The ruling was made following the Bomabay High Court’s suo motu notice of the declining air quality in Mumbai during the previous few weeks.

केंद्रीय पर्यावरण मंत्रालय ने प्लास्टिक पैकेजिंग प्रयुक्त कर रहे लघु उद्यमियों को दी राहत न्यूजवेव @कोटा केंद्रीय पर्यावरण मंत्रालय के अधिकारियों ने लघु उद्योग भारती प्रतिनिधिमंडल के सुझाव पर देश के सूक्ष्म व लघु उद्यमियों की परेशानी को दूर करने के लिये प्लास्टिक पैकेजिंग प्रयुक्त कर रहे छोटे उद्यमियों और नागरिकों को भूलवश उत्पादक मानने पर नियमों में तत्काल आवश्यक संशोधन करने पर सहमति दे दी है। केंद्र सरकार के इस निर्णय से प्लास्टिक पैकेजिंग का केवल उपयोग कर रहे लाखों लघु उद्यमियों एवं आम नागरिकों को भूलवश ईपीआर सिस्टम से जुड़ने की समस्या से राहत मिल गई है। केन्द्रीय पर्यावरण मंत्रालय और केन्द्रीय प्रदूषण नियंत्रण बोर्ड के अधिकारियों के साथ सूक्ष्म व लघु उद्यमियों के राष्ट्रीय संगठन लघु उद्योग भारती की उच्च स्तरीय बैठक मंगलवार को इंदिरा गांधी पर्यावरण भवन, नईदिल्ली में हुई, जिसमें प्लास्टिक वेस्ट मैनेजमेंट अधिनियम की अनुपालना करने पर प्लास्टिक उद्यमियों के असमंजस एवं उत्पीडन पर चर्चा की गई। लघु उद्योग भारती के राष्ट्रीय उपाध्यक्ष ताराचंद गोयल ने बताया कि बैठक में केन्द्रीय प्रद���षण नियंत्रण बोर्ड के पोर्टल पर पंजीकृत उद्यमियों को ही व्यवसाय करने की बाध्यता खत्म करने पर भी सहमति दे दी गई। जिससे सीपीसीबी पोर्टल पर पंजीयन प्रक्रिया से बाहर रहने वाले लाखों योग्य उद्यमियों को यह उत्पाद मिलने मे अब कोई परेशानी नहीं होगी। जुर्माने से बचेंगे प्लास्टिक व्यवसायी संस्था की कोटा ईकाई के अध्यक्ष सीए महेश गुप्ता ने बताया कि प्लास्टिक रिसाइक्लिंग करने वाले उन उद्यमियों को, जो पैकेजिंग वेस्ट को रिसायकल नही करते हैं, परन्तु पीडब्लूपी के रूप में रजिस्ट्रेशन अनिवार्य होने से गलत जानकारी देकर पोर्टल पर पंजीकरण करवाने पर बाध्य हुये थे, उनके लिए पोर्टल पर ‘अन्य’ का नया विकल्प जोड़कर सुधार का एक ओर अवसर दिया जायेगा, जिससे असमंजस दूर होगा। पर्यावरण मंत्रालय के इस निर्णय से मजबूरी में गलत जानकारी देने के लिए बाध्य हुये उद्यमी लाखों रुपये के जुर्माने और सीलिंग से बच पाएंगे। एक अन्य सुझाव पर ईपीआर सर्टिफिकेशन को टैक्स दायरे में लाकर भविष्य की विसंगतियो को रोकने पर सहमति बनी। केन्द्रीय प्रदूषण नियंत्रण बोर्ड के उच्चाधिकारियों ने विश्वास दिलाया कि पोर्टल पर जल्द ही एक हेल्पलाइन चालू कर दी जायेगी। लघु उद्यमियों की परेशानियों को समय पर हल करने का प्रयास किया जायेगा। बैठक में लघु उद्योग भारती दिल्ली के प्रदेश अध्यक्ष वीरेन्द्र नागपाल, वरुण मित्तल एवं मुकेश अग्रवाल ने उद्यमियों का पक्ष रखा। Read the full article
