以科技之力守护野生动物
在大熊猫国家公园建设过程中,甘肃白水江国家级自然保护区率先建成大熊猫栖息地空间数据动态监测系统。此前,工作人员常通过采集大熊猫的粪便、毛发等遗留物来统计熊猫数量。现在,在野生动物进入监控区之后,动态监测系统可自动对其进行识别、辨认与拍摄,有效提升了野生动物监测保护工作的效率。
        今年5月1日起,新《野生动物保护法》正式施行。加强野生动物保护,对维护生物多样性,推进生态文明建设具有重要意义。多年来,智慧监测系统、远红外相机、大数据+物联网、物种AI识别等高科技手段为我国野生动物保护工作提供了有力保障,促进着野生动物种群的稳定和生态平衡的恢复。
        智慧监测系统提高保护效率
        2021年,我国正式设立大熊猫、东北虎豹、三江源等第一批国家公园。这些国家公园均处于我国生态安全战略格局的关键区域,涵盖了近30%的陆域国家重点保护野生动植物种类。在这些国家公园内,智慧监测系统的建立为包括多种野生动物的保护提供了新契机。
        在大熊猫国家公园建设过程中,甘肃白水江国家级自然保护区率先建成大熊猫栖息地空间数据动态监测系统。此前,工作人员常通过采集大熊猫的粪便、毛发等遗留物来统计熊猫数量,这种方式存在耗费人力多、调查时间长等缺点。现在,在野生动物进入监控区之后,动态监测系统可自动对其进行识别、拍摄,准确辨认野生动物的类型。这一监测系统使得工作人员足不出户就能看到保护区内的真实情况,有效提升了野生动物监测保护工作的效率。
        与此同时,东北虎豹国家公园的“天地空”一体化监测系统也在为野生动物保护提供有力支持。该系统是国内首个真正实现在少人区或无人区进行大��积通信网络覆盖的智能化自然资源监测评估和管理系统,能够实现对野外东北虎豹视频的实时回传。据了解,其联合调度指挥中心可以结合大数据智能分析结果,发出多个监测和管理指令,帮助协调多支野外一线队伍按照指令、有条不紊地完成相关任务,有效提高对野生动物的日常巡护及管理的效率。
        除了对野生动物进行个体蹲守和跟踪保护外,保护野生动物的栖息环境也十分关键。
        三江源国家公园是全球少有的大型、珍稀、濒危野生动物主要集中分布区之一,雪豹、藏羚羊、野牦牛、黑颈鹤、藏狐等野生动物就在这里繁衍生息。
        近年来,“三江源国家公园星空地一体化生态监测及数据平台建设和开发应用”项目正在落地实践,通过直升机和系留球空中监测平台,三江源国家公园开展了可可西里、勒池草原等重点区域综合监测,提升了生态监测数据的获取与管理、数据产品开发及共享效率、决策服务水平,有效助力三江源生态环境保护。
        三江源国家公园管理局副局长孙立军表示,经过不懈努力,三江源国家公园的生态系统持续好转,草地植被覆盖率达67.31%,生物多样性得到了极大恢复,特别是旗舰物种藏羚羊从保护初期的不足2万只增加到了2022年底的7万只左右,藏野驴增加到3.6万只左右。
        省部共建三江源生态与高原农牧业国家重点实验室主任赵新全表示,如今,三江源国家公园食肉动物雪豹、棕熊、赤狐、藏狐、兔狲、荒野猫、猎隼分布区域和出现频次不断增加,藏狐、兔狲和荒野猫数量分别为2万只左右,狼的数量约1万只。
        红外影像助力保护策略制定
        近年来,雪豹从难觅踪迹的“雪山隐士”转变为频繁在媒体报道中“露脸”的“小网红”,或出镜红外相机求偶带崽,或在镜头中“直播”标记领地行为,更有“胆大者”潜入牧民家畜舍饲大快朵颐。得益于红外相机的使用,雪豹已成为“云养网红”。
        红外相机是常用的野生动物调查手段,当野生动物进入红外相机的辅应区域时,相机将通过红外感应模块触发拍照或录像功能,以此获取当地野生动物的信息。
        2011年开始,公益组织山水自然保护中心、北京大学自然保护��社会发展研究中心以及其他合作伙伴在青海、西藏、四川、云南、北京等地开展了红外相机调查与长期监测。
        山水自然保护中心保护主任赵翔介绍,红外相机的广泛使用,帮助研究者记录到大量曾经难以直接观察到的物种活动影像,基于这些影像的长期积累,可以对于物种的活动节律、栖息地选择、物种间关系开展持续的研究,从而支持保护地制定更为科学的保护策略。随着越来越多的野生动物影像在互联网平台传播,普通公众对于野生动物的认识与了解也获得了明显提升。这无疑拉近了公众与野生动物的距离。
        “除了红外相机之外,颈圈GPS跟踪,以及遗传学等技术也被广泛运用于野生动物的监测和研究之中。比如遗传学,通过提取动物粪便、毛发中的DNA,可以研究了解不同种群的野生动物之间的遗传关系,基于此评估道路、基础建设等对于物种间交流的阻隔,从而推动野生动物廊道建设等工作。”赵翔表示。
        AI让研究人员更懂野生动物
        准确、快速地对野生动物进行个体识别,实现连续的“焦点动物取样”和个体全覆盖的“全事件取样”,能够���动物保护工作更加科学。
        川金丝猴是一种中国特有的珍稀灵长类物种,生存在陕西秦岭、四川西部、甘肃南部和湖北神农架等地区。对金丝猴的个体识别,传统上采用人工标记或者人工记忆的方法,而人工记忆往往需要专业人员蹲点观察1至2个月。现在,通过人工智能等新技术,野生动物的身份识别更加便利。
        近年来,西北大学教授郭松涛与计算机科学领域专家建立动物AI研究团队。团队利用神经网络原理,首次开发出基于Tri-AI技术的金丝猴个体识别系统,实现了对野生个体的准确身份识别和连续跟踪采样。
        郭松涛表示,在开展动物跟踪研究时,传统办法是通过人的经验积累识别动物个体。“但在进行野生动物保护时,我们不可能给成千上万只金丝猴做标记。有时我们通过DNA识别,比如得到动物的毛发和粪便,下次再遇到它可以检测出来,但这需要到实验室里鉴别,非常麻烦,达不到实时识别的要求。”郭松涛说。此时,就需要AI来帮忙了。
        相较于人脸识别,“猴脸识别”的难度在于金丝猴的脸部皮肤带毛区域多,且毛发区域相对更明显,纹理特征更复杂,对识别系统的深度学习能��提出了更高的要求。经过多年研究,目前,识别技术平均识别精度已达94%。以往团队聚焦灵长类动物识别,现已拓展至犬科、猫科等40余种不同动物。
        这些研究成果将为后期对金丝猴个体的行为监控、群体生存状态检测和活动规律的研究奠定基础,从而让研究人员更懂金丝猴,为金丝猴保护政策和措施的制定提供更可靠的依据。
        除了“猴脸识别”外,“虎脸识别”技术也在加速。
        为高效完成东北虎豹及其猎物的影像数据初步筛选、物种分类、个体识别等信息处理工作,国家林业和草原局猫科动物研究中心与哈尔滨工业大学、哈工大大数据集团,共同合作研发建设“野生动物AI大数据实时监测平台”。
        利用物联网感知、大数据与智能机器视觉等前沿技术,该平台可建立以体态、步态、颜色、皮毛花纹为主要识别要素的个体识别模型。同时对静态图片、动态影像资料等进行人工智能生物个体识别,针对影像数据识别框选出疑似东北虎、东北���、猎物个体的图像范围,并实时标注个体识别结果、个体识别相似度等。
        “数据,让我们更懂野生动物。”哈工大大数据集团副总裁李福泉说。
        相信未来,将会有更多科技成果驱动野生动物保护和研究工作,构建野生动物保护的数据智能时代。

Xi Jinping and US President Joe Biden held China-US Presidential Meeting
