La Ladrona de la Luna por Claudia Ramírez Lomelí es el segundo libro de la trilogía El Príncipe del Sol. Una fantasía situada en Fenrai donde el trope principal es found family pero aquí es un poco más oscuro que en el primer libro.
Me tardé un tanto en agarrar este libro, aun cuando salió el mismo año que el primero (el cuál leí hace cuatro años). No es por otra cosa que le perdí el amor a la lectura por diversión desde mi último año de la universidad. Nada contra de la trilogía, es más, ya quiero leer el tercero.
Pero bueno, la cosa aquí es que todos mis recuerdos de este mundo y los personajes se quedaron junto con el libro: empolvándose en el librero. Me costó unas 50 páginas en realmente meterme nuevamente en el mundo, recordar su historia y conectar con sus personajes. Pero lo logró que eso es lo más importante.
Lo poco que recuerdo del primer libro es el tono de inocencia y calidez que ten��an los personajes. Pues en la Ladrona eso cambió. Los personajes (lo central del libro, en mi opinión) siguen teniendo su esencia pero ahora más fuertes, más oscuros y más complejos. Es bonito ver que crecieron y ya quiero leer como se desarrollan en el último libro.
Hay algunas cuestiones en cuanto al estilo de escritura que no me encantaron: algunos diálogos forzados, partes donde claramente eran para darle información importante al lector y la descripción de los atuendos de los personajes. Este tipo de cosillas para mi gritan: escritorx primerizx. No es malo, pero creo que pudieron haber sido editados mejor. Que bueno, también puede ser deliverado y el estilo del autor, pero a mí me saltaron. Eso sí, no me molestó lo suficiente como para frenar la lectura.
Fuera de eso, el mundo creado en estos libros es muy interesante y la historia realmente logró sorprenderme con sus giros (aunque el más importante sí lo vi venir hehe). Pero lo mejor son los personajes y la manera en la que se relacionan entre ellos. Las amistades, los amores, las familias rotas, la found family. Realmente me encariñé con ellos y se nota que la autora también.
Por libros como este fue que me enamoré de leer.
En fin, creo que yo sería una lunaris que controla el agua.

"This week was a big win for animals across Mexico.
On December 2, Mexican President Claudia Sheinbaum signed a set of constitutional reforms that will pave the way for a comprehensive federal animal welfare law. The changes represent the first-ever mention of nonhuman animals in the Mexican Constitution, marking a milestone achievement for Mexico’s animal rights movement, which has for years been drawing attention to pervasive animal cruelty and extreme confinement in the country’s growing meat industry.
“This is huge,” says Dulce Ramirez, executive director of Animal Equality Mexico and the vice president of Animal Equality’s Latin American operations. These constitutional changes come after two years of campaigning by animal advocacy organizations, including Igualdad Animal Mexico, Humane Society International/Mexico (HSI/Mexico), and Movimiento Consciencia.
These reforms are internationally unique. While national animal protection laws aren’t uncommon, most countries have no mention of animals in their Constitutions. Constitutions are “a reflection of socially where we are,” Angela Fernandez, a law professor at the University of Toronto, told Vox, making any constitutional reform symbolically a big deal.
Beyond Mexico, nine countries include references to animals in their Constitutions, but those mentions have generally been brief and open to interpretation. “Mexico is different,” Kristen Stilt, faculty director at Harvard Law School’s Animal Law and Policy Program, told Vox. “It’s longer, it’s more specific. It’s in several provisions. It’s not just a general statement.”
Plenty of countries have laws against animal mistreatment, including the US, where all 50 states have an anti-cruelty law, but that doesn’t mean they’ve been particularly effective at stopping violence against animals. Part of the problem is that these laws very often exempt farmed animals such as cows, pigs, and chickens, thereby excluding from protection the overwhelming majority of animals that suffer at human hands. That’s where Mexico’s reforms stand out: They’re intended to protect all animals, including farmed animals and other exploited species.
The reforms in Mexico, the world’s largest Spanish-speaking country, represent a major advancement in the status of animals globally. It could set a precedent for other countries in Latin America, where a vibrant animal rights movement has emerged in recent years, said Macarena Montes Franceschini, a fellow at Harvard Law School’s Animal Law and Policy Program.
