say, have you ever wondered on the backstories of the hunting dogs? We have basic guesses and answers to some of the guild, and alot of the port mafia and all of the agency but we have no idea for the hunting dogs other than fukuchi and tachidarling. Especially Tecchou and Jouno like what if they had a double black kind arc
this ask made me giggle a bit because i literally got the same question right before you which i talked about each individual character here !!!
however i didn’t look into how tecchou and jouno’s backstories where they meet each other would be so ill do that here!
tecchou and jouno
- they 100% make a great team for their line of work. tecchou is great at offensive combat and jouno is good at subtly and secretly getting close to enemies. they contrast each other very well
- due to this i think from the start they got put on a lot of missions together!
- i assume tecchou has been in the hunting dogs longer than jouno has
- jouno still hasn’t gotten used to tecchou’s antics after so long, i imagine he was much more irritable at the start.
- however jouno only explains why he "hates" tecchou in chapter 61, six years after they met assuming tecchou has been here the whole time. this makes me think jouno was easily irritated but tried to remain composed
- this does make me wonder what exactly was his breaking point. was it just the foods or does he do other things that prove his "soul has no artistry”?
- anyways. jouno was probably annoyed from the start. maybe he didn’t express it as much at first since he wants to keep the job? we know he shoots a lot of internal jabs at people. id LOVE to see a chapter of him meeting everyone and what he’s thinking
- tecchou probably didn’t mind jouno at all from the start. he clearly cares a lot about him by this point. i’d like to assume he just always liked jouno and their working together brought them closer
- their work habits probably clashed for a while.
- regardless of all this they likely were amazing together when in combat and were paired together from the start
- we seen how effortlessly they took down the agency (until chuuya saved them), clearly they worked together to the point where they are confident in each others abilities
- also little headcanon but i like to imagine tecchou helped train jouno in his swordsmanship. hehe suegiku brainrot always and forever
- fukuchi probably teamed them up.
- i feel jouno probably got into friendly-teasing once they got comfortable around each other. the "i hate you the most" bit in ch61 was an example of that
- no team of people that genuinely hate each other work that well together. note how akutagawa and atsushi had a moment of connection too before they fought together the first time, you can’t work well with someone you don’t get and despise.
- of course i only put emphasis on that above on jouno’s behalf. tecchou never appeared to dislike him
- i like to think tecchou very quickly seen through jouno’s tough exterior. he seen that jouno was a good person under the way he acts, and keeps that opinion to himself. i think he gets jouno better than anyone else on the team because of this

this is the guy who
used to be an assassin at age 14
quit his job after reading a book and meeting its author (asagiri behavior btw - the 'left his job cause he wanted to write' part lol)
saw an injured dazai and brought him in his house (lit the equivalent of seeing a random injured criminal and knowingly bringing him into your house lol)
wrapped dazai in a blanket, trapped him in his house until he recovered safely
reacted to dazai's unhinged behavior and threats with an 'oh okay' attitude (unironically btw. he's really just like that TT)
was strong enough to be mistaken for a WHOLE organization
no one even had clues that it was him TT
made dazai embarrassed
“Of course, you would be wary of the switch. So, I had to distract you by conversation.”
“So, the games and the flow of conversation till now, were both according to your plan, you mean?”
“Hehe. Saying important things as a camouflage to get what you want. That is the basis of the negotiation technique.”
I ask as I organize the cards, “Which is camouflage of which?”
Dazai's expression turns blank for a second, as if he has been caught off guard. But it is only for a moment. He turns his head to the side to hide his expression and smiles. If I am not wrong, there is an embarrassed expression on his face. It is under the dark lighting of the bar, so I might have been mistaken though.

had a conversation with Shibusawa in Dead Apple and wasn't killed - in fact, Shibasawa even wanted to talk to him again if he had the chance (Oda TT he's got that 'I attract mentally unstable people and fix them' rizz lmao. Fyodor, take down notes).
did not expect Dazai to ask for a second meeting:
Dazai’s wounds have already crossed the most critical time. Just leave them like that and they will heal on their owns. My role here is over. So is our relationship.
Dazai nods and takes the cards from me. Then in a casual tone, he says those words.
“When are we meeting next?”
I stop what I am doing and look at Dazai.

