This is the Cubs prospect to watch in camp

The countdown to pitchers and catchers reporting is down to single digits for all 30 MLB clubs, but as exciting as it is to see the return of Major League stars, it's also a time to dream about the next wave of baseball talent. With the help of MLB.com's beat writers, here's a prospect to keep an eye on for each and every team in 2019.

AMERICAN LEAGUE EAST

Blue Jays: Vladimir Guerrero Jr., 3B The Blue Jays might be in the process of rebuilding, but their upcoming Spring Training will be must-see TV because of one player. Guerrero, arguably one of the most hyped prospects in history, will report to big league camp for the first time in his career. Guerrero appeared in a handful of spring games for Toronto in 2018, but he's never been a full participant in camp and this will be the first time fans get to watch his progress from start to finish. Guerrero vs. Chris Sale, Blake Snell, Aroldis Chapman and Masahiro Tanaka: These matchups have never happened before, but they might this spring -- and if they do the entire baseball world will be watching. If Guerrero comes anywhere close to matching the hype, there are certain milestones of his career people will not want to miss, and his very first Major League Spring Training is one of them. Circle Feb. 23 on the calendar because that's when all of the fun could begin with an afternoon home game vs. the Tigers. -- Gregor Chisholm

Orioles: Yusniel Diaz, OF Orioles camp will be full of blue-chippers eager to show the new regime what they can do as the club heads into a season in which big league opportunities figure to be available in plenty. The crop includes fast-rising Ryan Mountcastle, rebound candidates Hunter Harvey and Austin Hays, and late bloomers Ryan McKenna and Dean Kremer. But the obvious choice here is Yusniel Diaz, the prize of the Manny Machado trade and the Orioles' No. 1 prospect per MLB Pipeline. The 22-year-old Cuban slumped at Double-A last summer, but has generally rose steadily since signing with the Dodgers in November 2015. He is considered a potential five-tool player with an advanced approach at the plate, an ability to play all three outfield positions and a shot at debuting in Baltimore as early as this summer. -- Joe Trezza

Rays: Nate Lowe, 1B Once the Rays decided to trade Jake Bauers to the Indians this offseason, it became clear that the organization believes Nate Lowe is the first baseman of the future. Lowe won the Rays' Minor League Player of the Year Award in 2018 after dominating three levels in the Minors. The Rays' No. 13 prospect according to MLB Pipeline finished with 27 homers in 2018, and scouts have little doubt that the power will translate to the Majors due to his 6-foot-4, 235-pound frame. Lowe is one of the 24 non-roster invitees at this year's Spring Training, and it will be interesting to see what Lowe can show in just over a month. There's a good chance we see Lowe at the big league level at some point in 2019, but the 23-year-old will look to display his power all throughout the spring. -- Juan Toribio

Red Sox: Bobby Dalbec, 3B The power-hitting third baseman will be in big league camp for the first time, and Red Sox fans look forward to watching him take aim at the replica Green Monster at JetBlue Park. Dalbec has the best raw power in Boston's farm system, and his batting practice sessions could be a must-see event for fans roaming the back fields. But Dalbec isn't just about offense; he was a much-improved defender at the hot corner last season, displaying a quick first step and a strong arm. Look for Dalbec to start 2019 at Double-A and likely finish it at Triple-A. A September callup isn't out of the question. -- Ian Browne

Yankees: Clint Frazier, OF Frazier's 2018 season was derailed in the Yankees' second exhibition game, when he sustained a concussion slamming into the left-field wall in Bradenton, Fla. Recurring symptoms dogged the promising outfielder throughout much of the campaign, but he recently received a clean bill of health and has eyes upon claiming the starting left-field job from Brett Gardner. Frazier was lauded for his "legendary" bat speed in 2016, when he served as the centerpiece in the Andrew Miller trade. -- Bryan Hoch

AMERICAN LEAGUE CENTRAL

Indians: Bobby Bradley, 1B For those who enjoy the long ball, Bradley will be one to keep an eye on during Spring Training. The 22-year-old first baseman has demonstrated plus power in every step of his Minor League career, launching at least 20 home runs over the last four years (27 in Class A Advanced Lake County in 2015, 29 for Class A Advanced Lynchburg in '16, 23 at Double-A Akron in '17 and 27 between Double- and Triple-A in '18). In '16, he also knocked in an impressive 102 runs in 131 contests. Bradley's powerful bat is definitely something the Indians could use in their lineup once he continues to improve his defense and trim his strikeout rate. But it may not be too much longer until he gets his chance to hit long balls and drive in runs for the big league club. Either way, look for his power to be on full display once the team arrives in Arizona. -- Mandy Bell

Royals: Richard Lovelady, LHP As we've mentioned numerous times on royals.com, Lovelady, 23, doesn't have to go on the 40-man roster until next fall. But Lovelady, who posted a 2.47 ERA last year at Triple-A Omaha with nine saves, may force the Royals' hand this spring. And there certainly are plenty of open spots in the bullpen for Lovelady to grab. A lot of eyes will be on Lovelady when camp opens. He has swing-and-miss stuff and a bulldog mentality, and general manager Dayton Moore brought his name up at the team's recent FanFest as one of those pitchers who could be the next Greg Holland, Kelvin Herrera or Wade Davis. Lovelady just needs an opportunity. -- Jeffrey Flanagan

Tigers: Casey Mize, RHP Mize won't be pushing for a roster spot after just 13 Minor League innings last summer. But what last year's top Draft pick shows in camp should play a big role in determining his eventual path to the big leagues.

"I'm not going to even touch the delivery," pitching coach Rick Anderson said of Mize a couple weeks ago at TigerFest. "You just let him get adapted to where he's at. I'm excited to see him, just as I was when [Beau] Burrows and [Matt] Manning came up. You get a chance to see these guys and then you sit down with [roving pitching instructor] A.J. Sager and the Minor League people and talk about where we're going with them and what their thoughts are. It's going to be fun to see him."