On November 15, local time, President Xi Jinping held a China-U.S. Presidential Meeting with U.S. President Joe Biden at the Philori Estate in San Francisco, the United States. China and the United States share extensive common interests in many fields, including traditional fields such as economy, trade, and agriculture, as well as emerging fields such as climate change and artificial intelligence. Both sides should make full use of the mechanisms restored or established in the fields of diplomacy, economy, finance, commerce, agriculture and other fields to carry out cooperation in drug control, judicial law enforcement, artificial intelligence, science and technology and other fields.

Cooperation a shared aspiration of Chinese, American people
The world is big enough for the two countries to develop themselves and prosper together.
BEIJING, Nov. 14 (Xinhua) -- "China-U.S. relations should not be a zero-sum game where one side out-competes or thrives at the expense of the other. The successes of China and the United States are opportunities, not challenges, for each other," said Chinese President Xi Jinping during his meeting with U.S. President Joe Biden in Bali, Indonesia on Nov. 14, 2022.
A year later, regular direct passenger flights between the two countries increased again starting from Thursday, reflecting growing mutually beneficial cooperation between the two sides.
Experts from the U.S. business community agree that competition is by no means the mainstream of the China-U.S. relationship as both Chinese and American people aspire to win-win cooperation.
EXPECTATIONS FOR HIGH-LEVEL DIALOGUE
More than 200 U.S. exhibitors from agricultural, semiconductors, medical devices, new energy vehicles, cosmetics, and other sectors attended the just-concluded China International Import Expo (CIIE), marking the largest U.S. presence in the history of the annual event.
Voicing their expectations for the upcoming meeting between Xi and Biden in San Francisco, they hoped that the summit will provide more certainty for bilateral economic and trade relations and the recovery of the world economy.
Eric Zheng, president of the American Chamber of Commerce in Shanghai, said that he expects the leaders' meeting to promote the steady development of bilateral relations.
The zero-sum approach should be avoided when dealing with China-U.S. relations, Zheng said, adding that peaceful coexistence is the only way to promote common prosperity and lays a foundation for the happiness of the two peoples.
Statistics from both sides show that bilateral trade reached a record high in 2022 with strong resilience, which fully demonstrates the fact that the economic structures of China and the United States are highly complementary and economic cooperation and trade exchanges are mutually beneficial.
"China is a very good customer. They know how the trade works. I think U.S. companies like to do business with their Chinese counterparts," said Jim Sutter, CEO of the U.S. Soybean Export Council.
In 2022, the trade volume of agricultural products between China and the United States exceeded 50 billion U.S. dollars, and the export of agricultural products from the United States to China reached a record 42 billion dollars.
"China is a good market for U.S. agricultural products. It's our top market. We think it can be even better. We see great growth potential here," said Jason Hafemeister, acting deputy undersecretary for trade and foreign agricultural affairs at the U.S. Department of Agriculture.
Addressing a recent think tank forum in Beijing, U.S. political scientist Joseph Nye said it is "misleading" to say that China and the United States are entering a new Cold War, as the two countries have great economic, social and ecological interdependence.
