Kulbhushan Jadhav case verdict to be delivered tomorrow

The International Court of Justice will deliver on Wednesday its verdict in a case relating to Indian national Kulbhushan Jadhav, whose death sentence by a Pakistani military court based on an "extracted confession" has been questioned by India. Jadhav, 49, a retired Indian Navy officer, was sentenced to death by the Pakistani military court on charges of "espionage and terrorism" after a closed trial in April 2017. His sentencing evoked a sharp reaction in India. The ICJ, in a statement early this month, said a public sitting will take place at 3 pm (6.30pm IST, 5pm UAE time) on July 17 at the Peace Palace in The Hague, during which top judge Abdulqawi Ahmed Yusuf will read out the verdict. Pakistan Foreign Office (FO) spokesperson Muhammad Faisal last week said his country cannot "prejudge" the decision of the ICJ in the Jadhav's case. "We cannot prejudge the judgment," he said. He, however, said that Pakistan has fully contested the case before the ICJ. India moved the ICJ in May 8, 2017 for the "egregious violation" of the provisions of the Vienna Convention by Pakistan by repeatedly denying New Delhi consular access to Jadhav. A 10-member bench of the ICJ, which was set up after World War II to resolve international disputes, on May 18, 2017 had restrained Pakistan from executing Jadhav till adjudication of the case. A four-day public hearing in the high-profile case took place in February amidst heightened tensions between India and Pakistan following one of the worst terror attacks in Jammu and Kashmir by Jaish-e-Mohammed terror group that killed 40 CRPF soldiers on February 14. During the hearing in ICJ, both India and Pakistan submitted their detailed pleas and responses. India based its case on two broad issues -- breach of Vienna Convention on consular access and the process of resolution. Harish Salve, who was representing India in the case, questioned the functioning of Pakistan's military courts and urged the top UN court to annul Jadhav's death sentence, which is based on an "extracted confession". In his submission in the ICJ on the last day of the hearing, Pakistan's counsel Khawar Qureshi said, "India's claim for relief must be dismissed or declared inadmissible." Pakistan claims that its security forces arrested Jadhav from restive Balochistan province on March 3, 2016 after he reportedly entered from Iran. However, India maintains that Jadhav was kidnapped from Iran where he had business interests after retiring from the Navy. Pakistan had rejected India's plea for consular access to Jadhav at the ICJ, claiming that New Delhi wants the access to get the information gathered by its "spy". The horrifying terror attack on Thursday in Jammu and Kashmir's Pulwama has been widely condemned by Bollywood celebrities on social media. Many addressed the need to put and end to terrorism and take note of the immense contribution of our jawans who lost their lives in the line of service. In a first, actress Shabana Azmi while condemning the attack, said that there was a need to halt cultural exchange between India and Pakistan. Actor Vicky Kaushal, too, said that it felt like a personal loss. 
Ranveer Singh on Saturday was felicitated at an award show in Dubai and also received an award. During his speech, Ranveer made sure to remember the CRPF soldiers and observe a minute's silence. Ranveer said, "Like every other India, my thoughts and prayers are with our brave jawans who lost their lives in the line of service, our real heroes. May I request everyone present here to join me in observing a minute of silence for our martyred jawans. Please rise from your seats. Let us all please observe a minute of silence for our heroes."

At least 40 jawans of the Central Reserve Police Force (CRPF) were killed and several others critically injured when an explosives-laden vehicle drove into a bus carrying soldiers in Jammu and Kashmir's Pulwama district on Thursday.  
The repercussions of such terror attacks have largely affected cultural ties between India and Pakistan in the past. In 2016, several outfits sought a ban on Pakistani actors from working in Bollywood films after 17 soldiers were killed in the Uri terror attack in Jammu and Kashmir. Following this, Karan Johar's Ae Dil Hai Mushkil star Pakistani actor Fawad Khan had to bear the brunt and return to Pakistan.