Still, as one of the world’s top producers of beef, chicken, pork, dairy, and eggs, Mexico has an intensive animal agriculture industry much like the US, says Antón Aguilar, HSI/Mexico’s executive director. Business interests will undoubtedly want to influence the writing of animal welfare laws that could impact their bottom lines, as they have in the US and elsewhere. The question now is what changes the constitutional reforms will really bring to animal law in Mexico, and how effective they will be.
What will these reforms do?
The reforms comprise changes to three separate articles of Mexico’s Constitution. The most foundational change amends the Constitution’s Article 73, which dictates what Congress has the authority to legislate on. The article now gives the federal government the power to issue laws on animal welfare and protection.
Previously, animal welfare was largely left up to local and state authorities, and the result has been uneven laws and enforcement across the country. While all states in Mexico have animal protection legislation, just three include farmed animals: Hidalgo, Colima, and as of last month, Oaxaca, following pressure from animal advocates. And though Mexico does have a federal law on animal health that focuses on farmed animals and includes some broad mentions of animal welfare, it was created to protect human health rather than animals. The same goes for Mexico’s federal wildlife law, which was written with a focus on sustainability and conservation, rather than on protecting individual animals from cruelty.
Perhaps the most significant part of the reforms is an amendment to Article 4 of Mexico’s Constitution prohibiting the mistreatment of animals and directing the Mexican state to guarantee the protection, adequate treatment, and conservation and care of animals. The language is broad, Ramirez says, but she sees it as a substantial improvement over existing animal welfare laws. She and other advocates worked to ensure that no animals were excluded, particularly given that farmed animals have historically been left out of animal protection.
“It’s really, really important in Mexico to start with this first step — but a big one — because now it’s all animals” that are covered, Ramirez said.
The changes to Articles 4 and 73 tee up the creation of federal legislation on animal welfare. Under these reforms, Mexico’s Congress has been directed to write a first-of-its-kind General Law of Animal Welfare, Care, and Protection, a comprehensive bill that would address and develop regulations preventing the mistreatment of all types of animals, including farmed animals, wildlife, animals in laboratories, and companion animals, Aguilar said.
This general animal welfare law will need to consider animals’“nature, characteristics and links with people,” according to the reform decree released last week. What does this actually mean? Ramirez gave the example of chickens: Part of the natural behavior of these animals is to be able to spread their wings and move around. But if chickens are stuck in cages, as is standard practice on egg factory farms, they can’t do either of those things. Now, the idea is to develop legal criteria that would consider the ability to express these natural behaviors as part of their welfare. (The language could also be interpreted to prioritize human needs, however — particularly the reference to animals’ “links with people.” Animal Equality said it would interpret this through an animal welfare lens, and with the word “link” invoking what humans owe animals.)
Finally, Article 3 of Mexico’s Constitution, which pertains to the education system, was also amended to require that animal welfare be included in school curricula for grade school and high school students. Aguilar said this change could help “attitudes shift and change in a very enduring, long-term way” for future generations. But the new constitutional language is unspecific, and the devil is in the details.
What’s next for animal welfare in Mexico
Advocates in Mexico have two focuses going forward, Ramirez and Aguilar said: shaping the general animal welfare bill into a strong piece of legislation, and working with the Ministry of Education to get meaningful implementation of animal welfare into the national curriculum."

My PJO fandom story
I first heard about Percy Jackson and the Olympians when I was like eight. I’d started reading The Kane Chronicles, and saw that in other books written by Rick Riordan. I was more interested in Egyptian mythology over Greek mythology at that time, and we didn’t have the books at my school library. When I was twelve, I saw several of my friends reading the books and still didn’t understand what all the hype was about. I thought it was overrated, so I looked it up to see if I was right. I saw the first book was The Lightning Thief, and a friend of mine had the entire series at her house. Naturally, I asked to borrow it, and naturally, I became hooked the moment I read the first sentence. I finished all the books in the span of two months and began The Heroes of Olympus series afterward. I cannot believe I ever thought I would hate those books.

