BALTIMORE (WBFF) — Baltimore is facing a devastating reality as the latest round of state test scores are released.

WBFF analyzed the results and found a shocking number of Baltimore City schools where not a single student is doing math at grade level.

“We're not living up to our potential,” said Jovani Patterson, a Baltimore resident who made headlines in Jan. 2022, when he filed a lawsuit against Baltimore City Schools. The suit claims the district is failing to educate students and, in the process, misusing taxpayer funds.

“We, the taxpayer, are funding our own demise,” Patterson said at the time.

Patterson was born in Baltimore. He's seen the failures firsthand, but when WBFF showed him the latest test results for the city, he was momentarily rendered speechless.

“My immediate reaction is, take your kids out of these schools,” said Patterson.

The Maryland State Department of Education recently released the 2022 state test results known as MCAP, Maryland Comprehensive Assessment Program.

Baltimore City’s math scores were the lowest in the state. Just 7% of third through eighth graders tested proficient in math, which means 93% could not do math at grade level.

But that’s not all. WBFF combed through the scores at all 150 City Schools where the state math test was given. In 23 Baltimore City schools, there were zero students who tested proficient in math.

It just sounds like these schools, now, have turned into essentially babysitters with no accountability,” said Patterson. “This is the future of our city. We’ve got to change this.”

Among the list of 23 schools, there are 10 high schools, eight elementary schools, three middle/high schools and two elementary/middle schools.

Exactly 2,000 students, in total, took the state math test at these schools. Not one could do math at grade level.

“These kids can't do math. You're not preparing them to buy groceries. You're not preparing them to do accounting, to count their own money. You're not preparing them to read contracts and negotiate salaries,” said Patterson.

Maryland Gov. Wes Moore delivered his first State of the State address last week.

“We made the largest investment in public education by any governor in our state’s history,” Moore said during his speech, making his feelings about public education clear. It’s one of his top priorities.

“We can no longer separate our vision for economic prosperity from the duty to make Maryland’s public schools the best in the nation,” Moore said.

After the State of the State address, WBFF reached out to Moore’s office, asking to speak with him about his plan to improve education. Before becoming governor, Moore lived in Baltimore. WBFF wanted to ask him how he plans to help city students, especially those who attend the 23 schools.

Moore’s office did not respond, but City Schools did send WBFF a statement with steps it’s taking to improve math scores, including professional development for teachers, summer learning and an extended learning period at the end of the day.

The statement said, in part, “We're confident these instructional strategies will help us regain the momentum and progress we experienced before the pandemic.”

Zero percent. What are you preparing these kids for?” said Patterson. “Are we expecting these kids to kill off themselves? I mean, we see the number of teen shootings happening just this year. What jobs are we preparing these kids for? That's the future.”

WBFF found three additional schools where zero students tested proficient in math, which we did not include in the list of 23. One of those schools is for incarcerated youth, and the other two are for students with disabilities. It’s also important to note that another 20 Baltimore City Schools had just one or two students test proficient in math.

This level of incapability doesn't suddenly materialize over a 2 year pandemic. It requires a steady program of neglect, incompetence and poor pedagogy. It would be interesting to compare these outcomes to reading and writing proficiency; students who can't read or write can't do math.

BALTIMORE (WBFF) — A bombshell report confirms millions of tax dollars are being misallocated statewide to educate students who aren’t even in school.

An audit by the Inspector General for Education found many Maryland schools have been miscalculating attendance and enrollment, costing taxpayers at least $23 million.

This audit follows a FOX45 investigation into so-called ghost students. Ghost students are kept on the rolls to increase the amount of funding a school receives. According to this new IG report, it’s an issue that’s been costing taxpayers millions across the state for years.

In April 2021, The Maryland Public Policy Institute sent a request to Maryland’s Inspector General for Education asking the office to investigate enrollment discrepancies.

“It’s a big deal that we are catching them spending money that they should not have had,” Kennedy told Project Baltimore.

The request followed a series of Project Baltimore reports into ghost students. In 2021, Fox45 News learned of 21 potential ghost students enrolled at Augusta Fells in West Baltimore, including a student who was enrolled while in jail.

