Free voice calls no excuse for poor service quality, says Trai chief
Telcos are citing free voice calls to duck action on poor quality of service, but that will not pass regulatory muster, Trai Chairman R S Sharma said on Sunday, assuring users that the issue of call drops remains on its agenda. The Telecom Regulatory Authority of India (Trai) head said the watchdog’s earlier provision for a penalty on telecom firms for call drops was successfully challenged in the Supreme Court, but the regulator will continue to work for improving the quality of service.
“Most of the telcos are offering voice free, their argument is that if something is free, how much can you (Trai) punish me because I am not getting anything for that, which may not be correct because they are essentially cross-subsidising,” Sharma said at the Asia Economic Dialogue here.
The comments come amid continuing call drops being experienced by subscribers across the country.
After the entry of Reliance Jio in 2016, voice calling has become virtually free as it is getting embedded in the data plans. This has resulted in entrenched operators losing their biggest revenue stream, which has led to financial troubles.
Sharma acknowledged the problem of call drops and added that “hopefully” the service quality will get better over time.
Trai officials conduct standard tests on roads, trains and other busy spots and any operator found to be giving poor service is punished, he said.
Speaking at the conference co-organised by the Ministry of External Affairs and the Pune International Centre, he also urged citizens to come forward by allowing erection of telecom tower infrastructure, adding that there are no health hazards because of the same.
He also pitched for last-mile telecom infrastructure to be erected to ensure people get faster connectivity in their apartments in high-rises.
In his speech, Sharma also mentioned that the lowest tariffs in the world might be the reason why telecom companies are having a tough time in the country at present, but did not elaborate.
On the upcoming 5G technology, Sharma said it requires investment in infrastructure building and marked out optical fibre cable (OFC) laying as a crucial task, stating that there is a heavy dependence on wireless data transfer in India and there is a need for wired access as well.
He said there are sufficient number of use cases and applications of 5G which are available.
Sharma, who has also been associated with the Aadhaar project, said he has written to Prime Minister Narendra Modi to adopt a “digital diplomacy” strategy, wherein New Delhi extends its know-how on projects like the biometric ID or payment systems to countries in Africa and Asia.
Speaking at the same event, National Payments Corporation of India (NPCI) Chief Executive Dilip Asbe said a trial run of its Unified Payments Interface (UPI) is set to be carried out at a Singapore merchant on Sunday, which will herald the internationalisation of the domestic payments system.
He said a code will be scanned by a BHIM app to pay at the merchant’s end in Singapore and the transaction settled.
Asbe also said the NPCI has been generating sufficient revenues to sustain its developmental activities.

How to Apply for IPO Using UPI ID?
As a wise investor, you want to buy a stock at the right price; essentially, because if you purchase the asset at the right price, then only you maximize your earnings by holding it for a long time and then eventually selling upon price rise. But how would you know the right price of a particular share? The best method to find that is via an Initial Public Offering (IPO).  
When the shares of a private company are traded on the stock exchange for the first time, it is known as an IPO. You can participate in IPOs online using your Unified Payments Interface (UPI) ID. Yes, the same ID that you use to transfer funds and shop online can also be used for a new IPO application.
Here is all you need to know about IPO with UPI ID:
What is UPI?
UPI is an immediate, real-time payment platform developed by the National Payments Corporation of India (NCPI). UPI allows the transfer of funds between two bank accounts in no time. However, to use this facility, you need to create a UPI ID. You can use a UPI-enabled bank application or an authorised third-party app like BHIM app, PhonePe, Google Pay, Paytm, etc. to create your UPI ID.
How can you use your UPI ID to apply for IPOs online?
To make the IPOs online more secure, transparent and straightforward, the Securities Exchange Board of India (SEBI) has made it mandatory for retail investors to invest in new IPOs online through their UPI ID. You can select your UPI ID or instruct your broker to use this ID as the payment medium on the National Stock Exchange (NSE) and Bombay Stock Exchange (BSE). 
You can use these steps below to apply for IPO with UPI ID:
Download any UPI 2.0 enabled application
Generate a UPI ID and mPIN for your bank account associated with your trading account
Login to your broker’s application and select an open or upcoming IPO
Opt for the IPO you wish to participate in
Read all terms and details of the IPO, including opening and closing dates, total issue, lot size, etc. 
Enter the valid UPI ID associated bank account and subsequent trading account
Mention the number of stocks you wish to buy
If you want to buy at the cut-off price, tick the checkbox below. In case you wish for a different price, enter the new price
Read the full agreement and submit the document
Upon successful submission, a mandate request is sent to the UPI app
Once you accept the mandate received, your linked account will be blocked by the total funds required to purchase the number of lots specified in the application
If your IPO bid is successful, the blocked funds are deducted from your bank account, and your Demat account is credited with the number of shares
In case shares are not allotted, the blocked money is released on the date of new IPO allotment
SEBI launched the facility to apply for IPOs online using UPI ID in 2019 to make use of its increasing regional penetration and simple user interface. The introduction of UPI in the IPO arena has enhanced the reach of public offerings.

