ok so bare with me here.

Janeway is the Captain. Chakotay is her first officer. There is a difference in rank by 1.

Seven, who is canonically romantically involved with Chakotay is below him in rank by five.

Seska, another character who's been involved with Chakotay, is four below him in rank before her whole betrayal shit.

If I remember correctly, Jaffen, one of Janeways love interests is above her in their job. Kashyk is also above her, but he's not exactly a prime example because he just manipulated her.

Now. Let's use another example. Dr Crusher and Picard are canon. They also have a difference in rank by one (maybe two, idfk) - Picard is Captain, Beverly's the CMO. The difference here is that PICARD is the one with more power, whilst with J/C, it's JANEWAY who has more power within the command structure.

Obviously, the idea of a woman being "more powerful" than a man is too daunting for the Star Trek writers (even though Janeway + Chakotay see each other as equals lol...).
