ALBEDO
• I think he smells like nothing most of the time
• You only feel cold air when you stand next to him because he's in Dragonspine a lot
• Subtle notes of charcoal which he uses as an art tool or of strong chemicals cling onto him on some days
ALHAITHAM
• I also don't think he smells like anything on most days, maybe only like the fresh clothes he's wearing
• Though he has a faint scent of coconut to him. It could be the shampoo or the skin care products he's using, but it's mostly because of his body lotion
AYATO
• His hair always smells like the shampoo he uses. So sugary and sweet, like vanilla cake or bubblegum
• But for his body and clothes he uses expensive clean and powdery fragrances

odd question perhaps, but both in your goldilocks AU and in canon separately, what do you think Bill would smell like? Also in terms of canon, what do you think the texture of his form is? My brother seems to think he’d feel like a non-newtonian fluid. I think he feels like brick
I headcanon that canon Bill smells like ozone. Maybe a bit of burning hair smell, since that's what the Nightmare Realm canonically smells like, but I tend to think scents don't cling to him easily (and if he smelled that much like burning hair, it'd be that much harder to impress humans.) Occasional other burning scents cling to him—wood fire, charcoal fire, gas fire, it can vary, but something here is burning.
At his most solid (and he's not always solid), I think his main body feels like a gold brick—hard, smooth, metallic, oddly slick, a bit malleable if you force it—and his limbs have some kind of an exoskeleton that feels like glass—just as hard and smooth, cool to the touch, feels strangely delicate. Is not delicate at all.
(Pseudo-canon sources disagree with me on his limbs and think he's got some kind of muppety felt limbs, but just how canon do we want to treat How Not To Draw Grunkle Stan, anyway?)
Have you ever touched the glass screen of one of those old chunky CRT TVs and felt the staticky fuzz/buzz it gives off? Touching him feels like that, moreso along his main body or when he's making a deal.
However, when he's not solid, touching him feels like touching pure static, and also being several hours deep into a sunburn, and also running headlong at the Elephant's Foot while buck naked. Just stick your hand in lava, the pain will be over faster.
Most of the time he can control how agonizing he is to touch. Generally he doesn't bother to.
In fic, human Bill smells like whatever the hell soap the humans left in the bathroom and whatever the hell detergent the humans do the laundry in. So like... probably Stan's cheapo bargain bin bar soap and Mabel's shampoo. (What fragrance do you think Mabel would go for? She strikes me as a strawberry or cherry kid.) If he's been sweaty he'd smell sweaty, as you'd expect. Being Bill Cipher doesn't cause any magical influence over how he smells, his body produces the normal smell chemicals a human body produces. His captors haven't given him any power to choose how his own damn body smells (on the contrary, they've tried to take as much of that power away as possible), and he's too depressed apathetic to demand any of that power back. How can he think about something as trivial as perfume or deodorant when he has bigger problems? Like having skin???
If he were given a choice of how to fragrance his flesh prison, he'd want to smell like gasoline and hot peppers.

My Haircare Routine
Brush every day with the Crown Affair No. 3 brush (at least 2-3 times a day from root to tip)
Shampoo and condition my hair daily with the Aussie Miracle Moist Shampoo & Conditioner with Avocado & Jojoba Oil (shampoo only on the scalp and conditioner only from the section from the bottom of the ear lobes to the ends)
Comb through wet hair with the Act + Acre Detangling Comb, apply Don't Despair, Repair! Split End Repair + Moisturizing Leave-In Conditioner, and wrap it in the Crown Affair The Towel to dry for around 10 minutes
Apply the Briogeo Farewell Frizz Blow Dry Perfection Heat Protectant Cream on the ponytail portion of my hair, and blow dry it with a Conair 1875 Watt Hair Dryer and the Dry Bar Full Pint Medium Ceramic Thermal Round Hair Brush 
Finish the blowout by brushing my hair through with the Crown Affair No. 3 brush and Bumble & Bumble Hairdresser’s Invisible Oil UV Protective Dry Oil Finishing Spray

IGK FIRST CLASS Charcoal Detox Dry Shampoo works wonders for times my hair needs a pick-me-up or I don't have the time to wash it
I use Briogeo Don't Despair Repair Rice Water Protein + Moisture Strengthening Treatment and R + Co Hair Mask 1-2 times a month (usually in the winter/dry or cold months more often, please follow the directions if you try the treatment!)
In the summer, I'll sometimes use the R + Co Mood Swing Straightening Spray before blowdrying to prevent frizziness or random wavy pieces from ruining the sleek look

For reference: I have thick, mostly straight, and untreated (not colored, all natural) hair. My stylist says that my hair is always in perfect condition with no split ends in-between visits, so this routine plus a healthy, plant-based diet seems to be doing the trick!

Is bar soap or liquid soap better? What is the best scent? Yes or no to antibacterial? Should shampoo and conditioner be separated? Is washing your face daily a must?
Warriors, shoving the others aside: Do not ask their opinions, friend. Bottled body wash is better as it has all the best scents. Shampoo and conditioner should absolutely be separate, they do separate things and cannot be mixed; you have to scrub your scalp for shampoo and not the shafts, but conditioner is the exact opposite.
Twilight, rolling his eyes: All righty, Dandy, but real talk, shampoo/conditioner combo is the best thing Hyliankind has ever created.
Hyrule: Wait, there’s antibacterial soap?? Like body wash soap?? Also I use the bottled soap because I can’t put a soggy bar of soap in my locker at work.
Wind: Bar soap is better for the environment. You don’t have plastic waste. And it still has good scents! I like a charcoal one I found recently.

As a bar, you can actually use this for face or body blemishes. Just lather bar with a bit of water onto washcloth or pouf (for body) or into your hands (for face), then wash and rinse. I found it very effective at clearing up blemishes. 
If you have combination skin, this might be a bit drying if you use it every day. I think pairing it with a good moisturizer after use is a must. 
Comps: Solid cleansing bars for face are still kind of catching on. They’re way more environmentally friendly though. You’re not packaging and shipping a product that’s essentially water.
