Historically most gangs started in places and communities where cops would not go, or where dangerously corrupt.
Extortion of protection money doesn't start as extortion it starts as insurance and investigation. If the bodega is paying you protection money they're not just doing it so your guys won't rob them they're doing it so that if ANYONE robs them you will find out who did it, and you will do something about it because the cops sure as hell won't. And by do something I mean find the fucker and put him on the ground because nobody fucks around in your territory. And maybe Vinnie at the bodega is having trouble paying his rent so you buy the building and instead of protection he's paying you rent yeah? and maybe instead of $500 a month or whatever it is You tell him you'll take just under an equivalent value of cartons of smokes this month and call it even yeah Vinnie? (this by the way makes Vinnie complicit in your criminiality because now he has to cook his books to hide the cigerettes yeah?)
The illegal (read untaxed) selling of booze and cigarettes is still an ongoing problem in many both urban and rural areas btw: If you wanted a way to diversify Hood's operations and move him away from the harder drugs hand rolled/stolen cigarettes and bathtub gin/moonshine might be a way to do it. Besides Batman stories are always at their best when there's a hint of the old school gangsters in it. And let's be honest Batman popping open a crate of expecting to find heroin or oxys and instead finds cartons of Malboros is a hilarious mental image.
The chop shop idea is great, especially if he has bounties. "Steal this asshole's car" or "Steal this type of car". Also if it's a personal vehicle you can alot of ID info out of registrations. Use the registration info to hack a bank account and just skim.
If there's isn't a shitty dying high school in/on the edge of the Narrows I'd be shocked so he have him fund the vocational programs. After school clubs, the idea about selling books to make money as well as encourage literacy (Jason also seems like the kind of troll that would make sure a good chuck of it comes from banned book lists). The mechanic class kids who show real promise get jobs at the mechanic shop covering the chop shop, kids in the art class get money to paint murals his gang can hide their tags in. Free breakfast and Lunch programs. Etc
A free clinic he aggressively enforces as a neutral zone and makes damn sure his guys know is a neutral zone. Needle exchanges.
Going back to the free breakfast and Lunch programs food is a fantastic way to create loyalty even in unexpected places. We have documented instances for example that, in certain towns in the Americna West when miners where injured and couldn't work the local brothel, and their favorite workers there seeing to it that groceries where delivered to the men's wives. Also eating together builds inter connected bonds in humans -it's one of the fastest ways to make us pack bond. You could have Red Hood literally hold dinners for his guys with him sitting at the head of the table. Even if he doesn't eat (depends on how you wanna do the mask situation) make him literally-clearly- 'the founder of the feast'.
Just some ideas. Hope it helps!
(I really wanna read this fic!)
The hardship of planning an elaborate fic about Jason and his crime lord-ing is figuring out how tf to run a crime empire with morals. Oof.

Sorry, I should've been more clear. I was asking in context of the earlier question you answered about pre colonial Africa. Many of the factors you mentioned are obscuring the history in Africa also affect the pre Columbian Americas, like the bias toward monument building societies who had standing armies and writing, but like you said, the extent of the genocide against indigenous Americans is bigger than in Africa, so that's the kind of comparison I was thinking of.
Oh ok, so like an overview of the continental historiography, yeah I can do that.
one interesting comparison between the two continents is that in both, certain specific civilizations get a lot of love and attention while most get neglected. The Aztecs, Inca, and Maya, as well as specific North American tribes (Apache, Iroquois/Haudenosaunee, Sioux) get a TON of attention and focus, while others are totally neglected and ignored. Just like how in Africa, certain parts of African history get a lot of love (Egypt, the Zulu, Ethiopia) but the rest are neglected.
So like with Africa, you have a few of the same factors that makes pre-Columbian American history get neglected.