Indians are attempting to awaken their fellow citizens with social media action around #DalitLivesMatter, in the fashion of #BlackLivesMatter. The hashtag was first used in November 2014, shortly after #BlackLivesMatter started trending. But since May 2020 #DalitLivesMatter had more engagement than the entirety of 2019 (engagement measured as the number of posts with 10 or more replies, likes and retweets). For Dalits, people from lower castes who are considered and treated as “untouchable” in India, the fight against systemic and social subordination by African Americans has long resonated. In 1972 the Dalit Panthers was founded, inspired by the social activism of the Black Panther Party. In India, Dalits are traditionally excluded from education, land ownership, employment. While the Indian constitution bans caste-based discrimination, untouchability practices are still enforced by more than half of the upper-class households. Minor infractions by Dalits may result in punishment ranging from humiliation to death.

In 2020 article in the Journal of Business Ethics titled “Understanding Economic Inequality Through the Lens of Caste,” authors  Bapuji and Chrispal note that:
the caste system influences every aspect of socioeconomic life in the Indian subcontinent and elsewhere, through prescriptions that prohibit and restrict actors in particular social arrangements….maintains socioeconomic inequalities through everyday practices and habits, such as last names, food habits, clothing styles, ceremonies, rituals and relationships.
When discrimination occurs the recourse available to Dalits is slim. There is ample anecdotal evidence of police bias against people possessing caste markers.

The anecdotes are backed by a 2019 report by the non-profit Common Cause and the Center for Study of Developing Societies that examined police bias in India. The report concluded that 50% of police personnel believe that reported atrocities against Dalits may be false or overblown. Policing bias is reflected in the reality that more than half of Indian prisoners are from marginalized groups, and they are more likely to die in custody, according to a UN Convention Against Torture report.

The Coronavirus outbreak has exacerbated the situation for Dalits living in crowded conditions with scarce access to medical facilities. In addition to worsening their segregation, there has also been an uptick in violence against Dalits. Indians who support #BlackLivesMatter have been criticized for supporting African-American struggles while staying complicit in subordinating fellow Indians.

SINGAPORE: India is using its public digital infrastructure, to take a leap into digital economy in a bid to achieve economic goals in the country and connect globally, India’s High Commissioner to Singapore Jawed Ashraf has said.
The envoy further noted that building digital connectivity and partnerships with Singapore and ASEAN countries, is a priority for India and highlighted how technology has been used effectively to achieve public policy goals in the country during COVID-19 disruptions.
“We are using our public digital infrastructure, rated as the largest in the world, to take a leap into digital economy to achieve our public policy and economic goals at home and connect globally,” Ashraf told an online Fintech forum this week.
He highlighted India’s several initiatives with Singapore such as interoperability of payment systems, with Singapore being the first country to see the launch of RuPAY in 2018 and BHIM QR at the Singapore Fintech Festival last year, and said that Singapore’s NETS cards likely to be accepted in India soon.
The two sides are also working on connecting India’s Unified Payment Interface (UPI) with Singapore’s FAST (Fast And Secure Transfers) system, which will make remittances to India seamless and efficient, he told some 700 participants from 34 countries at the “SFF Green Shoots Series: Cross-border collaboration between the ASEAN region and India, UK, Denmark and Sweden” held from Singapore via zoom on Tuesday.
India is also collaborating with Singapore on building a digital hub, Business Sans Border, that will connect Micro, Small & Medium Enterprises (MSME) companies in India online to global supply chain and markets, particularly in the ASEAN market.
Commenting on the role of technology and startups in the COVID-19 situation, he said that technology has been used effectively to achieve public policy goals.
Jawed Ashraf pointed out that USD 5 billion was transferred to 160 million beneficiaries into their accounts in the first three weeks of its launch earlier this month.
Aarogya Setu, a contact tracing app, has helped keep up with managing the spread of coronavirus across the country.
In home-based learning, as mandated in managing the COVID-19 spread, e-vidya and Diksha have drawn 640 million hits since its launch on March 24, 2020.
New initiatives like portability of e-ration cards for migrant workers will cover 640 million beneficiaries by August 2020 and the entire country by March 2021.
Elsewhere, e-trading for agriculture sector and e-market place for MSMEs are being planned.
Digital technology has been an important instrument in the past five years for economic transformation and for empowerment, access and inclusion, Ashraf said adding that it will play a key role in economic recovery after the pandemic.

