In a first for Canada, freight traffic on its two largest railways has simultaneously ground to a halt, threatening to upend supply chains trying to move forward from pandemic-related disruptions and a port strike last year. In the culmination of months of increasingly bitter negotiations, Canadian National Railway Co. (CN) and Canadian Pacific Kansas City Ltd. (CPKC) locked out 9,300 engineers, conductors and yard workers after the parties failed to agree on a new contract before the midnight deadline. The impasse also affects tens of thousands of commuters in Toronto, Montreal and Vancouver, whose lines run on CPKC-owned tracks. Without traffic controllers to dispatch them, passenger trains cannot run on those rails. Pressure from industry groups and government to resolve the bargaining impasse has been mounting for weeks, with calls to hash out a resolution likely to ratchet up further now the work stoppage has begun.

Canada tries to end rail shutdown quickly
The Canadian government has acted quickly to end an unprecedented rail shutdown, announcing that it will ask the country’s Industrial Relations Board to issue a reopening order, which should come soon.
The union said the work stoppage at Canadian Pacific Kansas City will continue until it receives an order from the Canadian Industrial Relations Board (CIRB). The union and company representatives were scheduled to meet with the board Friday morning.
Canada’s two leading railways, Canadian National Railway (CN) and Canadian Pacific Kansas City (CPKC), locked out more than 9,000 unionised workers on Thursday, causing a simultaneous rail shutdown that business groups say could cause hundreds of millions of dollars in economic damage.
The Canadian government announced on Thursday that it will ask the country’s Industrial Relations Board to issue a reopening order, which should come soon. The independent CIRB board will consult with companies and unions before issuing the order.
CN said it will end the lockout on Thursday at 6 p.m. CPKC said it was preparing to resume operations in Canada, and more details on timing would be provided once the CIRB order is received. Labour minister, Steven MacKinnon, told reporters:
I assume that the trains will be running within days.
In addition to the reopening order, MacKinnon asked the board to begin the process of binding arbitration between the Teamsters union and the companies, and to extend the current labour agreements until new ones are signed. The parties blamed each other for the work stoppage after multiple rounds of negotiations failed to reach an agreement.
Rail protest affected the economy
Early Friday morning, the Teamsters union released a statement on the X website saying it had taken down picket lines at CN.
CN spokesman Jonathan Abecassis told the Canadian Broadcasting Corporation that it could take a week or more for the company to catch up on supplies. An unprecedented shutdown of rail service could severely damage Canada’s economy and have a significant impact on cross-border trade with the US.
Canada is the second largest country in the world by land area and its economy is heavily dependent on rail transport. A train shutdown would paralyse grain, potash and coal shipments and slow the transport of petroleum products, chemicals and automobiles. Canada’s railways transport about 380 billion Canadian dollars ($277 billion) worth of goods each year.
Rail companies have previously said they were forced into a lockout to avoid strikes as soon as possible. They said they negotiated in good faith and made several offers to improve pay and working conditions.
The shutdown has halted shipments of grain, potash and coal, and slowed the transport of petroleum products, chemicals and cars.
Tens of thousands of people who depend on some commuter rail lines in Toronto, Vancouver and Montreal were also affected by the lockout as train service on those CPKC-owned lines was halted indefinitely.
According to union and company officials, the reason for the shutdown was mainly due to work schedules, labour availability and demands for better work-life balance. Ottawa introduced new duty and rest rules in 2023.

Ghostbusters: Port Huron (Episode 3)
Episode 3: The Tunnel
Date: August 3rd, 1998

