It's been a while since I read it but it was on ao3 and I remember it being pretty long. It was an experiment Steve fic and he had powers. Eddie was also a semi prominent character but it took place in roughly season one. I think it was also a plot point that Steve knew what he was but tried to hide it from others. I'm sorry if there's not much info to work on its been a really long time since ive read this fic.

He is trembling as she presses closer, body molding against his in a variety of new and exciting places. The sound of his stubble scruffing against her cheek more beautiful than any symphony, the humid heat of her breath on his ear intoxicating as she purrs, “Happy birthday, Mulder. Make a wish.”

And then, before he can even begin to remember how to breathe, her mouth moves against his, soft and yielding and still tasting faintly of her afternoon Earl Gray. Her tongue slips inside just briefly, past his lips too slack with shock to respond until it’s too late; it roughs against his like a kitten’s, and then is gone.

His brain switches back on as she’s sauntering out the door with a sway to her hips and a glint in her eyes that beckons him to follow. He blows out the candle on the tiny cupcake she had pressed into his hands and chases after her, after the promise of something sweeter still.
