A protest was held in downtown Vancouver by international students, advocates and supporters backing a petition. The petition, Promise Made, Promise Kept: Secure Future Paths for BC PNP International Students, is urging the B.C. government to halt its changes to the BC Provincial Nominee Program. According to the petition, normally graduates from designated programs could directly apply for permanent resident status. With the recent update to the program, master’s program graduates must now secure an official one-year skilled job offer and meet certain language criteria for eligibility. “This sudden policy shift disrupts the paths of both current and future international students, undermining their significant financial, time, and emotional investments in their quest for a stable future in British Columbia,” the petition said.

British Columbia Provincial Nominee Program Updates
How an Immigration Consultant Can Help
Conclusion
Ontario Closes Entrepreneur Stream
On November 4, 2023, the Ontario Immigrant Nominee Program (OINP) officially closed its Entrepreneur Stream, which had previously been paused since December 2023. The provincial government has begun winding down this stream and is in the process of implementing amendments to close it permanently. If you had already applied under this stream, your application will still be processed according to updated regulations. Candidates who had made commitments to establish businesses in Ontario may still be eligible for a provincial nomination for permanent residency.
For those interested in Ontario’s other immigration options, it’s important to stay informed and seek advice from a Canadian immigration consultant to explore alternative pathways.
British Columbia Provincial Nominee Program Updates
British Columbia’s Provincial Nominee Program (BCPNP) has been active in nominating candidates for immigration. On November 5 and 6, the province held two draws for entrepreneurs and skilled workers. The November 5 draws focused on the Entrepreneur Base and Regional Streams, issuing at least 11 Invitations to Apply (ITAs) for candidates with a minimum cut-off score of 115 for the Base Stream and 130 for the Regional Stream.
The following day, November 6, saw the BCPNP hold a selection draw for Skilled Worker and International Graduate streams, targeting professions in high-demand sectors such as childcare, construction, healthcare, and tech. For example, in the tech sector, candidates needed a score of 128 to receive an ITA.
British Columbia continues to be an attractive destination for immigrants with its growing economy and various opportunities in diverse industries.

Skills Immigration: This stream, primarily using a points-based invitation system, is for skilled and semi-skilled workers in high-demand occupations in BC. Candidates may not need prior work experience for some categories; however, Entry-Level and Semi-Skilled category applicants require B.C. work experience. Candidates may have work experience from abroad; and recent international graduates of a Canadian post-secondary institution may not need any work experience, depending on the job being offered.
BC PNP Tech: Those in specific tech occupations may qualify for invitation at a lower points threshold and receive priority assignment for processing..
Express Entry: International Student and Skilled Worker candidates can select either the Express Entry or Standard version of the BC PNP streams. Express Entry streams offer shorter timelines for federal permanent residence application processing.
Priority Occupations: Since 2022, the BC PNP has also provided occupation specific invitations to apply at lower point thresholds based on specific occupations in education, healthcare and veterinary care.
Health Authority and International Post-Graduate Streams - Qualifying candidates, such as those with a job offer from a public health authority or those who've graduated from selected programs at BC post-secondary institutions, can apply directly to the program without registering, obtaining a score and being invited to apply.
Entrepreneur Immigration: This stream, using a points-based invitation system, is for experienced entrepreneurs who wish to actively manage a business in BC. Applicants must create a minimum number of jobs, have the required personal net worth, and make a minimum level of eligible investment.
Entrepreneur Immigration – Regional Pilot: an option for entrepreneurs who wish to start a new business in participating regional communities across BC.
Entrepreneur Immigration – Base: an option for entrepreneurs who wish to acquire or start a new business in the province.
Strategic Projects: an option for international companies seeking to expand into BC, and who require permanent residency for key employees.

