The Organization for the Prohibition of Chemical Weapons (OPCW) confirmed on Nov. 18 that a riot control agent known as CS has been used in Ukraine, as evidence mounts that Russia has scaled up its attacks using chemical weapons in recent months.
The United Nations watchdog OPCW's first confirmation about the tear gas usage comes as Russia has intensified its use of chemical agents since the beginning of the year to advance forward across Ukraine's front line.
Russian drones throw gas grenades into dugouts or trenches in an attempt to force Ukrainian soldiers out into the open field, making them easy prey for drone or artillery attacks.
The U.S. and the U.K. have confirmed Russia's deployment of chemical weapons against Ukrainian soldiers, slapping sanctions on Russia's troops of Radiological, Chemical and Biological Defense, their chief, Russian Defense Ministry scientific centers, and companies involved.
The Ukrainian military has reported that it recorded over 4,600 cases of Russia using gas attacks on the battlefield since the beginning of the full-scale invasion in 2022, including 323 incidents in November.
Without naming Russia nor directly confronting Moscow for violating the Chemical Weapons Convention, the OPCW said that samples from both the grenade and the soil sample retrieved from a September incident at a specific trench "contained the riot control agent 2-Chlorobenzylidenemalononitrile, known as CS."
While often used to disperse riots and considered nonlethal, the OPCW says that tear gas, including CS, is "considered chemical weapons if used as a method of warfare."
The samples — which underwent separate testing in two OPCW-designated laboratories — were collected from a trench "located along the confrontation lines with the opposing troops" in Dnipropetrovsk Oblast, according to the report.
The OPCW said in the Nov. 18 report that the watchdog's Director-General, Ambassador Fernando Arias, "expressed grave concern over the findings."
"All 193 OPCW Member States, including the Russian Federation and Ukraine, have committed never to develop, produce, acquire, stockpile, transfer or use chemical weapons," Arias said.
He stressed that the parties have declared that "any use of chemical weapons is totally unacceptable and would violate the legal norms and standards of the international community."
Earlier in May, OPCW said that Russia and Ukraine have accused each other of deploying chemical weapons, but "the information provided to the Organization so far by both sides, together with the information available to the Secretariat, is insufficiently substantiated."
Kyiv's rising concerns over unidentified gas
While Russia's usage of chemical agents has slightly decreased since August, when 447 cases were recorded by the Ukrainian military within a month, Kyiv has been concerned about unidentified gas being deployed against its soldiers.
Lacking "hundreds" of complex detectors that cost $100,000 to $600,000 to identify the chemicals used by Russian troops, the Ukrainian military has struggled to name the new or mixed types of gas to find a solution on how to protect its personnel, Ukrainian Colonel Artem Vlasiuk told the Kyiv Independent in October.
Of the 323 recorded cases of Russia's chemical attacks in October, all except 15 incidents were "unidentified," according to Vlasiuk from the Support Forces' Radiation, Chemical, and Biological Protection Command, a branch of the army responsible for inspecting chemical warfare.
The officer said that Ukraine struggled to identify the new types of gas because it lacked sophisticated high-end detector technology to diagnose beyond the few prototypes in its library — which includes CS, CN, chloropicrin, and ammonia.
It is often very difficult to send specialists to the front line for evidence collection, as it would mean risking their lives by having them walk kilometers to reach the positions. And when soldiers come under gas attacks, gathering the remains of the grenades used is usually not the priority.
The concerns over the unidentified gas come as dozens of Ukrainian soldiers interviewed by the Kyiv Independent across the front over the summer acknowledged their lack of preparedness to face chemical warfare. Many said they were only given the poor quality Soviet-era gas masks and that they do not take it to positions because they are skeptical of its effectiveness.
Often, comparing the danger of chemical agents to KAB guided-aerial bombs, artillery, and precise FPV drones, the infantrymen interviewed often downplayed the threat of gas — arguing that they had more chance of being killed or wounded by conventional arms.
At least three Ukrainian soldiers died from Russia's gas attacks, and almost 2,100 soldiers sought medical care after such incidents, according to the Support Forces. Many more could have gone unrecorded.

Ukraine on Tuesday assassinated a senior Russian general in charge of nuclear defense forces in a brazen attack in Moscow that used an explosive-laden scooter, an escalation that came even as President-elect Donald Trump implored both sides to seek peace.
