it's not like explicitly said but I assumed a bit based on the info we were given.

So in ballad (I dont fully remember if it was Gaul or snow that suggested it) they plan to destroy every copy of the 10th games expect one. (Also can't remember if snow hid one or if Gaul kept one for her own fucked up reasons)

In sunrise on the reaping snow controls the tv in haymitchs apartments and puts on an edited version of lucy gray singing during her interview, just before snow walks out it cuts off.

They don't show these clips to the public. haymitch only recognized lucy gray b/c he knows the covey. He doesn't know what lucy gray looks like. most people don't know anything except she's from 12 and disappeared.

The only reason I can think of that snow would have lucy grays games edited is for his own enjoyment, because nobody else is ever aloud to watch them.