Our team responded to a panicked call from a mother who claimed her son had seen some sort of creature in the closed Port Huron Sarnia railway tunnel. The tunnel was closed in 1994 and ran underneath the St. Lawrence River to Sarnia, Canada. It was originally built in 1891 and was declared a U.S. National Historic Landmark in 1993. It was closed when its replacement was finished and opened by the CN Railway, Canada’s national rail service. The new tunnel is better designed for diesel locomotives while the original was built by hand in the days of steam. Progress marches on.
We did our due diligence. Eric and Amber went to interview the mother for more concrete details while Jeremy readied our equipment, and I took the time to research our destination. I’ve been buried in old record recently as a result of some of our recent jobs. Historical facts, the odd legend, folklore and even the various historical plaques around Port Huron can all provide insights into how we deal with spectral entities. I shall attach some further notes from my recent research to the end of this report, as it has bearing.
We regrouped and took the Ecto-908 to the Port Huron side of the tunnel entrance. Eric being an idiot (every team needs one, apparently), his half-remembered conversation with the witness consisted of ‘a big horse with bat wings.’ Amber’s recollection was not much better, but I cannot expect much from a former Air Force Materials Management airman. We loaded up and stepped carefully past the warning signs into the darkness.
The place was obviously a popular hangout for the terminally bored youth of Port Huron. All manner of obscenities were scrawled on the walls in a number of mediums. The deeper we went, the sparser they became. Obviously the youth were bored, not stupid. Jeremy cautioned us against going further, as the structural integrity of a hand-dug tunnel was obviously quite suspect, and indeed there was a thin layer of water on either side of the tracks that I noticed at this point. We began to turn to leave and reassess the situation when the PKE Meter spiked.
It hadn’t been there a moment ago, but suddenly there it was. And I hate that I cannot describe it better or more briefly than as a big horse with bat wings. It trampled past us toward the entrance toward an end I did not immediately understand until it banked into the air and turned. Jeremy and Amber fired their weapons and both landed solid hits, but they failed to slow the beast down as it charged back through us.
I was slower to my feet than the rest. I’m not sure Amber ever went down, focused as she was on lighting the creature up with her Proton Pack. Eric remembered he had the newer Proton Pack and, through what I am certain is sheer dumb luck, hit the monster in the wing, driving it to the ground with a splash and a very un-horse-like screech. My three co-workers laid into it again with their weapons and the creature discorporated.  As if it had never been there at all. The PKE Meter was silent.
Jeremy rigged up a sort of alarm sensor, using pieces of my last PKE Meter. Should another entity enter the tunnel, it would broadcast a radio signal he would check every day. The man is large and terrifying in his visage, but his technical acumen is commendable. We returned to the office to file our report.
ADDITIONAL: The creature we encountered in the tunnel bears a striking resemblance to an item that actually spiked the PKE Meter on an earlier job we went to in the Port Huron Ice Museum. Yes, Port Huron has an Ice Museum. The artifact in question was a talisman of some sort, on a leather strand bearing a visage that could, generously, be described as a horse with bat wings. I don’t believe in coincidence. Further research is absolutely necessary.
ADDITIONAL ADDITIONAL: I am bringing my own Proton Pack next time. I cannot leave it to imbeciles like Eric to do all of the heavy lifting when it comes to life threatening situations.

Union members at CN and CPKC railways have voted to reauthorize strikes at both companies if negotiated settlements can’t be reached.
Teamsters Canada said in a statement Saturday that union members at both railways voted almost 99 per cent in favour of reauthorized strike action.
The union said members previously voted in favour of strike action on May 1, but the 60-day time limit on the vote expired.
It said that meant it had to take the “unusual step” of holding a second strike vote.

Alberta's largest public sector union is challenging new provincial legislation enacted to prevent rail and road blockades.
The Alberta Union of Provincial Employees says the Critical Infrastructure Defence Act, which came into force on June 17, violates the rights of Albertans to peaceful protest and will hamper the union's ability to engage in collective bargaining, which includes the right to strike. The union is filing a statement of claim in Edmonton Court of Queen's Bench Tuesday morning.
"We will fight this all the way to the Supreme Court and we will defend any and all AUPE members or staff who are caught in the bill's crosshairs," AUPE president Guy Smith said in a news release Tuesday.
Bill 1  was introduced by the United Conservative government in February in response to the blockades of CN rail lines by Indigenous protesters earlier this year.
The bill levies hefty fines against individuals or companies found to have blocked, damaged or illegally entered any "essential infrastructure" including pipelines, rail lines, highways, oil sites, telecommunications equipment, radio towers, electrical lines, dams and farms.
Fines for individuals are up to $25,000 a day and up to six months in jail; corporations found to have violated the legislation face a daily penalty of up to $200,000.
Critics say the vagueness of the legislation mean people on public land, walking down a highway or next to a railway could potentially face fines. [...]
Jonah Mozeson, press secretary for Justice Minister Doug Schweitzer, said the bill came in response to the blockades that halted rail traffic across the country.
"Bill 1 is clearly aimed at those who would block key infrastructure such as railways, bridges, pipelines, and highways," he said in a written statement.