Lt. Gen. Igor Kirillov, the head of the Russian Armed Forces’ Radiological, Chemical and Biological Defense Troops, died in the explosion outside a residential building along with an aide, Russian officials said.
Kirillov had been accused by the United States in October of using chemical weapons in the war against Ukraine.
Ukraine officials credited the attack to its intelligence agency, the Security Service of Ukraine or SBU.
Russia called the attack an act of terrorism, and a top official, Dmitry Medvedev, warned Ukraine would face “inevitable retribution.”

Assassinated Russian general worked ‘fearlessly’ to expose Western crimes – Moscow
The commander of the Russian Radiological, Chemical, and Biological Defense Forces, Igor Kirillov, was allegedly murdered on Kiev’s orders Lieutenant General Igor Kirillov, the commander of the Russian Radiological, Chemical, and Biological Defense Forces who was assassinated in Moscow on Tuesday, had for years systematically exposed Western crimes involving chemical weapons and did so fearlessly, Russian Foreign Ministry spokeswoman Maria Zakharova has said.   Kirillov was killed along with his aide in an explosion in southeastern Moscow in the early morning.    A number of media outlets have since reported that the murder was carried out on the orders of Ukraine’s Security Service (SBU), which had labeled Kirillov as an “absolutely legitimate target” for assassination.   Writing on Kirillov’s passing, Russian Foreign Ministry spokeswoman Zakharova said that throughout his career he had repeatedly exposed the crimes of the “Anglo-Americans” such as “NATO provocations with chemical weapons in Syria, Britain’s manipulations with prohibited chemical substances and provocations in Salisbury and Amesbury, the deadly activities of American biolabs in Ukraine, and much more.”   “He worked fearlessly. He did not hide behind people’s backs,” Zakharova wrote.   Former Russian President Dmitry Medvedev, who currently serves as deputy chairman of the national Security Council, also expressed his condolences to Kirillov’s colleagues, family, and friends, and stated that the attack in which he was killed was “the agony of the Bandera regime.”   “With its last strength, it is trying to justify its worthless existence before its Western masters, to prolong the war and death, to justify the catastrophic situation at the front. Realizing the inevitability of its military defeat, it is inflicting cowardly and vile blows in peaceful cities,” Medvedev said. State Duma Defense Committee chairman Andrey Kartapolov described Kirillov as a “worthy Russian general” and a “real officer,” stating that had done “a lot to bring the US to justice,” particularly with regards to Washington’s activities in setting up laboratories around the world, including in Ukraine.   “We caught them there, and Kirillov’s role in this is greater than anywhere else,” Kartapolov said. He added that Kirillov’s revelations have “caught too many people” and that he “wouldn’t be surprised” if figures outside of Kiev also had a hand in his assassination, including the son of US President Joe Biden, Hunter Biden.   Kartapolov stressed that those who organized and carried out Kirillov’s murder will be found and punished, “whoever they are and wherever they are.”   State Duma Speaker Vyacheslav Volodin also condemned Kirillov’s assassination, stating that it once again highlights “the criminal nature of the Kiev regime.”   “It is a terrorist state headed by an illegitimate president – a Nazi. Lieutenant General Igor Kirillov, the head of Russia’s Radiological, Chemical, and Biological Defense Forces (RChBZ), has died in a blast together with his aide. According to investigators, an explosive device hidden in a scooter was detonated on Tuesday morning near the entrance of a residential building in Moscow’s south-east. Here’s what is known about Kirillov: - From September 2014 to April 2017, he served as the head of the Military Academy of the RChBZ named after Marshal of the Soviet Union Semyon Timoshenko. - In April 2017, Kirillov became the chief of the RChBZ troops. - Kirillov dealt with anti-terrorism both domestically and abroad. He exposed the provocations of the controversial White Helmets volunteer organization in Syria, and participated in mitigating the consequences of natural and man-made disasters. - Since the beginning of the military operation against Ukraine in February 2022, Kirillov has spoken at briefings held by the Ministry of Defense, where he shared information about Ukrainian developments in the areas of radiological, chemical, and biological weapons. In March 2022, he announced that Ukrainian biolaboratories were studying the potential for transferring highly dangerous infections through migratory birds. - The same month, Kirillov presented copies of documents that, according to him, confirmed the Pentagon’s funding of