustainable. Economists say a significant chunk of the hidden debt—their estimates range from $400 billion to more than $800 billion—is particularly problematic and at high risk of default.

But, after nearly two months of conflict and more than 15,000 Palestinians killed in Gaza, Netanyahu has waded into another battle: Trial proceedings over long-standing corruption allegations involving the prime minister resumed Monday. “Netanyahu was charged with bribery, fraud and breach of trust in late 2019, making him the first Israeli prime minister to be indicted while in office. Netanyahu has denied all allegations and dismissed the claims as a ‘witch hunt,’” my colleagues reported. “He has been indicted in two other cases in Israel.” Netanyahu’s legal dramas have shadowed Israeli politics for close to half a decade. They are the subtext to the prime minister’s angry campaigns against the country’s judiciary and independent media. And they have probably motivated Netanyahu’s quest for continued power and potential immunity, leading him to engineer a return to office after elections in 2022 at the head of the most far-right coalition in Israel’s history. He can be forced to resign only if convicted, which could be years from now.
Israel’s assault forced a nurse to leave babies behind. They were found decomposing. (Washington Post) The nurse in the besieged hospital was caring for five fragile babies. Infants, born premature, their parents’ whereabouts after a month of war unknown. It was the height of Israel’s assault on northern Gaza last month, and al-Nasr Children’s Hospital was a war zone. The day before, airstrikes had cut off the Gaza City facility’s oxygen supplies. Israeli tanks had surrounded the hospital complex, and the Israel Defense Forces were calling and texting the doctors, urging them to leave. But ambulances couldn’t safely reach al-Nasr to transport the wounded, and doctors refused to leave the facility without their patients. The five premature babies were particularly vulnerable. They needed oxygen, and medication administered at regular intervals. Without life support, the nurse feared, they wouldn’t survive an evacuation. Then the IDF delivered an ultimatum: Get out or be bombarded. An Israeli official, meanwhile, provided an assurance that ambulances would be arranged to retrieve the patients. The nurse saw no choice. He assessed his charges and picked up the strongest one—the baby he thought likeliest to bear a temporary cut to his oxygen supply. He left the other four on their breathing machines, reluctantly, and with his wife, their children and the one baby, headed south. Two weeks later, the pause in hostilities allowed a Gazan journalist to venture into the hospital. In the neonatal intensive care unit, Mohammed Balousha found the decomposing bodies of the four babies. He took video. The state’s governor, a religious leader and witnesses told Reuters on Monday that dozens of civilians were killed following the military drone attack that was targeting insurgents and bandits on Sunday night. Cubs again plan to investigate possibility of signing Shohei Ohtani

Why did Shohei Ohtani meet with the Chicago Cubs? That question has never been fully answered in detail. Ohtani rarely speaks with the media and his representatives at Creative Artists Agency closely guard the information around the Japanese superstar.
The Cubs were granted an audience with Ohtani in December 2017, which could mean nothing in the complex negotiations that will fascinate the baseball world. But the Cubs again plan to be involved in Ohtani’s process, a league source confirmed, which doesn’t guarantee anything other than more rumors and daydreaming about him performing at Wrigley Field.
Cubs executives simply wouldn’t be doing their jobs if they didn’t seriously investigate this possibility. It would also be bad business for a multibillion-dollar franchise to ignore the global marketing possibilities around the team’s iconic stadium and streaming platforms with Ohtani as must-see TV.
Jed Hoyer’s bold decision to sign Craig Counsell to a five-year, $40 million contract and fire manager David Ross dominated the news cycles this week at Major League Baseball’s general manager meetings in Arizona. But as executives and agents wheeled their suitcases through an outdoor plaza Thursday and checked out of the Omni Scottsdale Resort & Spa at Montelucia, the offseason focus will shift back to the players.
It’s unclear if there are any clues in the seven finalists Ohtani chose when he narrowed the list from the 30 teams that were sent a questionnaire that asked for detailed explanations on how each organization would handle the assimilation process from Japan and maximize his enormous talents as a hitter and a pitcher.
Clearly, the calculus has changed. The National League now features the full-time designated hitter and Ohtani will be recovering from elbow surgery and unavailable to pitch next season. The Los Angeles Angels squandered their six years with Ohtani, who never competed in a playoff game with Mike Trout.
The Los Angeles Dodgers are widely seen as a team that will aggressively pursue Ohtani. The Texas Rangers are coming off their first World Series title in franchise history. The San Diego Padres are preparing to cut payroll. The Seattle Mariners and San Francisco Giants could be appealing if Ohtani still has a geographic preference. The Cubs were also invited to CAA headquarters in Los Angeles to make their recruiting pitch.
“I look back on that,” Hoyer said. “We had a great meeting. It felt like we prepared a ton. It was a really good dialogue, good conversation. Obviously, he was going to only choose one out of seven. But we had been to three NLCSs in a row and won a World Series. We had things rolling pretty well.
“It doesn’t surprise me he took a meeting with us, even though us and Texas were the only two teams that weren’t on the West Coast. I think that’s why we were outliers. But it doesn’t surprise me, given when it happened. We had it rolling at that point and I think he was intrigued.”
The Cubs built part of their presentation off material they gathered while unsuccessfully courting Japanese pitcher Masahiro Tanaka after a last-place season in 2013. Cubs chairman Tom Ricketts and Theo Epstein, the president of baseball operations at that time, were involved in the Ohtani meeting. Nao Masamoto, a longtime Cubs official, served as an interpreter. To answer any questions about the team’s pitching infrastructure, the Cubs included Tommy Hottovy, the future pitching coach, and Kyle Hendricks, their World Series Game 7 starter. The Cubs showed Ohtani a piece of virtual-reality equipment used by their hitters.
“Going back to when he came over and when we met with him, there were zero questions about his ability on the mound,” Hoyer said. “That’s all borne out. But I feel like with the bat, there were a lot of questions about how things would translate and would he be able to handle inside fastballs and stuff like that. He proved he could do it.”
Hoyer laughed and continued: “There’s no question the offensive part of his game was underestimated. I think the pitching was probably viewed accurately.”