Telcos suggest free access to critical sites
MUMBAI: Mobile phone operators have written to the Department of Telecommunications (DoT) and the sector regulator, requesting customers be allowed to access all critical websites offering government services, ecommerce and digital payments such as the Bhim app, without being charged for data during the lockdown period.
According to senior executives in the sector, letters were sent to the DoT and Telecom Regulatory Authority of India (Trai) on Saturday.
“Telcos do not want customers getting charged for accessing necessary sites, including government ones or banking sites until restrictions to prevent Covid-19 are lifted,” said a senior telecom executive, who did not wish to be identified.
Rajan Mathews, director general of the Cellular Operators Association of India (COAI), which represents private telecom operators Bharti Airtel, Vodafone Idea and Reliance Jio Infocomm, confirmed that the letter was sent but did not share details of its contents.
In 2016, Trai barred discriminatory pricing of data services. The rules, however, provided an exception for services offered over closed electronic communication networks, or intranets. Services over an intranet are usually limited to the members of the organisation that owns it or those authorised by it.
The government is expected to take a call on the telcos’ request this week, said officials.

Digital Payment: All players have to comply with data localisation: NPCI chief
BENGALURU: Dilip Asbe, MD & CEO of the National Payments Corporation of India (NPCI), the umbrella organisation for operating retail payments and settlement systems in India, has been in the thick of action – dealing with regulatory changes in the digital payments landscape, trying to settle the feuds between payments players over the unified payments interface (UPI).
In an exclusive interview with TOI, he throws light on these hot-button issues, and speaks about how regulatory compliance and users’ data privacy are the top focus areas for the body. Edited excerpts:
How do you see UPI now, from what it was two years ago?
The UPI architecture is based on consumer choice, the consumer can use any UPI app amongst many. While many providers are in the process of launching their own apps, there are already handsome choices available to consumers. If consumers don’t like an app or they are not happy with a provider, they can choose another app without much effort. We believe that once a consumer is on-boarded on UPI, the switching cost to another app is near zero.
You have just launched UPI 2.0. What are your expectations from it?
At this stage, we are working on operationalising all banks on UPI 2.0. By December end, we should have most of the large banks and apps offering new features. Building new use cases and stabilising 2.0 functionalities will be the priority till March 2019.
Data localisation is a big issue for some payments players. What happens if some of the UPI apps are not compliant with the RBI diktat on data localisation?
The data localisation circular applies to most of the payment system providers across the payment system. All the players will need to be compliant.
What input have you received from UPI apps on this matter?
We are in the process of checking the compliance status from PSP (payment service provider) banks/apps.
WhatsApp payments has been a matter of heated debate. What is keeping WhatsApp away from a full-scale roll-out on UPI?
There are a couple of app providers waiting for full go-live and once the compliance to the regulation is received, they should be ready to go live.
Are WhatsApp’s platform issues (fake news, for example) playing a role in its payments roll-out here?
NPCI is not aware about the issues other than payments.
Paytm, one of the largest players, has been protesting vocally on various practices of global tech giants like WhatsApp and Google Pay. Do you see any merit in this?
The data sharing and privacy issue is a valid concern worldwide and not only in India. All are eagerly waiting for the privacy law so that there is standardisation. As soon as the law is passed, we shall convert the extant guidelines in accordance.
Are you increasing the capacity at NPCI, with volumes rising substantially?
We keep a constant watch of current systems and have a policy to upgrade on reaching a particular utilisation threshold. In fact, apart from NPCI, banks and their system providers need to keep working on this to ensure there is enough capacity available to support the exponential growth that we are witnessing in digital payments today.
How do you see P2M (person-2-merchant) payments growing on UPI?
We see around 20% volume of UPI in P2M services and we are putting all our efforts to grow this share. If you see UPI 2.0, all the features are focussing on merchant payments. Proliferation of interoperable QR standards such as Bhim and Bharat QR that is rolled out for merchants, which can be used by any app for payment, is the need of the hour.
What permission will Apple Pay require to provide services similar to Samsung Pay?
They need to work with banks and once compliance to all regulations and requirements are fulfilled, I don’t see any major issues.
Digital payments seem to be running on multiple themes: banks spending massively for conversion of magstripe cards to chip cards, Visa & Mastercard spending to promote contactless, Paytm continuing with QR code, India Post Payments Bank promoting its captive QR. WhatsApp and Google Pay’s integrated UPI payment features still await clearance. Merchant acquirers are offering eight-in-one acceptance devices. Is this not causing confusion? At a high level I feel there would be two payment systems in the mainstream market which will drive digitisation of the retail payment system i.e. cards and Bhim UPI. I am assuming wallets would be part of both after its interoperability guidelines are issued. This gives the consumer a choice to use either card (in any form) or use any of the available Bhim UPI apps.
Over the past three years, NPCI has put in lot of efforts in building NCMC (national common mobility card) standards. We are working with banks to issue a single card to consumers that will support all forms of retail and transit (low value mobility) payments. The rural market will continue to leverage the Aadhaar based services.