Personnel History: Legionnaire Ramirez was born in a suburb of San Antonio, Texas, an only child. Ramirez was raised in a stable and loving environment, his father a lawyer and his mother a schoolteacher, brought up with many friends in a close-knit community. He engaged in baseline forms of youthful rebellion, underage drinking, skipping school, and the like.
Ramirez’s immediate family was not particularly religious, but had him baptized as a young child at the behest of his grandparents. Ramirez took a greater personal interest in his faith, and underwent Confirmation at the age of 14, choosing Saint Jeanne D’Arc as his Confirmation Saint.
Legionnaire Ramirez married in 1997, at the age of 20, to Claudia Salazar. Together they had two daughters, Maria and Ximena Ramirez. All still live, Claudia has yet to remarry. Claudia is currently 47 years of age, Maria is currently 25, and Ximena is 23. Maria married a man by the name of Jackson Sawyer in 2023, and together they have one son, Emmanuel, 1 year of age, christened after Legionnaire Ramirez.
Following the United States of Americas beginning of the conflict known as the Global War on Terror in October of 2001, Ramirez enlisted in the United States Marine Corps, being sorted into 3rd Battalion, 1st Marines (3/1).
In his mortal service, he took part in the 2003 Invasion of Iraq, as 3/1 was heavily involved in both the fighting in Kuwait and the push into Iraq proper, including the Battle of Nasiriyah. Legionnaire Ramirez took part in the Second Battle of Fallujah in late 2004, where he met with his mortal death. Emmanuel Ramirez was killed on November 10th, 2004, attempting to recover a fellow Marine who had been wounded by sniper fire, killed by the sniper himself in his attempt.
Upon his arrival in Heaven, Ramirez volunteered for service in the 778th after six months, declaring that whilst he found the company of his loved ones pleasant, the knowledge of what the Legions fought precluded him from putting down his arms while his wife and daughters still remained on Earth. His motivations were examined, his decision counseled, and he was accepted into the ranks of the 778th with full honors.
Psychological Profile: Ramirez has voiced on several occasions his concerns for his earth-bound family, worry of their wellbeing, and a desire to check on them. This is extremely common in mortal souls with still-living immediate family, particularly children.

Ramirez exhibited symptoms of extreme psychological distress upon realization that several of the Marines who had died in combat with him are not present in Heaven. He has put forth numerous requests to be transferred to the Heaven Embassy in the Pride Ring of Hell, presumably with the goal of attempting to make contact with his Damned comrades. These requests have only increased in frequency with the widespread dissemination of information on Princess Morningstars successful attempt at redeeming Damned souls.
Suggest granting requests, only after counseling Legionnaire Ramirez on the probability of these individuals having been destroyed during one of the Exterminations.

That's the link of Phillip graves's betrayal. The detail that his name changes color of his status and same with General Shepherd in an another cut scene and it made me think of Desmond using eagle vision saw him changed color especially this is the moment Philip graves mentioned him as an assassin and the brotherhood in that and the 141 task force + Alejandro and Rudy learned about and you know spice up with angst. I believe Farah makes Desmond possibly go soft on her and treat her like a sister cause her strong personality reminds me of Claudia. I don't know what will be the first impression of Alex to Desmond (They might get along cos they are Americans lol). I want the task force be amazed (Desmond deserves all the positive attention at the dual his hidden blades, hidden gun, parkour and rope dart (Connor definitively knows how) and maybe sharing his wisdom *cough* bleeding effects *cough* of the views and tenants of the creed. If Desmond is ever going to have a 'recruit' in MW, it'll either be Ramirez and/or Farah. Alex and Desmond would probably be sus over one another because Alex is CIA and Desmond is pretending to be CIA XD

Desmond knew something was up even before they reached the barricade that had suddenly popped up at the entrance of Los Vaqueros’ base.
Desmond had his Eagle Vision activated the entire ride, more as a precaution than anything else. Alejandro, Soap, and Ghost were as blue as always with Ghost’s blue the most vibrant of them all.
He missed the blues of the rest of 141 and Ramirez’ but they had their own mission to take care of.
And Desmond had been consoling himself with the blues of Graves and Shadow Company.
It was nice…
Being surrounded by blues for once.
Especially by fellow Assassins like Shadow Company.
Which was why the sudden white of their forms just before they reached the gates immediately made Desmond wary.
