I don't know If it's different in the Legacy Collection but there's a guide on how to change the game's language using the registry. Changing the game's language does add bugs to the game such as a lot of sims having the same name.
I think it would be better as you say, to INSTALL the game in a different language. As for Steam, I know that while you are installing a game you can go to the properties of said game and change the language, and that will reinstall the files (probably deleting the old ones) in the chosen language so that might not cause bugs. But I think for the EA App some users depending on the region have less languages to choose from.
Does anyone know if The Sims 1 Legacy collection will let you install in a different language vs. your computer's set language? This is an obscure question, I guess, but I want to use the Sims 1 to help me practice foreign languages and I've struggled with getting it to work correctly in the past.

I have been wanting to make a tutorial on this for a while since the TS1 community and TS2 community kinda intersect sometimes, I think a lot of people would benefit from being able to import their favorite TS2 sims into TS1. Maybe one day I'll make the tutorial.
Have you ever tried to add or recreate some of the premades from TS2/TS3 into TS1? Mostly the ones that could've been born or still living around TS1 like Mary-Sue, Olive Specter, the Curious family or even the Capps and the Montys
Yeah, I have.
There are my shitposts of Antonio Monty and Nervous Subject from TS2 both of whom I recreated almost two years ago just for fun, really.

I wish I could help right now but I don't have the game anymore, but it's possible to replace the sounds! This tutorial by Awesome Expression might help you a bit.
Hiii sorry if you鈥檝e been asked this already, but do you know if there is any way to replace ts1 base game sounds with something else? For example: fire and burglar sounds
hi! i'm afraid i can't exactly help you out there since i don't specialize on modding in ts1, i am more of casual gamer than anything.

Old TS1 Renders
Renders I previously shared on now deleted blogs.
WIP screenshot:
The first and last one used custom skins from the anime Black Butler/Kuroshitsuji made by Spec0
The middle one is a render of a puppet from the game, the one that is often used by Mortimer Goth 馃ぃ
Tagging with "kuroshitsuji" and not the other fandom and character tags because I don't want to engage with that fandom.

I hope so. I'm not super new to modding The Sims 1 (started around 2020 something) but I plan to make a comeback later this month. I used to share a few mods but I changed usernames too many times and also not many people seemed interested in my mods. I plan to keep the same username for longer this time, to make much better mods than before, and to finally make video tutorials to teach others how to make mods.
OK, the best part of The Sims 1&2 re-release is that maybe now there will be more content creators for The Sims 1

Useful Sims 1 Tools For Modding
鈿狅笍Not tested with the re-release
This post is meant to be a better version of this post from my old deleted blog. I tried to make it neater looking, better explained and I also added some new links. This post is long.
---
馃敼IFFPencil2: Let's you edit IFF files (objects) in every aspect except for sprites.
馃敼Transmogrifier: This program let's you make object recolors and completely brand new sprites for any object.
馃敼FarOut: This program lets you extract files (such as IFF, SKN, BMP, etc.) from inside FAR files, FAR files are like ZIP files, so this program is like 7-Zip or WinRAR but for TS1.
馃敼CMX Maker: This program is useful for making custom skins. CMX files are files that put your sim together and tell the game which SKN files (meshes) go with which BMP files (textures). You can copy and edit existing CMX files from your game or make them from scratch, but it's much easier to use this program as it guarantees that your CMX files will be error free most of the time.
馃敼Beyond Sims: Not a program but a website with tons of helpful programs. My favorites are Xantippe and Body Warp (Body Warp needs a d3drm.dll file).
馃敼Xantippe (link provided above): Lets you convert XA sound files from the game into readable audio files. Not really for modding but for being able to listen to the game's sounds in the best quality.
馃敼Body Warp (link provided above): This is a program for doing quick edits to CAS items like Heads and Bodies. It's very limiting compared to Milkshape3D, but you can use WARP files (linked below) to make quick edits to a mesh such as converting Adult heads to Child and vice versa, or changing the body type of a skin (Skinny, Fit, Fat or custom body types).
馃敼WARP Files: It's sort of a custom add-on for Body Warp. As explained before, these files will let you make quick changes to Heads and Bodies. 鈿狅笍 Your final files won't always come out looking good, sometimes the proportions on Bodies end up a bit weird, so i recommend using Milkshape3D afterwards to fix that.
馃敼Milkshape3D: It's similar to Blender, and although it's much more limiting, but it's the best for making CAS items (Heads, Bodies, Hands, Props and even Pets) as it comes with file support for SKN files (TS1 meshes) and has the skeletons for most sims. 鈿狅笍 This program is paid but has a free trial of 30 days.
馃敼Kelahn: Not a program but a website with 2 utilities I use a lot: BMF2SKN, BCF2CMX.
馃敼BMF2SKN (link provided above): Converts BMF files (old mesh format) to SKN (new mesh format) so you can edit the file. It also converts the other way around.
馃敼Paint.NET 5.0.13: I use this program for making TS1 textures that the game can read correctly. There might be other picture editing programs that can do the same but I like this one. I use it to save TS1 textures as 8 bits BMP with Octatree and Dithering level set to 0. You can save in a similar format using MSPaint but the result will look posterized.
馃敼BCF2CMX (link provided above): Converts BCF files (old format for CMX) to CMX so you can edit the files. it also converts the other way around.
