This fella (unnamed) is an absolute NERD from the North Blue, he’s 20, incredibly smart (in select areas) despite his poor recognition of social cues and appropriate behaviors. He’s also a big fan of Sora, Warrior of the Sea, more specifically, the villains. So much so that he tracks down Germa 66 and tries to learn there and join their science department! He is immediately kicked out. He’s very persistent until eventually a disguised Yonji tells him to go to Punk Hazard because a former colleague of Judge is rumored to live and work there. He shows up at about the same time as the Strawhat Crew. He immediately recognizes Sanji as Stealth Black. Sanji, who’s identity and connection to Germa 66 is secret, is reasonably annoyed and slightly panicked, however, this fella promises to keep his secret, on the condition that he gets to tag along with the Strawhats, at least for a little while as he really has no place to go back to. He tags along through Dressrosa, Zou, Whole Cake, and Wano, where he joins Law, Hawkins, and X-Drake’s fanboying over Sanji’s raid suit. He eventually chooses to hang back in Wano and research any remnants of Queen’s laboratory to try and help the citizens of Wano affected by Smile Fruits.