The Tigers' decision to invite Mize to Major League camp is similar to what Detroit did with fellow right-hander Alex Faedo, their previous year's top Draft pick. The Tigers rested Faedo for the summer of 2017 after taking him with their first pick, letting him rest his arm following extended work during the University of Florida's run to the College World Series. Before Faedo embarked on his first pro season, the Tigers gave him a glimpse of Major League pitchers and the routine they build to prepare for a season. He pitched in the Tigers' spring exhibition game against Florida Southern College before heading over to Minor League camp. Expect much of the same for Mize. -- Jason Beck

Twins: Alex Kirilloff, OF Kirilloff missed the entire 2017 season after undergoing Tommy John surgery, and his only goal entering '18 was to play a full season of healthy baseball. The former first-round selection from the '16 MLB Draft not only stayed healthy, but also had one of the most productive seasons in the Minor Leagues, leading all full-season Minor League hitters in doubles (44) while hitting .348/.392/.578 with 20 homers and 101 RBIs across two levels. The 21-year-old was named the Twins' Minor League Player of the Year, shot up to No. 9 on MLB Pipeline's top 100 prospects list and earned an invite to big league camp this coming spring.

"I'd never had an injury like that, that caused me to miss that much time," Kirilloff said. "But once it got past that point and I accepted everything, I took it as a challenge and tried to make myself better from it." -- Do-Hyoung Park

White Sox: Eloy Jimenez, OF White Sox fans continue waiting on decisions from premium free agents Machado and Bryce Harper, but in the meantime, believe they have a star of their own in the making in Jimenez. Those same fans were disappointed to not have Jimenez come to the Majors at all in 2018, especially after getting a glimpse of his raw power during Spring Training and then watching Jimenez tear through the Minors offensively. The game's No. 3 prospect overall, per MLB Pipeline, has worked diligently on his conditioning in the offseason and seems primed for an impressive rookie campaign, which should begin sometime in mid-April. -- Scott Merkin

AMERICAN LEAGUE WEST

Angels: Jo Adell, OF Adell, ranked as the No. 14 overall prospect by MLB Pipeline, is a true five-tool center fielder who has continued to make impressive adjustments in the Minors. He's coming off a breakout year that saw him hit a combined .290/.355/.543 with 20 homers, 32 doubles and 15 stolen bases in 99 games across three levels, including his first stint at Double-A despite being only 19. He'll be in Major League camp for the first time this spring, but isn't likely to reach the Majors in 2020. He'll be in the upper levels of the Minors this season, however, and is the club's most exciting home-grown prospect since Mike Trout. -- Rhett Bollinger

Astros: Forrest Whitley, RHP Whitley, the seventh-ranked overall prospect by MLB Pipeline, is one of the Astros' most highly touted prospects in the last couple of years. Whitley, who dominated at the Arizona Fall League after being held to 26 1/3 innings at Double-A Corpus Christi last year following a 50-game suspension and a pair of injuries, will probably begin the season at Triple-A Round Rock and should make his way to Houston at some point in 2019. There's a reason the Astros came out publicly and said the 6-foot-7 Whitley isn't available in trades this offseason. -- Brian McTaggart

Athletics: Jesus Luzardo, LHP All eyes will be on Luzardo when camp opens next week. The A's top prospect, all of 21 years old, is the most intriguing Opening Day rotation candidate. The southpaw sensation -- who was recently anointed the game's top left-handed pitching prospect by MLB Pipeline -- climbed three levels in the Minors in 2018 and put together a 10-5 record and 2.88 ERA with 129 strikeouts in 109 1/3 innings. Despite having just four games under his belt at the Triple-A level, the A's won't hesitate to throw him in the big league rotation with a strong spring showing. Conversely, they don't want to rush him if they feel he's not ready, and wouldn't shy away from giving him more time at Triple-A. Either way, the hype is real. Luzardo is armed with a premium arsenal -- including a high-90s fastball that features a high spin rate and an elite changeup -- and the kind of pinpoint command that typically eludes young pitchers. -- Jane Lee

Mariners: Kyle Lewis, OF With all the offseason moves by Jerry Dipoto, the Mariners are suddenly loaded with interesting young prospects, including promising pitchers Justus Sheffield, Justin Dunn and Erik Swanson, who all could impact the rotation before long. Nine of the club's Top 30 prospects per MLB Pipeline were acquired this winter. But there's a returning prospect who might be even more intriguing to keep an eye on this spring, as Lewis -- the club's No. 1 Draft pick in 2016 -- should finally be at full strength in his return from knee surgery. Fans will finally get to see Lewis in action at his first Major League camp as the 23-year-old looks to re-establish himself as a key part of the franchise's future plans. -- Greg Johns

Rangers: Taylor Hearn, LHP Spring Training will give the Rangers a chance to take a good look at Hearn, 24, who was acquired from the Pirates in a trade for Keone Kela at the end of July. He is at the forefront of a group of Minor League starting pitchers who are expected to make an impact at the big league level in two to three years. Hearn, who is from nearby Royse City, has a fastball that hits 97-98 miles per hour but still has to refine his location. He has a good feel for a changeup, but is still working on his slider. He could end up with a future in the bullpen, but the Rangers will give him a chance to start and he could be fun to watch in Spring Training. -- T.R. Sullivan

NATIONAL LEAGUE EAST

Braves: Cristian Pache, OF Andruw Jones says Pache is already the best defensive outfielder within an organization that includes Ender Inciarte, who has won three straight Gold Glove Awards. Other evaluators have opined the 20-year-old prospect might be the game's best defensive outfield prospect. The young outfielder hit the first nine homers of his professional career last year and his power will likely increase as he continues to physically mature. Pache held his own while experiencing his first big league Spring Training last year. His presence during this year's camp should give Braves fans further reason to be excited about the possibility he might be roaming the outfield with Ronald Acuna Jr. at some point during the 2020 season. -- Mark Bowman

Marlins: Victor Victor Mesa, OF Mesa, Miami's No. 1 prospect and baseball's 99th overall per MLB Pipeline, enters Spring Training as a non-roster invitee and a bit of a mystery. The 22-year-old and his younger brother, Victor Mesa Jr., defected from Cuba last May and he has not seen any real game action since. He signed for $5.25 million (and his brother for $1 million) with the Marlins in October.

