Progress in Care: Biden-Harris's Transformative Plan
Isn't it startling how the fabric of American care — from child care to elder support — threads through the very heart of society, yet remains one of the most financially and emotionally taxing aspects of family life? Amid rising costs and accessibility challenges, the Biden-Harris Administration steps forward with a bold, empathetic vision for reform. During Care Workers Recognition Month, a beacon of progress shines as the administration outlines strides made and plans underway to enrich the care ecosystem. This narrative is not just about policy; it's about the tangible impacts on everyday lives, the strengthening of community bonds, and the reinvigoration of a sector pivotal to the nation's core.
A Strategic Pivot to Support and Sustain
Affordable, Quality Child Care and the Leap Towards Universal Preschool For too long, the soaring costs of child care have eclipsed the dreams of American families. The administration's pivot towards affordable, quality care represents not just a policy shift but a societal lifeline. With proposals to cap child care expenses at $10 per day for most families, the plan isn't merely easing financial burdens; it's unlocking potential — for parents, for children, and for care providers alike.
Revitalizing the Child Tax Credit
The restoration of the expanded Child Tax Credit is a testament to a government attuned to the rhythms of its people. This isn't merely about numbers on a page; it's about the sigh of relief from millions of parents nationwide, about children lifted from the shadows of poverty, and about the collective uplift of society. Long-term Care and the Valorization of Family Caregiving In the heart of the Biden-Harris care strategy lies a profound recognition of the silent armies of family caregivers. The administration's commitment, illustrated through expanded Medicaid services and enhanced support for caregivers, echoes a broader narrative of respect and acknowledgment for those who nurture the nation's most vulnerable. A National Paid Family and Medical Leave Program The introduction of a national paid family and medical leave program is a bold stride towards reconciling the demands of modern life with the timeless values of care and compassion. This move, aimed at ensuring no worker has to choose between their job and their loved ones, is a significant leap towards a more empathetic society.
Tangible Actions and the Path Forward
The Biden-Harris Administration's first steps — from the American Rescue Plan's historic investments to the Executive Order on Increasing Access to High-Quality Care — are not just milestones but beacons of a future where care is accessible, affordable, and valued. The stark contrast with opposition proposals underscores a fundamental divergence in visions for America's future.
A Call to Action and Solidarity
As the Biden-Harris Administration navigates the complexities of reforming the care landscape, their actions resonate as a call to action — for policymakers, for care providers, and for every American. The journey towards a more caring society is collective, requiring solidarity, empathy, and a steadfast commitment to uplift all members of the community. In the spirit of progress and unity, the administration's care agenda invites us to reimagine the contours of American life — where care is not a burden but a shared joy, not a challenge but an opportunity for growth and support. Education Covid-19 Updates
Education Department Provides American Rescue Plan (ARP) Funds for Homeless Students
The Department of Education (DOE) has released an additional $600 million in American Rescue Plan (ARP) funds for states to apply for and use for students experiencing homelessness. These funds are the second disbursement of the $800 million approved under the American Rescue Plan Homeless Children and Youth Fund (ARP-HCY). The funds will be available before the 2021-2022 school year. More information about the ARP-HCY Fund can be found here.
$3 Billion in American Rescue Plan Funds for Children with Disabilities Available
DOE has released over $3 billion in ARP funds for states to support infants, toddlers, children and youth with disabilities. The funds will help children under the Individuals with Disabilities Education Act (IDEA) and adds to the ARP Elementary and Secondary School Emergency Relief (ESSER) allocation. The announcement can be found here. A fact sheet on IDEA funds can be found here.
DOE Announces Fiscal Waivers and Flexibility
DOE is offering waivers for state education agencies to request in response to difficulties created from the COVID-19 pandemic. DOE recognizes that obligating funds has been difficult as a result of the pandemic, and is allowing state educational agencies to carryover 15% of fiscal year 2020 Title 1, Part A funds. States may also utilize flexibility to extend fiscal year 2019 funds for programs included in the State’s consolidated plan, for both the state and subgrantees. DOE provided a template for flexibility requesters. More information can be found here.