NPCI rolls out UPI 2.0 platform with overdraft facility
National Payments Corporation of India (NPCI) has launched the latest version of online payments solution Unified Payments Interface (UPI), the UPI 2.0.
After multiple delays, the UPI 2.0 comes with a few updates from UPI interface. The new features of UPI 2.0 include Overdraft facility, One Time Mandate, Invoice in the inbox and Signed intent & QR.
Overdraft facility lets customers link their overdraft accounts, one-time mandate allows blocking funds when shopping online, and releasing them when the product is delivered. Invoice feature allows merchants to send an invoice to the customers so that they can verify and make payments, whereas Signed intent & QR allows users to check the authenticity of the merchant. Lastly, the transaction limit has also been raised to 2 lac.
Currently, there are 11 banks that support the updated version: State Bank of India, HDFC Bank, Axis Bank, ICICI Bank, IDBI Bank, RBL Bank, YES Bank, Kotak Mahindra Bank, IndusInd Bank, Federal Bank, and HSBC.
Unified Payments Interface (UPI) is a channel that powers multiple bank accounts into a single mobile application. The initial version of UPI was launched in April 2016. According to NPCI, BHIM UPI has recorded transactions worth Rs 45,845 crore and 235 million in terms of value and volume in a single month of July 2018.

India’s Way of e-Governance Affordable & Inclusive Way of Digital Transformation
The digital transformation is happening in a very affordable and inclusive manner, says Dr Ajay Kumar, Additional Secretary, Ministry of Electronics & Information Technology, Government of India, in an exclusive interview with Souvik Goswami of Elets News Network (ENN).
We are in the most exciting phase of e-governance in the history of this country. IT is bringing great transformation in the governance spectrum. We have been using technology in government in the past as well. However, what we see now is a digital tech-led transformation as never before. For example, Direct Benefit Transfer (DBT) which is powered by digital technology is now helping crores of people to receive benefits at a click of a button. Earlier, benefits would flow from the Central to State governments to the district administrations to the block administration and then to the panchayats and eventually to the beneficiaries. At each stage, lots of costs and time would be spent in the layers of bureaucracy, for the transfer of money. The important thing is the scale at which DBT has been implemented in the Government. DBT has been extended to over 250 schemes and 36 crore transactions saving Rs 50000 crores. It is proposed to extend DBT to 90 crore transactions across 500 plus schemes this year and to State Government benefit transfer as well. The scale of implementation is truly transformative.