The fact that the elder Mesa hasn't played in games in about a year will create plenty of intrigue as to what he can do. A speedster with a cannon for an arm, Mesa draws praises from scouts for his defensive abilities. His approach at the plate is also solid, and the thought is that he will hit for average. But there are questions as to how much power he will provide. The Marlins will give Mesa every chance to showcase himself; along with game action, he is expected to be in the bullpen tracking pitches during pitcher warmups. Marlins fans are wondering when to expect him in the big leagues, but they will have to wait because he will likely start off at either Class A Advanced Jupiter or Double-A Jacksonville. -- Joe Frisaro

Mets: Peter Alonso, 1B A vocal segment of Mets fans wanted top-ranked prospect Peter Alonso in the Majors last season. They'll be back in full-throated support of Alonso this spring, when he attempts to make the Mets' Opening Day roster despite odds stacked against him. While Alonso has nothing left to prove offensively in the Minors, slugging 36 home runs over two levels last season, the Mets must keep him down until mid-April if they want to ensure an extra year of team control.

Regardless of that decision, Alonso promises to be under a microscope this spring, as the Mets try to figure out if he really is their first baseman of the future -- particularly on defense, where he has struggled since the Mets drafted him in the second round in 2016. If all goes well, Alonso has potential to develop into one of the best right-handed sluggers in baseball. -- Anthony DiComo

Nationals: Victor Robles, OF One of the biggest reasons the Nationals could potentially lose Harper and still be OK? Robles, the club's top prospect and MLB Pipeline's No. 4 overall prospect in baseball. Had he not hyperextended his left elbow on a diving catch last April, Robles would have received his chance in D.C. last season. Instead, his friend Juan Soto got the chance and he ran with the opportunity. This year will be Robles' turn.

Washington is going to hand Robles the job as the everyday center fielder because the team believes he is ready to show off all of his tools: The speed around the bases and in the outfield, the instincts and arm on defense and an approach at the plate that they do not believe will be overwhelmed by big league pitching -- along with enough power to make pitchers pay for mistakes. Robles is about to get his chance to prove himself this season, and the Nationals hope he will end up roaming the outfield at Nationals Park for years to come. -- Jamal Collier

Phillies: Adam Haseley, OF The Phillies selected Haseley with the eighth overall pick in the 2017 MLB Draft, and there is some thought that he could push for a job on the big league roster later this season, if he plays well and if there is a need. Haseley opened last season with Class A Clearwater before being promoted to Double-A Reading. He put up impressive numbers with Reading, batting .316 with six home runs, 17 RBIs and an .880 OPS in 159 plate appearances. If the Phillies sign Harper at some point this spring, it obviously hurts Haseley's chances to make a big league impact in 2019. But if Harper signs elsewhere, the Phillies could have a use for Haseley mid-summer, especially with outfielders like Odubel Herrera and Aaron Altherr trying to rebound from disappointing seasons, and Roman Quinn having an extensive injury history. -- Todd Zolecki

NATIONAL LEAGUE CENTRAL

Brewers: Keston Hiura, 2B In this case, the must-see prospect in camp might also be the one with the chance to make the biggest impact. Hiura impressed manager Craig Counsell and the Major League staff last year by batting .419 with a .986 OPS in 31 Cactus League at-bats before a solid season split between Class A Advanced Carolina and Double-A Biloxi -- as well as a strong showing in the Arizona Fall League, where he posted a .934 OPS. President of baseball operations David Stearns has already said Hiura will begin the season in the Minors, but with the big club poised to start a platoon of Cory Spangenberg and Hernan Perez or Tyler Saladino, Hiura could have callup potential once Super 2 territory is cleared. -- Adam McCalvy

Cardinals: Alex Reyes, RHP Reyes has been the Cardinals' top-ranked prospect for four straight seasons, but he's eager to graduate from that list this season. He missed 2017 while recovering from Tommy John surgery and made just one start (four innings) in 2018 before requiring surgery to repair a torn tendon in his lat muscle. His rehab schedule has him on track to be ready to pitch in Spring Training, and the Cards will use the next several weeks to assess his health and optimal fit for the season ahead. They remain open to using him as a starter or reliever, depending on need. -- Jenifer Langosch

Cubs: Nico Hoerner, SS Chicago built its core through position players at the top of the MLB Draft, and the club is hoping that Hoerner (taken 24th overall in the '18 Draft) will soon fit into that same category. The 21-year-old Stanford product has certainly turned heads since turning pro. A left elbow issue limited Hoerner to 14 games last season, but the shortstop posted a 1.021 OPS in 60 plate appearances. He then opened eyes with Mesa in the Arizona Fall League, hitting .337 with one homer, four doubles, four triples and an .867 OPS in 21 games. With his bat-to-ball ability and impressive exit velocities, Hoerner could develop fast and grow into more power. MLB Pipeline listed him in the final spot in the latest Top 100 rankings and projected that he could reach MLB by the 2020 season. If Hoerner gets some Cactus League action this spring, Cubs fans will want to pay attention. -- Jordan Bastian

Pirates: Mitch Keller, RHP Last year, Keller said it was "kind of a big deal" to pitch two innings in a mid-March Grapefruit League game. Pirates fans will get a much longer glimpse at the club's top prospect this spring. Keller, MLB Pipeline's No. 19 overall prospect, will be in big league camp from the start and may be preparing for his Major League debut at some point this summer. He has a plus fastball and curveball, and the Bucs have been stressing the importance of his changeup over the past few years. The 22-year-old right-hander is set to begin the season with Triple-A Indianapolis, where he initially struggled last season before finishing strong. Third baseman Ke'Bryan Hayes, Pittsburgh's No. 2 prospect and a dynamic defender with an improving bat, will also be in big league camp for the first time this spring. -- Adam Berry