1) Racism, like with Africa you have the problem of non white history, where the major historical institutions just do not put as much money and energy into the subject as those with white people. There is so much more written about Native history post 1492 than prior. However, its actually less neglected than SubSaharan African history is, because white people actually came to live in the America and got interested in the history (eventually). So you will find a lot more books in English on the history and culture of various Amazonian people groups than those of the Congo. This probably also has to do with the fact that in many South American countries, Natives or mixed race descendants, still make up a large part of the populations of these nations and play an active part in the historical/political community. And since these nations are new and generally speaking more powerful than the new African states (wow that is a generalization I am going to respect as all the Nigerains and South Africans get pissed at me) there is a more established histographical tradition
2) Lack of written sources, or in the case of the Inca, we still haven’t figured out the written sources translation. Its actually a lot worse than Africa, because while there were Native civilizations that got written languages, a lot less than Africa, and Africa has the advantage of having accounts from Arabic traders in the middle ages. Once you take into account the centuries of destruction, and we are actually left worse than Africa on that account
3) A multitude of languages. This isn’t as bad as in Africa though, because most of these are filtered through Spanish, Portuguese or English, so if you speak one of those, it opens up a ton of options for you. So while the language barrier is still a problem, if you are willing to learn English suddenly there are a tone of new options
4) Neglect because you didn’t build the big thing. The Americas gets this less than Africa because some of the tribal” cultures became huge like...fetish items for various settler civilizations, and while there are a LOT of problems with that (see below) it does mean that groups like the Sioux will get more historical attention. This tends to only apply to some people groups over others though.
Then there are some unique challenging facing Native American history vs Africa
5) Massive genocide on an almost unimaginable scale. Don’t get me wrong, the colonization of Africa was abominable and was full to the brim of various genocides. However the vast majority of the African civilizations who were subjected to colonization are...still around. Subjected to cultural erasure and murder but they still exist. Meanwhile with the Native Americans, entire regions are just...gone forever. And this isn’t just because the Europeans were a lot more genocidal focused in the Americas than in Africa (thought that is a factor). A big factor is the “Great Dying” which was the series of plagues unleashed by the arrival of the europeons, which possibly killed up to 90% of the new world, up to 110 million people, sometimes even before Europeans even encountered them. Then Europeans massacred like 90% of people on top of that. SInce most of what we rely upon here is oral history...yeah that really hurts.
6) Deliberate cultural erasure. This was also evident in Africa but was never really as successful, the various colonial regimes in the Americas really made an effort to wipe out native culture, and while entirely successful, which adds to the problem of oral history
7) However, due to the US being the most powerful nation in the world, it does mean that a lot of historical societies who are into local history get into Native American history, so despite all of those disadvantages, Pre Columbia Americna history is actually a lot easier to access than most African history, because there is a ton of interest. I’ve studied at three universities in the US and all of them offered some sort of Native history course, and none of them offered a pre colonial African, and some of these research schools have been around for centuries. Now there is the problem of cultural fetishism, where white people start to take on a Utopian vision of pre Columbian society which just gets in the way of real history, but there is genuine interest so it is a LOT easier to get into Native History, doubly so if you can read Spanish.

‘Televised Wrestling Comes To You By Arrangement With King George VI Wrestling Club’
Issue 1 7 April 2020
Between Rounds With Mikolaj Salak
Poland’s Salak is a regular campaigner in British rings for the last few years with the Heavy-Middleweight now being based in Boston, Lincolnshire for much of the year and is now wrestling exclusivity for the King George VI Wrestling Club.
Salak is the son of a farmer from Warsaw, and joined a Boys Wrestling Club at 12-years old winning both regional and national wrestling tournaments.
After leaving school he worked with his father as a farmer for a brief time before joining the Air Force for five years where he further expanded his wrestling into international tournaments.
As well as a talented wrestler, he was also a skilled footballer and had attended trials as a teenager for several Clubs before deciding that wrestling was going to be his sport of choice, with the professional ranks appealing to him even as he was making a career in the Polish Airforce.
Salak entered the professional ranks in 1998 at the age of 22, but didn’t arrive in Britain until 2010 for his first tour where he dazzled the crowds at several independent shows along the East Coast, where he has now taken up residence.
As well as tours to the United States and Africa, Salak recently shined during the Golden Grappler Series, with successful singles and tag team encounters with Fuji Hirai, Leon Maddison, Samir Pande and Billy Bingham.