“I didn't enroll in the classes or anything. I've been gone since 2017, buddy,” the former Augusta Fells student told Project Baltimore.

An internal investigation by city schools confirmed the problem was worse than FOX45 had initially reported, finding approximately 100 students with questionable enrollment status at just this one school. Now, we know the problem is even bigger.

“This is nothing less than theft. They're stealing money from the taxpayers of Maryland in order to line their pockets or to spend money on other programs when the money was not designated for that,” Kennedy said.

The IG’s audit, released on April 20, looked at enrollment counts over the last five years and found 928 instances of students in Baltimore City who did not meet attendance or enrollment requirements under Maryland law. The audit found 532 City students who didn’t have any recorded attendance during the year.

In the same five-year period, the IG found nearly 3,000 instances of students statewide who should not have received funding. That includes 995 students who had no documented attendance at any point during the year. That adds up to nearly $24 million in misallocated tax dollars.

The report blames these errors on poor attendance keeping and staff not withdrawing chronically absent students. However, it also says over 92 percent of the discrepancies were discovered and self-reported to the Maryland State Department of Education which “did not identify or act on these discrepancies during the reporting process”

Geschichte

Wir sind weiter dabei

Es ist nur ein kleines Kapitel in der Geschichte des Vatikan und der Vatikanreform, aber ein viel beachtetes, jedenfalls wenn man misst, wie viele Journalisten sich im vergangenen Jahr dafür interessiert und bei mir angerufen haben.

An diesem Donnerstag hat der Jesuitenorden jedenfalls eine Übereinkunft mit dem so genannten Sekretariat für Kommunikation des Vatikan getroffen, also der Institution, welche alle Medien des Vatikan unter einem Dach vereint. Pater Juan Antonio Guerrero, unser Oberer hier in Rom, und Don Dario Viganò, Präfekt des Sekretariats, haben die Übereinkunft unterschrieben, ich konnte sogar dabei sein, wenn auch ein wenig zufällig.

Bis dahin war ein Teil der Medien – nämlich Radio Vatikan – vom Orden geleitet worden, Papst Pius XI. hatte Techniker gesucht und war bei den Jesuiten bei einem Ingenieur fündig geworden. Und der technische Aspekt war lange vorherrschend, das Journalistische kam erst allmählich dazu.

Mit der Reform war mein Orden nun auf einmal nicht mehr verantwortlich und die Frage entstand, wie er angebunden ist. Und das hatte ganz praktische Fragen: Wer bestimmt, ob ein Jesuit und welcher Jesuit dort arbeitet? Der Orden? Das Sekretariat? Wie sieht es mit Versetzungen etc. aus? Ganz praktische Fragen, die geregelt sein wollen.

Das sind sie jetzt. Jedenfalls fürs Erste, wir werden in einigen Jahren schauen müssen, was gut und was weniger gut funktioniert und dann nachjustieren, auch dieses Verfahren ist Teil der Reform.

Die Vatikanmedien brauchen Reform, da hat der Papst und da haben all die Fachleute angefangen von Lord Chris Patten und seiner Kommission von 2013/14 völlig recht. Dazu gehören auch neue Formen der Zusammenarbeit. Und eine Solche haben wir heute getroffen.

Wie gesagt, nur ein kleines Kapitel, aber ich stoße heute Abend drauf an.

Im September 2016 gab es beim Entwicklerstudio Blizzard Entertainment einen Paukenschlag: Der langjährige Mitarbeiter und Story-Papst Chris Metzen hatte die Firma verlassen.

Zunächst erklärte Metzen, dass er künftig vor allem mehr Zeit mit der Familie verbringen wolle. Wenig später gab er jedoch zu, dass ihn unter anderem auch Angstzustände und Panikattacken zu dem schweren Schritt bewogen haben.

Um Chris Metzen gebührend zu ehren, hat sich Blizzard Entertainment mittlerweile etwas Besonderes einfallen lassen. Es handelt sich dabei um eine sehr detailliert ausgearbeitete Statue im Overwatch-Stil, die seit kurzem im Hauptquartier des Entwicklerstudios zu finden ist. Sie zeigt Chris Metzen, der den aus Overwatch bekannten Affen Winston (als Baby) an der Hand hält.