Something was happening…
And the blues of Shadow Company was now being slowly smothered by the white like some kind of fading gradient.
Desmond followed his team as they got out of the car at the same time Graves and his men came out of theirs but he kept his hands on his ACR, just in case.
Desmond took a step forward to follow Alejandro but stopped when Ghost placed a hand on his chest, pushing him back slightly. Desmond turned to look at Ghost who simply shook his head at him almost unnoticeably while Alejandro loudly asked, “What’s this?”
“This is the immediate future.” Graves answered calmly, his tone having lost all casualness he used to show to 141 and Alejandro, “Step away from the gate.”
“What?” Soap asked with furrowed brows.
“You’re crazy, this is my base.” Alejandro reminded them as he raised his arms briefly.
“It’s not a base. This is a sizeable facility and I admire it.” Graves glanced at Desmond as he announced, “So we’ll be using it as our bureau for this operation.”
Desmond froze at those words while Graves continued, turning his attention back to Alejandro and Soap, “You boys have been relieved. Thank you for your service.”
“No, no, no.” Alejandro immediately spoke with growing fury in his voice, “I don’t tak-”
“Desmond.” Graves cut Alejandro off as he turned to face Desmond, “It’s time for us to do what we’re meant to do, brother.”
Desmond’s eyes widened just as both Soap and Alejandro turned to stare at him.
“What does he mean by that, Desmond?” Soap asked, “Did you know about this?”
“Know about it? He’s part of it.” Graves answered for Desmond and Desmond could only watch in silence as Graves and the Shadow Company around him took off a part of their patch, removing part of the shades and the rook and revealing a black Assassin insignia underneath.
Desmond barely heard Graves’ next words, “He’s been part of it longer than any of us.”
All he could focus on was the words written below the insignia.

“What does he mean by that, Desmond?” Soap’s voice shook Desmond out of his stupor and he turned to stare at Soap.
“You’re with them?!” Alejandro shouted as he took a step away from Graves and pointed an accusing finger at Desmond.
“Does Shepherd know?” Soap asked as he took a step towards the car.
“Commander Shepherd sends his regards.” Graves answered and they all turned to face him once more. Graves stared at Desmond as he added, “And he told me to remind you…”
“Remember that you are a part of our Brotherhood.” Graves glanced at Soap as he stated, “Not theirs.”
Desmond tightened his grip on his ACR as he finally spoke, “I’m loyal to the Creed…”
“But I am not loyal to any master.” Desmond let go of his ACR and quickly pulled out his USP.45, making everyone raise their main weapon.
“Hold your fire!” Both Graves and Soap ordered when they both realized that Desmond had aimed his sidearm…
At his own temple.
“Desmond…”
“You talk too much, Graves.” Desmond took a step back as he used his left hand to show everyone his hidden blade, “You all know what this does, right?”
Desmond placed his left hand on the side of his neck as he said, “Before anyone gets the idea of shooting my hand off so I can’t fire my gun, all I need to do is twitch and I’ll pierce my own neck.”
“Desmond…” Soap called out as he kept his own gun aimed at Graves’ men.
“Desperate times, Soap.” Desmond said with an obviously fake cheerful tone before glaring at Graves, “So, Graves. Don’t talk, just listen.”
“Shepherd needs me.” Desmond stated, “That’s the only reason why you would go to all this trouble to blow my cover right here and now. You’re trying to turn 141 against me.”
Soap and Alejandro glanced at Desmond but kept quiet.
“Which means you need me to come to you willingly.” Desmond stared at Graves’ impressive poker face.
Then he glanced at the body posture of the men behind Graves.
“It’s Soma.” Desmond realized, “You need me to find Soma…”
Desmond glanced beyond the gates before continuing, “You’ve got confirmation that Soma is in there but you don’t know where. That’s why you need me.”
Graves was quiet for a moment before he stated, “No.”
Desmond frowned at that.
“We’ve retrieved Soma and it’s now en route to General Shepherd’s location.” Graves informed him, lips curving into that cocky smile of his that Desmond had actually liked, “You’re not the only one with Eagle Vision, Desmond.”
“Then why do you need-” Desmond stopped, eyes widening as he realized, “You need me to activate it.”
