Okay so I figure there's 2 ways to go about this:
1. Using a generic shock collar: most shock collars work on 433Mhz, which with the right antenna can be sent from a raspberry pi pico or zero (need a lot of processing power to analyze voice). Because of safety concerns the best place for the shock collar to be worn isn't around the neck, but you know what is perfect to wear around the neck? A throat microphone (sometimes called a whisper microphone or neck microphone) which detects the vibration of your vocal cords instead of the vibration of the air, meaning they're super sensitive. With a little fancy leatherworking you can make the throat microphone blend into the collar for everyone except the wearer who would feel it. From there all your need to do is mount the raspberry pi, attach a 433Mhz signal generator, attach the microphone, and slap some code in there that controls everything. Mods to the shock collar itself, and some off the shelf parts you can get from like Amazon.
Option 2: use a pishock or other IoT shock collar. Essentially the same but realistically not as practical but if you already have a pishock and don't know much about using an SDR to capture transmissions and recreate them, it's a good option. Setup for the voice detection is basically the same, just no 433Mhz transmitor needed. Microphone detects voice, rpi analyzes and desides shock or not based on whatever you set, and sends a request to the pishock Api to deliver a shock.
Both of these are also useful for.... Other sounds. Want the wearer to only bark? Easy. Want the wearer to have a very specific accent? Offload voice processing to a more powerful computer and use machine learning to detect the accent. Want even the slightest sound to deliver a shock? Scarily easy.

What if there was a collar for voice training where whenever you lost the girl voice it would shock you. As you get better at it it would slowly dial in on what is/isn’t acceptable