Reds: Nick Senzel, 3B/2B/OF Cincinnati's prospect to watch happens to also be the organization's No. 1 prospect, according to MLB Pipeline, and MLB's No. 6 overall. Senzel is back for his second big league camp, but this one has much more at stake. The Reds have an opening in center field and Senzel -- a career infielder -- has spent most of his offseason learning the position to try to make the team. Senzel could also make the club in a super-utility type role where he plays regularly. If the 23-year-old hadn't had a bout of vertigo and a broken right finger last season, he likely would already be in the Major Leagues. Now he must show not only that he can stay healthy, but that he can also be a quick learner to take on a new position at the game's highest level. -- Mark Sheldon

NATIONAL LEAGUE WEST

D-backs: Jazz Chisholm, SS D-backs fans who got out to watch Arizona Fall League games last year got a sneak peek at Chisholm. Signed in the 2015 international class, Chisholm is an athletic shortstop that has moved up steadily through the system. While his ETA in the big leagues is probably not until 2020 and he could be one of the early cuts in camp, D-backs fans should take advantage of the opportunity this spring to get a glimpse of what the future looks like for the organization at shortstop. -- Steve Gilbert

Dodgers: Keibert Ruiz, C Assuming he isn't dealt in a trade for J.T. Realmuto or Corey Kluber, Ruiz will be the prospect that draws the most attention because he's younger than outfielder Alex Verdugo or fellow catcher Will Smith -- and might also have the highest ceiling. Ruiz spent all last year at Double-A and is only 20 years old now. With Austin Barnes, Russell Martin, Rocky Gale and Smith ahead of him on the depth chart, the big question is how much spring playing time Ruiz will get. -- Ken Gurnick

Giants: Joey Bart, C Bart, the Giants' top prospect, will headline the list of 18 non-roster invitees at big league camp this spring. The second overall pick out of Georgia Tech in last June's Draft, Bart quickly lived up to expectations after batting .298 with a .983 OPS and 13 home runs in 45 games with Class A Salem-Keizer in 2018. With Buster Posey on the mend from major hip surgery, the 22-year-old Bart could see a lot of action early in camp, giving the Giants plenty of opportunities to evaluate their promising young catcher. -- Maria Guardado

Video: MLB Network highlights No. 2 prospect Tatis' talents

Padres: Fernando Tatis Jr., SS Who else? Tatis is presumably the answer to the Padres' decade-long shortstop question, and there's a chance he answers it in a big way. MLB Pipeline rated him as the sport's No. 2 overall prospect, and he's the rare five-tool talent without a glaring flaw in his game. Tatis, who has only played a few months at Double-A, will have his work cut out for him to make the Opening Day roster. He's got service-time concerns working against him as well. But he's going to arrive in San Diego soon enough. And he'll bring plenty of swagger with him. -- AJ Cassavell

Rockies: Brendan Rodgers, INF Rodgers -- the No. 10 prospect in the Majors according to MLB Pipeline -- is in Major League camp for the second straight year, but this is his first shot at breaking with the big club as he competes for the starting second base job. Ryan McMahon, Garrett Hampson (the Rockies' No. 4 prospect) and Pat Valaika also are in the running for the job. Realistically, for Rodgers to not start the season at Triple-A Albuquerque, he'll have to win the job with a breakthrough spring -- like the one shortstop Trevor Story accomplished in 2016. -- Thomas Harding

The Patriots are a problem for every team. Up next: The Rams.

The Patriots defense shut down Patrick Mahomes early, and Tom Brady closed the show late.

The New England Patriots are headed to the Super Bowl for the third year in a row, because they’re an eventuality that can’t be stopped.

When the Kansas City Chiefs scored a go-ahead touchdown with just over two minutes left in regulation, you already knew that Tom Brady would lead a touchdown drive to save the day. And when the Chiefs got a game-tying field goal, you already knew how overtime would go once the Patriots won the coin toss.

New England surgically picked apart the Chiefs defense on a 13-play, 75-yard drive that was punctuated with a 2-yard touchdown by Rex Burkhead that ended the 37-31 win for the Patriots.

Next up are the Los Angeles Rams, who punched their ticket to the Super Bowl with a 26-23 overtime win over the New Orleans Saints. It’s another high-powered offense and lackluster defense. If the AFC Championship was any indication, the Patriots can find a way to beat both.

The first half was the worst version of Patrick Mahomes we’ve seen

At halftime, the high-powered Kansas City Chiefs offense had only 32 yards in the AFC Championship and was facing a 14-0 deficit. On the third play of the second half, Patrick Mahomes uncorked a 54-yard bomb to Sammy Watkins that set up the Chiefs deep in New England Patriots territory.

The next play was a 12-yard touchdown pass to Travis Kelce and — just like that — the Chiefs were back in it.

That’s who Mahomes is. He’s lightning in a bottle, who couldn’t be stopped altogether by any defense in 2018. But the first half showed that Bill Belichick is still very capable of shutting down the most dangerous offenses by scheming them up — even if only for a little bit.

Belichick’s defense double teamed Tyreek Hill on almost every play, brought consistent pressure on Mahomes, and was physical with all of Kansas City’s receivers at the line of scrimmage.

It left the young quarterback without many options to throw to and not enough time to wait for receivers to get open.

Mahomes is a wild man who can’t be contained on every play. Eventually he’s going to get a chance to uncork a few passes and he was brilliant when he did. It’s hard to praise a defense too much for giving up 31 points and three touchdown passes.

But the Chiefs offense was held to 290 total yards and the blazing fast Tyreek Hill had only one reception in the game. That’s all Belichick and a Patriots pass rush that has been on a war path in the playoffs.

If anyone can draw up a way to shut down the offense of Sean McVay and Jared Goff, it’s the Patriots.