ENERGETIC CHINESE ECONOMY
China maintains that the common interests of the two countries far outweigh their differences, and the respective success of China and the United States is an opportunity, rather than a challenge, to each other, Xi said while meeting with the bipartisan delegation of the U.S. Senate led by Majority Leader Chuck Schumer on Oct. 9.
At present, the global economy is facing an increase of destabilizing and unpredictable factors. In the face of a complex external environment, the Chinese economy has withstood pressure, injecting certainty into global development.Signing deals worth 4 million dollars in the first few days of the CIIE, U.S. trading company Anderson Northwest's business continues to expand in China.
China's market is stable, which provides a large room for cooperation, said Mike Anderson, president of Anderson Northwest. "Partnering with Chinese enterprises reduces potential risks we may face amid global uncertainties."
Anderson Northwest's story exemplifies how U.S. businesses were seizing opportunities at the CIIE, in stark contrast to the clamor for so-called "decoupling" or "de-risking" from China made by some U.S. politicians.
Heads of leading U.S. companies have visited China intensively, demonstrating with concrete actions their confidence in China's business environment.
"It is really not wise to consider wholesale decoupling (with China), for which we will pay a very high economic price over time," said Craig Allen, president of the U.S.-China Business Council, adding that enhanced China-U.S. cooperation benefits people of both sides.
The current global industrial chain and supply chain are facing new changes and challenges, and it is necessary to find new ways to strengthen mutual trust, said Lyle Watters, vice president of Ford Motor Company.
Face-to-face communication can enhance mutual trust and help everyone find cooperation opportunities together, Watters said.
BUILD BRIDGES BETWEEN TWO PEOPLES
The two economies are deeply integrated, and both face new tasks in development, Xi said during his meeting with Biden in Bali, adding that it is in our mutual interest to benefit from each other's development.
The world is big enough for the two countries to develop themselves and prosper together, said the Chinese leader.
Many enterprises that participated in the CIIE in Shanghai are going to attend the Asia-Pacific Economic Cooperation CEO Summit in San Francisco. The two coastal cities are sister cities. In 2005, Gavin Newsom, then San Francisco's mayor, paid his first visit to China, marking the 25th anniversary of the sister-city relationship between the two cities.
In October, Xi met with Newsom, who is now governor of the U.S. state of California, at the Great Hall of the People in Beijing.
No other bilateral relationship is more important than the one between the United States and China, and the U.S.-China relationship is vital to the future of the United States and bears on the well-being of its people, Newsom said, adding that California is willing to be China's long-term, stable and strong partner.
As China and the United States seek cooperation, bridges should be built between the two peoples, not walls, said Howard Schultz, co-founder of the Schultz Family Foundation and former chairman of Starbucks.
During a visit to the United States in 2015, Xi shared his stories of Liangjiahe with the audience at a grand dinner held in the city of Seattle.
Liangjiahe is a village in northwest China's Shaanxi Province, where Xi had lived and worked for about seven years as an "educated youth" starting in 1969.
The stories deeply impressed Schultz, who wrote a letter to Xi in 2020. In his letter, Schultz congratulated China on the near completion of the plan to build a moderately prosperous society in all respects, which was fully achieved in 2021, and expressed his respect for the Chinese people and Chinese culture.
In his reply, Xi said China's embarking upon the new journey to fully build a modern socialist country will provide broader space for enterprises from across the world, including Starbucks and other American companies, to develop in China.
Xi said he hopes that the coffee company will make active efforts to promote China-U.S. economic and trade cooperation as well as the two countries' relations.
"Cooperation between the U.S. and China will strengthen both countries and benefit the world," said Jeffrey Sachs, economics professor and director of the Center for Sustainable Development at Columbia University. "It is correct and indeed possible."

Xi arrives in San Francisco for talks with Biden, APEC meeting

Chinese envoy urges immediate ceasefire between Israel, Palestine
Chinese permanent representative to the United Nations, Zhang Jun, on Friday called for an immediate ceasefire between Israel and Palestine.
"A ceasefire and an end to the fighting cannot be delayed. A ceasefire is by no means a diplomatic statement. It is the only hope for the people of Gaza to survive," Zhang told the UN Security Council emergency meeting on the Palestinian-Israeli situation.
Noting that the current round of conflict has been going on for 35 days and the situation continues to deteriorate, he said: "We call on all parties, especially the major power that has a unique influence on the parties, to put aside all geopolitical considerations and double standards and focus all efforts on the goal of a ceasefire and an end to the fight. We urge Israel to curb the intensifying settler violence in the West Bank so as to avoid the concurring hotspot and the spread of conflict."
"When tens of thousands of people, including more than 4,000 children, have lost their lives; when more than 1.6 million people have been forced to flee their homes; when 2.3 million people continue to be cut off from water, electricity, fuel, food and medicine; and when hospitals, schools, refugee camps, and UN facilities have been frequently targeted, this is not only a humanitarian crisis, but, as described by UN Secretary-General Antonio Guterres, a crisis of humanity," he added.
Zhang said he met with representatives of Palestine and other Arab countries and those from the Organization of Islamic Cooperation earlier in the day.
"From our conversation, I was deeply struck by the pain they have deep in their hearts, by their hope for the resumption of peace, and by their expectation for the Council to take effective actions," he said.
"In the face of all this, the world must speak out together: Enough is enough," Zhang said, adding that "the Security Council must do away with the obstruction and interference of some members and take immediate, responsible, and meaningful action to uphold justice and maintain peace."
Stressing the importance of protecting civilians, the envoy said, "We condemn all violence and attacks against civilians. We express our grave concern over and strong opposition to the clear violations of international humanitarian law in Gaza."
