O operațiune complicată, c��tă vreme statele care acceptă să ofere cetățenie unor ruși cu conexiuni la Kremlin se expun regimului de sancțiuni internaționale.

În urma unei „analize de risc”, însă, mai mulți oameni de afaceri ruși au considerat că au șanse bune să devină cetățeni moldoveni.

O țară ideală, în context: Republica Moldova nu este membră a Uniunii Europene, dar statutul de țară candidată la aderarea la blocul comunitar și apropierea de România fac pașaportul moldovenesc foarte dezirabil.

Din ianuarie 2022 până în aprilie 2024, au fost depuse 4.317 cereri de dobândire a cetățeniei Republicii Moldova – majoritatea provenind de la cetățeni ruși. 2.577 de cereri au fost acceptate – în mare parte fiind vorba de redobândirea cetățeniei Republicii Moldova de către moldovenii care au renunțat la ea după ce au obținut cetățenia rusă pe timp de pace.

Oligarhi ruși, falsuri pentru cetățenie moldovenească

De la începutul invaziei ruse asupra Ucrainei, autoritățile moldovene au blocat peste 20 de dosare vizând obținerea cetățeniei Republicii Moldova de către cetățeni ruși.

În toate cazurile au fost depistate acte false anexate la dosarele depuse la Agenția Servicii Publice (ASP) de la Chișinău, instituția care gestionează procesul de obținere a cetățeniei. Peste 200 de dosare au fost respinse din alte motive.

Trei dintre cele 20 de cereri respinse aparțin unor oameni de afaceri ruși cu afaceri de zeci de miliarde de euro derulate inclusiv prin intermediul unor companii active în Uniunea Europeană.

Lobanov a depus dosarul la Chișinău în decembrie 2022

Mihail Lobanov a depus dosarul de obținere a cetățeniei Republicii Moldova pentru sine și cei trei fii ai săi pe 14 decembrie 2022.

Conform datelor de care dispun autoritățile moldovenești, Lobanov ar fi depus personal dosarul la secția Cetățenie a ASP.

Mihail Lobanov este o piesă foarte importantă din mecanismul prin care banii oligarhilor ruși au fost investiți în Europa și nu numai, de multe ori fără a se ști public proveniența fondurilor. Unul din cele mai importante vehicule puse pe picioare de Lobanov pentru a investi banii oligarhilor ruși este fondul de capital de risc Target Global.

Compania a fost înființată la Moscova sub numele de Target Ventures de către Alex Frolov Jr, fiul oligarhului rus acum sancționat Aleksandr Frolov, și de către Mihail „Mike” Lobanov în 2012, după ce cei doi au lucrat împreună la compania rusă de stat pentru energie nucleară Rosatom.