Government has set up a real-time online marketplace for public procurement called Government eMarketpplace (GeM). This in my opinion, will change the public procurement for all times to come not only in India but all over the world. The World Bank is actually studying our model of public procurement. GeM enables vendors to change the prices dynamically. GeM also ensures that payments to the vendors are made online. It ensures transparency in the whole procurement process. Our experience shows that procurement prices of goods and services are nearly 10 to 15% lower than the traditional methods. It also helps in reduction of corruption. Government ahs already mandated that all goods and services on GeM should mandatorily be procured only from this platform. Many State Governments across the country have also adopted GeM for their procurements.
Take, for example, the e-National Agriculture Mandi (eNAM) portal. Earlier the farmer was constrained to sell his produce in the local mandi. On eNAM, he has the whole country as his market and he can sell as per the best offered prices. 350 mandis and 36.4 lakh farmers are already using eNAM. 585 mandis across the country are proposed to be integrated on the portal this year.
Likewise, Aadhaar has been a game changer for so many ways. With over 116 Aadhaar and nearly 3 crore e-authentications every day, transformation is taking place. When the Supreme Court needed a mechanism which would ensure fake SIM cards should not be issued, it directed all the telecom operators to link all their subscribers with the Aadhaar number. Be it scholarships, DBT, Ration card, LPG subsidy, or MNREGA by linking all these schemes to Aadhaar– the government has ensured fakes and duplicates are removed and genuine eligible persons are benefitted in a transparent way. By linking scholarships with Aadhaar, not only fake candidates vanished but also the fake schools which were claiming these government scholarships earlier were eliminated.
Through Jeevan Pramaan scheme, the person doesn’t have to visit banks to submit life certificates. Now they can do it remotely.
The advancement of technology is being used in e-governance. First example is Cloud where it is possible to host and scale rapidly and reduce costs. In NIC, we have a Cloud First policy implying that all applications hosted in NIC in last three eyars have been only on Cloud. Instead of developing stand-alone applications, Common Applications are developed and hosted to Cloud which enable multiple users across various Ministries/ organizations to use these without having to redevelop these. One such example is Biometric Attendance System implemented across several thousand government offices in Central and State Governments at practically negligible software costs and adding a new office is as simple as opening an email account. Cloud based Online registration System and eHealth systems are changing the health scenario in India. These were first implemented in AIIMS, Delhi. Now, any hospital can use the application for hospital management and online appointment for patients by merely creating an account and downloading the e-hospital system. This is technology-based transformation. Nearly 150 government hospitals have already adopted these systems. Scholarship portal is one such example where 25 schemes of several ministries’ scholarships have been brought on the same platform and over 1.25 crore students avail of this facilty.
There is a huge push to the digital payments which benefits e-governance and the society at large. The digital transformation is happening in a very affordable and inclusive manner.
An important aspect of this transformation is the focus on affordability, inclusion and focus on weak and the poor. The technologies like e-authentication through Aadhaar, Digital locker, BHIM or Aadhaar based payment systems are available at zero costs. eSign has brught down cost of digital signature from say Rs 1000 per year to Rs 1 per signature.
The use of digital technologies in India is different from the places world over. In other countries. World over, e-governance has mostly focused on efficiencyand productivity. We additionally focus on providing basic developmental needs of the citizens. Health, education, skilling, financial inclusion, agriculture, electrification, cooking gas, among others which are essential for improving quality of life.
Common Service Centres (CSCs) are playing a major role in ensuring the inclusivity of people in the rural areas. Through Digital Saksharta (DISHA) programme, people are being made digitally literate. About 1 crore people have been made digitally literate and under the PM Grameen Digital Saksharta (PMG DISAH) programme, 6 crore additional people are being made digitally literate. Importantly, PMG DISHA programme is going to be training people in villages which are far away from municipalities and urban areas thereby ensuring that the remotest villages are covered.
How do you view the electronic manufacturing scenario in India?
Five years back, new investment in electronics manufacturing was unthinkable. Existing units were folding up. There has been a huge change especially in the last few years. Importantly, interest in electronics manufacturing is by both MNCs and Indian companies. 80 new mobile manufacturing and component manufacturing units have come up in last 2 years. The per annum mobile production has grown from 6.5 crore units to 17.5 crore units. Nearly 250 new investment proposals involving investments of nearly Rs 1.4 lakh crores are in pipeline. With increased production, important of several electronic products like mobile phones, LED lights, LED/LCD TVS among others have started declining despite increase in domestic demand. We also have a solar fab and a LCD fab proposals which are work in progress.
India is currently the most happening country in the world in terms of investment in the electronics manufacturing segment. Make in India programme, policy initiative by Government, differential duty incentive, electronic manufacturing clusters, all these have been welcomed by the industry. The government has been very supportive. The government has given the confidence that they are there to support the manufacturing industry.
Where do you see electronics manufacturing in India in the next five years.
Electronics manufacturing is at a take-off stage. In the next five years, you can see two to three times growth of the industry. More new companies will come, the existing companies will continue to add. A lot of Indian companies will also start entering this area. We have seen a lot of interesting trends recently. Many electronics manufacturing companies are coming up with the IPOs too. This is new trend and shows how the electronics industry is shaping up.
What programmes will be on the anvil in the next two years in terms of digital transformation?
The focus is to achieve one trillion digital economy at the earliest for which several new steps are proposed to be taken. A high level industry round table was held recently wherein several new initiatives were discussed. There is electronics policy version 2.0 which is proposed. It will be formulated and put up for consultation. There are proposed software product policy, a policy framework for data security. Innovation is the key to take this transformation further.
Connectivity has been an issue.What according to you are the challenges in the digital transformation and how do you plan to overcome it?
A lot of work has happened to improve the connectivity both from the private and public sector. Optical fibre has been laid in nearly 1 lakh panchayats. States like Andhra Pradesh have a model of taking fibre to home.
Digital technologies change at a frantic pace. Consequently a challenge is to keep pace with this continuous change. There is a huge need for human resource skilling and re-skilling. We have the resources and abiity to become the technology human resource hub of the world. But that is only possible if we are able to skill our people in large number in quality. To continue leadership position in the IT sector in the next 20-30 years, we have to skill our human resource and framework for technology. Building effective infrastructure also has to be on priority.

