ROXAS TO LGUS: USE APPS, MODERN TECH IN UPDATING DISASTER PREPAREDNESS PLANS

Interior Secretary Mar Roxas has advised all local executives to avail of the latest breakthroughs in modern technology, particularly those involving weather information applications, in updating disaster risk reduction and management plans for their respective communities. Roxas issued the call as the Department of the Interior and Local Government (DILG), the Department of Science and Technology (DOST) and other agencies of the government undertake a national information and education campaign aimed at enhancing the capacity of local governments to better prepare for and quickly respond to Yolanda-like phenomena. The campaign dubbed as “IBA NA ANG PANAHON: Science for Safer Communities,” which runs until the end of May this year, is an inter-agency government program aimed at providing science and technology-based disaster and weather information, tools and technologies that will help local communities to prepare for natural calamities. Other agencies involved in the campaign include the Office of Civil Defense of the Department of National Defense, the Mines and Geosciences Bureau of the Department of Environment and Natural Resources and the National Mapping and Resource Information Authority. In a directive to all provincial governors and city and municipal mayors, DILG Secretary Mar Roxas encouraged them and their disaster managers and officers to participate in the campaign being held in all regions of the country, and come up with their respective disaster risk reduction plans. “Hinihikayat ko ang mga LGUs na lumahok sa proyektong ito at gamitin ang mga makabagong pamamaraan ng syensya at teknolohiya tulad ng mga hazard maps, websites at applications upang makagawa ng epektibong DRR plans,” Roxas said. “Gawin natin ang lahat ng makakayang gawin para siguruhing ligtas sa kapahamakan ang bawat pamilyang Pilipino. Mahalaga ang bawat oras, mahalaga ang bawat buhay,” he added. As part of the activity, the DOST and Project NOAH (Nationwide Operational Assessment of Hazards) were directed to share information, tools and technologies that are crucial in preparing DRR plans for communities. The DENR-NAMRIA, for its part, will share its maps while the DND-OCD will help local governments prepare their disaster plans using DOST’s tools and technologies. Roxas said the Science for Safer Communities campaigns were already held each in Regions III, IV-A, IV-B, VI, VII, IX, X, XIII and ARMM, attended by governors, city and municipal mayors including their respective DRR managers. The regional campaign for Regions I, II, CAR, V, VIII, XI, XII and NCR, on the other hand, are set in the whole month of May, 2014.#

Roxas bares new funding plan to fight El Niño

MANILA, Philippines—Interior Secretary Mar Roxas has advised provincial governors and town and city mayors to use funds available from the national government to bankroll infrastructure projects in order to mitigate any drought or floods that may be brought on by the El Niño phenomenon.
Roxas, who inspected government projects in Isabela financed by the Seal of Good Local Governance-Performance Challenge Fund, was referring to a new program that grants more funds to local governments that pass standards of financial transparency and good governance. Local chief executives may access these funds through what is called the Grassroots Participatory Budgeting Process (GPBP).
Projects that mitigate the effects of climate change on farmers were a strong focus of the funding program, said Roxas, who is also vice chair of the National Disaster Risk Reduction and Management Council.
The GPBP can give municipalities up to P15 million to finance projects identified and approved by the local government together with representatives of community and people’s organizations.
City governments, on the other hand, may request as much as P50 million under the program.
The drought and sweltering heat brought about by the dry spell have alarmed national government agencies as water levels in dams near critical levels, affecting sources of potable water, irrigation systems and even power.
The erratic climate is linked to the El Niño phenomenon or the rise in temperatures in the Pacific Ocean.
“Heavy rains and dry spells will be the norm in this era of harsh, erratic climate due to global warming,” Roxas said in an e-mailed statement.
“It is thus vital that we take the necessary measures to prepare and protect our people, especially the marginal farmers,” he added.
The interior secretary said local government units should build “water-impounding facilities” or reservoirs in their areas in time for the onset of the rainy season.
“The water impounded during the rainy season will be released gradually in summer for the irrigation needs of small farmers,” he said, noting that such infrastructure could also help prevent flash floods

Sinabi ni Roxas na ang Munggo Plant Now Pay Later project na isinakatuparan ng mga opisyales ng San Mateo, Isabela ay isa sa mga pinasimulang proyekto ng pamahalaang-lokal na dapat tularan ng iba pang LGU’S. “Sa pamamagitan ng multi-cropping o pagtatanim ng munggo sa gitna ng taniman ng palay, magkakaroon ng dagdag na kita ang mga magsasaka,” ayon pa kay Roxas. Maliban sa dagdag na kita para sa mga magsasaka ang munggo ay isa rin mabisang paraan upang ibalik ang nutrisyon ng lupa at gawing produktibo ito sa susunod na panahon ng taniman. Kalakip ang tulong ng mga local officials, naglaan ang mga magsasaka ng San Mateo ng 7,385 ektarya ng bukirin para sa pagtatanim ng munggo. May kabuuang 315,000 magsasaka ang nabigyan ng hanapbuhay at kumikita ng P290.00 kada araw. Kasama ni Roxas na bumisita sa San Mateo sina Isabela Governor Faustino “Bojie” Dy, Vice gov. ROXAS VISITS MUNGGO CAPITAL OF THE PHILIPPINES