Tom Brady is going to do what Tom Brady does

The AFC Championship was not the best version of Brady. He threw two interceptions and was fortunate to get away with a third that would’ve ended the game had Dee Ford not been lined up in the neutral zone.

But Brady is the best postseason quarterback in NFL history, because — when the game is on the line — you know he’ll get the job done. He seemingly always does.

In overtime, the Chiefs put him in several tough spots, but Brady found Chris Hogan, Julian Edelman, and Rob Gronkowski with well-placed lasers to win the game.

If the Patriots are in a Super Bowl, it’s probably going to be a great game that comes down to the wire. The Rams should expect to have to stop Brady in the final minutes, and — well — good luck with that.

Finnish literary history on Cape Ann

On Tuesday, July 23, from 3 to 5 p.m., the Lanesville Community Center, 8 Vulcan St., will host professor Kirsti Salmi-Niklander of the University of Helsinki discussing newly-discovered materials in the Finnish-American literary history of Lanesville and Rockport, where Finns shared books, newspapers, political broadsheets, poems, and songbooks in Finnish. Salmi-Niklander’s research has uncovered the 1903-1925 issues of the hand-written newspaper Walotar, which would have been read aloud at meetings of the Salon Leimu Temperance Society in Rockport. Also found: an 1899 children’s primary reader and other books reflecting strong ties to Finland and evolving assimilation in America, including the development of “Finglish.” Those in attendance are welcome to bring similar materials they might have. Traditional afternoon coffee and Nisu will be served.

Finns Celebrate Heritage

On Sunday, July 21, at 7 p.m., guest conductor Paul Niemisto will raise his baton at the bandstand at Back Beach to lead Rockport’s community band and guest musicians in a free, outdoor program of Finnish-American music. Sure to evoke nostalgia among Cape Ann’s Finnish-Americans, the concert is a rare opportunity for this now assimilated group to unite in a demonstration of their presence on Cape Ann and to celebrate their heritage. Sargent House recreates 1919 exhibit

The Sargent House Museum’s 100th anniversary brings together more than 25 works by John Singer Sargent, Theresa Bernstein, Childe Hassam and others from Saturday, July 13, to Sunday, Sept. 1, at the historic 1782 house’s new gallery at 42 Middle St. The exhibit is a recreation of the 1919 show that launched the museum, has as its centerpiece a portrait by John Singer Sargent of his cousin Charles Sprague Sargent, the Harvard botanist who co-founded the Sargent House Museum. Period costumes will evoke the era. As part of a centenary collaboration, the Sargent House and Cape Ann museums will partner on a variety of exhibits, lectures and events, including the display at Cape Ann Museym of a large portrait of Judith Sargent Murray by John Singleton Copley, on loan from the Terra Foundation in Chicago. A ‘life in pieces’

The Cape Ann Museum presents “My Life in Pieces: Painting with Stuff,” the first public exhibition of Rockport mixed media artist Stephanie Cole’s sculptural and eclectic collection. A Connecticut native, Cole studied at California College of Arts and Crafts and later at the Hartford Art School at the University of Hartford. In the mid-1960s, she and her husband settled in Rockport where Cole taught art in the Rockport Elementary School and her work evolved into intricate multimedia mosaics she called “memory sculptures.” The works are on view through July 7.

Boston Mayor Walsh Announces Over $26 Million in New Funding for Affordable Housing

BOSTON – Building on his commitment to create and preserve affordable housing in Boston, Mayor Martin J. Walsh announced more than $26 million in new and recommended funding from the Department of Neighborhood Development, the Neighborhood Housing Trust, and the Community Preservation Fund, to create and preserve 515 units of housing in Brighton, East Boston, Dorchester, Mattapan, Mission Hill, North End, and Roxbury.

The new funding will also contribute to affordable housing programming like the Acquisition Opportunity Program and the Boston Home Center.

“As Boston continues to grow, we want to make sure everyone has a place to call home, no matter their income,” said Mayor Walsh. “It’s important now more than ever that we use every tool in our toolbox to build more housing for working families in our City. This announcement is a great example of how we’re building strong partnerships in the housing community to create more affordable housing options across all of our neighborhoods.”

The new funding will create 459 new units and preserve 56 units of housing. As a result of requesting proposals with a focus on creating affordable units, 290 units that will be created or preserved will be restricted to households with low, moderate, and middle income. The majority of these units will be accessible to households with incomes up to 60 percent of the Area Median Income (AMI), which amounts to $65,000 or less for a family of four. The new units are a combination of homeownership and rental opportunities with some set aside for formerly homeless households, seniors, and artists.

“Many thanks to Mayor Walsh and to the City of Boston for their ongoing commitment to affordable housing and the needs our seniors,” said Albert Caldarelli, president of the East Boston Community Development Corporation. “As a result of these new funds, the East Boston CDC will be able to create new affordable senior housing at the Grace Apartments in East Boston and in the North End. We look forward to working with the city as these developments get underway.”

To ensure that all units receiving City funding will remain affordable, they will all be deed restricted permanently or for 50 years. In all cases, the projects have been carefully underwritten to leverage alternative sources to minimize City funding. For the homeownership opportunities, first-time homebuyers earning between 70-100 percent of AMI will receive down payment assistance, the opportunity to take a home buying class, and financial and real estate counseling.

“DND is excited that we were able to fund projects with such deep affordability, ranging from 50 percent of the Area Median Income to homeless individuals and the elderly,” said Chief of Housing Sheila Dillon. “I can’t wait to see these projects completed, and I want to thank the Neighborhood Housing Trust, the Community Preservation Committee, and our partners in the housing community for helping us create more affordable housing in Boston.”

Funds to create and preserve these units will be awarded from three sources: the first, of approximately $4.4 million, consists of funds administered by the Department of Neighborhood Development. The second source, of approximately $3.6 million, utilizes funds from the Neighborhood Housing Trust (NHT), which are collected through the City’s Linkage policy, extracting affordable housing funds from developers of large commercial projects.