(Oda really said 'no' to attachment issues SAJDIAFJ. he's the kind of wonderful guy you meet once online and feel sad cause you can't find them again TT)
was the lowest ranking member in the mafia (and he slayed it too. did the jobs no one else wanted ugh)
despite the typical black-suit-shades look that low ranking mafiosos wore, Oda wore a BRIGHT COLORED, beige cream coat (do yall realize how much this must have made him stand out?? in a pool full of black - he stood out. Also the fact that mafiosos wear black so that blood isn't visible when it stains -- but Oda DECIDED TO STOP killing people hence why he didn't need to wear black. UgH such an icon ✨.)
survived the Dragon Heads Conflict (obviously 🙄)
adopted 5 orphans from that conflict
supported them financially, visited them on weekends, left them under the care of the curry-shop owner, connected w them!!!
managed a few shops for the mafia (reread Dark Era if you missed this detail; p. 94)
listener friend; listened to Dazai's antics and took them seriously (I bet he's the type who never forgets any minor detail their friend tells him)
joined in Dazai's chaos and hugged and tickled Ango (sibling behavior lol. Oda's just as chaotic - only difference is he does it with a straight face 😭 if Oda was in the ADA, Kunikida would grow white hair LOL. Imagine the chaos he and Dazai would bring TT - plus Dazai would be 10x happier. friendly reminder that Dazai gave Ango and Oda drugged food and when he offered to cook again, Oda's response was 'If it keeps you from getting tired, then it might be pretty useful before a hard day's work' like BRUH elfeofk.)
this isn't noticeable at first but despite always seeing himself as less than Dazai cause of their rank, Oda literally called Dazai by his name in front of the other mafia members (and no - he didn't even consciously think about it 😭). Imagine being a random mafioso and suddenly you see the lowest ranking member call an executive informally. like??? Oda's co-workers would call Dazai 'Dazai-san' while Oda be out there speaking casually like 'hey dude.' It's funny cause Oda is dense so he prob didn't even think of 'Office Codes' (yk the typical social rules where if ur friends w ur boss u call them formally at work? yea. Oda does not care LOL.)
He has good intuition
[Then I looked myself in my room and cycled through my thoughts [...] I listened only to my heartbeat as I observed the emotions bubbling up from within me like foam. I had a feeling something would happen[...]it was the small tinge everyone gets before something's about to happen. But realistically, there was virtually nothing I could do about it until it actually occurred and slapped me in the face. The world isn't kind. You have to be tough.] << relatable.
He sassed Mori HELP 😂😭
"At any rate, you just got here. You did not see a thing. Understand?"
"Yes, sir." I nodded in agreement. [...] "I only just arrived. Thank you for taking a break from undressing a young girl and chasing her around the room for me. So what was it you needed me for?"
The boss pinched his brows together for a few moments to think before nodding as if he had made up his mind. -- The Dark Era
He can see into the future
this is honestly a cool ability with so much potential. I'm going to promote this post by @raaanpo because why not. it's cool. :)
Such a caring friend (he gave Ango the benefit of the doubt, was crushed at the betrayal, and the way he thinks about dazai i cant- TT)
I already knew what Dazai was trying to say and what his intentions were and yet I had no choice but to scrutinize his every word to find some sort of silver lining.
"Maybe Ango really was lying but he's an informant who deals with top-secret information on the Mafia. It's only natural he'd have a secret meeting or two. You can't blame him for that"

Had our ranks or relations been any different, I probably would have punched him right then. (note: this reminds me of when Fukuzawa slapped Ranpo TT) However, I am me and there was nothing I could do to him.
After returning my gun to its holster, I turned my back to Dazai and began walking away. With every step I took, I felt as if the ground were going to collapse, creating a bottomless hole that I would fall through for an eternity. I figured that was probably the last time I would ever see him.
(I still maintain the belief that Oda only said this because he knew the tensions were high and Dazai literally just threatened to torture and kill Ango moments ago. That last line hurts, man.)

