I was thinking about that post about bandits in D&D that ends with "campaign where every low-level villain is inexplicably the king" and started actually working on it.

In Ireland, iirc, it used to be the law that all inherited property was split up equally among the descendants of the deceased. This was put in place by the British to prevent the accumulation of wealth by the Irish, but moving on. It meant that over generations, estates were broken up again and again into very small parcels of land. Now imagine that for some godforsaken reason, this happens to a whole kingdom.

Over generations, it's been broken into smaller and smaller kingdoms until you get into the cities and there's a "kingdom" every few blocks. This has led to roving gangs of "kings" banding together to go around and "collect taxes" (rob) from their "citizens". Into this madness steps the adventuring party. Voila! A campaign in which every low level grunt is the king.
