#PHnews: IP leaders laud gov’t efforts to rescue young IPs in Cebu
MANILA – Indigenous peoples (IPs) groups from Mindanao have thanked the police and local government in Cebu for rescuing young IPs from the communities in Talaingod, Davao del Norte.
“Government should and need to act to save these young indigenous people as advocates of citizen rights or Human Rights duty bearer,” Mindanao Indigenous Peoples Council of Elders and Leaders (MIPCEL) and the Mindanao Indigenous Peoples Youth Organization (MIPYO) said in a joint statement released on Feb. 16.
The groups cited the IPs right to proper education that is approved by the Department of Education (DepEd) and will accelerate the IPs knowledge as well as secure them with a degree.
They said the target of the Save Our Schools (SOS) Network, the group that brought the IP youths from Davao del Norte to Cebu City, is to fight not only the present government but also the past administrations.
The SOS Network also wants to abolish Indigenous People's Rights law, the groups added.
“The Rural Missionaries of the Philippines (RMP) were the first to build the so-called Lumad schools in Barangay Lydia in La Paz and Barangay Balit in San Luis in Agusan del Sur and their first program is Literacy and Numerology (LitNum) only and not the whole curriculum of Education according to DepEd regulations so they should apply for DepEd registration so that they will be recognized as a full school,” the statement said.
The groups also said the SOS Network is the one that helped spread “this kind of schools that we know as native schools like Salugpongan Ta Tano Igkanogon Community Learning Center (STTCLC) and Community Training and Resource Center (CTRC) in Region 11, CLANS and Fr. Pops Tentorio Institute in Region 12, MISFI in Region 10 with some schools in Region 12 and 11, TRIPFSS and ALCADEV in Region 13 and AIFSI in Region 11 with also a School in Region 9”.
They said these schools were founded by the organizations that are members of KALUMARAN such as PASAKA, KALUMBAY, ALUHHAMIN and SGS which are also supported by the SOS Network.
These schools are transforming students to become members of the New People’s Army (NPA), an armed wing of the Communist Party of the Philippines (CPP).
The IP leaders urged community leaders to look into the activities and system performed by these “supposed educational institutions.”
“These schools are taking students to rallies, campers and the City because they caused the planting of hate and wrong thoughts to fight the government that usually caused them to be put in the situation of violence and became bakwit like bakwit school in UP, bakwit school in Haran in Davao and now bakwit school in Cebu. Situation that pushed them to become victims of NPA recruitment and use them as Child Warriors,” the statement said.
The IP leaders said a member of their tribe Datu Guibang Apuga said that his son Awing became a member of the New People's Army at the age of 12 along with the other young IPs in Talaingod, Davao del Norte who entered Salugpongan schools.
“So he is now leading the call for indigenous leaders to close Salugpongan schools there,” they said.
The groups also said these schools are collecting aid and funds from other countries.
“This is what everyone should know so that we can see carefully why we are thankful for the safety of our indigenous youth in Cebu by their parents with the help of the government,” they added.
In a television interview on Wednesday, SOS volunteer teacher Rose Hayahay maintained that they were not holding the IP students hostage.
Rescue ops
On Monday, Central Visayas police rescued 19 young IPs at the University of San Carlos (USC) in Talamban, Cebu.
Police Regional director Brig. Gen. Ronnie Montejo said they are preparing human trafficking, child abuse, and kidnapping cases against Societas Verbi Divini (SVD) or the Society of the Divine Word, the congregation that supervises the USC.
Montejo said investigation results showed that the IPs, mostly minors, were supposed to be brought only to Davao City in 2018.
Parents, he said, were worried since their children have not returned home since then.
Meanwhile, the Commission on Human Rights (CHR) in Region 7 is conducting a "motu proprio inquiry" or probe on the rescue of the IP minors.
CHR 7 director Arvin Odron said the probe shall determine whether rights were violated or were put at risk of being violated so that they can intervene and protect the same or prevent it from recurring.
"As we deal here with children whose rights are prone or vulnerable to abuse, we want to ensure that all stakeholders act ‘for the best interest’ of our children," Odron said. (PNA)

Roppongi! - Takeuchi Akari
Yesterday I appeared at the Roppongi Idol Festival 2017!!! I was so happy to see Hyadain-san for the first time in a long time~
We sang songs we haven’t done in a while, and it was the first time doing a lot of the songs with 10 people!!!! There are also a lot of solo parts for the 2 new members~!! You might not have seen it yet-! So please wait and look forward to seeing it in the future~ It was outdoors so it was open-air, but it was soooo hot and fun!!!
After all, Angerme’s lives are always fun~