^^ see what I'm talking about? tensions were high. it's not like Oda hated Ango. He just didn't want to escalate the situation. And plus, Oda's never been a false-hope type of guy. So when he rejected Ango's wish, it doesn't mean he hates him or doesn't want to be friends anymore. he's just protecting himself from getting his hopes up and being realistic. On another note, I think being in the Mafia def affected Oda negatively. He was much more confident in TDIPD. :(
Lost king
After getting into the car, I recklessly hightailed it to the office. I don't really remember much about what happened along the way; I might've driven down the three-lane highway in the wrong direction two or three times. -- chap 1, DE
If someone were to peer inside my mind at that moment, they would've witnessed something akin to a massive volcanic eruption. Countless question marks would have been blasting out of the crater, blanketing the sky in its entirety. And yet, the only visible reaction I had was a twitch of a finger. -- p.18, DE
I ended up standing in front of the son and introducing myself. As “the person who killed your father.” There was no word that could describe how angry the son was. He had all the rights to be angry. "That's a secret." Oda let out a faint, almost inaudible laugh.

What I needed to do now, however, was worry about the new recruit, since he was a hundred times more messed up in the head than me.

Dazai walked over with a faint, indecipherable smile. "I've been training Atsushi for four and a half years, yet you beat him. It's hard to believe..." (uhm duh. that's cause he was trained by Oda 🙄💅who doesn't abuse his students unlike y-)

"Akutagawa, it was actually Oda who obtained this video," said Tanizaki who was seated. "Even with Ranpo's Super Deduction and Oda's extraordinary skill, Flawless [...], it took them three whole days to sneak into the secret facility and steal the footage. That just shows you how extremely dangerous the mission was and how hard it was to get this information."
That was when it hit Akutagawa. He had just recently been asked to watch over the orphans for three days while Oda was out of town on business.

I urge yall to please read Dark Era and The Day I Picked Up Dazai. It captures his character way more than the anime.
To end this post, I want to give tribute to the IRL! Oda Sakunosuke cause that's who the bsd character is based from and Oct 26 is his actual birthday 😸

Two times Sakunosuke understood Dazai, and one time it was goddamn impossible [PT. 2/3]
Rating: T Pairing: Oda Sakunosuke / Dazai Osamu Tags: Dark Era, fluff, the good stuff i promise Summary: Alternatively, three times he’s wrong on all counts.(Dazai can only accept so much obliviousness; Sakunosuke thinks he deserves a little more credit.)

