I think that Sally hangs out in the mansion purely as a poltergeist and does not really communicate with anyone, especially rarely with men Tim's age, I think she sees them as if their faces are blurred. If she likes some person, then she begins to stalk him, to play, in her manner.

And I think that when Toby appeared in the mansion, he wanted to scare Sally away, because he had sudden flashbacks with his sister.