The attack resulted in the deaths of 40 Central Reserve Police Force (CRPF) personnel and the attacker. The responsibility for the attack was claimed by the Pakistan-based Islamist militant group Jaish-e-Mohammed. The attacker was Adil Ahmad Dar, a local from Pulwama district, and a member of Jaish-e-Mohammed. India has blamed Pakistan for the attack. Pakistan condemned the attack and denied any connection to it. Our Army Officers, Navy Personnel and Air Force Cadets, people who act as the frontline defense for our nation, the ones who have paid their dues not only towards their families but also towards each and every citizen who enjoys the peaceful night’s sleep and well-being at the cost of the sleepless nights they spend on guard. Don’t we have a debt to pay towards their unwavering sacrifices? We want to humbly play the role of spreading the awareness among them to protect their loved ones by leaving them behind with a ‘Will’ to save them from all the troubles in case they have to make the ultimate sacrifice for the nation by laying down their lives.
For most of us ‘Army’ is just a four letter word and also not intending to stereotype but most of the common folks have this vague notion that army officers are really well paid and that their families are without worries set for their life time, receiving a lump sum amount as compensation in case of death during active duty. Sadly, that notion is only built out of ill-informed people spreading rumors without any hard base facts. Obviously army personnel enjoy a stable salary alike any other field of work, yet far less in comparison to that they have to put at stake during their service. Think of the times they spend alone, cut off from their families, cooped up to serve the nation for a greater good and if needed even lay down their lives in the name of their nation and its protection. In general, I personally don’t really think that it would make a difference if I’m paid as compensation for losing my father, brother, sister or any member of my family per say. No materialistic possession could ever fill the void left behind by the loss of a loved one. Ask the wife whose husband left him with two kids before losing his life on the line of duty. Ask the kids who never realized that it was the last time they were ever going to get a hug from their father. Ask the brother who held his younger sibling’s dead cold corpse and wished it was him instead. Ask them and you’ll know the value one trifle life can hold to another. J&K: 4 terrorists killed as security forces foil suicide attack on army unit in Uri
Four terrorists were killed as security forces intercepted a suicide attack on an army unit in Baramulla's Uri on Saturday, averting a repeat of the deadly attack by Pakistani terrorists in an army camp in Uri last year.
Police said that the terrorists were suspected to be members of the Pakistan-based Lashkar-e-Taiba.
The terrorists are suspected to be members of the fidayeen or a suicide squad and were planning an attack like the one in Uri in September 2016 that claimed the lives of 19 soldiers, Director General of Police SP Vaid told PTI.
"A big tragedy has been averted. Like the suicide attack on the Army base last year, they (terrorists) had similar plans this time, but the police and the Army got the information beforehand," the top police official said.
An army soldier and two civilians were also killed in the attack.
The encounter took place after the army and the police launched search and cordon operations in Uri's Kalgai area.
The same day three people were also injured in a grenade attack in a market near the SBI bank in Sopore in Baramulla district.
The 2016 attack that took place on September 18 was the worst attack the army suffered in a decade and was suspected to be carried out by a suicide squad consisting of four terrorists of the Pakistan-based Jaish-e-Mohammed.
The Lashkar-e-Taiba had also claimed that one of its perpetrators died in the attack.
Today's incident follows a similar attack in South Kashmir's Tral which claimed the lives of three people and 34 people. Terrorists had targeted the convoy of senior Jammu and Kashmir minister Naeem Akhtar. 17 CRPF personnel were also injured in the attack.

इन दिनों जम्मू कश्मीर में फैली अशांति के बीच खबर है कि बॉर्डर सिक्योरिटी फोर्स (बीएसएफ) में राजपत्रित अधिकारियों की भारी कमी है। इस साल चुने गए कुल लोगों में से 60 प्रतिशत ने ज्वॉइन करने से मना कर दिया है। यह सब भारत-पाकिस्तान बॉर्डर पर फैली अशांति और बीएसफ जवान तेज बहादुर यादव द्वारा पोस्ट किए गए वीडियो के बाद हुआ है। 2015 में हुई यूपीएसी की परीक्षा में कुल 28 लोग सिलेक्ट किए गए थे। उन्हें 2017 में बीएसएफ में एसिसटेंट कमांडेंट की पोस्ट पर ज्वॉइन करना था। लेकिन 16 लोगों ने मना कर दिया। हो सकता है कि आने वाले वक्त में ये लोग किसी भी अर्धसैनिक बल की परीक्षा में ना बैठ पाएं, इस रिस्क को देखते हुए भी इन लोगों ने इंकार कर दिया।
पिछले कुछ सालों से ऐसे हालात बनने लगे हैं। 2016 में जिसके लिए 2014 में परीक्षा हुई थी उसमें कुल 31 लोग सिलेक्ट हुए थे जिसमें से 17 ने ही ट्रेनिंग लेनी शुरू की थी। वहीं 2013 में परीक्षा में बैठे लोगों में से 110 सिलेक्ट हुए जिसमें से 69 सिलेक्ट हुए और फिर 15 ने ट्रेनिंग के दौरान छोड़ दिया। गृह मंत्रालय के आंकड़ों के अनुसार बीएसएफ में राजपत्रित अधिकारियों की कुल 5,309 पोस्ट हैं जिनमें से 522 खाली हैं।
न्यूज पेपर इंडियन एक्सप्रेस ने सिलेक्ट हुए कुछ लोगों से बात की। उनमें से कुछ ने कहा कि उनकी पहली च्वॉइस बीएसएफ नहीं थी। इसलिए वे लोग आगे पढ़कर CISF की तैयारी करना चाहते हैं। कुछ ने कहा कि आईएएस बनना उनका लक्ष्य है। इसके पीछे की वजह बताते हुए एक ने कहा कि CISF में शहरों में पोस्टिंग होगी जिससे आगे की पढ़ाई भी करने में आसानी होगी। कुछ लोगों को यह भी डर था कि बीएसएफ में तरक्की में रोड़े अटकाए जाते हैं।
एक शख्स ने तो यह भी कहा कि लोगों की नजरों में आर्मी की इज्जत बीएसएफ के जवान से ज्यादा होती है। दूसरे ने कहा कि लड़का खोज रहे परिवार की पहली पसंद भी आर्मी वाला होता है बीएसएफ का जवान नहीं।
इस मामले पर बात करते हुए बीएसफ के एक सीनियर अधिकारी ने कहा कि BSF, CRPF और ITBP में काफी कठिन जगहों पर पोस्टिंग होती है। इसलिए लोग इसमें आने से कतराते हैं। उन्होंने यह भी कहा कि जो लोग इसमें आने के लिए मानसिक तौर पर तैयार नहीं हैं उनको ज्वॉइन नहीं करना चाहिए।