Preface Notes: One brief Dazai-typical suicide mention but this chapter's legitimately so much better and fluffier and better than the first; thank you for coming to my ted talk.
Ango and Dazai are already at the bar when he walks in. They spot each other at the same time but Dazai still swings his bar stool round, still chirps, "Odasaku!"
"Yo." He slides into his usual seat and cocks his head towards the others. "What are you so happy about?"
"Betting pool." Dazai says, eyes gleaming. "Ango's in."
Sakunosuke raises an eyebrow. Ango doesn't usually drink himself stupid unless he's gotten coerced by the both of them, which means the Ango before him has either been replaced by aliens or Dazai's given him odds too good to deny.
Ango clears his throat, opens his mouth. Closes it once. Then he sighs. "I have no excuses."
"Huh. Okay, I'll play." Sakunosuke says, before Dazai inevitably asks him to. The bartender passes him his whiskey and he tips his head back, bringing the glass up to his lips.
Again, Ango opens his mouth- but Dazai beats him to it. "Alright, but it's kind of a special bet. A secretive, peculiar bet I've specially crafted."
"Meaning?"
"Ango and I have premade a bet that we shall not speak of. The winner will be determined through several small rounds of a equally secret debate, which is where we need you as our third-party mediator." Dazai says. "We'll ask you questions and based on your input, you'll unknowingly determine who wins each round."
Hm. Dazai makes it sound like this is a single-blind social experiment.
"It'll make more sense when we begin." Dazai adds. Sakunosuke looks at Ango one more time to confirm Ango, Ango of all people, is going to participate in Dazai's little game. Ango raises his glass in answer.
Dazai claps his hands together. "Okay!"
Sakunosuke sits back and makes his own bet- in his head. How long will it be 'till he regrets this? (He knows the answer- he won't. Dazai ropes him into the best moments of his day.)
Dazai asks most of the questions. The first few are not nearly as odd they could be. What's his favorite reading genre - realistic fiction. How come none of their abilities make them more attractive to women - he doesn't know. Of his kids, who's his favorite - Sakura, sorry not sorry, Sosuke.
"Does Odasaku have a type?"
"A what?"
"A type of person you'd want to be romantically involved with." Ango says, inspecting the liquid in his glass. "For example, Dazai-kun's type is someone who will double suicide with him." Sakunosuke has a faint feeling he knows where this is going but if he walks towards the idea, it runs right out of his reach.
Dazai adds, "And Ango's type is someone who likes him."
"What?? That's not-"
"Low standards, Ango has." Dazai nods, in mourning. "On the other hand, ambition is the enemy!" He pats Ango on the back. "We'll find you someone someday, Ango. You're not a lost cause!"
"I see." Sakunosuke says, although he really doesn't.
"Odasaku-san," Ango scolds. "You should stop humoring Dazai-kun. You just encourage him to be more of himself every day." Sakunosuke's mouth twitches. He's pretty sure Ango shouldn't talk. And Dazai deserves to be humored once in a while.
"I love you too, Ango!" Dazai beams. "Now let's go back to Odasaku! Type?"
Sakunosuke thinks for a second. "Someone tactful?" Maybe he's the one with low expectations? It's not like he's searching for anything actively, but he thinks it would be enough to have someone who understands him, to have a relationship where they understand one another.
"Considerate and sensitive, huh?" Dazai muses. "Not asking for much, are we, Odasaku?"
"Okay. So Odasaku-san, we've established you like thoughtful people." Ango interjects. "But how do you feel about troubled brats?"