The third source utilizes funds from the Community Preservation Fund, of approximately $18 million, which are collected through the CPA’s one percent property tax surcharge adopted by Boston voters in 2016 to invest in affordable housing, historic preservation, and open space.

The Community Preservation Committee held a public meeting on Monday, February 11, 2019, to vote on the Mayor’s recommended slate of projects for funding. At that meeting, the CPC voted to recommend $9.3 million towards development and preservation of 515 units of housing and an additional $8.8 million towards affordable housing programming. The projects will be submitted to the Boston City Council for approval with an anticipated vote from the Council in March.

This announcement contributes to goals outlined in Housing a Changing City: Boston 2030 of creating 69,000 new units of housing at a variety of income levels across the City, including nearly 16,000 new units of income-restricted housing that will bring Boston’s total number of income-restricted units to 70,000 by 2030. Since the launch of the plan, 29,091 new units have been permitted.

The following is a complete list of the proposals that are receiving or being recommended for funding:

Citywide

Acquisition Opportunity Program (AOP)

The AOP’s goal is to combat displacement through the purchase of existing rental units to income-restrict them as permanently affordable housing.

Boston Home Center

The new funding will assist income-qualified first-time homebuyers.

Brighton

UHomes/90 Antwerp Street, Developer: Urbanica

The developer will create 20 mixed-income condominium units on formerly City-owned land, including 12 deed-restricted units available to first-time homebuyers. 6 of the units will be for homebuyers who earn up to 100% of Area Median Income and 6 of the units will be for homebuyers who earn up to 80% of Area Median Income. The federal government currently deems 80% AMI to be approximately $75,000 for a family of three.

Dorchester

Dudley Terrace, Developer: Dorchester Bay EDC

The developer will preserve 56 transit-oriented affordable units in the Upham’s Corner and the Savin Hill neighborhoods of Dorchester. This scattered-site development will be rehabilitated to address immediate health and safety issues and critical systems upgrades. Through this redevelopment, the developer hopes to add additional homeless set-aside and supportive housing units.

East Boston

Aileron Ownership, Developer: Neighborhood of Affordable Housing

The developer is proposing to build seven housing units on City land, including four affordable units, along with a 33-unit mixed-income rental project, with a preference for artist housing.

Grace Apartments, Developer: East Boston Community Development Corporation

The developer will create 42 units of low-income elderly housing, including five units of housing for the homeless in Maverick Square.

Mattapan

Morton Station Village, Developer: Caribbean Integration Community Development & Planning Office for Urban Affairs

The developer will create 40 units of mixed-income housing including nine deed-restricted home ownership units that will be available to households earning 80-100% AMI, or from about $77,000 to $97,000 for three persons. The Morton Station Village will also feature a serenity park to honor the memory of the late Steven P. Odom, and is being built on formerly City-owned land.

Mission Hill

Terrace Street Artist Apartments, Developer: General Development

The developer is proposing to build 13 home ownership units in City-owned land with live/work space for qualified artists earning between 70-80% AMI, or between $60,000 and almost $70,000 for a two-person household.

North End

Knights Senior Housing, Developer: East Boston Community Development Corporation

East Boston CDC will create 23 affordable apartments for seniors, including three units of housing for homeless seniors, and a neighborhood meeting space, in the Knights of Columbus headquarters.

Roxbury

Bartlett Station Lot D, Developer: Preservation of Affordable Housing (POAH)

The developer proposes to create 52 units of housing, including 42 units restricted to Bostonians over the age of 55 who earn at or below 80% of AMI, or $69,000 for a two person household. This development also includes five units of housing for formerly homeless Bostonians. Lot D is part of the Bartlett Station redevelopment of the former MBTA bus yard in Dudley Square, and is being built on City-controlled land.

Whittier Choice – Phase 2A, Developer: Madison Park Development Corporation and POAH

This is the second of three phases of the Whittier Choice Neighborhood project, which is a redevelopment of the existing Whittier Street Apartments as part of the Choice Neighborhoods Initiative. This phase proposes to build 52 units rental housing, of which 48 will be affordable or workforce housing.

Rio Grande, Developer: Rio Grande, LLC

The developer is proposing a 25-story residential and commercial tower that will include 193 market-rate units and 48 affordable income-restricted units to those earning below 50% of Area Median Income, or less than $50,000 for a household of three persons.

Last month, Mayor Walsh submitted a comprehensive legislative package to the Massachusetts Legislature, expanding the work that Boston has done to address the region’s affordable housing crisis. The housing security bills proposed seek to help existing tenants, particularly older adults, remain in their homes, and create additional funding for affordable housing.

This work builds off Boston’s commitment to ensuring all communities have affordable and equitable housing options. Currently, one in five housing units in Boston is income restricted to people with none to moderate incomes. Boston has secured funding to build affordable housing by utilizing a range of tools, including leveraging market-rate development, collecting linkage and Inclusionary Development Policy (IDP) payments from real estate developers, and by supporting passage of the Community Preservation Act (CPA).The Mayor’s bills aimed at creating additional funding for affordable housing include:

An Act to Further Leverage Commercial Development to Build Housing, Create Jobs and Preserve Inclusionary Development

This Home Rule petition would adjust Boston’s Linkage Program. Linkage was created as a way for commercial development to contribute to the City’s needs for affordable housing and workforce development, mandating that a fee per square foot be directed to the Neighborhood Housing Trust Fund and The Neighborhood Jobs Trust, with the City being allowed to make a CPI adjustment every three years. However, given the cyclical nature of building booms, greater flexibility has proven necessary to share the benefits of our current economic growth with more residents. In order to provide Boston with the ability to make adjustments to the Linkage formula as needed, the bill would eliminate the restriction on making adjustments only once every three years, allowing the City to respond to market conditions in real time. This bill would also codify the City’s Inclusionary Development Program (IDP) into the Zoning Code, so that as the City upzones and more projects become as-of-right, the City does not lose its ability to collect IDP.