Interior and Local Government Secretary Mar Roxas today urged the various local government units in the country to adopt and implement innovative income-generating programs to boost local socio-economic development in their localities.  The DILG chief said the will and determination of local government officials in embarking such well-meaning programs and projects will be supported or backed-up with financial and material support by the concerned national government agencies like the Department of Agriculture and DILG.  “Hinihikayat ko ang lahat ng LGUs sa ating bansa na mag-isip ng mga pwedeng maipatupad na mga programa at proyekto na kung saan pwede itong pagka-kitaan ng mga lokal na mamamayan at dagdag na tulong sa ekonomiya ng lokal na pamahalaan,” Roxas said.  The DILG issued the call as he embarked on an inspection tour of a 2007 Galing Pook Awardee in San Mateo, Isabela who had gained the moniker “The Munggo Capital of the Philippines.”  “The Munggo Plant Now Pay Later project undertaken by the local officials of San Mateo, Isabela is one of those local innovative projects that should be emulated by other LGUs.  By engaging in multi-crop or planting of munggo alternately with the rice planting season, the local farmers were able have additional income,” Roxas said.  With the active assistance of the local officials, the farmers and harvesters from San Mateo town devoted 7,385 hectares of their farmlands for munggo planting. The total number of employment generated totalled 315,000 harvesters earning P290.00 per day.  “This translates to about P273 million gross income for munggo farmers and P91 million extra income for San Mateo farmworkers for the whole duration of the munggo season,” the DILG chief said.  Added to this, the residues of the munggo crop left at the end of the munggo season serves as organic soil enhancers preparing the farms making them more productive for the next rice planting season.  During his visit to San Mateo, Roxas was accompanied by Isabela Gov. Faustino “Bojie” Dy, Vice-Gov. Antonio “Tonypet” Albano, San Mateo Mayor Cripina Agacoili, the local police regional and provincial directors, regional officials of the DILG, Bureau of Fire Protection, the Bureau of Jail Management and Penology, among others.#

MANILA, Philippines - Interior and Local Government Secretary Mar Roxas has ordered the Philippine National Police (PNP) to put more kidnappers, drug lords and gambling lords behind bars.
“I want to see the arrest of kidnappers, drug lords and gambling lords. If anybody says he or she enjoys the protection of high government officials, I am telling you, as far as I’m concerned, that’s a lie,” he said.
“I want to see it in your records that you have arrested dangerous criminals, and don’t tell me you have failed to do so because this or that man has a pipeline to my office,” he told members of the PNP.
Roxas said the illegal numbers game jueteng, which is being passed off by illegal gambling financiers as small town lottery, remains rampant in Southern Luzon, Central Luzon, Northern Luzon and Metro Manila.
Meanwhile, Roxas said his department will set aside P170 million for the repair and modernization of police stations nationwide. Â Â Â Â Â Â Â Â Â Â Â Â Â Â
Roxas said the facilities of all police stations in the country will be upgraded, with each police station to be given a budget of P100,000 to P250,000 for renovation. Â Â Â Â Â

Hiningi ni DILG Secretary Mar Roxas ang kooperasyon ng mga lokal na pamahalaan sa gitna ng nagbabantang mahabang tagtuyot dulot ng El Niño na inaasahang mararanasan sa kalagitnaan ng taon.  Sa kanyang pagbisita sa Isabela kung saan pinangunahan niya ang mga opisyal ng rehiyon na nagsagawa ng inspeksyon sa mga proyektong pinondohan ng Seal of Good Local Governance-Performance Challenge Fund (SGLG-PCF), sinabi ni Roxas na dapat paghandaan ng mga lokal na opisyal ang banta sa tagtuyot na pinangangambahang tatagal hanggang sa mga unang buwan ng susunod na taon.  Hiniling ng Kalihim sa mga lokal na opisyal na gumawa ng maliliit na dike sa kanilang pamayanan upang mapag-imbakan ng tubig mula sa ulan.  Ipinaliwanag ni Roxas na ang maiipong tubig sa panahon ng tag-ulan ay maaaring unti-unting padaluyin sa sinasakang lupain ng maliliit na magsasaka sa panahon ng tagtuyot.  “Asahan na natin ang malalakas na pag-ulan at matinding tagtuyot dulot ng climate change,” pagdidiin ni Roxas. “Dahil dito, kailangan natin ang ibayong paghahanda upang maprotektahan ang mamamayan, lalo na ang mga maliliit na magsasaka.” Pinayuhan din ni Roxas, vice chairman ng National Disaster Risk Reduction and Management Council (NDRRMC), ang mga lokal na opisyal na gamitin nila mga nakalaang pondo mula sa pambansang pamahalaan.  Inihalimbawa ng Kalihim ang Grassroots Participatory Budgeting Process kung saan maaaring makakuha ng hanggang P15 milyon ang mga municipalidad o P50 million ang mga siyudad na pamahalaan para pondohan ang mga proyekto pinagkasunduan ng mga lokal na pamahalaan katuwang ang mga sektoral, community and people’s organizations.#