"They can be the same person, can't they?" Sakunosuke says. For example, in this bar, there are at least two troubled, thoughtful people he's fond of- if you're counting Ango and himself each as a half. And then of course, the most interesting person of them all.
Surprisingly enough, there's no verbal answer to be received. When he looks at the others, he sees Ango busily polishing his glasses and Dazai smiling, smiling at his drink as he prods the floating piece of ice.
Huh. Sakunosuke peers at him. Dazai's features may be content, relaxed, but they give away nothing. Sakunosuke has no idea what has him so pleased. Unless? "Dazai, are you winning the bet?"
"Oh no," Dazai shakes his head, still smiling away. "Losing miserably."
"Oh? Do you intend to lose?"
Dazai's grin widens. "I'll ask the questions tonight, Odasaku."
His lips quirk involuntarily. "What's got you in such a good mood?"
Dazai sparkles with mischief. Something jolts in Sakunosuke, but his attention is immediately redirected when Dazai teases, to the lilt of his head, "You're a terrible listener."
"I listen. When there's something worth listening to."
"Odasaku!" Dazai mock-gasps. "Everything I say is worth listening to! I'm your favorite person, after all, aren't I?"
"Your mind certainly dances," he agrees, aware that his response doesn't quite fit, aware that he's no longer suppressing his own grin, aware that he can't.
"Oh? That sounded like agreement."
"Now who's the terrible listener?"
Before Dazai can return a quip, Ango bursts into a violent coughing fit. He buries his face into his arm and goes off, and the noise makes Sakunosuke break his gaze away from Dazai. He reaches into his pocket, and then past Dazai to offer his handkerchief. Ango flaps a hand wildly, waving him off with the same ferocity. He retreats but blinks at him, still rather concerned. Dazai, on the other hand seems unalarmed, offering an innocent, "Ango, your face is really red. Are you okay?"  
"Hahaha." Ango shouts. "I-I should go easier on the drinks. Probably. hA Ha."
"Ango....you ordered a coffee."
He waves off Sakunosuke's response. "I AM. FINE. THANK YOU."
"...okay."
"Ah!" Dazai says, pulling Ango's arm over to himself and shaking it so that Sakunosuke can see a blur of a wristwatch. "It's getting late! We should finish up our bet, right?"
Sakunosuke nods. They probably have to prepare for tomorrow's work but he wouldn't mind hanging around a little longer. Ango makes a strangled noise that Dazai takes to mean agreement, because he goes on to say, "So! Odasaku. Final question....how do you tell someone you like them?"
Sakunosuke pauses. "I dunno? You just say it, I guess?"
Dazai purses his lips like he's in deep consideration. "Okay..." he says, with a single understanding nod. "Okay. I like you."
Sakunosuke nods back. "Yeah. Say it just like that."
Ango stands. Dazai turns his stool all the way around to fully face Ango, who pulls out his wallet in total silence and then abruptly freezes in place. "Okay, hear me out."
"You don't get to get out of this, Ango! Bet's a bet," Dazai singsongs.
"You know what? Double or nothing."
Dazai's brows raise. "Are you sure?"
"Yeah."
"Alright," Dazai offers a lazy shrug. "I could use a handout."
Sakunosuke thinks he should be more bewildered but Dazai flashes him a reassuring grin, and he trusts in that- will leave them to it. "So," he says with a hand on his neck. "How was my job performance?"
Dazai mutters something that sounds suspiciously like Odasaku is such a people pleaser. Ango says, "You passed with flying colors. Are we calling it a night?"
Dazai looks at Sakunosuke, but he looks at Dazai, sees Dazai offer a little grin, a tiny shrug. "The night's still young."