An Act to Sustain Community Preservation Revenue

This bill would protect the vital Community Preservation Act that more than 170 cities and towns depend on for the creation of affordable housing, open space, and historic preservation. It would adjust the surcharge on fees for recording deeds to increase the State CPA match. When municipalities voted to enact CPA, they did so with

the promise of a substantial state match. This year, the match was just 19%, meaning that the CPA bill people voted for is no longer the same bill. This would help to bring CPA more in line with what voters agreed to.

Another group of Democrats is threatening to reject Nancy Pelosi’s bid for speaker during a party vote on Wednesday if she doesn’t concede to a set of demands.

House Democrats of all stripes have tried to extract promises from Pelosi in exchange for their support. Now, nine members of the bipartisan House Problem Solvers Caucus are doing the same.

They want Pelosi to agree to a set of rule changes they’re calling “Break the Gridlock,” which would essentially help decentralize power in the House and give rank-and-file members more ability to get bills to the floor. The group’s aim is to make sure bills that pass a Democratic House have a decent shot passing the Republican Senate and being signed on President Donald Trump’s desk, caucus co-chair Rep. Josh Gottheimer (D-NJ) told Vox on Monday.

“If we’re going to get things done on immigration reform, infrastructure, and health care, not only do we have to get a vote in the House, but in this era of divided government, we have to get it through the Senate and the White House,” Gottheimer said.

Pelosi met with the group recently to hammer out a deal (she’s meeting again with them on Tuesday), but last week, the caucus was holding firm. On Friday, the group released a statement saying that without more of a commitment from the Democratic leader on their desired rule changes, they plan to withhold their votes.

“While we appreciate Leader Pelosi’s broad commitment to our effort, we have yet to receive specific commitments to our proposed rules changes that would help ‘Break the Gridlock’ and allow for true bipartisan governing in this new era of divided government,” the members said in their statement Friday. “Although we are at a stalemate in our discussions, and therefore cannot support Leader Pelosi for speaker at this time, we will keep working with the leader and others in hope of reaching consensus on specific rules changes for more bipartisan, common sense governing.”

But by Sunday night, the group had lowered their number of demands to three specific rule changes, some of which are already in the new proposed House rules package.

The “Problem Solvers Caucus” is the latest thorn in Pelosi’s side, in addition to a group of 15 Democrats who released a letter last week vowing to vote against her. And ironically, even though they are trying to get rules passed that would keep a House Freedom Caucus-like group from holding votes hostage, the Problem Solvers are getting slammed by some progressives who say they doing the very thing they proclaim to be against — holding the speaker’s vote hostage.

Pelosi has spent the past few weeks cutting deals and flipping some key House members who initially opposed her to back her for speaker. The Problem Solvers are the latest group she must bargain with.

The Problem Solvers Caucus is a bipartisan group of House Democrats and Republicans. It mostly consists of moderates from both parties and has close ties to the nonpartisan group No Labels.

The group is chaired by Gottheimer and Rep. Tom Reed (R-NY), and it broadly focuses on four areas: creating 25 million jobs by 2027, securing Social Security and Medicare, balancing the budget by 2030, and making the United States “energy secure” by 2024.

But as the Washington Post’s Jeff Stein wrote earlier this year, the group doesn’t have a lot of policy accomplishments to show so far; of five different bipartisan packages the caucus has proposed, the only one that has been passed into law was a bill to stop the spread of synthetic opioids proposed by Rep. John Katko (R-NY). As Stein wrote, both liberal and moderate House Democrats question what exactly the Problem Solvers Caucus does.

“Have they solved any problems?” Rep. Tim Ryan (D-OH) asked Stein (Ryan is a moderate Democrat and one of Pelosi’s main detractors). “They’re yet to have made any progress with any real legislation — it’s not there, at least not yet.”

Still, just being in the Problem Solvers Caucus became a huge talking point for moderate politicians eager to tout their bipartisan credentials during the 2018 elections, even though the group didn’t have a lot of tangible policy wins to point to.

Fast-forward to late November, when House Democrats are on the verge of electing a new speaker and figuring out legislative priorities for 2019.

The “Break the Gridlock” reform package the group wants Pelosi to back is something No Labels has worked on as well. It’s an extensive list of rule changes, but by Sunday night, the group had narrowed their demands down to three. In essence, the caucus wants to give rank-and-file members more power to move bills to the floor, rather than have that power be consolidated with leadership.

The group hammered out its demands after frustration with stalled infrastructure and immigration reform bills under a Republican-controlled Congress, Gottheimer said. He pointed to the discharge petition to force a floor vote on a number of immigration reform bills, which had broad support among House members of both parties but which Republican leadership opposed.

“We had a bill with 290 people on it, and we couldn’t get it to the floor,” Gottheimer said. “That’s why we think this is so important.”

The three proposals they want Pelosi to back include a rule for expedited markups of bills that get at least 290 co-sponsors, a second rule that any amendment with at least 20 co-sponsors from both parties will get a floor debate and vote, and a third rule that every House member in a new session of Congress can introduce a bill in their own committee that would get a debate and committee vote, as long as it is bipartisan.

The caucus’s original list of demands included a proposal to get rid of the “Motion to Vacate the Chair” rule that gives any member of the House the ability to call for a new House speaker. This is a rule that the group believes effectively holds the speaker hostage to the whims of small groups.

Pelosi and House Rules Committee Chair Rep. Jim McGovern (D-MA) have already agreed to a number of the measures within the proposal, including raising the vote threshold one would need on a Motion to Vacate the Chair and the proposal to allow a bill with 290 co-sponsors to go through markup and be considered on the floor.

The Problem Solvers are trying to use their leverage to get Pelosi to agree to the whole package, but they are facing blowback from some progressive members accusing them of effectively holding the speaker’s vote hostage.

Alexandria Ocasio-Cortez, the self-declared democratic socialist Congress member-elect, used her formidable Twitter presence to call out the Problem Solvers recently.

