How Much Does BIS Certification Cost?
BIS (Bureau of Indian Standards) certification is essential for companies wishing to manufacture or import products into India, assuring compliance with safety, quality, and performance standards. However, navigating the associated costs can be complex, as they vary depending on product requirements, certification schemes, and inspection needs. Here’s an in-depth look at the primary costs involved in obtaining BIS certification, with insights into how BIS certification agents and services from consulting firms like ERCS Pvt Ltd can support businesses in managing this process.
1. Application Fees
The first step in obtaining BIS certification is paying the application fee, which covers the administrative review and registration process. This fee is usually fixed by the BIS and varies according to the product category and the certification scheme selected. Different schemes, like the ISI Mark, Compulsory Registration Scheme (CRS), or Foreign Manufacturers Certification Scheme (FMCS), may have varied application fees. Typically, the cost for an initial application can range from ₹1,000 to ₹15,000, depending on the product.
2. Testing and Laboratory Fees
Product testing is one of the most significant components of the BIS Certification Cost. BIS requires that all products undergo rigorous testing in a BIS-accredited laboratory to ensure they meet Indian standards. For some product categories, testing must occur in a BIS-recognized Indian lab, which can be challenging for international manufacturers. Testing fees depend heavily on the product type, complexity, and safety regulations associated with the industry.
For instance, electrical goods, electronics, and toys require extensive safety and quality testing, increasing testing costs. BIS product certification for these items might involve an expenditure of ₹10,000 to ₹50,000 or more, depending on the technical and safety standards involved. By working with BIS certification agents like those at ERCS Pvt Ltd, companies can better understand specific testing requirements and ensure smooth coordination with laboratories, helping to streamline this part of the certification.
3. Inspection and Surveillance Fees
BIS may conduct factory inspections and surveillance to verify that manufacturing facilities comply with required standards. The inspection process involves BIS officials visiting the manufacturing site to review production practices and quality control measures. For domestic manufacturers, this inspection can be a one-time requirement, but for foreign manufacturers, BIS often conducts annual inspections to maintain certification validity under the FMCS scheme.
Each inspection carries a fee that includes travel expenses for BIS inspectors, especially for foreign facilities. For international manufacturers, these costs can add up, and inspections may cost several thousand rupees per visit, depending on the location and frequency. Regular surveillance inspections for certain products are conducted to ensure ongoing compliance, leading to additional expenses that certified companies should budget for.
4. Consultancy Fees with BIS Certificate Agents
Navigating BIS certification requirements can be challenging for companies, particularly for those with complex product categories or foreign manufacturers unfamiliar with BIS processes. This is where BIS certificate agents and consultants, such as ERCS Pvt Ltd, become invaluable. By hiring a consultant, businesses can ensure that all steps in the certification process—application, documentation, testing coordination, and inspection preparation—are managed efficiently.
Consultants charge fees based on the scope of services provided, product complexity, and any additional support required. Engaging a BIS certification agent may involve fees ranging from ₹25,000 to ₹100,000, depending on the level of guidance and service required. However, these costs often translate into time and resource savings for companies, as the consultant’s expertise can prevent delays or errors in the certification process.
5. Renewal Fees
BIS certifications are typically valid for one to two years, after which renewal is required to maintain the certification. The renewal process includes resubmitting the application, possibly undergoing additional testing, and paying a renewal fee. Renewal fees are generally lower than the initial application and testing fees but are necessary for companies wishing to continue selling their products in India. Failure to renew the certification on time may result in market restrictions or penalties.
Summary of Costs and Budgeting Tips
Application Fees: Ranges from ₹1,000 to ₹15,000, depending on the product.
Testing Fees: Can vary widely from ₹10,000 to ₹50,000 or more, depending on the product complexity.
Inspection Fees: Costs per visit, especially for foreign facilities, can be significant.
Consultancy Fees: Working with a BIS certification agent like ERCS Pvt Ltd may cost ₹25,000 to ₹100,000 but provides valuable guidance through the process.
Renewal Fees: Required every 1-2 years to maintain market access, usually less than the initial application fees.
The BIS certification cost is an investment in compliance, quality, and market access. With the support of knowledgeable BIS certification agents, businesses can navigate the requirements and streamline the application process, making it easier to secure BIS product certification. For more detailed insights on certification costs and consulting support, consider consulting ERCS Pvt Ltd, a trusted partner in BIS compliance.

In India, the Bureau of Indian Standards (BIS) is essential to ensure the safety and quality of products that are sold. For many items BIS certification sometimes referred to as BIS registration. This certification promotes consumer safety and quality assurance by attesting to a product's compliance with particular Indian requirements. We will explore the significance of BIS registration and the process involved.
What is BIS Registration?
The Bureau of Indian Standards was established in 1986 and is governed by the Government of India and the Ministry of Consumer Affairs, Food & Public Distribution. Strict safety rules and standards are followed by products that are offered in the Indian market thanks to a quality control technique known as BIS registration. It includes a broad variety of products, such as automobiles, chemicals, electronics, and more.
Types of BIS Certification:
CRS (Compulsory Registration Scheme)
ISI (Indian Standard Institutions)
FMCS (Foreign Manufacturing Certification Scheme)
Hallmark Certification
ECO Mark Certification
Importance of BIS Registration:
Consumer Safety: BIS registration helps protect consumers from substandard and potentially hazardous products. It ensures that goods meet the required safety and quality standards, lowering the possibility of mishaps or health problems.
Market Access: Because of its quality assurance, many Indian organisations and individuals choose to purchase items with the BIS certification. For manufacturers and importers, obtaining BIS registration is often a prerequisite for market access.

Sample Testing: In many cases, BIS mandates that product samples be submitted for testing to BIS-approved laboratories. The samples are tested for conformity to applicable Indian standards.
Factory Inspection: BIS may conduct an inspection of the manufacturing facility to ensure that the production process adheres to quality standards.
Evaluation: BIS will evaluate your application, review the test reports, and inspect your manufacturing unit, if necessary.
Granting of License: If the product successfully passes all tests and inspections, BIS grants the manufacturer or importer a BIS registration license. This license must be renewed annually.
Marking and Labelling: BIS-certified products must carry the ISI mark, indicating compliance with BIS standards. This mark is a sign of quality and safety for consumers.
Surveillance: BIS may conduct periodic surveillance audits to ensure that your product continues to meet the standards.
Renewal: BIS certification is typically valid for one to two years, and it needs to be renewed to continue selling or manufacturing the product in India.