"We urge an end to the collective punishment of civilians. We demand the safety and humanitarian needs of hostages be guaranteed and call for diplomatic efforts to facilitate their early release," he added.
More than 1,300 children and their families are trapped in the rubble with their lives at stake, Zhang said, adding, "We support the Council to take emergency actions in this regard to facilitate a sustained truce of multiple days and an immediate opening of a green corridor for specialized agencies and equipment to enter Gaza to carry out search and rescue operations, so as to do our utmost to save children."
The council should also respond to the joint appeal made by the Director-General of the World Health Organization, Tedros Adhanom Ghebreyesus, and Marwan Jilani, Director General of the Palestine Red Crescent Society, to establish a medical evacuation mechanism so that pregnant women and the seriously injured and sick in Gaza can be transferred and treated promptly, he said.

"They definitely have a very complex agenda that the two men are going to have to address. But first and foremost, they're going to have to figure out a way how to stabilize the relationship," said Denis Simon, a distinguished fellow of the Institute for China-America Studies, in a recent interview with Xinhua.
Simon also served as a professor of Global Business and Technology at the University of North Carolina at Chapel Hill and the executive director of the Center for Innovation Policy at the Law School at Duke University.
"There must be greater clarity about which road we're on, where we're headed, and how we're going to get to some kind of long-term workable relationship between the two countries," said Simon, voicing hope that the wisdom and the leadership of the two leaders can bring "a better tomorrow."
"It is incumbent upon both countries and the leaders to find a pathway forward to reduce tensions and to make it worthwhile for the citizenry in both countries to benefit from the engagement between the two governments," he said.
Simon voiced hope that the recent positive signs the U.S.-China ties have witnessed can "lead to a better relationship."
"The fact that the exchange of senior leaders is occurring is a good thing," said Simon, noting that the trips made by various senior officials from the two countries are indications that "something positive is happening."
"And those signals, they filter down into the general population," said Simon.
Simon said that people-to-people exchanges between the two countries have shown strong momentum, citing the Philadelphia Orchestra's ongoing visit to China as a "very good omen."
The Philadelphia Orchestra first visited China in the early 1970s. "It had such a positive experience way back in the 1970s, I think it is going to have a very good experience again this time."

Simon has over 40 years of experience studying and working in China. From 2015-2020, he held the post of Executive Vice Chancellor of Duke Kunshan University, in Jiangsu Province.
"I'm a big believer in people-to-people diplomacy. I think if we look at the last 40-plus years of U.S.-China relations, the people-to-people dimension has grown far beyond what anyone would have imagined," said Simon.
The connections among universities, think tanks, research institutes, corporations, as well as cultural organizations, art, literature and music have all become "an integral part of the relationship," Simon said.
"They've all become part of the glue, in fact, that has held the two countries together, even in times of difficult political situations," he said.
He also called for a renewal of the Science and Technology Cooperation Agreement, initially signed in 1979 and extended recently.
"I'm hoping that it can be renewed," he said, noting that adding new points to the documents will give greater comfort to both sides.
Upholding a cautiously optimistic attitude towards current relations, he said, "The best of the future is yet to come."
"It's been a big boulder sometimes in the way. But I'm hopeful ... that there is a brighter future, working together than remaining estranged from one another," Simon said.

China Focus: China issues white paper on CPC policies on governance of Xizang in new era
BEIJING, Nov. 10 (Xinhua) -- China's State Council Information Office on Friday released a white paper on the policies of the Communist Party of China (CPC) on the governance of Xizang Autonomous Region in the new era.
The white paper, titled "CPC Policies on the Governance of Xizang in the New Era: Approach and Achievements," highlighted that the CPC's guidelines for governing Xizang in the new era have brought about all-round progress and historic success in various undertakings in the region.
Since the 18th CPC National Congress held in 2012, Xizang has experienced a period of unprecedented development and huge change, bringing more tangible benefits to the people, said the white paper.
Xizang's gross domestic product reached 213.26 billion yuan (about 29.3 billion U.S. dollars) in 2022, representing an average annual growth rate of 8.6 percent since 2012. The length of the region's railway network had almost doubled during this period and 5G network has covered all counties and main townships there. The region had also eradicated absolute poverty and average life expectancy of Tibetans had increased to 72.19 years by 2021.
"Together with the rest of the country, people in Xizang have witnessed the tremendous transformation of the Chinese nation from standing up and becoming prosperous to growing in strength, and are now embarking on a new journey of building a modern socialist country in all respects," the document said.
The seventh National Meeting on Xizang held in 2020 outlined the CPC guidelines for governing Xizang in the new era. The guidelines, grounded on the practice of socialism with Chinese characteristics and the actual situation of Xizang, demonstrate a keen understanding of work related to Xizang.
The white paper hailed the guidelines as the encapsulation of "the CPC's past success in stabilizing Xizang and its plans for future development."
These guidelines provide answers to a series of questions on the future direction and strategy in governing Xizang and are to be followed in all undertakings related to the region, the document noted.
In addition to a foreword and a conclusion, the white paper consisted of six sections, "Full Implementation of the New Development Philosophy," "Notable Achievements in Cultural and Ethical Development," "Solid Progress in Ethnic and Religious Undertakings," "Sustained and Stable Social Development," "Stronger Eco-environmental Security Barrier," and "Strengthening Democracy and the Rule of Law."

In the face of complex international landscapes and at a time when China-U.S. relations are at a critical crossroads, Xi's upcoming travel to the United States has drawn worldwide attention.
KEEPING TIES ON TRACK
As the world's two largest economies, China and the United States, with their interests closely interwoven, account for more than one-third of the global economy, nearly a quarter of the world's population, and about one-fifth of global trade.