Das Werk erinnert übrigens sehr stark an die berühmte Walt-Disney-Micky-Maus-Statue, die unter anderem in Disney World zu finden ist.

Chris Metzen war vor allem für seine intensive Arbeit an der Story im WarCraft-Universum bekannt, die mit World of WarCraft und dessen Addons noch weiter ausgebaut wurde. Bei der hauseigenen Messe BlizzCon stand Chris Metzen meist für die besonders großen Ankündigungen auf der Bühne. Zudem hat er bereits mehrere Romane verfasst.

Papst Franziskus betet für Charlie Gard und seine Eltern. Diese hatten am Montag den juristischen Kampf um eine weitere Behandlung ihres todkranken Sohnes aufgegeben, sodass der elf Monate alte Junge in absehbarer Zeit sterben wird. Franziskus fühle sich der britischen Familie „in diesem Augenblick unendlichen Leidens besonders nahe", teilte der Vatikan am Montagabend mit. Der Papst bat darum, sich ihm im Gebet anzuschließen, damit die betroffene Familie „den Trost und die Liebe Gottes finden" könne. Die Eltern des Kindes, Conny Yates und Chris Gard, hatten den Antrag zurückgezogen, mit dem sie für ihr Kind eine experimentelle Behandlung in den USA erstreiten wollten. Dafür sei es inzwischen „zu spät", sagte ihr Anwalt Grant Armstrong am Montag. Die bisherigen Verzögerungen bedeuteten, dass die Behandlung kein Erfolg mehr werden könnte. Auch die Bischöfe von England und Wales brachten in einem Schreiben ihr „tiefstes Mitgefühl und Mitleid“ für den Kleinen und seine Familie zum Ausdruck. „Wir hoffen, dass die Familie in den kommenden Tagen den Raum und die Unterstützung erhält, um Frieden zu finden“, schrieben die Bischöfe. Sie seien sicher, dass alle Entscheidungen nach eingehenden Überlegungen zum Wohl des Kindes getroffen worden seien. Außerdem lobten sie ausdrücklich die Arbeit des Londoner Great Ormond Street Hospital, das den Jungen behandelt.

Bereits vor einigen Wochen hatte Papst Franziskus der Familie sein Mitgefühl ausgesprochen und angeboten, Charlie im vatikanischen Kinderkrankenhaus Bambino Gesù zu behandeln. Dies hatte die Klinik in London jedoch aus rechtlichen Gründen abgelehnt: Sie hätte einem Urteil des Europäischen Gerichtshofs für Menschenrechte zufolge die Beatmung und andere lebenserhaltenden Maßnahmen bei Charlie Gard einstellen müssen. Das Urteil war wenig später ausgesetzt worden, weil Hinweise aufgetaucht waren, dass gewisse experimentelle Therapiemöglichkeiten für die Krankheit des kleinen Patienten erfolgsversprechender seien als zuvor gedacht.

Papst Franziskus betet für Charlie Gard und seine Eltern. Diese hatten am Montag den juristischen Kampf um eine weitere Behandlung ihres todkranken Sohnes aufgegeben, sodass der elf Monate alte Junge in absehbarer Zeit sterben wird. Franziskus fühle sich der britischen Familie „in diesem Augenblick unendlichen Leidens besonders nahe", teilte der Vatikan am Montagabend mit. Der Papst bat darum, sich ihm im Gebet anzuschließen, damit die betroffene Familie „den Trost und die Liebe Gottes finden" könne. Die Eltern des Kindes , Conny Yates und Chris Gard, hatten den Antrag zurückgezogen, mit dem sie für ihr Kind eine experimentelle Behandlung in den USA erstreiten wollten. Dafür sei es inzwischen „zu spät", sagte ihr Anwalt Grant Armstrong am Montag. Die bisherigen Verzögerungen bedeuteten, dass die Behandlung kein Erfolg mehr werden könnte. Es sei „nicht länger in Charlies Interesse ist, ihn weiter an einem Beatmungsgerät zu behalten".