Okay, I got to 39. The lesson: there is always another Lucretia fic I have forgotten. Seriously, I’ve got like 8.
1. Fic you spent the most time on: Party of Four, hands down. My WIP canon divergent AU featuring lots of Angus is both my longest fic and easily the most research-intensive
2. Fic you spent the least time on: Hm, kind of a tossup? Most likely either:
Soliloquy - a fic about Lucretia’s year alone, one where I sat down at my laptop and wrote for three or four hours straight until it was done
Neck and Neck at the Finish Line - Hurloane, just a dash angsty (takes place at the moment of turning into dryads, features the Raven Queen)
Ready, Set, Go - also Hurloane, I guess I just write fast for our resident battlewagons racers. This one is about Sloane persuading Hurley to start battlewagon racing and features both of them flirting and flustering the other. 
3. Longest fic: Coming in at 169(nice)k currently, that would be Party of Four. I initially thought it would be 60k, tops.
4. Shortest fic: on ao3, that would be Choices You Made - my Merle-centric fic, about Merle’s immediate refusal to give up memories of his kids in Wonderland

8. Fave fic you wrote: oh now that’s a hard one. Hm. I’m gonna stick to ones I haven’t talked about already to make this marginally easier.
Apogee is a personal favorite because it was such a challenging one, and I’m pleased with how it turned out. It’s Taako and Lucretia post-canon and was one of the times Taako surprised me even as I was writing him.
Anniversary is one of the first times I felt like I’d actually written something worthwhile. Like all my one word title fics, it’s on the angsty side, this one probably more than most. It’s about Magnus and Julia and their relationship, focused on one day out of the year - their anniversary. Possibly the first time I made people cry too.
And because I wanna talk about it: At Death Do We Start. This one was originally a oneshot for Day 1 of the 2019 Taakitz week, only it rapidly overshadowed the rest of my plans and took on a life of its own. It’s inspired by really two things in particular: 1) a kind of old fairytale type frame wherein the hero would have to go on some kind of impossible quest to be granted permission to marry their one true love and 2) that one very specific part of the movie the Corpse Bride where the religious figure character tells Emily that she can’t be married to Victor because death has already parted them. Spin those two together and you get another of my most ambitious projects - Taakitz, action and adventure, a whole boatload of characters, me elaborately planning out fights - I rolled all of them and home brewed for one of them in particular. I’ve been doing a lot of setup and a lot of work, and I’m so excited to see what everyone’s reactions will be when we get there.
9. Fic you want to rewrite/expand on:
There are a couple, probably. Razed was my first fic, about Lucretia in Wonderland, and it’d be interesting to see how much I’ve improved. Press A to Start and Recollection were both the starts of projects that kind of fell by the way side due to lack of time. Recollection in particular is one I would love to get back to.
10. Share a bit of your WIP or share a story idea that you’re planning:
Mmmmmmmmmm I have two but I’ll go with Po4 because I haven’t actually yet written anything for the next chapter of At Death Do We Start, just planned. This takes place during Lunar Interlude III: Rest and Relaxation.
           Angus might be a full time Seeker getting information to the Reclaimers when he’s on the moon base. But, well, there are still mysteries to be solved the world over. And Angus isn’t always on the moon base.
           Angus peers around the corner of the small stone outcropping concealing him. No one in sight. Now he just needs to make his move-
           “Hey, Ango!” Magnus’s booming voice sounds, loud to the point of echoing, and completely blowing Angus’s cover.
           Angus jumps, in the moment more startled cat than competent detective, and spins to see one Magnus Burnsides standing before him, his face painted with a dog’s nose and a spot around one eye, balloon string in one hand, and cotton candy in the other.
           In Neverwinter. Not on the moon base.
           “What are you doing here, sir?” Angus hisses, attempting to grab Magnus’s hand and tug the unmoving Magnus behind the outcropping as well. Suffice it to say, Angus doesn’t pass that strength check. Not that it would do much good; the space is fine to conceal a still fairly small boy of ten but nowhere near enough to conceal the moon base’s resident brick shithouse.
           “Uh, going to the zoo? Just like you?” Magnus takes a bite of cotton candy.
           “Yes, but-”
           Angus is interrupted by a pop as Taako, armed with a souvenir cup shaped like the head of a griffin, Blinks back into the Prime Material Plane next to them. “Fancy seeing you here, Agnes,” Taako says, too casually, before taking a long, pointed sip from his souvenir cup, the sort of that’s loud and noisy and sucking up more air than beverage.
           “You’re here t-”
           “Finally!”
           Angus’s question is interrupted by yet another familiar voice as Merle, indignant expression on his face, waddles up to them.
           They’re definitely not fitting behind the outcropping now.