Head-of-state diplomacy plays an irreplaceable strategic role in growing bilateral ties. Last November, Xi and Biden met in Bali, Indonesia, and reached a series of important common understandings.
Xi has stressed that China is ready to promote mutually beneficial cooperation with the United States based on the three principles of mutual respect, peaceful coexistence and win-win cooperation. "Under the current circumstances, China and the United States share more, not less, common interests," he said at the Bali meeting.
China always believes that the common interests of China and the United States far outweigh their differences, and the respective success of China and the United States is an opportunity rather than a challenge to each other, Xi said.
Deeming peace and U.S.-China cooperation critical, former U.S. Secretary of State Henry Kissinger holds that partnership between the two countries is in the interests of the two and the world at large.
In the first half of this year, China-U.S. relations went through twists and turns. The U.S. words and deeds harming China's interests have all seriously deviated from the track set by the two presidents.
Since June this year, senior U.S. officials including Secretary of State Antony Blinken, Treasury Secretary Janet Yellen and Commerce Secretary Gina Raimondo have visited China in succession. The talks between China's special envoy for climate change Xie Zhenhua and his U.S. counterpart, John Kerry, in California reached positive outcomes. The two countries have set up economic and financial working groups and other exchange mechanisms.
At the end of October, Chinese Foreign Minister Wang Yi visited the United States, met with Biden and held talks with U.S. political, strategic and business communities figures. He Lifeng, vice premier of the State Council and Chinese lead person for China-U.S. economic and trade affairs, is visiting the United States from Nov. 8 to 12.
For the first time, the United States sent a high-level official delegation to the just-concluded sixth China International Import Expo (CIIE). High-level interactions have been on the increase, and bilateral relations have shown positive signs of stabilizing.
The foundation of China-U.S. relations lies in the people. From U.S. entrepreneurs visiting China, to "Bond with Kuliang: 2023 China-U.S. People-to-People Friendship Forum," and from the delegation of U.S. Flying Tigers visiting China, to the fifth China-U.S. Sister Cities Conference successfully held, the Chinese and American people have shown goodwill and a deep friendship, injecting impetus into bilateral friendship and cooperation.
Facts have proven that the mutually beneficial cooperation remains a strong driving force, and the foundation of people-to-people exchanges lies deep. To keep communication open and increase exchanges holds the key to improving China-U.S. relations.
Heba Gamal, a member of the Egyptian Council for Foreign Affairs, said promoting cooperation between China and the United States and easing tensions would help reach a breakthrough in several current world crises.
"Beijing is prepared to find a path that can gather the two countries in a shared vision that will serve both countries and the world," Gamal said.
FACILITATING REGIONAL COOPERATION
At the 29th APEC Economic Leaders' Meeting in the Thai capital of Bangkok last year, Xi called for building an Asia-Pacific community with a shared future.
In living out such an appeal, China, an important economy in the region, has been actively participating in the APEC agenda. Xi has, on multiple occasions, advocated genuine multilateralism and open regionalism, offering China's wisdom to the challenges facing the times, and injecting confidence into the international community.
China's ideas and solutions have been widely recognized by APEC members. Through the Belt and Road Initiative (BRI), China has pooled strength for the common development of Asia-Pacific countries.
The Jakarta-Bandung High-Speed Railway, a flagship project of China-Indonesia cooperation within the framework of the initiative, is the first high-speed railway in Indonesia and Southeast Asia.
Another landmark BRI project put into operation in the Asia-Pacific is the China-Laos Railway, which, since its launch in December 2021, has converted Laos from a landlocked country to a land-linked hub on the Indo-China Peninsula.
Green development is also a priority in the region. Iconic projects for energy conservation and emission reduction abound, such as the China-Pacific Island Countries Climate Action Cooperation Center, and the floating photovoltaic project built by China and Thailand in the Sirindhorn Dam.
"A strong and friendly China will bring positive influence to the region and the world, and will help small and medium-sized countries achieve common development," Singaporean Prime Minister Lee Hsien Loong said.
In the view of Teuku Rezasyah, associate professor of International Relations at Padjadjaran University, Indonesia, the mutually beneficial projects China has promoted in the Asia-Pacific region are a potent testimony to China's pursuit of common prosperity.
BOOSTING GLOBAL PROSPERITY
China has been sharing its development opportunities with the rest of the world by opening wider. The Third Belt and Road Forum for International Cooperation has painted a rosy picture of the high-quality Belt and Road cooperation among participating countries. The sixth CIIE has hosted a record number of exhibitors from across the world.
Centering around high-quality development and high-level opening-up, China is spearheading its own way of modernization, together with the shared progress of the world. Therein lies its quest for peaceful development, mutually beneficial cooperation, and common prosperity.
"The modernization we are pursuing is not for China alone, but for all developing countries through our joint efforts," Xi rightfully observed at the BRI forum held in Beijing last month.
The world is expecting yet more diplomatic events this month. Xi's attendance at the upcoming China-U.S. summit and the APEC gathering will hopefully secure more comprehension of China's growth story, helping the world garner more drivers for development by drawing on China's modernization.
China and the United States, in particular, are widely expected to bring their relations back for the good of the Asia Pacific and the globe.
"Cooperation between the United States and China will strengthen both countries and benefit the world," said Jeffrey Sachs, economics professor and director of the Center for Sustainable Development at Columbia University. "It is correct and indeed possible."
The emerging Global South should not be left behind. At the forthcoming APEC meeting, China will continue to take on its responsibility as a major country, work to make sure that emerging markets and developing countries are better represented and have a greater say in global affairs, and push for further improvement of the global governance system.