“Only your genes can activate Soma.” Graves answered with a nod, “According to our research, the power Soma holds can be used as targeted strikes but it needs an Anima to control the strikes.”
“You want me to use Soma to take down the Templars.” Desmond realized, eyes widening even further as he added, “To attack Abstergo facilities!”
“There are innocent people there!” Desmond shouted, “Not everyone in Abstergo are Templars, Graves!”
“And they killed children during the Great Purge!” Graves shouted back, “Do you think they were Assassins too, Desmond?! Do you think everyone the Templars killed during the Great Purge were Assassins?! Fathers, mothers, brothers, sisters…”
“The Templars did not give us mercy then, why should we show them mercy now?!” Graves asked as he kept his weapon lowered while taking a step toward Desmond. Alejandro, Soap, and Ghost pointed their guns at Graves but Graves kept his eyes on Desmond, “You weren’t there to see it! You were safe in William Miles’ little Farm!”
“But we…” Graves took a step back and raised his arms as he announced, “We are the shadows that were left behind by that genocide! We are the shadows that will avenge the dead!”
“And you’re the sun that will make us larger than we have ever been.” Graves announced as he offered his hand to Desmond, “This is it, Desmond. This is our time to turn the tide. No more staying in the shadows, no more hiding from Abstergo or the Templars.”
“With you as the Anima…” Graves’ eyes were clear but Desmond could hear the fanaticism in his voice, “We will burn the Templars to the ground once more.”
“Just like Ezio Auditore did in Cappadocia.”
Desmond took a step back as he said, “No.”
Desmond shook his head as he shouted, “No! Cappadocia was a mistake!”
“I won’t do it, Graves.” Desmond stated before staring at the men who all had different shades of blue and white right now behind Graves, “This isn’t our way. This isn’t how our Brotherhood should be.”
“The Brotherhood we have now, William Miles’ Brotherhood, is nothing more than a rat scurrying in the sewers on its own shit!” Graves argued before slowly taking out a white phone from his back pocket.
“What’s that, Graves?!” Soap shouted as he aimed at the phone.
“Relax. I’m making a call to someone Desmond would want to speak to.” Graves said calmly as he pressed the call button before showing the phone to all of them, “Shepherd told me you wouldn’t see reason. That you’re too soft.”
“I was stupid enough to think he’s wrong. That you would have Ezio Auditore’s courage instead.” Graves stated as he glared at Desmond.
“Don’t talk to me about Ezio. I know Ezio more than anyone in the world! He wouldn’t have approved of this!” Desmond shouted, trying to get the men behind Graves to see the truth.
“Ezio Auditore took Rome from Borgia rule by fire and blood.” Shepherd’s voice was heard from the phone and the phone’s screen changed to a video of Shepherd, “And we will take the world back from Abstergo’s control.”
“Shepherd.” Soap growled as he glared at the phone.
“Graves, take everyone in.” Shepherd ordered, “If our Anima does not wish to take his proper place for the sake of the Brotherhood then he will do it for the people he cares about.”
“If you think we’re just going to let you take us-”
“You will.” Shepherd cut Soap off as he said, “Desmond will make sure of it.”
“What?”
“Have you forgotten?” Shepherd asked calmly, “The two transfers in Shadow Company?”
Desmond froze as Shepherd stepped to the side, revealing…
“Shaun! Rebecca!” Desmond shouted as he saw the slumped figures of Shaun and Rebecca tied to the chairs.
“You saved the world once, Desmond.” Shepherd stated and stepped back to the frame of the video once more, “It’s time to save it once more, son.”
The video cut at that and Graves returned the phone to his back pocket. He aimed his gun at Alejandro calmly as he said, “You heard the commander, Desmond. It’s time to come home.”
A tense silence fell on all of them.
Until…
“Take cover!” Ghost ordered and they all reacted immediately, falling to their stomach just as one of the men behind Graves suddenly threw two smoke grenades.
“Left side, go!” Ghost ordered and all of them immediately rolled to the left just as they heard the sounds of gunshots erupting.
“Hold your fire! Find and secure Desmond!” Graves shouted from the smoke and everyone skidded downward. Ghost unpinned one of his grenades and threw it back to the road. One of Graves’ men grabbed it in midair and dropped it to the floor as they jumped off, skidding towards them.