We got ice cream after the live ended~ Without hesitation I chose a chocolate banana flavour  I want to out to a festival and eat chocolate bananas~
When we arrived at the venue, Apuga (Translator’s note: Up Up Girl Kakko Kari) was performing, and the fans were all so excited, so I think that when we perform together in September it will be really fun!!! By the way, the song they were performing when we arrived was my favourite Apuga song, Upper!
I really like that song~
I’m really looking forward to it!!!
And then, the day after tomorrow is Otodama!! I’m really happy that we have lots of events!!!!!
Otodama is really fuuuun!!!
Today marks the end of July~
It’s August from tomorrow!!! Summer with truly begin~

here’s budokan, but...
Can we all take a second to just ponder what in the entire Universe is wrong with this hoodrat agency? Seriously Up Front and YU-M Entertainment...Here’s Budokan, the concert you’ve all dreamed of, but...you know...by the way...you’re broke and you don’t have the money to hold the concert. So let’s crowdfund 7,000,000 en to reach your dreams. Seriously? All smileage needed to debut was a couple of pictures of people smile, MM had to sell a few cds, but raise almost 70,000 USD in a month and a half? What the hell kind of ratchet trash is this? Are you running a production company or one of those people with a disposable camera that stands on Hollywood and Vine claiming to be an agent? I’m pretty sure they could leave the company and do that on their own. 
Yet you have the money to create a new company, YU-M, and finance 20 new H!P groups made of girls who have 1/200 of the training UUG has. Really? Wow. Each HP group gets like 6 different CD versions, 3 a sides, high quality music videos, huge real venue stops, and new outfits for each song and tour.
For the record, I am talking about Up Up Girls having to crowdfund their Budokan concert where they’ll probably have to wear the same grimy old outfits they’ve been wearing since their debut. Up Up Girls, more like one new outfit per year girls. 2 buck budget. All the girls from their gen have debuted or left HP and they’re still treated like dirt. Props to you U-FC.
I’m going to pen myself a very angry letter in Japanese. Excuse me.

#PHinfo: When the government has a change of heart, so does the rebel
Davao del Norte, (PIA) - With the arrival of the COVID-19 pandemic in 2020, many people have associated the year with losses.
However, in the many wars that the Philippines is currently facing, there is one that the country is evidently winning—the war against insurgency.
In the last decades, the Philippines has dealt with what seems to be an unsolvable insurgency. With the operation of the Communist Party of the Philippines linked with the New People’s Army, citizens in the far-flung areas have had to live their daily lives in the sound of gunshots, sights of bloodshed, and in state of fear. 
This writer had the chance to visit to Sitio Kaylawan in Barangay Sto. Nino last October 2, 2020 with team members of Provincial Information Communication and Knowledge Management Office (PICKMO) Documentary Film. 
As we were sent to document a story related to  ending local communist armed conflict (ELCAC), we spent time having conversation with the two high-ranking married former rebels living there,  and we realized how far the government has come in finally finding the key to this particular war.

The government has understood that this war cannot be won through force and overpowering the rebels, but rather by winning their hearts.
This time, for the government, it was about eliminating the rebels’ struggle for survival, treating them well, and showing them that the military has come not to hurt but to help.
“Lahi na kaayo sauna ug karon. Kita na namo na pinangga man diay mi sa gobyerno. Buotan kaayo ang mga sundalo dinhi (It’s very different now. We see now that the government is taking care of us. The military soldiers are very nice here),” Former high-ranking NPA rebel, Aye Apuga, said.
“Gihatagan mi ug panginabuhian, naa mi sariling gulayan, naa na sab mi kuryente ug ginabuhat na sad nila ang dalan para panaog sa lungsod arun mabaligya namo among mga tanom (They gave us livelihood, we have our own vegetable farm, we have electricity, and they’re building the roads going down so we can sell our harvests),” she added.
Having experienced this sincerity, the rebels have not only come to the folds of the government but are also now courageously extending their arms for the other rebels to join them back to mainstream society. 
The national and local governments have made these successes through intensively pursuing the whole of nation approach to end local communist armed conflict embodied in Executive Order No. 70 issued by President Roa Rodrigo.
Some line government agencies have found their way hauling various government services with  the provincial and municipal governments together with the 56th Infantry Battalion. The Technical Education and Skills Development Authority (TESDA)  for one has introduced Solar panel project, organic poultry raising and  organic vegetable farming among other projects.
“Naog na mo. Saakong mga paryente nga nabilin, kabalo ko nasuko mo sa ako ug andam kong mudawat sa inyong paghukom (Come down. To all my relatives left behind, I know you are angry at me and I am ready to accept your judgment),” Victor Apuga, another former high-ranking rebel, pleaded after citing how he and his family have benefited from  various government services delivered right at their community which was once secluded and unreachable.

“Apan gusto nako mahibalo mo nga mao kini ang kamatuoran ug mao kini ang tinood nga gobyerno (I want to let you know that this is the truth and this is the true government),” he said.
Of course, leaving the rebellion can make one a target of the NPAs, so when asked about the danger of exposing himself to the camera, Victor Apuga bravely said, “Andam gani ko ihatag akong kinabuhi sa kalihukang way tumong, kini pa kaha na adunay kasiguraduan ug nahibalo na ko sa kamatuoran ug sa akong mga karapatan (I was ready to give my life to the senseless rebellion, how much more for this where there’s certainty and now I know the truth and about my rights).”
When Victor uttered those powerful words, it proved that the government’s change of approach—one that is more coming from a place of love and sincerity--worked.
The change of heart of these two married former rebels was the most evident sign that the government is winning and the insurgency is weakening.   (Jan Vincent Leuterio, PIA-XI)