I wish I could just write this in tags, but I literally went over the tag limit (which wild, I didn't know there was one). I didn't want to dig this post, but unfortunately I'm too invested in bsd's worldbuilding so I'm just gonna ramble a bit under the cut.
I think an important part of the discussion is the fact that Yokohama's law system is absolutely bonkers. Canonically the world overall has been greatly influenced by the war but Yokohama seems to be a total wild card. It may be more visible in light novels especially in the untold origins but for example teenagers aged 15 can legally work a full time job because after war there were too many orphans and not enough... well parents to work, so legally teenagers 15+ can work. Hence Kyouka and Kenji being legally employed. It's not important right now, but I needed an example to show that the law functions differently in Yokohama.
So back to the PM and its origin. We don't know much about the events before the current time BUT what we know is that the PM used to be much more ruthless. The previous boss went on a rampage etc and natsume came up with the idea of the 3-way approach which consisted of the ADA the PM and the government, so at least at its core the so called New PM has a similar importance that the ada has. Which of course doesn't make it legal, but things get more interesting. Back in the dark era Mori got the permit that (and I quote) permits activities as a skill-user organization which sounds vague but is important, because after the war ability organisations are seen as illegal, for example the Guild which doesn't have the permit so technically the pm is more legal than the guild which is a bit funny when you think about it from a legal standpoint but we all know how Mori got the permit in the first place. During the entirety of the manga we never see the government try and stop the PM in any way even though they literally had a spy there. They knew EXACTLY what's going on there because Tachi is in an exclusive squad that does the dirty work all the time, but as long as the PM doesn't overstep the boundaries and doesn't try to take over the city, it is allowed to operate how it wants. And one of the things that Mori doesn't want is the control over the city so this deal works both ways.
Which (finally) brings me to the point that the government doesn't care enough about the PM to try and get any eventual reports. It gives them nothing and they already know what they want to know thanks to Tachihara. Also I only now remembered that Fifteen is supposed to be Ango's report on how Dazai and Chuuya met, which makes it the only explicit instance of someone writing a report and funnily enough Ango was a government worker, so we literally had a government worker write a report for the mafia. And I think it's pretty safe to say that the government is fine with whatever the PM does in its free time. Now just the fact that they can write reports doesn't mean they do, and after thinking about it, I suspect they have 2 types of reports.
The first one has to do with the front they're putting like jewel deals and whatever they do in more legal ways, because since they have the permit they can do legal operations as well, so I'm 100% sure that some things are actually done legally, because why not use the permit if they already have it? It was such a big deal to Mori to get it, so it would go to waste if they had no legal operations,
so I think they write down different deals, shareholder contacts like all the things that a normal business would keep. And it would be great in case they do get a goverment visitation (which is unlikely) because Mori can show these clear reports, wink and they’ll leave him alone because even coming there had no use to begin with. The government knows that the PM does money laundering and murder,so why visit them in the first place? But legal workplaces have to keep documents sooo… (a quick note: we don’t know if im yokohama they have to keep track of things in a written form but because the ada does so I suspect it’s obligatory for all legal workplaces so the pm would have to do it to play pretend and why make fake ones when they could use real ones?) my new question is does the PM pass the OSH regulations in that pretended theory? That would be comedy gold potential. So yeah I think if chuuya gets send to make a legal deal he’ll have to write a report. And I suspect that’s what happened back in chapter 10 because why would Mori send him to fight people if Chuuya is amazing at handling business stuff (see: the jewels)?
Now onto the othe part which is illegal stuff, and tbh I’m not sure how it would be handled. We’ve seen Higuchi and Mori simply discuss missions, but I think it’s due to them being close and because these were some minor missions. But with bigger ones like the cannibalism thing there would simply be too many people to just talk about it. Therefore I think people with low ranks just tell their superior what happened. Then the superior writes a recollection of events down and either executives read it or they give it to Mori and he reads them himself. Since the government doesn’t care about reports, they won’t come looking for them. And they’re not that useful because they just state what happened which is something any witness could observe. And about akutagawa I think Mori just doesn’t care about his reports as long as he’s efficient. He’s too easily recognizable, so Mori can’t send him to do legal work so why bother?
And my last point is that mori seems to be treating the PM as an organization with as much professionalism as possible. There was this one omake in which he was discussing a meeting date with Kouyou and Chuuya, so it’s not like he acts like the previous boss and just goes with what he’s feeling on a given day. He calculates everything, so keeping some documents would be useful for him. Not all but some, so with the legal stuff it would be a routine, but with illegal things it would depend on the situation and what's more efficient. What we know for sure is that there’s no official list of the memebers of PM since Ace made one in secret. But reports…
I have no idea where everyone took this concept of mafia operatives writing reports (is it canon?), but it’s probably one of the most hilarious misconceptions I’ve ever read about.
Look, I’ve never been part of a criminal organization so like. you know. I can’t tell you for sure they don’t write reports at mafia. But think about it rationally peoples. Do you think a criminal organization with any common sense would like to hold a database with every single illegal activity they’ve ever committed? So that anyone can find it and have exact details of everything they’ve ever done? Isn’t it the whole goal of criminal organizations to try and not leave traces?