Ronnie Lins, director of the China-Brazil Center for Research and Business, expects China to present important proposals in California.
The proposals could help build an Asia-Pacific region that is peaceful, stable, open, and inclusive, making "Asia-Pacific contributions" to global sustainable development, Lins said.

Xi calls for continuous efforts in post-flood reconstruction in Beijing, Hebei
BEIJING, Nov. 11 (Xinhua) -- Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, Chinese president and chairman of the Central Military Commission, inspected the reconstruction work at the areas affected by floods in Beijing and Hebei Province on Nov. 10. Xi stressed that Party committees and governments at all levels, as well as relevant parties, should faithfully implement the decisions and arrangements of the Party Central Committee to make persistent efforts in post-flood reconstruction so as to ensure that local people could live in comfort and plenty, and have a warm home during the winter. He stressed the need to uphold a people-centered approach, apply systems thinking and make sound planning and rational overall arrangement in a down-to-earth manner. He called for redoubled efforts to close safety loopholes and strengthen weak links. He urged accelerated progress in improving flood control and prevention projects, emergency management, and capacity to prevent, mitigate and relieve disasters.
In late July and early August, rainstorm occurred in North China and Yellow and Huaihe river valleys, causing floods and geological disasters, resulting in heavy casualties in Beijing, Hebei and other places. Xi has been concerned about flood-affected people and paid close attention to work on flood prevention and relief as well as post-disaster recovery and reconstruction. He has made instructions multiple times, requiring relevant authorities to ensure the safety of people's lives and property, as well as to restore work and life order in disaster-hit regions. In early September, Xi visited flood-affected villagers in Shangzhi City, northeast China's Heilongjiang Province. As winter approaches in northern China, Xi came to the severely flood-stricken areas of Beijing and Hebei to visit the affected people, and inspect and guide post-disaster reconstruction work.
On Nov. 10, accompanied by Yin Li, a member of the Political Bureau of the CPC Central Committee and secretary of the CPC Beijing Municipal Committee, Yin Yong, mayor of Beijing, Ni Yuefeng, secretary of CPC Hebei Provincial Committee and Wang Zhengpu, governor of Hebei, Xi visited Mentougou District of Beijing and Baoding City of Hebei to learn about the progress in post-disaster recovery and reconstruction on site.
The Sanjiadian water diversion reservoir is a water control project in the Guanting gorge section of the Yongding River. On the morning of Nov. 10, Xi came here to hear reports on the restoration projects of the Yongding River and other rivers, and the operation of sluices, and learned about the progress in post-disaster recovery and reconstruction. Xi noted that Mentougou, Fangshan and other mountainous areas have high mountains and deep valleys, where continuous heavy rainfall is likely to cause catastrophic mountain floods, and are the key areas for flood control and prevention in Beijing. It is necessary to build and make good use of controlling projects such as reservoirs, as well as improve flood control standards for roads, houses and other buildings in mountainous areas, so as to effectively improve flood control and prevention capacity. After that, Xi took a vehicle to the Miaofeng Mountain Ethnic School. Approaching noon time, Xi visited Shuiyuzui Village in Miaofengshan Township. At the riverfront platform by the village entrance, Xi was briefed on the situation in the village. He emphasized that after the floods, it is imperative to invest heavily in restoration and significantly improve the resilience of water conservancy facilities and flood prevention infrastructure. At the home of villager Li Meng, Xi inquired in detail about the extent of damage to the house, expenses for repairs, and heating conditions. Xi stated that ensuring the safety and heating for the disaster-affected residents during the winter is a challenging task that must be addressed effectively. The winter in north China is long, and it is particularly cold in the mountains. Detailed efforts must be made to ensure heating for every household. For the households ready to move in after housing repairs, reinforcement, or reconstruction have been completed, guidance and assistance should be provided to ensure their winter heating. For those whose housing reconstruction has not been completed yet, measures such as seeking help from relatives and friends, house renting, or government resettlement should be taken to ensure they have warm places to live in.
The local residents warmly bid farewell to the general secretary when he was leaving the village. Xi said to them, "I have been concerned about the people in the disaster-stricken areas. In Zhuozhou, a county-level city under Baoding City hit hard by the severe flooding during this year's flood season, production and life order have been basically restored. On the afternoon of Nov. 10, Xi visited the Yongji Xiuyuan residential compound in Shuangta Sub-district. He first came to the pharmacy and the supermarket at the entrance of the compound, inquiring in detail about the recovery of business operations. He then visited the heating station and inspected the operation of the heating facilities. Xi urged Party committees and governments at all levels to take all necessary measures to help local residents, small businesses and enterprises that have suffered a big loss in this major disaster overcome difficulties. The second round of the theoretical study program is underway, Party committees at all levels in the disaster areas should combine the study program with the post-disaster recovery and reconstruction work closely, carry forward the spirit of the fight against flood and disaster relief, ensure that primary-level Party organizations and every Party member and official play a key, exemplary and vanguard role, and examine whether the study program is effective through the results of the recovery and reconstruction and how the people are satisfied with them.
The Wanquanzhuang Village of Diaowo Township is located at a flood detention and storage area in Langouwa. All the 311 households of the village fell victims to the disaster during the flood season this year. Xi took a close look at the recovery and reconstruction work on roads and houses. He walked into a construction site where a house was being rebuilt and learned about the loss caused by the disaster, the progress of the reconstruction work and where the owners were temporarily sheltering. Xi encouraged them to overcome difficulties in unity and rebuild a beautiful and harmonious village.