biological laboratories in Ukraine. - In June 2024, Kirillov stated that spent nuclear fuel and hazardous chemical waste were being imported into Ukraine for a potential “dirty bomb” creation. He added that radiochemical substances were still being brought into Ukraine for disposal. According to him, these supplies were overseen by Andrey Yermak, Vladimir Zelensky’s right-hand man, with primary routes passing through Poland and Romania. - In October 2024, the UK slapped Kirillov with sanctions after he accused Ukraine of preparing a false-flag chemical weapons attack with the aim of framing Russia and undermining its position at the OPCW. Kirillov noted that NATO had provided Ukraine with a much larger amount of chemical protective equipment than the country actually needs, calling it further evidence of an impending plot. - In November 2024, Kirillov said that Ukraine planned to seize a nuclear power plant during its large-scale incursion into the Kursk Region. - Kirillov was killed in the blast one day after Ukraine’s Security Service (SBU) formally declared him a suspect in the alleged use of chemical weapons against Kiev’s military. The general rejected claims that Russia had been attacking Ukraine with riot control agents and chemical weapons, recalling that the OPCW had confirmed the complete destruction of all Russian chemical weapons stockpiles in 2017. Brazil's Armed Forces to act in G20 security

The Eastern Military Command has announced that the operation for the G20 Leaders' Summit, scheduled for November 18 and 19 in Rio de Janeiro, will mobilize resources from the Brazilian Navy, Army, and Air Force, in collaboration with the state government, municipal authorities, various agencies, and public security organizations.
The Army will deploy approximately 7,500 men and women to carry out tasks including escorting authorities, securing perimeters, protecting critical infrastructure, patrolling roads and key areas, conducting counter-terrorism operations, managing electronic warfare, ensuring cyber defense, implementing anti-aircraft measures, safeguarding against drones, and providing chemical, biological, radiological, and nuclear defense.
The Navy will provide maritime security by controlling access to the city's ports, safeguarding coastal areas, protecting critical infrastructure, and supporting ground operations.
The Air Force will oversee airspace control and security at embarkation and disembarkation terminals, as well as along the roads and areas surrounding Galeão and Santos Dumont airports.

Next Generation Aircrew Protection team conducts B-1 vapor purge testing

The Next Generation Aircrew Protection team conducted the last set of vapor purge testing on the B-1B Lancer at Dyess Air Force Base, Texas, November 7.
Comprised of six organizations from the Air Force and civilian sector, the NGAP team focused on purge times for the B-1B in the event of an airborne chemical attack.
During testing, a vapor simulant known as methyl salicylate, or wintergreen oil, was injected into the aircraft. Sensors placed inside the cockpit measured how long it took for the vapor to be purged during flight.
“Ultimately, the goal of this testing was to investigate and define how long it takes an aircraft to reduce a chemical concentration in the crew areas to levels where the crew can safely remove their protective gear,” said Dr. Richard Salisbury, 711th Human Performance Wing chemical, biological, radiological and nuclear analyst. “This research is important because we need to understand how long it takes to get back into optimal fighting conditions and inform commanders.”
The NGAP team lays the groundwork for future CBRN protective gear while assisting aircrews in the present using the data collected from testing. The team analyzes the purge times on each aircraft and creates data sets showcasing the vapor concentrations at different times during flight. This allows them to find the safest time for aircrew to remove any protective gear and continue flying after an attack.
“Without this testing and the subsequent data, the B-1B aircrew would be required to wear full chemical gear throughout the duration of a mission,” said Lt. Col. Dane Kidman, 337th Test and Evaluation Squadron director of operations. “B-1B sorties can last up to 30 hours during contingency operations, and with this data in hand, the aircrew can now remove CBRN equipment safely in flight which increases aircrew endurance. This will ultimately give the Air Force the ability to employ the B-1B in locations susceptible to chemical weapon attacks with lowered risk to the mission because the data provided gives the aircrew those tools for survival.”
Prior to the B-1B test event at Dyess, testing was conducted on the A-10 Thunderbolt II, F-15 Eagle, F-16 Fighting Falcon, F-22 Raptor and C-130J Super Hercules and will continue onto the B-52 Stratofortress next.