NEW DELHI: Paytm on Tuesday said it has partnered with Vodafone Idea and National Payments Corporation of India (NPCI) to allow feature phone users to recharge their numbers using UPI.
“Paytm is now empowering feature phone users to recharge for their Vodafone Idea numbers with just a valid UPI ID. Along with the telecom major and National Payments Corporation of India (NPCI) to extend this service throughout the country,” Paytm said in a statement. The move would help crore of citizens who mostly use feature mobile phones to now top up their numbers without having the need to visit physical stores, it added.
Paytm said that this service is based on the NPCI’s payment service *99# which works on the Unstructured Supplementary Service Data (USSD) channel.
This service allows mobile banking transactions using basic feature phones without the need of having a mobile internet data facility for using USSD based banking.
“There are over 550 million feature phone users in the country. A majority of them are migrants and daily wage earners. Due to the ongoing lockdown, many people who rely mainly on mobile phone stores, recharge kiosks are finding it difficult to top-up their basic feature phones which rarely have internet data facility,” Paytm Senior Vice President Abhay Sharma said.
Praveena Rai, chief operating officer of NPCI said the USSD-based service would facilitate feature phone users having a UPI ID to keep in touch with their near and dear ones even if they don’t find mobile recharge shops in their localities.
“The USSD service would also help people register their UPI IDs on BHIM UPI and provide them with a seamless mobile recharge experience,” Rai added.
Avneesh Khosla, Director-Marketing of Vodafone Idea Ltd said in the last two months, the company has launched a slew of initiatives to help consumers stay connected.
“We believe that this partnership with Paytm will help facilitate a large number of our digitally unconnected customers to recharge through USSD without being dependent on mobile internet, any digital app, or a physical retail touchpoint,” he added.
If a customer’s UPI ID is not registered with BHIM UPI, they then need to dial *99# after which they are shown all bank accounts linked with the mobile number from where the USSD is dialled in.
The customer then selects the bank account he wants to register his UPI ID with and sets up a UPI PIN.