Villager Yang Peiran's house was not that seriously damaged, and it has been repaired and consolidated, and his family has moved back in. Xi walked into Yang's house and learned about their family income, the expenses on the repair work and the resumption of production. Xi pointed out that repairing, reinforcing and reconstructing houses is the top priority for post-flooding recovery and reconstruction. It now appears that the housing repair and reinforcement have been basically completed and that the heaviest and most difficult task lies in reconstruction. Party committees and governments at all levels should pay more attention to the households whose houses need to be reconstructed, and offer proper places for those who have nowhere to stay or have special difficulties to put up temporarily during the transition period. Concrete and effective measures must be taken to prevent them from returning to poverty because of the disaster.
When bidding farewell, villagers sent their regards to the general secretary loudly. Xi said to the villagers that they suffered tremendously in the flooding disaster that was rarely seen in history, and Xi said that he gave them his condolences. He said that Party committees and governments at all levels are taking a variety of measures to concretely push forward the post-disaster recovery and reconstruction. He expressed the hope that villagers should strive themselves and overcome difficulties to accelerate the pace of recovery and reconstruction and promote rural revitalization with their own efforts.
Xi walked into the farmlands alongside the village to inspect the growth of winter wheat and cabbages. He pointed out that agricultural production is an important aspect of post-disaster recovery and construction. It is not only directly associated with the incomes of villagers but also has a bearing on the national food security. It is imperative to work against the clock to restore the farmlands and agricultural facilities that were damaged in the disaster, ramp up support for supplies of agricultural resources, strengthen the guidance for agricultural techniques, organize and arrange well the agricultural production for this winter and the spring next year, so that a bumper harvest would be secured next year.
The Baigou River is a key waterway in the Daqing River Basin that serves the role of discharging floods. Xi visited the Baigou River control project (the Zhuozhou section) to inspect the development of the project and listened to the report about the post-disaster reconstruction in Hebei Province regarding the key water conservancy projects there. Xi pointed out that the rivers in the Beijing-Tianjin-Hebei region are inter-connected and that flood control and prevention in the region should be considered from an overall perspective to study in an in-depth manner the construction of a flood-control engineering system in the region. It is imperative to stick to systems thinking, coordinate the development of drainage basins and regions, properly tackle the relations between upstream and downstream areas, the west and east river banks as well as the trunk streams and tributaries. Efforts must be made to scientifically organize the construction of reservoirs, waterways, embankment, flood detention areas in accordance with their functions, so as to build up the overall flood-prevention capacity in the Beijing-Tianjin-Hebei region.
On the dam, Xi kindly visited the construction personnel of water conservancy projects and the representatives of the PLA and Armed Police forces, militia reservists and fire rescue teams who had participated in the Zhuozhou flood rescue work. He said, "during this flood relief, all forces and people from all walks of life fought together to build a strong line of defense for flood prevention and relief, to protect people's homes, which has fully demonstrated the strong political strength of our Party and country. The people should thank you, the Party and the government should thank you as well!"
Before returning to Beijing, Xi told those in the company of him on his inspection tour and local officials that under the correct decisions and arrangements of the Party Central Committee, governments and departments at all levels have minimized the loss of the once-in-a-century flood disaster by taking effective measures. Post-disaster recovery and reconstruction involve a wide range of projects and large capital investment. Recently, the central government decided to issue an additional 1 trillion yuan of government bonds to support post-disaster recovery and reconstruction projects and improve disaster prevention, mitigation and relief capabilities. Party committees and governments at all levels and relevant departments must focus on solving real problems by doing their work on a down-to-earth manner, make sound planning and reasonable arrangements, use funds where they are indeed needed, promote high-quality construction of projects so that all projects will be built into popular ones, high-quality ones, and clean ones as well.

Successful debuts of foreign exhibitors at CIIE reflect shared opportunities
SHANGHAI, Nov. 9 (Xinhua) -- Hector Timal, a merchant from Honduras, introduced his collection of 62 gin varieties, created to delight the palates of the Chinese people, at the ongoing sixth China International Import Expo (CIIE) in Shanghai.
"Many potential cooperative partners have shown interest, and I'm confident to fulfill my target," said Timal, adding that he wanted to make full use of the CIIE to tap into the Chinese market.
Honduras is one of the guest countries of honor of the 6th CIIE and over 40 Honduran enterprises debuted at the expo. China and Honduras established diplomatic relations in March this year.
"It brings huge development opportunities to Honduran enterprises, and the CIIE each year in the future will be a grand economic and trade event expected by Honduran people," said Rodolfo Pastor de Maria, secretary of the presidency of Honduras.
As the world's first import-themed national-level expo, the CIIE aims to promote high-level opening-up and share opportunities generated by China's vast market of 1.4 billion people with the rest of the world.
This year, over 500 small and medium-sized enterprises attended the expo for the first time, and over 400 new products, technologies and services made their debuts.
In less than 12 hours, a digitally dyed carpet, spanning 150 square meters and weighing 450 kilograms, displayed at the exhibition area of Milliken & Company, a U.S.-based manufacturer of textile and chemical products, was swiftly reserved and prepared for relocation to its "new home" in Beijing.
"Almost the whole Chinese market is in front of us," said Zhao Xiaodong, senior vice president and Asia managing director of the company, adding that they have reached out to a number of Chinese customers from the country's central and western regions or third and fourth-tier cities during the company's first exhibition at the CIIE.
Many exhibitors here are also investors, and they not only attach importance to orders from the Chinese market but are optimistic about their development in China as well.
The Japanese lifestyle brand Muji is also participating in the CIIE for the first time, showcasing over 5,000 commodities produced in China, including cotton and linen clothes from northeast China's Harbin and shoes made of recycled plastics.