basic descriptions/spoilers below
The ADA – a group of stray vampires that opened up a detective business and are trying to help others. Most of them are people who had been near death and were turned into vampires.
Port mafia – one of the most infamous vampire hives in all of yokohama.
The guild – a group of paranormal investigators/vampire hunters.
True ancestors – those who were born vampires, rather than being turned.
Atsushi nakajima – he actually has a rare blood type that many vampires crave.
Yukichi fukuzawa – a true ancestor who leads the ADA
Osamu dazai – a vampire and former member of the port mafia. He was turned by mori.
Doppo kunikida – another member of the ADA. It is unknown who turned him.
Ranpo edogawa – another true ancestor who used to be living with human parents, but he doesn’t realize this. He thinks he was turned by fukuzawa.
Akiko yosano – the ADA’s medic. She was turned by ranpo.
Kenji miyazawa – it is unknown who turned him at this time.
Junichiro tanizaki – starts out human, but is later turned by yosano.
Naomi tanizaki – junichiro’s sister who is still human.
Kyouka izumi – another human with the same rare blood that atsushi possesses.
Katai tayama – human. A friend of kunikida’s.
Ougai mori – a true ancestor and head of the port mafia.
Kouyou ozaki – another mafia executive. She was turned by mori.
Ace – the only human mafia executive. He later is slaughtered by Fyodor.
Chuuya nakahara – another mafia executive and dazai’s former partner. He was turned by kouyou.
Ryunosuke Akutagawa – a hitman of the mafia who seems to have taken an interest in atsushi’s blood. He was turned by dazai.
Ichiyo higuchi – another mafia hitman and a human. Often the one Akutagawa drinks blood from when he’s weak.
Motojiro kajii – an infamous bomber. It is unknown who turned him.
Elise – an orphan girl whose parents were killed by mori. She was very sickly so mori turned her into a vampire as well.
Kyusaku ‘Q’ yumeno – despite his cute appearance, he has the strongest thirst for blood. He was turned by mori.
Ryurou hirotsu – head of the black lizards. It is unknown who turned him.
Gin Akutagawa – another black lizards squad member. She was turned by dazai.
Michizou tachihara – the only human black lizard squad member.
Sakunosuke ‘odasaku’ oda – a human who was kept as a slave by the mafia. He died during an incident that took place 4 years ago.
F scott fitzgerald – head of the guild. He came to yokohama to find a cure for his wife, zelda’s, vampirism.
Lucy maud Montgomery – another member of the guild. She has a strong hatred of vampires after her parents were killed by one.
John Steinbeck – another member of the guild. He is hoping to find means of protecting his family from vampire attacks after his sister was almost killed.
H P Lovecraft - ?????
Herman Melville – another guild member. Quite knowledgeable on the paranormal.
Mark twain – a young man who joined the guild because the thought it would be fun.
Margaret Mitchell – she joined the guild to restore her family name and pay off her father’s debts.
Nathaniel Hawthorne – a pastor who came to cleanse yokohama of the ‘vampire plague’. He is later turned by Fyodor.
Louisa may Alcott – the guild strategist who was saved from a vampire attack by fitzgerald.
Edgar allan poe – while traveling abroad 6 years ago, he had a fateful encounter with ranpo. Since then, he has wanted to see the vampire again and lowkey wishes to be turned, due to having a strong intrigue with the paranormal.
Fyodor Dostoevsky – a half vampire. This is a fact that utterly disgusts him. He is searching for a cure as well, and doesn’t mind eliminating a few vamps to do so.
Ango sakaguchi – a member of the Japanese government department of supernatural beings. He also comes from a long line of sorcerers and witches.
Agatha Christie – another true ancestor who is shrouded in mystery.
Souseki Natsume – a true ancestor who is unknown to the main plot for the time being.