His reward for his good fortune in the ring is a shot at the European Heavy-Middleweight Championship and belt, currently held by Portuguese grappler Joao Silva, although he does have a series of challengers he is set to face before he arrives in Great Britain to face Salak in a bout tipped to be held in early May.
Until then Salak will continue his rigorous fitness routines as well as spend time with his twelve chickens that h looks after with his wife Betty.
Wrestling Roundabout - Update From The Orient
Fuji Hirai may have had a tough welcome to the British grapple game this past weekend, coming on the wrong side of his four bouts, but he is being hailed back in his native Japan as a future World Champion.
The 23-year old former kick boxer will briefly return to Japan where he will take part in the ‘Tiger King’ Tournament held at the famous Korakuen Hall in Tokyo. The tournament features 16-wrestlers all under the age of 25.
Hirai was already scheduled for the tournament before his Japanese promoters arranged to send him to Europe on a six month excursion with King George VI Wrestling Club.
While wrestling supporters will be keen to see the young man develop at halls and venues throughout the country, they will also be pleased to know that Harry Linacre and Fred Forman the owners of King George VI Wrestling Club have sanctioned matchmaker Edwin Luntley to bring over more Japanese stars for the next ‘All Star Extravaganza’ tour.
FROM AFRICA WITH LOVE
Three African ring warriors are just weeks away from dazzling wrestling fans including potential TV bouts after signing contracts to be part of the ‘All Star Extravaganza’ tour.
Zulu duo Kumalo and Msimangu have not been seen in Britain for three years, but have enjoyed great success in France as well as the big German tournaments in Hamburg.
The final athlete set to arrive will be Heavyweight bruiser Alf ‘Sledgehammer’ Salisbury from Zimbabwe. The highly educated man from Harare attended University in South Africa and the United States were he became a decorated wrestler and rower. The ‘Sledgehammer’ nickname was coined after an opponent claimed that the lariat that he likes to use to end his matches felt like being hit by a sledgehammer. Salisbury will join an ever growing rank of international Heavyweights set to do battle in the rings later this month.
FRESNO DOWN BUT NOT OUT
Bolton’s popular ring performer Johnny Fresno has apologised to fans and television executives after he left the ring following the lose of his World Lightweight Championship and belt.
Fresno was ruled by the ringside Doctor as being unable to continue with the contest due to significant amount of bloodless in his encounter with Mexican sensation Metallica Panther III.
The two clashed heads early in the contest - but it was a head but from the Luchador that sealed Fresno’s fate when the Doctor stepped in and called a hold to the battle.
Fresno did visit the Queen Mary Hospital following the evening’s presentation but was back in the ring two days later.
“I wasn’t aware that Mr Wright wanted to interview me,” said Fresno from his semi-detached house in Bolton.
“If I am honest I was suffering from shock that the match had ended the way it did and was keen to get an understanding from the referee and the Doctor why they did not see fit that I would not be able to continue.”
The duo were seen battling it out for the Belt in the premier episode of On The Mat which is broadcast every Saturday evening with Fresno claiming he would like another shot at the title in a televised match.
“I know many of my fans have been writing and call me, asking when the rematch is, but I’ve not yet had chance to speak to the matchmakers - obviously I want a shot at Panther and this time I think I can win.”
The Lightweight division will be hotting up in the coming months with several other international talent keen to challenge for the Championship.
On the possibility of having to step down the ranks and challenge for European or British Commonwealth honours - Fresno said “At the moment I believe I should be the Worlds champion and that is my focus right now.”
TV MAIN EVENT CONFIRMED
After the debut episode of On The Mat saw the bloody Battle of Britain and Mexico next Saturday’s feature bout will be between Northern Irish brothers Jimmy and John Murphy with teammate Les Allen taking on the Americna trio of Billy Tucker, Dexter Eagles and Dusty Russel. The match was taped in Wrexham last Friday.

"18 school shootings this year wow. as a americna,, i am,,,,, ashamed :,("
okey doke that lil factoid's not even true if you look into each individual case instead of just taking whatever the Slate.com Facebook page says and running with it bc there are already actual facts that work in favor of gun control that it's not really necessary to make shit up but whatever you gotta do for your woke online persona I guess