The Provincial Nominee Program (PNP) is a powerful tool for doctors seeking permanent residency (PR) in Canada. Each Canadian province and territory manages its own PNP, allowing it to target specific professions in demand, including medical professionals. By participating in PNPs, doctors can streamline their immigration process, fill critical healthcare gaps, and establish their careers in regions that require their expertise.
1. Provincial Priority for Healthcare Professionals
Many PNPs have specific streams or categories dedicated to healthcare workers, including doctors. Provinces like Ontario, British Columbia, Saskatchewan, and Nova Scotia often have medical professions on their in-demand occupation lists. This prioritization means doctors have a higher likelihood of receiving a nomination, which accelerates their path to Canada PR.
Targeted Occupation Streams: Provinces use data on healthcare shortages to create streams specifically targeting doctors and other healthcare professionals, ensuring they meet local healthcare demands.
Direct Path to PR: A nomination from a province adds 600 CRS points to an applicant’s Express Entry Comprehensive Ranking System (CRS) score, almost guaranteeing an invitation to apply for PR in subsequent Express Entry draws.
2. Aligned with Express Entry
Many PNPs are aligned with the federal Express Entry system, allowing doctors to maximize their chances for selection. Through an Express Entry-aligned PNP stream, provinces can nominate doctors directly, greatly boosting their CRS score. For those who have already submitted an Express Entry profile, a provincial nomination can effectively secure an invitation to apply for PR.
Increased CRS Points: A PNP nomination provides a substantial CRS score boost, which is especially beneficial for doctors with lower CRS scores.
Faster PR Process: Express Entry-aligned PNP streams reduce processing times for doctors, who can often expect faster application handling compared to standalone PR applications.
3. Specialized Pathways and Flexibility
Some provinces, like British Columbia and Saskatchewan, have unique healthcare-focused streams under their PNPs. These pathways cater specifically to medical professionals, making it easier for doctors to qualify even if they do not meet the exact criteria of general Express Entry streams.
Health-Specific Categories: Provinces may offer categories exclusively for healthcare workers, ensuring a streamlined application for doctors.
Job Offers and Community Support: In regions where job offers are required, PNPs facilitate connections between doctors and healthcare institutions in need, offering additional support for integration into local communities.
Conclusion
For doctors aiming for PR in Canada, the Provincial Nominee Program offers a pathway that aligns well with both career goals and immigration success. With healthcare-specific streams, high CRS boosts, and direct ties to provincial demand, PNPs provide doctors with an efficient route to Canada PR and long-term opportunities to contribute to Canada’s healthcare system.

Typical Costs:
- PNP Fees: CAD 250-1,500 depending on the province.
- Application Fee: Same as Express Entry (CAD 1,365 per individual).

Immigration Law in BC: A Comprehensive Overview
Immigration law in British Columbia (BC) is governed by federal immigration policies, but the province has its own unique pathways and programs that align with local labor market needs and demographic goals. Whether you're seeking permanent residency, temporary work permits, or dealing with immigration appeals, it's essential to understand the specifics of immigration law in BC to navigate the system effectively.
Key Immigration Programs in BC
Provincial Nominee Program (PNP) The BC Provincial Nominee Program (BC PNP) is a crucial pathway for individuals looking to immigrate to British Columbia. It allows the province to select candidates based on their ability to contribute to the local economy. The program is divided into various streams such as:
Skills Immigration: For workers with the skills required for high-demand jobs in BC.
Express Entry BC: For individuals in the federal Express Entry pool who are eligible for fast-track immigration processing.
Entrepreneur Immigration: For individuals who want to invest and run a business in BC.
Temporary Resident Permits Many people come to BC on a temporary basis to work, study, or visit. Immigration lawyers in BC help with obtaining temporary resident visas (TRVs), work permits, and study permits. With BC being a hub for education and tourism, temporary residency applications are common.
Family Sponsorship Family reunification is a major goal of Canada's immigration policy, and BC plays a significant role in this. Immigration lawyers assist individuals in sponsoring family members such as spouses, children, and parents for permanent residency.
Permanent Residency and Express Entry Permanent residency (PR) applications are central to many immigrants' goals. BC's immigration lawyers often work on Express Entry cases, which is a federal immigration system that fast-tracks eligible candidates through skilled worker programs like the Federal Skilled Worker Program (FSWP) and the Canadian Experience Class (CEC).
Challenges and Legal Representation
The complexity of immigration law can often lead to rejected applications, delays, or inadmissibility issues. In such cases, immigration lawyers in BC provide crucial services by:
Representing clients in immigration appeals before the Immigration and Refugee Board (IRB) for cases of denied applications.
Assisting with judicial reviews at the Federal Court for immigration refusals that require legal recourse.
Immigration law in BC is a mix of federal regulations and provincial programs aimed at addressing local needs. Whether you are applying for permanent residency through the BC PNP, seeking temporary work permits, or facing legal challenges, immigration lawyers in BC provide essential services to guide you through the intricate legal processes. With the right legal representation, your chances of success in navigating Canada’s immigration system significantly increase.
