Reminder that Claire Redfield is the true protagonist of Resident Evil 2
The canon scenario is Claire A/Leon B since Sherry Birkin canonically is infected with, and cured of, the G-Virus, which is an event that doesn't happening in Leon A/Claire B.
Also Claire just generally has a more personal stake in the story. Leon is a rookie cop on his first day. He's in Raccoon City because it's his job, and then he gets thrown into the zombie-infested hellhole of the RPD with the only goal of trying to escape (and get even one damn person to listen to him).
Meanwhile, Claire willingly goes to Raccoon City not because she has to, but because she wants to. She is thrown into the zombie-infested hellhole of the RPD with the goal of finding her brother Chris, protecting the young Sherry, and escaping with her own life.
None of this is to say Leon is a bad character. Far from it. Merely that, in the grand scheme of Resident Evil 2's story, he is the deuteragonist and not the primary protagonist.