ROXAS SOUNDS ALARM ON EXTENDED DRY SPELLS

Interior and Local Government Secretary Mar Roxas urged local governments to prepare for extended dry spells by constructing water impounding facilities in their localities.
The DILG chief sounded the alarm during a visit to Isabela, where he led officials in the region in the inspection of on-going projects undertaken using the Seal of Good Local Governance-Performance Challenge Fund (SGLG-PCF).
 According to Roxas, the water impounded during the rainy season will be released gradually in summer for the irrigation needs of small farmers. He said the facilities, usually built on elevated land areas, will also prevent flash floods when heavy rains come.
 “Heavy rains and dry spells will be the norm in this era of harsh, erratic climate due to global warming,” Roxas said. “It is thus necessary that we take the necessary measures to prepare and protect our people, especially the marginal farmers among us.”
 Roxas, vice chairman of the National Disaster Risk Reduction and Management Council, advised local governments to make use of funds available under the national government.
 He cited as example the Grassroots Participatory Budgeting Process (GPBP) in which municipal governments can access up to P15 million and city governments can access up to P50 million to fund projects jointly identified by LGUs and local sectoral, community and people’s organizations.
 He pointed out that these funds can partly finance climate-change adaptation measures.
 For the whole province of Isabela, for example, under the GPBP the government has allocated close to P225 million.
 “Through these programs we hope to mitigate the effects of climate change on the farmers, while at the same time create and institutionalize a strong economy,” Roxas.
 “That is why we need to build water impounding facilities, especially in those areas where the people do not have the resources that the Cagayan Valley Region enjoys,” Roxas said.#

 Old and worn out police stations all over the country are being refurbished under Dignity, a joint project of the Department of Interior and Local Government (DILG) and the Philippine National Police (PNP).  In San Manuel, Isabela, an entirely new three-storey police station was built at a cost of P4.6 million. It was inaugurated recently by Regional Director Mario Iringan of DILG Region II.  DILG Secretary Mar Roxas said that apart from constructing new buildings his department is also set to upgrade the facilities of all police stations nationwide. He added that P170 million has been set aside for the repair, enlargement and modernization of old buildings.  He said police commanders can access amounts ranging from P100,000 to P250,000 depending on their requirements. He added the primary purpose is to improve the image of the police organization and bring dignity to its personnel.  According to Roxas, the San Manuel police station, which accommodates a 28-member police force is expected to face and live up to the challenge of Mayor Mike Carlos Dy III to implement a no-nonsense peace and order campaign in the locality.  He said he expects the men and women of the police force to go after members of criminal gangs in the area.   “I want to see the arrest of kidnappers, drug and gambling lords,” Roxas said. “If anybody says he or she enjoys the protection of high government officials, I am telling you, as far as I’m concerned, that is a lie. Roxas wants 8,000 informal-settler families relocated by year-end

MANILA, Philippines – In a bid to clear the water ways of Metro Manila, Interior Secretary Manuel “Mar” Roxas said he wants to relocate at least 8,000 informal-settler families from danger zones by the end of the year.
As of now, at least 4,000 families have been relocated, the Department of Interior and Local Government (DILG) secretary said during the “Flood Summit” held at the House of Representatives on Thursday.
The DILG plans to relocate 40,000 families who live close to the waterways in order for the Department of Public Works and Highways to build a revetment wall that would prevent soil erosion in the river banks, Roxas said.
The Cabinet official added that they plan to give an annual P18,000 to each family as a rental temporary relocation fund.
As part of DILG’s “Flood Resilience Program for Informal Settler Families,” at least 19,440 families need to be relocated this year from eight priority waterways that would be cleared to mitigate flooding in the metropolis.
