Living in Tidewater (or "Hampton Roads" as the visitor's bureau prefers it the last 30 years or so) afforded visits to Fort Story on Cape Henry. Though an active military installation, in the days before September 11th there was often no one at the guard shack and tourists could drive right up the coast road and see the light houses and mount a platform to gaze across the waters where Chesapeake Bay met the Atlantic Ocean. Not having been back since 9/11, I can't say if that freedom of access remains.