“One of the points of this effort is to ensure Air Force aircrews are able to operate and execute their mission in any scenario and that includes CBRN,” said 1st Lt. Gunnar Kral, Air Force CBRN Defense Systems Branch lead engineer for joint aircrew protection. “The NGAP program is coming along with a lot of great results, executing a lot of tests at a high frequency. The work done by the team is extremely important and, while we hope it won’t be used, it is 100% relevant in today's environment.”

Moscow’s use of chemical weapons on the battlefield in Ukraine has led the British government to sanction Russia’s Radiological, Chemical, and Biological Defenses and its commander, Lieutenant General Igor Kirillov. London also sanctioned two Russian Defense Ministry laboratories for supporting the development and deployment of these weapons. (U.K. Government)
In May 2024, the U.S. determined that Russia’s systematic use of chloropicrin against Ukrainian forces violates the Chemical Weapons Convention. The State Department consequently sanctioned the same three entities now designated by the British authorities, in addition to a construction company and laboratory equipment supplier involved in Russia’s chemical weapons program. The USD 275 million worth of assistance consists of the 70th tranche of military aid to Ukraine, which the Biden Administration has provided to Ukraine from DoD stockpiles since August 2021, includes ammunition for HIMARS, artillery, anti-tank systems, UAVs, and other equipment the Pentagon said in a statement. “This Presidential Drawdown Authority (PDA) package, which has an estimated value of USD 275 million, will provide Ukraine additional capabilities to meet its most urgent needs, including munitions for rocket systems and artillery and anti-tank weapons,” it said. The capabilities included in the package include ammunition for High Mobility Artillery Rocket Systems (HIMARS); 155mm and 105mm artillery ammunition; 60mm and 81mm mortar rounds; Unmanned Aerial Systems; Tube-launched, Optically tracked, Wire-guided (TOW) missiles; Javelin and AT-4 anti-armour systems; Small arms and ammunition; Demolitions equipment and munitions; chemical, biological, radiological, nuclear protective equipment; and spare parts, ancillary equipment, services, training, and transportation. “The United States will continue to work together with some 50 Allies and partners through the Ukraine Defense Contact Group and its associated Capability Coalitions to meet Ukraine’s urgently needed battlefield requirements and defend against Russian aggression,” as per the Department of Defence statement. In an earlier report, Fox News reported that once the announcement on the weapons package is made, the US will have a remaining USD 6.9 billion in PDA funding and 1 billion in Ukraine Security Assistance Initiative (USAI) funding for Ukraine. The Biden administration has approved supplying Ukraine with American anti-personnel mines to bolster defences against Russian attacks, Defence Secretary Lloyd Austin told reporters on Wednesday in Laos, as per the New York Times. Austin, as per the NYT, said the US decision was prompted by Russia’s increasing reliance on foot soldiers to lead their assaults instead of armoured vehicles. Speaking to reporters in Laos, he said the policy shift follows the Russians’ changing tactics. Because of that, Ukraine has “a need for things that can help slow down that effort on the part of the Russians,” the NYT cited Austin. On December 17, Lt. Gen. Igor Kirillov, the head of Russia’s Radiological, Chemical and Biological Defense Troops, was killed along with an aide, by a bomb planted in a scooter outside his home in a Moscow suburb. The Security Service of Ukraine (SBU) claimed credit for the killing.
The next day an Uzbek man was arrested in Moscow and reportedly confessed to the crime, for which he had been promised $100,000 by Ukraine.
Since the full-scale Russian invasion in 2022, Ukraine has carried out several dozen assassinations outside the combat zone, with victims including Russian military commanders in Sevastopol, political officials in the occupied Donbas, and civilian propagandists such as Daria Dugina, daughter of Aleksandr Dugin, who was killed near Moscow in 2022. Bblogger Vladlen Tatarsky was blown up in 2023 at a book launch in St. Petersburg.
Assassination is generally understood as killing by a secret or unexpected attack. In wartime, it refers to attacks outside the normal sphere of active military operations. Notre Dame law professor Mary Ellen O’Connell argues that “assassination is always unlawful,” a position that has been backed by courts such as the U.N.’s International Court of Justice and the European Court of Human Rights. This prohibition dates back at least to the 1907 Hague Convention, which barred “treacherously or perfidiously” killing people who were not aware that they were in imminent danger.