“She’s with us!” Ghost shouted as Soap and Alejandro aimed their gun at the member of Shadow company, “Run! We’ll lose them in the buildings!”
Ghost took point as they all begin to run just as the grenade finally exploded, keeping Graves and his men preoccupied for a few precious seconds.
The Shadow company member with them threw their helmet off and took off their balaclava and Desmond blinked when he recognized the blonde hair and blue eyes.
“Galina!?” Desmond shouted.
“Hello, Desmond.” Galina nodded at him as they continued to run, using the same fake deep American accent he heard from Shadow 1-3. Her next words were spoken in her natural Russian accent, “William Miles told me to tell you if Graves and Shepherd did betray us...”
Galina smirked as she said, “You’re in command, Desmond.”

This week was a big win for animals across Mexico. On December 2, Mexican President Claudia Sheinbaum signed a set of constitutional reforms that will pave the way for a comprehensive federal animal welfare law. The changes represent the first-ever mention of nonhuman animals in the Mexican Constitution, marking a milestone achievement for Mexico’s animal rights movement, which has for years been drawing attention to pervasive animal cruelty and extreme confinement in the country’s growing meat industry.“This is huge,” says Dulce Ramirez, executive director of Animal Equality Mexico and the vice president of Animal Equality’s Latin American operations. These constitutional changes come after two years of campaigning by animal advocacy organizations, including Igauldad Animal Mexico, Humane Society International/Mexico (HSI/Mexico), and Movimiento Consciencia. These reforms are internationally unique. While national animal protection laws aren’t uncommon, most countries have no mention of animals in their Constitutions. Constitutions are “a reflection of socially where we are,” Angela Fernandez, a law professor at the University of Toronto, told Vox, making any constitutional reform symbolically a big deal. Beyond Mexico, nine countries include references to animals in their Constitutions, but those mentions have generally been brief and open to interpretation. “Mexico is different,” Kristen Stilt, faculty director at Harvard Law School’s Animal Law and Policy Program, told Vox. “It’s longer, it’s more specific. It’s in several provisions. It’s not just a general statement.”Plenty of countries have laws against animal mistreatment, including the US, where all 50 states have an anti-cruelty law, but that doesn’t mean they’ve been particularly effective at stopping violence against animals. Part of the problem is that these laws very often exempt farmed animals such as cows, pigs, and chickens, thereby excluding from protection the overwhelming majority of animals that suffer at human hands. That’s where Mexico’s reforms stand out: They’re intended to protect all animals, including farmed animals and other exploited species. The reforms in Mexico, the world’s largest Spanish-speaking country, represent a major advancement in the status of animals globally. It could set a precedent for other countries in Latin America, where a vibrant animal rights movement has emerged in recent years, said Macarena Montes Franceschini, a fellow at Harvard Law School’s Animal Law and Policy Program. Still, as one of the world’s top producers of beef, chicken, pork, dairy, and eggs, Mexico has an intensive animal agriculture industry much like the US, says Antón Aguilar, Humane Society International/Mexico’s executive director. Business interests will undoubtedly want to influence the writing of animal welfare laws that could impact their bottom lines, as they have in the US and elsewhere. The question now is what changes the constitutional reforms will really bring to animal law in Mexico, and how effective they will be. What will these reforms do? The reforms comprise changes to three separate articles of Mexico’s Constitution. The most foundational change amends the Constitution’s Article 73, which dictates what Congress has the authority to legislate on. The article now gives the federal government the power to issue laws on animal welfare and protection.Previously, animal welfare was largely left up to local and state authorities, and the result has been uneven laws and enforcement across the country. While all states in Mexico have animal protection legislation, just three include farmed animals: Hidalgo, Colima, and as of last month, Oaxaca, following pressure from animal advocates. And though Mexico does have a federal law on animal health that focuses on farmed animals and includes some broad mentions of animal welfare, it was created to protect human health rather than animals. The same goes for Mexico’s federal wildlife law, which was written with a focus on sustainability and conservation, rather than on protecting individual animals from cruelty.Perhaps the most significant part of the reforms is an amendment to Article 4 of Mexico’s Constitution prohibiting the mistreatment of animals and directing the Mexican state to guarantee the protection, adequate treatment, and conservation and care of animals. The language is broad, Ramirez says, but she sees it as a substantial improvement over existing animal welfare