Kino is presented as a hard cold antagonist-like figure in the beginning. But really what we end up seeing is that he is just someone who buys into the concept that if you just work hard enough, you will get your just reward. He is deadset on being the most rule-following top dog because he has 219 shifts left until he is free. And nothing is going to get in the way of that.
And as harsh as he can be, it’s his way of encouraging everyone in his block to do the same. He berates Melshi for saying there’s no end in sight. THERE IS! THERE IS AN END FOR HIM AND HE CAN ALMOST TASTE IT. If people lose hope, they lose their motivation, and then his block begins to slip and so will his power and then his freedom.
And that’s why he is so sympathetic to Ulaf. Because Ulaf is SO close. Kino berates Cassian for standing around but doesn’t remark when he notices the team covering for Ulaf. Because that old man is SO close. 41 shifts until freedom. That’s why he’s so desperate for Ulaf to survive. Ulaf is tough as rocks, he can get through this. If he can just push a little harder for a little longer, if he can weather this, then it’ll all be worth it in the end. He earned that freedom.
But then as the med-tech reveals the truth. Ulaf is suffering. He will never survive, he will never be free. There will only be suffering, no one will survive, no one will free.
And it just dawns upon Kino. There is no such thing as earning your reward if you break your back hard enough. There is no such thing under an oppressive system that only views you as disposable.