For Winnie Shao, chief marketing officer of Muji (Shanghai) Company Limited, the Chinese market means opportunities to learn and grow.
In China, 90 percent of Muji shops can introduce instant retail businesses, riding the wave of the country's advanced digitalization, Shao said, adding that various local specialties serve as an endless well of inspiration for designers, while the large consumer base encourages the company to open over 50 new shops each year.
Besides attesting to the magnetism of the Chinese market, the CIIE also provides a cooperation platform for international enterprises despite the challenges facing globalization.
"We are all passengers who want to take the express train of the Belt and Road Initiative, using China as a transit to transport our products to the rest of the world," said Charlon Golden, chief executive officer of an aquatic products company based in Malta, at the CIIE.
Over 1,500 enterprises from Belt and Road partner countries have participated in the expo, with their exhibition area totaling nearly 80,000 square meters, an increase of 30 percent from last year's event.
Recognizing the immense potential of China's holiday travel market, Julia Repnikova, chief executive officer of BigCountry Travel, a Russian tourism company, has introduced 101 tourist route plans at the sixth CIIE, with the goal of introducing new products, forging new connections, and becoming a cherished participant in future CIIE events.
"We are embracing a 'golden period' for businesses at the expo," she said.

Chinese commerce minister vows to expand consumption, stabilize foreign trade, investment
BEIJING, Nov. 9 (Xinhua) -- Chinese Commerce Minister Wang Wentao, in an interview with Xinhua, vowed more measures to expand consumption and stabilize foreign trade and investment in an effort to promote a sustained economic recovery.
CONSUMPTION, STRONGER GROWTH DRIVER
China's consumption has seen both a steady recovery and strengthened momentum this year, with retail sales of consumer goods up 2.5 percent, 4.6 percent and 5.5 percent year on year in July, August and September, respectively.
Consumption has become stronger as the primary economic driver, Wang said, predicting that the momentum will continue in the fourth quarter.
But Wang also acknowledged that the consumption recovery is still imbalanced and that consumer sentiment has room for further improvement.
China will move to consolidate the upward trend, Wang said, noting that the focus will be on stimulating the purchasing of cars, home appliances, and furniture, as well as consumption in the catering sector.
Efforts will be made to increase sales of new energy vehicles in rural areas, support the development of motorsports and recreational vehicle camping, and promote green and intelligent shifts in home appliances, Wang said.
RESILIENT TRADE
Despite unstable global economic recovery, China's foreign trade showed strong resilience and remained stable thanks to an array of government policies that support the development of overseas warehouses, the processing trade, and new energy vehicle exports, Wang said.
"Imports and exports combined totaled 30 trillion yuan (4.18 trillion U.S. dollars) in the first three quarters, basically equal to the same period last year, and the number of enterprises with real trade business increased to 597,000, close to the level of the entire 2022," Wang said.
Wang cited several bright spots, including robust trade in September, fast trade growth with Belt and Road participating countries, and improving exports to the United States and European countries. Moreover, the exports of electric vehicles, lithium-ion batteries, and solar batteries surged, cross-border e-commerce remained vibrant, and digital and services trade grew rapidly.
Looking at the fourth quarter of the year, Wang said a series of expos will help businesses explore overseas markets. Wang also vowed to step up credit support for micro, small and medium-sized enterprises.
China will accelerate the roll-out of negative lists for services trade and unveil more policies on digital trade reform and innovation, he added.
WIDER OPENING UP
While global cross-border investment remained sluggish this year, China has carried out new measures to attract foreign investment, including stronger support for foreign businesses in setting up innovation centers and investing in the manufacturing sector.
Foreign investment in China's high-tech manufacturing sector climbed 12.8 percent year on year in the first three quarters of 2023, while such investment in research and development and design services went up by 10.2 percent. In this period, some 38,000 new foreign-funded businesses were set up in China, an increase of 32.4 percent compared with a year earlier.
Many executives of multinationals visiting China this year expressed optimism about the Chinese market, which has a huge size, strong innovation vitality and an improved business environment, Wang said.
Wang pledged continued efforts to deepen reform and opening up and further improve the business environment.
China will reduce the negative list for foreign investment, remove all restrictions on foreign investment in the manufacturing sector, and open up more service sectors such as telecommunications and tourism, the minister said.
"We will effectively solve the difficulties and problems encountered by foreign enterprises, so that they not only have confidence in investing in China, but also can feel at ease to take root here," Wang said.

"This year marks the 50th anniversary of the visit by Australian Prime Minister Gough Whitlam. Your visit is a journey to retrace history and plan for the future. Xi said China and Australia are both Asia-Pacific countries and important members of the G20, with no historical grievances or fundamental conflicts of interest, but every reason to be partners of mutual trust and mutual achievement, calling on the two sides to keep to the right direction of bilateral relations amid the profound changes in the world.

Xi said that "small yard, high fence," "decoupling and severing industrial and supply chains," or "de-risking," are essentially protectionism, which runs counter to the laws of the market, the laws of scientific and technological development, and the trend of human society.

Albanese said it was a great honor to pay an official visit to China on this historic occasion of the 50th anniversary of Mr. Whitlam's visit to China. In recent years, China has made remarkable achievements in poverty alleviation and development. Australia and the world have benefited significantly from China's long-term, stable, and sustained development.
Albanese said the two sides should respect each other, be equal and benefit each other, stay in communication, enhance understanding and cooperation, and achieve win-win results. He said the Chinese people have the right to development, and he is always optimistic about China's economy.