laws. She and other advocates worked to ensure that no animals were excluded, particularly given that farmed animals have historically been left out of animal protection. “It’s really, really important in Mexico to start with this first step — but a big one — because now it’s all animals” that are covered, Ramirez said.The changes to Articles 4 and 73 tee up the creation of federal legislation on animal welfare. Under these reforms, Mexico’s Congress has been directed to write a first-of-its-kind General Law of Animal Welfare, Care, and Protection, a comprehensive bill that would address and develop regulations preventing the mistreatment of all types of animals, including farmed animals, wildlife, animals in laboratories, and companion animals, Aguilar said. This general animal welfare law will need to consider animals’“nature, characteristics and links with people,” according to the reform decree released last week. What does this actually mean? Ramirez gave the example of chickens: Part of the natural behavior of these animals is to be able to spread their wings and move around. But if chickens are stuck in cages, as is standard practice on egg factory farms, they can’t do either of those things. Now, the idea is to develop legal criteria that would consider the ability to express these natural behaviors as part of their welfare. (The language could also be interpreted to prioritize human needs, however — particularly the reference to animals’ “links with people.” Animal Equality said they would interpret this through an animal welfare lens, and with the word “link” invoking what humans owe animals.)Finally, Article 3 of Mexico’s Constitution, which pertains to the education system, was also amended to require that animal welfare be included in school curricula for grade school and high school students. Aguilar said this change could help “attitudes shift and change in a very enduring, long-term way” for future generations. But the new constitutional language is unspecific, and the devil is in the details. What’s next for animal welfare in MexicoAdvocates in Mexico have two focuses going forward, Ramirez and Aguilar said: shaping the general animal welfare bill into a strong piece of legislation, and working with the Ministry of Education to get meaningful implementation of animal welfare into the national curriculum.It will also be important for lawmakers working on the new animal welfare bill to avoid industry capture. Various stakeholders will want a say in what regulations go into the law, including academic experts, animal-related professions such as veterinarians, and powerful corporate interests like animal agriculture producers. When asked about what concerns she might have about the implementation of the reforms, Fernandez pointed first to the sway of business interests. “Are there going to be generous justifications that maybe are very industry-dictated?” she asked. Animal Equality also told Vox via email that there have been times when Mexican authorities have failed to issue legislation, even in situations like this where they’ve been tasked to do so.But the animal welfare movement has relationships across the political spectrum that will likely work to its advantage when proposing what goes into this law. Ramirez told Vox that Animal Equality Mexico works with both liberal and conservative parties to find agreement on animal rights. Despite political polarization in Mexico, the animal welfare reforms “went very swiftly” through both chambers of the legislature, Aguilar said, passing unanimously in each.“Animal issues are issues where political forces can find common ground,” he added.The left-wing Morena party, of which recently elected President Sheinbaum is a member, also holds a majority of seats in both of Mexico’s legislative chambers. Before signing onto the constitutional reforms, Sheinbaum vocalized her support for them in her first address as the country’s leader. But there’s an internal challenge, too, according to Aguilar and Ramirez. Animal welfare organizations that cover different species and different aspects of animal welfare will need to work as a united front. Some groups’ work focuses primarily on protections for farmed animals, others focus on banning bullfighting and cockfighting, and some have their sights on companion animals. It may be hard to settle on a proposal that works for everyone.Ensuring meaningful implementation and enforcement will also be key concerns. “You can undercut obviously good language by poor enforcement,” Stilt said. “I think the worst thing that could happen is for this to just be a pretty provision in the Constitution and nothing else,” said Montes Franceschini. “Not seeing any change for the government, not to give resources to the agency that has to ensure animal protection, not having funding, not having staff, not teaching police officers how to act in case of animal mistreatment. I think that that would worry me.”The future of animal welfare will be decided in the Global South, where meat consumption and American-style factory farming are growing rapidly. Animal welfare advocates in Mexico are entering new, more ambitious, potentially much more impactful territory, a testament to the movement’s strength and political savvy.