She characterized the proposed rule changes as “GOP friendly” and said they will harm efforts to improve health care in America.

“People sent us here to get things done, not ‘negotiate’ with an admin that jails children and guts people’s healthcare,” she concluded.

Gottheimer disagrees, saying negotiating with Republicans will be the only way to get anything done under the new Congress.

“I know there are schools [of thought] here that say, ‘Let’s obstruct no matter what,’” he said. “That is not where we come out. We think these things are commonsense and straightforward.”

The dynamic of the Problem Solvers trying to get Pelosi to agree to their rule changes and being torched by one of the most progressive House Democrats for the attempt underscores the fact that the most opposition Pelosi faces is coming from centrist House Democrats, rather than the left wing of the party.

House progressives recognize that Pelosi (an early member of the Progressive Caucus) shares their values and is an important ally. Progressive leaders recently struck a deal with her during which she agreed to put more progressives on key House committees, including Ways and Means, Appropriations, Energy and Commerce, and Intelligence.

The Problem Solvers want to make their own deal, but talks are still ongoing, a senior leadership aide told Vox.

Since a group of now 15 moderate Democrats — separate from the Problem Solvers Caucus — announced their opposition to Pelosi in a letter last week, the Democratic leader has been on a dealmaking blitz.

Most importantly, Pelosi cut a deal with Ohio Rep. Marcia Fudge, the only House Democrat who was openly considering challenging her. Fudge had harsh words for Pelosi in an interview with the Huffington Post’s Matt Fuller back when she was contemplating a bid.

“Everybody wants to give her such big credit for winning back the House, and she should be here because she won. She didn’t win it by herself,” Fudge told Fuller. “If we’re going to give her credit for the wins, why is she not responsible for all the losses?”

But just a few days later, Fudge sounded much more conciliatory when she released a statement that she would, in fact, support Pelosi for speaker. At the same time, Pelosi announced she was naming Fudge the chair of the newly reinstated House Administration Subcommittee on Elections, which was previously disbanded in 2013.

A few days later, longtime Pelosi critic Rep. Brian Higgins (D-NY) took his name off the letter of Pelosi opponents and announced his support for Pelosi, after getting the Democratic leader to agree to work on one of his pet issues: lowering the age Americans can start receiving Medicare to 50.

And Rep. Seth Moulton (D-MA), one of the leaders of the anti-Pelosi group, is now reportedly making overtures to Pelosi, asking her to consider removing Reps. Steny Hoyer (MD) and Jim Clyburn (SC) from her leadership team in order to get his vote, according to a new report from the Washington Post’s Robert Costa.

In other words, the chips are falling into place for Pelosi — a master dealmaker.

How 1 soul-crushing drive defines the Bills offense this season

The Bills offense wasted another solid performance by their defense in a loss to the Patriots.

The Bills were surprisingly able to hang with the Patriots for the majority of Monday Night Football. Then once again, the Buffalo offense failed its defense in a 25-6 loss.

Derek Anderson threw for 290 yards and an interception, the running game averaged just 2.4 yards per carry, and the Bills failed to score a touchdown for the fourth time this season. They have now been kept out of the end zone for eight straight quarters.

Coming into the game, the Bills were already making a legitimate case for being the worst offense of all time. They were averaging just 3.9 yards per play before Week 8 and had scored just 81 points on the season, until two field goals against the Patriots got them to 87 — still last in the league and three points behind Todd Gurley by himself.

On Monday night, there was one drive in particular that encapsulated their offensive struggles.

The Bills had a sliver of hope when they were down 18-6 halfway through the fourth quarter. They were right outside of the Patriots’ red zone with a chance to score before the game quickly spiraled out of control.

The Bills scored a touchdown — until they didn’t

Just a few weeks ago, Derek Anderson wasn’t even in the NFL. The 35-year-old journeyman quarterback was signed as a mentor to rookie Josh Allen. Then after Allen suffered an elbow injury and Nathan Peterman threw two interceptions in a loss to the Texans, Anderson was thrust into the starting lineup.

On second-and-10 at the New England 25-yard line, Anderson was just trying to make something happen. If the Bills kicked a field goal down by 12 points with 6 minutes left, they would still be down two scores kicking the ball back to Tom Brady — essentially guaranteeing a loss. They needed a touchdown.

Anderson took a shot to the end zone to tight end Jason Croom, which was initially ruled a touchdown. Upon further review, it turns out Croom wasn’t even close to getting a score. The ball very clearly hit the ground.

The incompletion brought them to third-and-10. Then the Bills, who have been called for more offensive penalties than every other team in the league, got pushed back a little more. A false start by Charles Clay made it third-and-15.

This was 13th interception — and second pick-six — by the Bills’ three quarterbacks this season. They have combined for just three passing touchdowns.

That interception pushed the Patriots’ lead to what would be an insurmountable 19 points with 5:54 left in the game. The Next Gen Stats version of the play shows a dubious throw by Anderson — McCourty was hiding in plain sight.

There’s not much hope for Buffalo the rest of the season

The Bills couldn’t get anything going for the rest of the fourth quarter. Even worse, Anderson left the game late with an injury. Peterman came in for him and completed both of his passes for 23 yards. The Bills were facing third-and-32 when he entered, so it didn’t matter — but they did improve his passer rating. Life is about the small victories.

Nathan Peterman just raised his career passer rating from 29.9 to 31.4 with those two plays.

Anderson was evaluated after the game, but his injury status is unclear. The loss dropped the Bills to 2-6 and if Anderson misses significant time, they might somehow be in worse shape on offense than they were already in. Allen likely isn’t coming back anytime soon, so their options are limited. They would have to dip into the free agency or the trade market before the Tuesday deadline ... unless they want to roll with Peterman again, which is a dire situation for an offense that can’t get anything right.

On Monday night, one drive against the Patriots was a microcosm of the Bills’ season up to this point — and they showed that there isn’t much hope that it’ll get better.
